Abstract:In generating fast economic growth, China is also generating growing concern about its environmental record. Using 2000-2009 data, we find that, while spending on environmental infrastructure has visible positive environmental impact, city spending is strongly tilted towards transportation infrastructure. Investment in transportation infrastructure correlates strongly with both real GDP growth, a measure of tangible economic growth relevant to city-level Party and government cadres' promotion odds, and with land prices, which affect city governments' revenues from land lease sales. In contrast, city governments' spending on environmental improvements is at best uncorrelated with cadres' promotion odds, and is uncorrelated with local GDP growth and land prices. These findings suggest that, were environmental quality explicitly linked to a cadre's chance of promotion, or were environmental quality to affect land prices substantially, city-level public investment in environmental improvement would rise.

Abstract:In this paper we describe a new incentive-based pollution control program in China, in which the environmental performance of firms is rated from best to worst using five colors—green, blue, yellow, red and black—and the ratings are disseminated to the public through the media. We focus on the first two municipal disclosure programs, which have been implemented at very different levels of economic and institutional development. In both cases, the increases in compliance with pollution regulations have been similar to increases produced by public disclosure programs in Indonesia, the Philippines, and Vietnam. The results suggest that incentives created by public disclosure may significantly reduce pollution in China, even though environmental NGO's play little role and there is no formal channel for public participation in environmental regulation.

Abstract:China's extremely high levels of urban air, water and greenhouse gas emission levels pose local and global environmental challenges. China's urban leaders have substantial influence and discretion over the evolution of economic activity that generates such externalities. This paper examines the political economy of urban leaders' incentives to tackle pollution issues. We present evidence consistent with the hypothesis that both the central government and the public are placing pressure on China's urban leaders to mitigate externalities. Such “pro-green” incentives suggest that many of China's cities could enjoy significant environmental progress in the near future.

As an integral component of China’s environmental policy and broader economic strategy, the carbon trading market is posited as a critical mechanism for catalyzing reduction in greenhouse gas emissions across various industrial sectors. Through a detailed examination, this study assesses the efficacy of the market in achieving its intended environmental outcomes, alongside a thorough investigation of the challenges and obstacles that impede its operation. At the heart of this analysis is a comprehensive review of how the carbon market has been implemented in China, including the regulatory frameworks, market design, and participation criteria that underpin its functionality. The paper delves into the market’s direct impacts on industries, especially those traditionally associated with high levels of carbon emissions, assessing how economic incentives have spurred or, in some instances, failed to spur significant environmental improvements. Further, the study broadens its scope to consider the carbon trading market’s implications for sustainable development in China. It explores the balance between economic growth and environmental sustainability, investigating how the carbon market aligns with China’s long-term goals for green development. This includes an analysis of the market’s role in promoting technological innovation and investment in renewable energy sources, as well as its influence on corporate behavior and environmental governance. The paper also addresses the multifaceted challenges that confront the carbon trading market in China. These include issues related to market liquidity, price volatility, the accuracy of emissions data, and the enforcement of regulatory measures. Moreover, the study considers the global context, comparing China’s carbon market with international counterparts to identify unique challenges and opportunities. In synthesizing the findings, this paper aims to provide a nuanced understanding of the carbon trading market’s function as an economic incentive for pollution control in China. It highlights the critical importance of continuous refinement and adaptation of the market mechanisms to enhance their effectiveness in reducing emissions. Abstract:China has emerged as a global economic powerhouse after four decades of unprecedented growth. Such growth has generated many environmental challenges with enormous ecological, socioeconomic, and health consequences in China and beyond. Although the overall quality of air and water is starting to improve, both are still below national and international standards. Water shortages are widespread. Biodiversity continues to decline. China is the world's top CO2emitter, although per capita emissions are much lower than those of developed counties. On the positive side, large national conservation programs have been implemented, including the Natural Forest Conservation Program, the Grain-to-Green Program, Ecosystem Functional Conservation Areas, and Ecological Protection Redlines. More than 2,750 nature reserves have been established and a new national park system is being constructed. Some endangered and threatened species, such as the giant panda, are showing signs of recovery, and forest cover and some ecosystem services have increased. These mixed environmental outcomes result from human-nature interactions within China as well as between China and adjacent and distant countries. These include increasing rapid economic growth, resource consumption, land use change, trade and investment, and conservation and development policies. We suggest systems approaches such as nexus approaches and flow-centered governance to help China achieve ecological civilization and become an environmental leader on a metacoupled planet.
More Incentive, Less Pollution: Environmental Responsibility of Local Cadres and Environment Governance

Abstract:SYNOPSIS In this paper, we study how the environmental responsibility of local cadres shapes their environmental governance. Using the staggered implementation of the government environmental audit in China as a quasi-experiment, our difference-in-differences estimation shows that, after strengthening the environmental responsibility of city leaders, pilot cities experience a significant increase in fiscal environmental expenditure and a reduction in air pollution. The effect is more pronounced among cities whose leaders have stronger promotion incentives, but less pronounced among cities with higher economic costs on pollution governance. In addition, firms located in pilot cities exhibit a significant increase in environment-related investments and green patent applications, which is motivated by government-awarded environmental subsidies. Overall, our results shed new light on the role of the environmental responsibility of city leaders in environmental governance and provide policy implications to promote environmental, social, and governance (ESG) practice and sustainable transition in a top-down approach. Abstract:This study examines the impact of China's green credit policy on the environment. In particular, we consider an initiative that requires all banks to base their loan decisions on corporate environmental performance. This is an important issue since it is globally gaining popularity to leverage bank loans as an avenue to enforce corporate environmental responsibility. Moreover, there are only a handful of empirical investigations in relation to the impacts of credit constraint on corporate environmental behaviors and strategies. This research also provides useful insights on how to enhance environmental regulation enforcement, using the Environmental Protection Bureau in partnership with local banks to exert a creditable threat of financial constraint on unfavorable environmental outcomes. Using the synthetic control method and difference-in-differences analysis, we find that this policy has significantly motivated firms, particularly those firms with a higher dependence on external financing, to reduce water pollution. We further discover that the policy compels firms to favor pollution prevention at the source instead of end-of-pipe treatments, since the policy imposes a long-term credit constraint on pollution.

Abstract:As for the academics and policymakers, more attention has been given to the issue on how to reduce environmental pollution through the cooperation of environmental regulation and local officials’ promotion incentives. With the use of a city-level panel data of 266 Chinese cities from 2005 to 2016, this study preliminary explores the impacts of environmental regulations, local officials’ promotion incentives, and their interaction terms on urban environmental pollution at national and regional levels by using the spatial Durbin model. The results indicate that the impacts of environmental regulations and local officials’ promotion incentives on urban environmental pollution have achieved the desired goal with the other’s cooperation, and their interaction term’s coefficients on urban environmental pollution are significantly negative. Moreover, spatial heterogeneity is established, and the uneven development of urban environmental pollution among different regions deserves more attention. In order to effectively reduce the level of urban environmental pollution in China, the government should focus on such solutions as enhancing the implementation and supervision efficiency of environmental regulation, optimizing the performance appraisal system of local officials, improving the synergistic effects of environmental regulations and local officials’ promotion incentives, and establishing a multi-scale spatial cooperation mechanism based on both geographical and economic correlations.

Abstract:Information and incentives are pillars of political accountability. We examine their effectiveness in achieving governance under China’s new ambient air quality standards. By exploiting the sequential introduction of pollution information disclosure and environmental performance evaluation, we show that transparency alone is insufficient to induce public monitoring or government responsiveness. But when information provision is combined with performance incentives, local bureaucrats take actions to reduce pollution. The findings suggest that in a top-down hierarchy, when superiors receive accurate environmental information and administer rewards or sanctions based on that information, local governments face greater accountability pressure and respond by improving environmental performance.
The synergistic impact of incentive and regulatory environmental policies on firms' environmental performance

Abstract:The imperative to enhance corporate environmental performance is not only pivotal for a company's growth but also crucial for fulfilling societal responsibilities and protecting global environmental interests. Recognizing the inadequacies of standalone environmental policies, our study delves into the synergistic effects of incentive-based and regulatory approaches on the environmental performance of listed firms in China. We meticulously examine the interplay between environmental punishment and subsidies over the period of 2015-2019. Our analysis reveals that a strategic combination of punishment and subsidies can substantially improve firms' environmental performance. This effect intensifies with the increasing amounts of fines and subsidies. Additionally, we explore the dynamic effects of policy implementation. Our results indicate that subsidies implemented either a year before or after the imposition of punishment might diminish the effectiveness of standalone environmental penalty policies. Furthermore, our findings suggest that diverse regulatory policies enhance firm environmental performance by promoting investments in environmental protection and fostering green innovation. This discovery highlights the need for a nuanced understanding of policy mixes and their implications for corporate environmental strategies.
Does strict environmental regulation lead to incentive contradiction? - Evidence from China

Abstract:China has witnessed a drop in the speed of its economic development from 14% to 6% since 2007. The literature has attributed "the miracle of China's economic growth" over the past four decades to the compatibility of political incentives and fiscal incentives. However, as the central government shifts its priorities from "development is the last word" to "lucid waters and lush mountains are invaluable assets", can local officials' political and financial incentives still achieve incentive compatibility? Theoretically and empirically, this paper examines the impact of the compatibility of political and financial incentives on local governments' environmental governance in different stages. We find that environmental performance has consistently been an important political promotion incentive for officials, especially after 2007. We also find that officials in cities with incentive compatibility have no promotion advantages over their opponents because incentive compatibility restrained the development of the manufacturing industry, leading to a suppression of the economic growth rate. Local governments sacrifice a certain economic growth rate - in other words, local fiscal revenue - in exchange for environmental quality improvements and adopt strategic actions to cater to the central government's new performance evaluation system, which focuses mainly on environmental protection assessment through strategic behavior.

Abstract:Environmental regulation and its corresponding measures and control is an important issue but have not been fully investigated. Literature on the unintended consequences of regulation control and measures appears to be sparse. Through a series of exploratory case studies in China, this paper examines the various unintended impacts of ecological civilisation (EC) regulation on firms’ operations and their related consequences to performance. Findings showed that there were interrelated themes that underpin the indirect and unintended effects of regulatory control and performance management. This exploratory study can contribute to both theory building and provide important EC policy implications by: (a) enriching the conceptual understanding of the unintended consequences of environmental regulation on firms’ behaviours and outcomes, (b) providing policy maker important insights and practical advices for regulating environmental performance.

Abstract:China faces the challenge of balancing economic development with environmental sustainability as one of the largest economies and the world's top emitter of greenhouse gases. This study investigates the role of fiscal incentives and energy efficiency in fostering green economic growth in China. The Data Envelopment Analysis (DEA) model is used in the analysis, which spans the years 2010 to 2021, to assess the effectiveness of energy use and the influence of financial incentives on environmental sustainability. The results show that increasing energy efficiency reduces environmental deterioration and improves resource utilization, positively contributing to green economic growth. The study also demonstrates the critical role financial incentives, such as tax breaks and subsidies, play in encouraging investments in sustainable practices and clean technology development. These results underline how crucial it is to implement targeted fiscal policies and energy efficiency measures to promote green economic growth in China.

Do Fiscal Incentives Contribute to Pollution Control? Empirical Evidence from China

Abstract:Given the growing concerns over environmental degradation and the demand for sustainable development, the Chinese government has implemented several fiscal incentive policies to enhance environmental governance. Taking the phased comprehensive demonstration cities of the Energy Saving and Emission Reduction Fiscal Policy (ESERFP) as an exogenous shock, this study uses a staggered difference-in-differences method to evaluate the impact of the fiscal incentive policy on pollution control using panel data from 268 prefecture-level cities in China from 2003 to 2017. The results indicate that the industrial pollutant emissions in the demonstration cities significantly decreased compared with those in the non-demonstration cities under the influence of the ESERFP. Specifically, industrial wastewater discharges in the demonstration cities decreased by 15.5% while industrial sulfur dioxide emissions decreased by 19.5%. Moreover, promoting industrial structure upgrades and green technology innovations are the main mechanisms of the ESERFP in reducing industrial pollution emissions. Furthermore, the emission-reduction effect of the ESERFP is more significant in areas with more fiscal resources, lower promotion incentives based on local economic performance, greater emphasis on environmental protection, and those with no old industrial bases. Further analysis shows that the positive effect of the ESERFP on pollution control in the demonstration cities remains relatively effective after the demonstration period ends, and the policy does not sacrifice economic dividends. Overall, this study explores the impact of fiscal incentive policies designed to achieve environmental improvements via pollution control, offering valuable fiscal policy insights for China and other developing economies seeking solutions to environmental pollution, including fiscal incentive policy formulation and implementation, fiscal incentives to support regional green transformations, improving the differentiation and precision of fiscal incentives and enhancing environmental performance assessment.

This holistic approach underscores the intricate interplay between domestic policies and worldwide trends. The study offers two strategic recommendations to fortify China's green finance endeavors. The initial proposal emphasizes bolstering the legal framework to underpin environmental protection, advocating for rigorous standards to counteract greenwashing, ensuring transparency, and nurturing confidence in green financial products. The second recommendation centers on enhancing Environmental Impact Assessment (EIA) legislation, promoting an inclusive and participatory approach to engender collective ownership of environmentally significant projects. By amplifying public involvement, this strategy augments decision-making processes and magnifies the influence of green finance initiatives. Accountability, Career Incentives, and Pollution: The Case Of Two Control Zones in China

Abstract:We provide empirical evidence on the effectiveness of target-based performance evaluation for bureaucrats in the context of the Two Control Zones policy in China. In 2006, the Chinese central government made sulphur dixoide (SO2) emissions cuts a major performance evaluation criterion for prefectural city mayors and party secretaries. We compare emissions reductions in these so-called Two Control Zone cities, where more stringent emissions quotas were imposed, with reductions in non-control cities. Our results suggest that the new evaluation system is effective in achieving the target policy output. Adding the emission cuts into local bureaucrats’ performance evaluation significantly reduces the actual SO2 emissions. We further analyze the channels through which the policy operates and show that the new evaluation system changes bureaucrats’ behavior and induces them to exert more effort on controlling environmental pollution.
