Abstract:Chinese higher education has experienced dramatic development since the reform and opening-up in 1978 and especially the great expansion in 1999. The entry to WTO brings a fresh dynamic and opportunity to Chinese higher education. Under the new impetus, the pressing demands of cross-border higher education in China are mainly to expand access, raise funds, improve the quality of human resources and exert national soft power. On joining the WTO, China made efforts to integrate itself into the international community though the development and improvement of legislation, policies, and regulations in higher education that have achieved positive outcomes. However, some current challenges and barriers, including capacity building, administration and management, quality assurance, and qualification recognition still block the further development and need to be removed. The promotion of cross-border higher education in the future not only requires more strategic planning and policy support from central and local governments and higher education institutions, but also depends on a series of institutional transitions and deep reforms to meet the challenges and grasp the opportunities brought by WTO/GATS.

Abstract:The rapid pace of Chinas economic and trade development has been considered as a great success since the entry of WTO in 2001. Most recently, China has succeeded in coping with the global financial crisis and achieved a rapid V-shaped recovery which rebounded to two digit growth rate and lead to strengthening its international status. Nevertheless, China has exposed many potential problems in face of the financial crisis which due to international and domestic unbalanced features of Chinas economic operation system. The pattern of China Manufacturing and World Consuming is a game with no winners, while the investment leaded economic development mode achieves high growth rate but without enriches its own residents. The current imbalanced economic development mode cannot be sustained and shall be changed in the future which is not only the consensus of economists at home and abroad, but also a striving goal for the Chinese government for its 12th Five-Year Plan. However, China will face great and formidable challenges by changing the economic development mode to achieve an equilibrium state.

Abstract:To increase agricultural production and secure the food supply for its 1.2 billion people, China selected a policy of far-reaching state intervention and the introduction of some market economic principles. For joining the WTO, China is committed to open its domestic markets, cautiously, to international competition. An initial step in doing this has been the reduction of import tariffs on primary agricultural products. This paper reports the results of cost analysis for six important commodities to test the international competitiveness of Chinese agriculture. The results suggest that opening markets reducing protection by joining the WTO will have multi-layered effects on the development in Chinese agriculture. In particular, China's WTO accession will have a braking effect on the production growth at least in the short term. To improve the competitiveness of Chinese agriculture, the government should eliminate the present system-induced disadvantages such as the delivery quota system and the farm structure through a further land reform. This could encourage regionalisation of Chinese agricultural production based on comparative cost advantages. Adoption of new agricultural technologies through strengthening "green box"-measures is of critical importance for increasing agricultural productivity and improving the competitiveness of Chinese agriculture.

Abstract:To increase agricultural production and secure the food supply for more than 1.2 billion people, China selected a policy of far-reaching state intervention and the introduction of some market economic principles. By establishing the tariff rate quota system for several sensitive commodities and reducing their import tariffs, China is prepared for joining the WTO to open its domestic agricultural market to international competition. This paper reports the results of cost and price analyses for six main commodities to test the international competitiveness of Chinese agriculture. It showed that Chinese crop production at present is not international competitive as a whole. The results suggest that opening markets by joining the WTO will have multi-layered impacts on the development in Chinese agriculture. Especially in the short term, China's WTO accession will have a braking effect on the crop production. To improve the competitiveness of agriculture, the study recommends that the Chinese government should eliminate the present system-induced disadvantages such as the delivery quota system and the farmland system. Moreover, a widespread use of new technologies through strengthening "green box"-measures is of critical importance for increasing agricultural productivity in China.

The Implications of Accession to WTO on China's Economy

Abstract:The presented paper aims at providing a comprehensive analysis of the impact of China's WTO accession. The analysis used a 41-sector, 10-households recursive dynamic CGE model of China. Dualistic foreign trade regimes - ordinary trade regime and processing trade regimes, which represents an important feature of China's foreign trade - is introduced in the model. A 1995 social accounting matrix is compiled to serve as the benchmark date set. China's WTO accession includes a complex package of trade and investment liberalization. This paper quantify the impact on efficiency and equality of the following four major aspect of China's WTO accession: (1) tariff reduction in industrial products; (2) e limination of non-tariff barriers in industrial sectors; (3) agricultural trade liberalization; (4) phasing out of MFA quota on textile and clothing. The results of simulation show that China would gain significantly in economic efficiency when China becomes a member of WTO. But the gains are not evenly distributed among either sectors or income groups. Accession to the WTO implies a relatively dramatic economic structural adjustment. Highly protected agricultural and some of the capital intensive industrial sectors would be the losers, while the labor intensive sectors such as textile and clothing would be the main beneficiaries. Since the dominant role of agricultural trade liberalization, rural households will get loss. The rural-urban disparity will enlarge, but the income distribution within rural and urban area would improve. Obviously, the role of government would be crucial to minimize the cost involved in the process of structural adjustment.

Abstract:The author traces the policy vicissitude of foreign trade of agricultural products in China before and after WTO entry. The exterior environment for foreign trade of agricultural products in China is interpreted in terms of Hub and Spoke: various high subsidy policies supporting agriculture continue to be used by developed countries; various trade barrier measures supporting agriculture are adopted by them. Interior conditions for foreign trade of agricultural products in China are interpreted in terms of adverse selection: the phenomenon that agricultural products are in vicious competition of low prices is increasingly obvious; there exist limitations of a safeguard system of quality and safety for agricultural products. The international organizations which unscramble and elude government behaviors of unfair trade,and their detailed functions include: WTO and its fair competition principles,WTO decision-making mechanism and its justice; Fairtrade Labeling Organizations International (FLO) and its major mission,fairtrade labeling and its applicability towards agricultural products,and potential benefit of fair trade labeling and its obtaining qualifications.

Abstract:Abstract. The main goal of the paper is to address the policy changes that accompany China's accession to the World Trade Organization (WTO) and evaluate the various impacts of the agreement. To do so, we review the contours of past policies and describe the nature of the promises it has made to the WTO. We show that China's WTO commitments are very much an extension of past policies. Second, we show that most impacts will be relatively minor and in most cases the positive effects will outweigh the negative ones. Various institutions will buffer producers from suffering too much.

Abstract:In this article, the interactions between China and the World Trade Organization (WTO) are explored; these can be divided into three different stages, ranging from difficult access to comprehensive adaptation and to partial leadership. Through the three stages, the conflict and resolution of the dilemmas of market economy status and developing country status was the driving force. In the difficult access period, the market economy dilemma embodied the optional safeguard measures and anti-dumping measures, and the developing country dilemma embodied the access to the market of finance, insurance, and telecommunication in the negotiation of China's entry to the General Agreement on Tariffs and Trade (GATT)/WTO. In the comprehensive adaption period, China, in defense of its own market economy status, used WTO rules to counter America's demands on China, such as anti-dumping proceedings and the criticism regarding the "stagnation of China's reform," claiming special and differential treatment due to its status as a developing country. In the period of partial leadership, while still insisting that it was a developing country, China strategically advocated that developing countries should realize their national interests by adopting the new policy of "open for development," embodying its leadership in the emerging issues of WTO negotiations such as e-commerce and investment facilitation.

Abstract:In the process of adapting to the challenges raised by accession to WTO,China fulfilled several important reforms,including returning to the world system,transforming to market economy,promoting rule-of-law,discarding the closed-door policy,altering traditional litigation notion and other political-legal culture.Meanwhile,China commenced to reflect the nature,function and trend of WTO,recognizing WTO as an international organization aiming at improving world peace,which is constitutional-construed,rule-oriented and judicially governed.WTO is not only the fruit of the world system,but also the sign of its evolution.For a decade,there are series of great changes of WTO and the whole world including China after it attained WTO membership,and China will amend domestic and global strategies accordingly.The new strategies may conclude coherent four parts which are changing from economical accession to legal accession,from opening-up improving reform to reform improving opening-up,from power-oriented policy to justice-oriented policy and from permissive response to positive dominance.

Abstract:The fundamental reason of current trade protectionism and de-globalization is the slowdown of the global economic growth.Financial crisis made people reconsider whether the globalization and free trade are necessary.However,negative effects in economic growth actually will be bigger in developed economies with USA as a representative although both developments of developed and developing economies are damaged under trade protectionism because they are in different industrialization phases and have different capital and labor intensities. The paper analyses why trade protectionism redeveloped in the rest of the world and investigates the affects in different economies with different capital intensities under protectionism as economic recessions happen. The paper indicates also that China is an industrializing developing country with relative higher labor intensity so its transferring costs in global recession period will be lower and China should not take protectionism. China should pay more attention to the trade protectionism to be taken in the developed economies and maintains its stable and rapid economic growth through supporting export oriented economy and expanding domestic demands.

Abstract:The astonishing surge in China’s international trade is the result of comprehensive economic reforms in the 1980s and 1990s. Trade was further bolstered by China’s accession to the World Trade Organization (WTO) in 2001. We examine several aspects of China’s international trade that might help to explain its surprisingly fast growth and its ever-growing role in the global economy. A large number of studies have analyzed how trade liberalization, the WTO accession in particular, has profoundly changed the Chinese economy. We survey notable contributions to this literature that analyze the effects of trade liberalization on Chinese firms, individuals and households. Meanwhile, China’s exports have had various effects on importing countries and the enormous growth of China’s exports is seen by some observers as posing a threat to China’s trading partners. Therefore, we discuss the emerging literature on the effects of China’s spectacular export growth on consumers, labor markets, innovation, media and politics in foreign countries. Given the new domestic and external circumstances, the Chinese Government is determined to push for the formation of a new trade structure characterized by broad opening up to transform China into a strong trading powerhouse.

Abstract:With the continuous development of China's economy, foreign trade in the national economy has been increasing. In foreign trade, export trade accounted for a large proportion, but due to technical level, export product structure, trade surplus and other reasons, in recent years China’s export products frequently encountered technical barriers to trade (TBT) in developed countries. In the development of contemporary international economic and trade, TBT are playing an increasingly important role, its influence and role has been far beyond the general trade measures. In the world, especially the developed countries, on their own technical advantages, apply more and more targeted, flexible, extensive, covert and mandatory TBT as an important means of protecting their industries. TBT has become the main means and advanced forms of national trade protectionism. China's accession to the WTO faced dual challenges in breakthroughs in foreign technical barriers and the protection of the domestic market. Due to the concentration of China's export market, the weakness of export products and the fact that China has not yet established its own TBT system, early warning mechanism and other reasons, TBT impact on China is significant. According to statistics, nearly five years, 71% of China's export enterprises, 39% of the export products are foreign TBT restricted, and thus cost and risk losses of Chinese enterprises are increasing year by year. In 2005 and 2006, about 25.1% and 31.4% of China's export enterprises were aﬀected by foreign TBT, with total losses of US $ 28.8 billion and US $ 35.92 billion respectively. Agricultural products, electrical and mechanical, energy, mining, textile and other products are the main target products that developed countries implement TBT towards China. Therefore, our government and enterprises must take corresponding measures to resolve these unfavorable factors to ensure China's position and interests in international trade.

Abstract:Remarkable achievements have been made on foreign trade since China’s entry into the WTO 14 years ago. However, China’s foreign trade is facing huge amounts of challenges in the meantime. For instances, from the perspective of trade sustainability, the way of extensive growth is causing increasing pressure on natural resources and environment; international trade frictions or disputes are also frequently happening; the export products are of low technology content and less competitive in the global markets. As the “Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform” puts, China intends to construct a new system of the open economy (NSOE). The strategic arrangement of the NSOE points out a right path for the development of China’s foreign economic relations in the new era. Meanwhile, it also puts forward new requirements of sustainable development to China’s foreign trade.

Abstract:Changes due to the WTO implementation are consistent with the sequences of China’s reform and development paces; while major land-intensive crops will be negatively affected, there are many labor-intensive commodities in which China has considerable comparative advantage such they will benefit from the trade liberalization. This paper also found that many of China’s markets are fairly well integrated into the rest of the economy, which implies that the shocks in the border or the benefits(suffering)due to China’s WTO accession will be shared(borne)by large inland farmers. For commodities with tariff-rate-quota management, the limit impact will be distributed widely across country. There is a great room(both Green Box and Amber’s Box)for China to increase its investment in agriculture and the competitive of its products in the world market. Special attention should also be paid to the welfare of those susceptible groups.
