Abstract:The reform and opening-up initiative has left us with many valuable historical lessons. This paper mainly discusses the historical background of reform and opening-up, Deng Xiaoping Theory, historical lessons, and explores the reform and opening-up in the new era, in light of the decisions made at the Third Plenary Session of the 20th CPC Central Committee. Comprehensive deepening of reform in the new era must adhere to the principle of upholding the Party's overall leadership and the people-centered approach. While focusing on promoting economic system reform, it is essential to coordinate and plan reforms in other fields to fully advance the great rejuvenation of the Chinese nation through Chinese-style modernization.

Abstract:Guangdong's reform on"three-old lands"is an innovative practice of land classification,which can both save land and ease the tension between land supply and its demand.Its essence lies in the land circulation utilization,consolidation and secondary development.The aim of the research on the adjustment of land property rights,house demolition and other crucial interests reallocation brought about by "three-old"reform is to clarify that the legitimacy and rationality of the relevant policy mechanisms has been a guarantee for the smooth enforcement of the land reform policies.In the aspect of interest relationship adjustment,it is necessary to take the law barriers and confusion in the rural collective economic development,enforcement subject and its authority,as well as illegal building disposal into consideration with doctrines as urban renewal and cyclic utilization of land.In the end,it proposes the principles of harmoniously promoting the three-old lands reform and analyzes key factors of relative security mechanism.

During the past forty years of rapid socioeconomic change and historical progress toward governing the country according to law, legal research in China has achieved unprecedented progress and prosperity. Forty years of legal research during China’s reform and opening up can be reviewed and summarized from varying perspectives, using wide-ranging approaches. This article will identify major theoretical issues and several innovative perspectives concerning legal research in China over the past forty years. It will focus on theoretical issues concerning jurisprudence, legal history, and other major areas of legal science.

Abstract:The Chinese government has recently announced a comprehensive proposal of the 14th Five-Year Plan for the next phase of development in all sectors of Chinese society. The Plan is formulated within the context of China's long-term goal of building a moderately prosperous ('xiaokang') society by 2035. Importantly, the Plan includes detailed guidelines for the development of science and technology (S&T), with the resounding themes of innovation and reform. In particular, it clearly designated the focused research areas and goals for system reform in Chinese research institutions and related industries.

Abstract:Urban general planning has the typical public management characteristic,and its major function differs in different development phases in history.Currently,against a background of social & economic transformation,the restriction of urban general planning has been an issue of benefit conflict between regions and departments.Generally,the issue includes three aspects:first,the vertical competition engendered by localism and opportunism under power gambling;second,the adverse reaction to excessive horizontal competition;third,the spatial benefits contention between multi-interests bodies in the interior competition.As to the problem of benefit conflict,recently urban general planning should take rural & urban planning as a whole and regional harmonizing as the fundamentality.Our major suggestions are as follows:Firstly,taking the public benefit as the core concept and reforming the planning value system;secondly,reforming the planning system and harmonizing the vertical benefits;thirdly,integrating regional strategic resources and harmonizing the horizontal benefits;fourthly,building up the whole space zoning and establishing regulation mechanism;and finally,optimizing the public goods supply and promoting the equalization of urban and rural public services.

Abstract:This paper comprehensively reviews China's openness since 1978 from three aspects: trade, foreign investment and global production sharing. We point out that the economic development of China is now standing at a historic turning point. Specifically, economic changes in China are discussed from four dimensions: (i) from China being a world assembly line to a world manufacturing powerhouse; (ii) from China being a world capital receiver to a world investor; (iii) from China being a world factory to a world market; and (iv) from the situation of made in China to innovated in China. At the same time, the global economic system has also reached a turning point. A North America-Europe-Asia tri-polar system has formed, in which the USA, Germany and China, respectively, serve as the regional core economies.

Abstract:Urban planning is an important public policy relating to a city's development and construction.At different historical stages and under various social economic backgrounds,the control performances of urban planning indicate different characteristics and mechanisms.This paper establishes a framework for analyzing the spatial planning performance by integrating remote sensing decipherment,landscape matrix,planning control index,and planning decision logic.Via this framework,the paper analyzes the spatial-temporal evolution characteristics of Beijing's urban spatial form during 1978-2006,the control performances of planning during 1958-2004,and the evolution process of planning logics.The paper also discusses the internal mechanisms forming the differences in planning performance at different historical stages based on the analysis of urban designated function,urban spatial structure,urban size decisionmaking,developing model,and the change of multi-stakeholders.The purpose of this paper is to provide reference for improving decision-making mechanism in future urban planning.

Abstract:There is a special kind of Chinese modern cities called the third-front city, which is of great significance for the research of Chinese modern planning history. To explore the development of planning and construction in typical third-front cities, this paper takes Shiyan in Hubei Province as an example. Based on the external clue of central-local relationship with the internal clue of planning and market relationship in new China, the paper separates the whole course since 1960s into three stages: socialist planned economy, early reformation, and comprehensive transition. With each stage, we mainly focus on the changes of the following aspects: the role and function of urban master planning, the core idea of planning and how urban space has been used in practical construction accordingly. Thus, we manage to get further understanding of the evolution pattern and characteristics of urban master planning in those third-front cities in China.

Abstract:China has showed notable differences in state planning comparing with other countries.Moreover,China has grown from a planning-model imitator to an innovator owing to the continuous efforts on reforming.This paper is put to find out and explain the so-called differences,besides examine the experience and lessons during the long-term practice of national five-year plan.With empirical study,the authors believe that decision-making philosophy is a key factor,and the core of it should be Shi Shi Qiu Shi.The main idea of Shi Shi Qiu Shi is discussed,and a comparison with pragmatism is made as well in this paper.A point is raised that Shi Shi Qiu Shi is a key to the success of decision-making which leads to the success of five-year plan.It also emphasizes that scientific decision-making is very important for today's China.

Abstract:During the past thirty years,China has attracted world-wide attention through its opening up,its utilization of two markets and two kinds of resources,and the way it has raised the efficiency of resource allocation,increased employment and economic growth,and promoted the progress of reform.After three decades of reform and opening-up and sustained growth,there has been a marked increase in China's economic aggregate and per capita income as well as a marked improvement in the country's comparative advantage in the international division of labor and in the external environment.A number of new features can be seen in China's economic development and its external economic relations and trade.China is entering a new stage of development.We should fully understand the changes in our own circumstances and the latest developments in globalization,become actively involved in global economic affairs,and elevate total factor productivity through global allocation of resources.Through expanding communication and cooperation,we should promote the integration of interests,deal with global economic and social difficulties jointly with other countries,and create and preserve an external environment which corresponds with China's fundamental and long-term interests.
