Abstract:In recent years,research on technical standards has attracted considerable attention both from academics and policy makers. The author will apply Social Construction of Technology (SCOT) into the analysis of technical standards policy from three perspectives, i.e.institutional perspective,political perspective and technical perspective and integrate different factors which influence the process of standards setting.Policy implications are on the one hand,standardization procedures should be improved;On the other hand,nego- tiation of actors in the process of standards setting should be paid attention to.Furthermore,the relationship between standards and IPR is also an important issue.

Abstract:Issues on technical standardization have become more and more important during the past 20 years.Technology standards play a crucial role in the development of information industries and so do the relevant standardization policies and strategies.Based on theoretical analysis,this paper put forth different levels and the specific contents of standardization strategies which contain two categories: government intervention and non-intervention.Government non-intervention standardization strategies are known as market standardization strategies,while the intervention strategies can be divided into two types: government-controlled and government-dominated.From an enterprise standpoint,standardization strategies relate to its RD capacity,market share,and market structure.It is concluded that government should give priority to government-dominated standardization strategies and systematically combine it with industrial development and technical policies,foster healthy development of telecommunications,and at the same time,balance strategies at levels of state and companies and promote the building of technical standardization alliances.

Abstract:Industry standard is related to the labour division of a nation in the international industry chain, is also concerned with a nation's essential benefit. In the information economy world,this issue is becoming more and more important. Standard can help improve competitive edge,reduce uncertainty and transaction cost. In China,the enterprises have no strong consciousness of standard, their ability of technical RD is too weak and they found themselves in a difficult position. The reason of these include that our standard policy follows convention,we have no profound understanding of the international rules concerning benefit and we have not enough investment. Through an analysis of its economic implication and China's awkward situation in this issue,this paper puts forward some political proposals including strengthening the planning of standard strategy,quickening the step to make control regulations,giving play to the roles of both government and trade union in establishing the standard.

Abstract:The People’s Republic of China has become remarkably active in the development of interoperability standards across many areas of information and communications technology (ICT). Such standards are crucial for the creation of new industries and markets for novel ICT products and services. This engagement in standardisation is linked to the Chinese government’s strategy to develop indigenous technologies and, in some cases through involvement in international standardisation bodies, to put China at the heart of the next generation of global technological infrastructures. In this way China seeks to go beyond its globally competitive productive capabilities to acquire technology innovation capabilities. This strategy throws up important issues for China’s technology promotion policy in terms of how to contribute to standardisation processes and of how to exploit public sector research and development. China’s involvement in the shaping of these globally significant technologies will have far reaching consequences for developed economies and global ICT markets, posing challenges for industrial strategy and innovation policies across the developed and developing world. The USA has tended to see China’s search for indigenous technologies as potentially damaging to free trade and competition. In contrast the European Union (EU) has responded by seeking to align China’s indigenous ICT innovation policies with the European Research Area. However the globalisation of innovation signalled by these developments, based upon complex matrices of intellectual property, innovative capability and market knowledge from a wide array of industrial and research players across the world, calls into question simplistic established conceptions of ‘indigenous’ technologies. These developments thus raise a number of issues – which are explored in relation to various examples of ICT standardisation and innovation.

As a new productivity with the greatest potential at the present age, information technology has undergone great development. The incessant innovation in technology has also urged people to make better use of it and apply advanced information technology to their own industry. This has already become a major trend in the informatization of various industries. In order to meet the requirements of the development of its own industry, the Chinese construction industry is strengthening its informatization and vigorously promoting the application of information technology. Standardization, as the basis of informatization, plays an important role in the sound development of informatization construction and ensures the successful promotion and application of information technology. It has become an important and pressing task to build up an appropriate standard system for the application of information technology, in view of which, this article has made an in-depth analysis of the present standardization status of information technology application and the problems in existing standard systems, put forward the principles for the standard of applying information technology within the construction industry and the established standard system for the application of information technology.

Abstract:The system of engineering construction standard has become bottleneck of the development of construction industry in China.The problems of current restriction mode of construction standards are analyzed,including the items of compulsive standards and recommended standards are interweaved;the implementation of compulsive standards and recommended standards is not in perfect harmony;the amount of compulsive standards is too large and the covered range is too wide etc.Through the reference to the situations for the execution of technical standards and codes in various developed countries and regions,the new system of engineering construction standards is systematically proposed based on the comparison between home and abroad.

Abstract:Innovation drive differs from investment drive and resource drive in that it focuses on knowledge and skills to promote productivity growth. By integrating technical standards within the framework of an innovation-driven development system in this work, theoretical implications for this development strategy may be revealed. Following our theoretical study, we built a PECM utilizing China's inter-provincial panel data from 2007 to 2020 to investigate the long and short-term relationships between standardization, R&D, and innovation-driven development. The following are the key findings: First, both standardization and R&D are the nation's critical engines of innovation-driven development. Second, standardization has the greatest impact on TFP through improving technical efficiency, whereas R&D drives both technical development and technical efficiency improvement. Third, while the influence of technical standard drafters' production scale on scale efficiency was insignificant from 2007 to 2013, it became substantial after 2014 with China's macroeconomic reform of "transforming the mode and changing the structure."

Abstract:Strengthening the cyber industry is a major strategic goal of China in the new era of development. It is also crucial for the modernization of national governance system and capabilities. Technical standards serve as key tools for achieving consensus and fostering cooperation, making them vitally important to the construction of a shared cyberspace community and the establishment of a comprehensive governance system. This study examines the current international development in cyberspace governance driven by technical standards, focusing on key elements such as paradigmatic nature, multi-sourcing, legal integration, patent-related issues, and network effects. We systematically summarize China’s experiences, challenges, and existing issues in this area, proposing corresponding thoughts, overall objectives, and strategic paths. In response to issues such as China’s weak core technical capabilities in cyberspace, insufficient international discourse power over technical standards, uncoordinated legislation on standards content, urgent need for improving standard-essential patent systems, and suboptimal network effects of technical standards, this study proposes developmental suggestions. These include targeting technical standards in key areas, promoting diversification of entities responsible for technical standards development, providing vocational training and talent education related to technical standards, strengthening patent management and intellectual property protection, emphasizing the popularization and adoption of technical standards, as well as advancing international cooperation and standardization. The aim is to enhance the effectiveness of standardized governance, elevate the level of national standardization, and promote the progress of cyberspace governance in China.
