Abstract:Chinese higher education has experienced dramatic development since the reform and opening-up in 1978 and especially the great expansion in 1999. The entry to WTO brings a fresh dynamic and opportunity to Chinese higher education. Under the new impetus, the pressing demands of cross-border higher education in China are mainly to expand access, raise funds, improve the quality of human resources and exert national soft power. On joining the WTO, China made efforts to integrate itself into the international community though the development and improvement of legislation, policies, and regulations in higher education that have achieved positive outcomes. However, some current challenges and barriers, including capacity building, administration and management, quality assurance, and qualification recognition still block the further development and need to be removed. The promotion of cross-border higher education in the future not only requires more strategic planning and policy support from central and local governments and higher education institutions, but also depends on a series of institutional transitions and deep reforms to meet the challenges and grasp the opportunities brought by WTO/GATS.

Abstract:How trade liberalization affects women’s position in the labour market and what role public policy should play to make the process work better for women are among some of the most debated issues in academic communities and in policy-making arenas. This work sheds light on these contentious issues by analysing the trends in labour market outcomes of women and men in China in the decade after its accession to the World Trade Organization (WTO). The publication reviews the changes associated with China’s economic reforms and opening to international trade and investment since the process started in the late 1970s. Since the early 2000s, a wide range of policy measures have been introduced to strengthen labour market regulations, reduce inequality and increase social security. However, most of these policy initiatives were ‘gender neutral’, paying inadequate attention to the institutional constraints that disadvantaged women in the labour market.
On the Trade Protectionism and the Countermeasure of China

Abstract:The fundamental reason of current trade protectionism and de-globalization is the slowdown of the global economic growth.Financial crisis made people reconsider whether the globalization and free trade are necessary.However,negative effects in economic growth actually will be bigger in developed economies with USA as a representative although both developments of developed and developing economies are damaged under trade protectionism because they are in different industrialization phases and have different capital and labor intensities. The paper analyses why trade protectionism redeveloped in the rest of the world and investigates the affects in different economies with different capital intensities under protectionism as economic recessions happen. The paper indicates also that China is an industrializing developing country with relative higher labor intensity so its transferring costs in global recession period will be lower and China should not take protectionism. China should pay more attention to the trade protectionism to be taken in the developed economies and maintains its stable and rapid economic growth through supporting export oriented economy and expanding domestic demands.

Abstract:China will join the WTO soon. This article does not question the rationale of China's decision to join the WTO; nor does it challenge the premise that, all in all, the potential benefits from WTO membership outweigh the potential costs, at least in the long term. Rather, it focuses on the social and political implications of China's WTO membership. It is assumed that even if WTO membership is potentially a productivity-enhancing move for China, the benefits and costs of such a change will not be evenly distributed. Unless there is a mechanism that can induce or force the winners to compensate the losers, distributive conflicts between the two groups will be inevitable. Such conflicts may weaken or even erode political support for globalization. Thus, to remain committed to globalization, the government of an open economy must play a role in redistributing gains and costs. The first section elaborates this analytical framework. Abstract:In the process of adapting to the challenges raised by accession to WTO,China fulfilled several important reforms,including returning to the world system,transforming to market economy,promoting rule-of-law,discarding the closed-door policy,altering traditional litigation notion and other political-legal culture.Meanwhile,China commenced to reflect the nature,function and trend of WTO,recognizing WTO as an international organization aiming at improving world peace,which is constitutional-construed,rule-oriented and judicially governed.WTO is not only the fruit of the world system,but also the sign of its evolution.For a decade,there are series of great changes of WTO and the whole world including China after it attained WTO membership,and China will amend domestic and global strategies accordingly.The new strategies may conclude coherent four parts which are changing from economical accession to legal accession,from opening-up improving reform to reform improving opening-up,from power-oriented policy to justice-oriented policy and from permissive response to positive dominance.

Abstract:In the era of economic globalization, the US and China are the two largest economies in the world and play leading roles in the allocation of global resources. However, under the guidance of the "America First" principle, its economic policies have involved the domestic manufacturing backflow and international trade protectionism, which has led to the rise of "unilateralism" and "local protectionism". These have caused Chinese labor-intensive industries, which leverage the comparative advantages of Chinese economy, to have fallen into development dilemma. From economic comparative advantage perspective, this paper analyzes the importance of labor-intensive industries in Chinese economic transformations, weighs the "dilemmas" and "opportunities" of these industries under the influential trade protection policies, and considers adjusting their factor endowments like personnels and capitals. To matain vitality and promote industrial upgradings, the financial and talents-educational policies of the market and government should seek sustainable strategies to guide this type of industry. The financial support emphasizes on survivals, while talents education focuses on long-term international competence.

Thus, to remain committed to globalization, the government of an open economy must play arole in redistributing gains and costs. The first section elaborates this analytical framework. The secondsection argues that Chinese reforms have changed from a win-win game to a zero-sum game. As a result, China has turned itself from a relatively egalitarian society into one with huge and growing equalities. The third section analyzes who stand to win and lose when China joins the WTO. It predicts that precisely the same social groups who have borne the costs of recent reforms will be hit hardest. More significantly, those losers happen to be the social groups that have long served as the political bases of the Communist,regime. The WTO membership,thus poses a challenge to the legitimacy of the Chinese government. The final section discusses the political implications of China's WTO membership. 3

Abstract:1. Background It was said to be a win-win game when the Minister of the China Foreign Trade Ministry and the Trade Representative of the United States toasted each other on the Sino -American bilateral agreement on China's entry into the WTO on November 15, 1999. Half a year later, a similar agreement was reached between the European Union and China. Climbing the two largest mountains to get to the WTO, China is approaching the endpoint of the marathon. China needs the world, and the world can not advance without the participation of China. Facing the challenges brought about by the new technologies and global mobility of capital, no country can develop further rapidly and healthily without adapting to this globalization of economy. This is also true for China, the largest developing country in the world. It is in great need of taking in the advanced technologies, large volume of capital, and policy experiences to facilitate its economic reformation, even political reformation.

Abstract:Under the favorable circumstances of world peace and development and with the promotion of technology, the international labor division has undergone great changes, and the exchange of elements has been the basic feature of the new-round globalization. As the international labor division has been changing from traditional inter-sector division to intra-sector division, and then to intra-product division, the value chain of a product has been disrupted. This results in the phenomena that the international labor division goes according to different production procedures within a sector or a type of product. The essence of this new division of labor is in fact kind of labor division based on production elements, which offers good opportunities for developing nations with satisfactory conditions. When properly handled, the new-round globalization can be more favorable for developing nations like China. China should continue to open up further, take part in international cooperation and competition on a much larger scale, in wider fields and on higher levels, so as to have a harmonious, win-win development with the world.

In addition, the authors contribute their own perspectives on some issues not fully discussed in the literature. Findings – It is hoped that the successful lessons and experiences from China's remarkable WTO track record can benefit other developing countries and transitional economies seeking economic growth and prosperity by engaging in open trade and operating by rules. Originality/value – This paper will contribute to the current understanding about China's WTO experience by reviewing relevant literature and adding new perspectives on some issues not fully discussed in the literature.

Abstract:The entry of China in the World Trade Organization (WTO) in 2001 holds a number of promises for educational services. The purpose of this article is to explore both the direct and the indirect influence of China's entry into WTO on its education system. The direct influence mainly refers to the increase in the demand for education overseas and in the number of foreign students studying in China, the cooperation between China and educational institutions overseas, and China's administrative and legal frameworks for education. As to the indirect influence, the article focuses on the impact of economic growth on public and private expenditure on education, of income growth on demand for education and of changes in industrial structure on educational output. On this basis, the article examines the challenges that China's education system will face following its entry into the WTO.

Abstract:While China's open‐door policy has benefited the world economy, there are anxieties, both in China and abroad, about increased competition and the cost of dramatic adjustments. This paper attempts to analyse the implications of China's trade reform for structural change and welfare in China and the rest of the world. Three sets of experiments are implemented with the GATP model. The study finds that China is the biggest gainer from its own liberalization, its labour‐intensive sector will expand but other sectors, including agriculture will contract. The structural adjustment for other countries is likely to be concentrated on the clothing sector. But the economies which experience the biggest adjustments are also the biggest gainers. Multilateral trade liberalization, such as the APEC free trade process, increases the gain both for the rest of the world and for China.

Abstract:This paper first compiles some of the representative literature exploring the relationship between labor standards and international trade, and explores the different attitudes of developed and developing countries on the linkage between labor standards and international trade, and on this basis, analyzes the impact of labor standards on international trade based on China's perspective. The paper argues that labor standards, which are predominantly promoted by Western countries with a focus on workers rights, have a dual nature and exert various effects on the development of international trade. It is not desirable for Chinese enterprises to take a passive attitude of resistance in the face of challenges. Only by implementing social responsibility management into all levels of the enterprise organization structure, transforming the certification pressure into competitive power, and changing the one-sided view of foreign countries on China's labor standards can we win a favorable position in the fierce international competition and a greater space for the development of Chinese enterprises.

Abstract:Economic globalization and trade liberalization have been developing smoothly and are expected to continue in the future. The Doha Round of trade negotiation and the recent phasing out of the Multi Fiber Agreement (MFA) have stimulated the process of trade liberalization. The overall goal of this study is to examine the impacts on China and world economy of the recent phasing out of MFA and the proposals for trade liberalization provided by EU, USA and CAIRNS group. Based on a general equilibrium model of the Global Trade Analysis Project (GTAP), this study shows that the world economy will gain more than US$ 10 billion from the phasing out of MFA, though the loss may present in a few countries. USA, EU, China and India are major gainers. The success of Doha Round negotiation will have much substantial effect on the global economy. World income will increase by about US$ 100 billion in 2010. China is one of major countries that gain most from the Doha Round of trade negotiation. Among the proposals examined, China gains more from CAIRNS and US proposals than from EU proposal. China should press for global trade liberalization as this is consistent with China' s national interests.

Abstract:The blue terms are one of the subject which are argued most fiercely between developed countries and developing countries in WTO nowadays,and mainly concerned with both the basic labour law principles and basic labour conditions. The current rule of World Trade Organization does not form effective discipline restraint for laborer problem.It is possible that the blue terms will be the focus problem of multilateral trading negotiation in WTO.China must take precautions,adopt various countermeasures as early as possible and strive for more active occupy and more favourable position in future negotiations.
Effects of WTO Membership on Income Distribution and Labour Movement in China - A CGE Analysis

Abstract:Using a CGE model (PRCGEM) updated to 2002, the paper explores how WTO membership could affect earnings in 40 industries across 31 regions (and 8 regional blocks) of China during the period 2002-2007. Taking into account labour movement between regions within China, the direct contribution of WTO membership to overall economic growth and development is predicted to be small, with a rise in real GDP of only 6.48% short term and 5.6% long term. However, structural economic change and the WTO shock should increase regional output, especially in the established coastal economies. Regional labour movement is found to increase 69.2% at the completion of economic structural reforms. A slight decrease in the Gini coefficient for income inequality is also anticipated.
