Abstract:This paper examines industrial policy in China over the period of the 9th - 12th Five-Year Plans (FYPs). Based on China's national and provincial FYPs and data disaggregated to the four-digit manufacturing sector level, it finds that the central government's preferences act as a key determinant of the provincial FYPs. It also shows that policy significantly improves output while it is in effect but there is no evidence of a beneficial effect beyond the end of the particular FYP. The results are consistently robust across a number of tests.

Abstract:Based on the development analysis of environmental protection industry over the last decade in China,and the strategy research of environmental protection in the 12th five-year plan,the paper forecasts the demands of the national environmental protection investment and the environmental protection industry.Moreover,the requirements for investment and technology of key fields also have been identified.The result shows that the environmental protection investment is about 3.1 trillion RMB,accounting for 1.35% of the GDP in the same period.Output value of environmental protection industry is about 4.92 trillion RMB in the 12th five-year plan,and the operational cost of pollution treatment facilities will reach 1.05 trillion RMB in 2015.The employees contributed by the environmental protection industry will be more than 5.12 million.Finally,the paper proposes several key and important policies which will break through the impact on development of environmental protection industry in the 12th five-year plan.

Abstract:Since 1953,China's Five-Year Plan has experienced five stages: big push plan,semi-commanding plan,hybrid plan,directive planning and strategic planning.The contents transform from economic instruction plan to development strategic planning,from economic development to comprehensive one,the level from micro to macro,the focus from economic development to public services.We learn that the roles of market and planning both have pluses and minuses for development.They should be strengthened simultaneously,mutual complementary and mutual promotion.

Abstract:We examine the role of China's financial system in supporting economic growth, and explore directions of future development. First, the current financial system is dominated by a large but inefficient banking sector. Reducing the amount of non-performing loans among the major banks to normal levels is the most critical task for reforming the financial system in the short run. Second, the role of the stock market in allocating resources in the economy has been limited and ineffective. Further development of China's financial markets is the most important task in the long-term. Third, the most successful part of the financial system, in terms of supporting the growth of the overall economy, is a non-standard sector that consists of alternative financing channels, governance mechanisms, and institutions. This sector should co-exist with banks and markets in the future in order to continue to support the growth of the Hybrid Sector (non-state, non-listed firms). Finally, in order to sustain stable economic growth, China should aim to prevent and halt damaging financial crises, including a banking sector crisis, a real estate or stock market crash, and a "twin crisis" in the currency market and banking sector.
Quantitative Assessments of the Fulfillment of China's Ten Five-Year Plans

Abstract:Results of the quantitative calculations of the fulfillment of the ten Five - Year Plans and their 320 planned indicators since the founding of New China show that the objectives set out in the Five - Year Plans during the transformation and under the market economy were fulfilled significantly better than those set up in the Five - Year Plans under the planned economy.The plans themselves during the transformation and under the market economy were generally more conservative than those under the planned economy,but the anticipations of planned objectives were less accurate and there was a less degree of synchronization in their fulfillment.Under the market economic conditions,it is more difficult to work out and implement the Five - Year Plan.Meanwhile,the changes in the composition of objectives in the Five - Year Plans also reflect the transition of government functions from economic construction to public service.

Abstract:China has achieved economic growth while great carbon emissions reduction in recent years. Amid China's effort to reduce emissions, the Five-Year Plans have guided and motivated local and foreign forces from the government, industries, and society to work together. This paper showed that a medium–high economic growth gate, industry structure adjustment, and energy structure adjustment, which are guaranteed under the Five-Year Plan, all contribute to energy saving in China. The economy entered a stable growing phase during the 12th Five-Year Plan, while the economic growth rate declined to 7.8% from 11.2% in the 11th Five-Year Plan. Simultaneously, the CO2 emissions growth rate declined from 8.32% (2009–2012 mean) to 1.82% (2012–2014 mean). Industrial structure adjustment canceled out nearly one-third of the CO2 emissions caused by economic growth. Under the 13th Five-Year Plan, China will continue its energy saving efforts on the green development path, with greener quotas, a stricter implementation process, and more key projects.

Abstract:Five Year Plans(FYPs) have served as important development tools in China,stipulating development strategy and development targets at different time period.This paper adopts quantitative goal-oriented approach to evaluate the 11 FYPs since 1953.The 1st is a highly successful plan during the planned economy;the 2nd was blindly pursuing extremely high targets ending with a total failure;the fourth was from the 3nd to the 5th which were completed in an average level.FYPs in the transition and market economy period have much better achievement than those in planned economy period,and their performances are generally better than those in planned economy period;the performance of Five-Year Plan has reached the highest level by the 11th Five-Year plan.

Abstract:China has showed notable differences in state planning comparing with other countries.Moreover,China has grown from a planning-model imitator to an innovator owing to the continuous efforts on reforming.This paper is put to find out and explain the so-called differences,besides examine the experience and lessons during the long-term practice of national five-year plan.With empirical study,the authors believe that decision-making philosophy is a key factor,and the core of it should be Shi Shi Qiu Shi.The main idea of Shi Shi Qiu Shi is discussed,and a comparison with pragmatism is made as well in this paper.A point is raised that Shi Shi Qiu Shi is a key to the success of decision-making which leads to the success of five-year plan.It also emphasizes that scientific decision-making is very important for today's China.

Abstract:China has taken a distinctive path of economic transition, combining both the market and the plan. In introducing the market mechanism, the government has not abandoned the planning mechanism, as was done in other socialist countries, but instead has reformed it. The five-year plan has thus been transformed from economic planning to public affairs governance planning. Today the plan and the market are combined so that the two supplement and stimulate each other.

Abstract:Since the economic reform in 1978,China did not withdraw the Five-Year Plan as the planning tools,but made a self-reform and self-transition. The planning had been changed from command-planning to strategic planning; the contents were from simple economic planning to comprehensive development planning; the areas were from the micro to macro; the indicators were from economic to public; the decisions were made by from few people to collective. Five-Year Plan had become an important tool of China's development miracle,by offering the public services,orienting the development modes,promoting the economic growth and reducing the economic fluctuations. The key is to use it if works,not to use it if not works,and continue to explore the most suitable mode for China's own development.

Abstract:The Twelfth Five-Year Plan that came out of 2011's National People's Congress meeting reveals that the broadly defined communication sector will be central to China's attempts at transforming its economic developmental model. Recognizing that this five-year plan is an especially important programmatic framework for China's future development, this article aims to spell out why and how communication will be entangled in China's push for economic restructuring, as well as the potential constraints over its actual implementation. This article argues that, while the ICT, media, and culture sectors are given high expectations in the document to help expand socially and spatially domestic consumption orientation on the one hand, and to create sunrise, high-tech, and pillar industries on the other hand, it is crucial to remember that entrenched bureaucratic and transnational capitalist interests in and beyond the broadly defined communication sector may obstruct the realization of the plan.

Abstract:This paper aims to establish a new integrated analytic framework, within which to analyze the relationship between housing price and household consumption, financial market, and household characteristics (homeownership and credit conditions) to explore how to use these links to help industry optimization and urban development in the long run. The authors first present a behavioral economic model to show the asymmetric responses of consumption to housing price and the heterogeneous role of financial marketization across different household groups. Then, based on China Family Panel Studies (CFPS) 2010, 2012, and 2014, the authors find urban housing price influences some nonessential expenditure items like education, medical, and transportation, but such influence is subject to financial marketization. Further, the positive moderating effect of financial marketization on consumption is significant on homeowners, particularly for those being constrained. However, this moderating effect is not significant among renters. These heterogeneous responses offer meaningful implications for policy makers in formulating relevant long-term economic strategies that not only spearhead industry optimization and financial policy reform but also transform housing wealth into consumption, along with bolstering economic development in China. Abstract:The 13th Five-year Plan Period is the decisive stage of completing the building of a moderately prosperous society in all respects. However as the international and domestic conditions continue to undergo profound changes, China are faced with unprecedented challenges and opportunities for development as well as requirements unknown before. On one hand, China will be confronted with the uncertainty of world economic growth, dramatic changes of globalization division, global investment and trade rule and the price of energy and resource. On the other hand, China will be faced with continuously falling of domestic economic growth, as well as urgent pressure from industrial transformation, industrial overcapacity, aging society and environment. To achieve the goal set by CPC, China needs to make some changes on development strategy, identify the new areas of economic growth and take new measures during the 13th Five-year Plan Period.

Abstract:We know that China has been adopting Five-year plans since 1953; they are a system of planned initiatives that the country seeks to pursue in its future socio-economic development. The Fourteenth Five-Year Plan (FYP) of China (2021– 2025), approved in March 2021, is the main topic of this article not only because of the important strategic and geopolitical place of China in the modern world, but also because of the need for such publications in our country. We can read that this five-year plan sets key milestones for China, but also for every other country in the world: tackling poverty, trade expansion, investment in science and technology, environment protection, etc. The aim here is to consider not only the economic and social aspect of the planned development, but also to look for the roots of modern Chinese politics in traditional culture and ancient Chinese philosophy. In today’s global world, it is not possible for any nation or culture to exist in isolation and develop on its own. That is why Chinese people say that China needs the world, but the world also needs China, especially the modern world.

Abstract:Urban planning is an important public policy relating to a city's development and construction.At different historical stages and under various social economic backgrounds,the control performances of urban planning indicate different characteristics and mechanisms.This paper establishes a framework for analyzing the spatial planning performance by integrating remote sensing decipherment,landscape matrix,planning control index,and planning decision logic.Via this framework,the paper analyzes the spatial-temporal evolution characteristics of Beijing's urban spatial form during 1978-2006,the control performances of planning during 1958-2004,and the evolution process of planning logics.The paper also discusses the internal mechanisms forming the differences in planning performance at different historical stages based on the analysis of urban designated function,urban spatial structure,urban size decisionmaking,developing model,and the change of multi-stakeholders.The purpose of this paper is to provide reference for improving decision-making mechanism in future urban planning.

Abstract:Purpose - This paper aims to explore achievements and issues in the implementation of China's 12th Five-Year Plan to provide input for the preparation of the coming 13th Five-Year Plan, and also to provide some messages for the understanding of the Party's documents of suggestions for the preparation of China's 13th Five-Year Plan.Design/methodology/approach - Eight essential aspects related to economy, society and ecological environment of the implementation of the 12th Five-Year Plan are analyzed both for the achievements and issues. Comparative analyses are done through historical data and international comparison.Findings - It is hoped that the achievements found in the implementation of the 12th Five-Year Plan will consolidate the confidence for establishing an all-round well-off society of China by the year 2020 and issues discovered will be overcome through appropriate measures.Originality/value - This paper will contribute to the understanding of "Suggestions for the preparation of National Economic and Social Development 13th Five-Year Plan" by the Central Committee of the Communist Party of China on 29 October 2015, and also the coming 13th Five-Year Plan, which will be announced in March 2016.
