Abstract:Chinese higher education has experienced dramatic development since the reform and opening-up in 1978 and especially the great expansion in 1999. The entry to WTO brings a fresh dynamic and opportunity to Chinese higher education. Under the new impetus, the pressing demands of cross-border higher education in China are mainly to expand access, raise funds, improve the quality of human resources and exert national soft power. On joining the WTO, China made efforts to integrate itself into the international community though the development and improvement of legislation, policies, and regulations in higher education that have achieved positive outcomes. However, some current challenges and barriers, including capacity building, administration and management, quality assurance, and qualification recognition still block the further development and need to be removed. The promotion of cross-border higher education in the future not only requires more strategic planning and policy support from central and local governments and higher education institutions, but also depends on a series of institutional transitions and deep reforms to meet the challenges and grasp the opportunities brought by WTO/GATS.

Abstract:Since China's entry into WTO in 2001,China telecom industry has stepped into a crucial period after its five years of development.However,the foreign investment does not expand as quickly as expected even though the telecom market in China is big and potential.The insufficiency of foreign investment will exert a negative effect on the present situation and its development.By means of an analysis of statistic data and a consultation of the relevant data,this paper discusses on the existing problems in policy,market and industry strategy and explores for possible solutions in both macro and micro aspects with the purpose to stimulate and promote China so as to create a larger telecom market in our country.

Abstract:In the context of global economic integration, Sino-U.S. trade friction has profoundly impacted the global trade pattern. Based on the communication equipment industry trade data released by UN Comtrade, this paper empirically analyzes the impact of Sino-U.S. trade friction on China's communication equipment industry and its future trends. It was found that Sino-U.S. trade friction has significantly slowed down the growth of China's world exports of communication equipment products, and exports to the United States have shown a downward trend. The Sino-U.S. trade friction has impacted China’s telecommunications equipment industry, yet it has also presented certain opportunities. Based on the analysis, the following recommendations are proposed: China and the United States should actively engage in peaceful negotiations to jointly foster a favorable international trade environment. The telecommunications equipment industry should expedite industrial upgrading and restructuring to achieve autonomy in high-end technologies. China should accelerate the development of a digital economy to enhance its international competitiveness.

Abstract:To increase agricultural production and secure the food supply for more than 1.2 billion people, China selected a policy of far-reaching state intervention and the introduction of some market economic principles. By establishing the tariff rate quota system for several sensitive commodities and reducing their import tariffs, China is prepared for joining the WTO to open its domestic agricultural market to international competition. This paper reports the results of cost and price analyses for six main commodities to test the international competitiveness of Chinese agriculture. It showed that Chinese crop production at present is not international competitive as a whole. The results suggest that opening markets by joining the WTO will have multi-layered impacts on the development in Chinese agriculture. Especially in the short term, China's WTO accession will have a braking effect on the crop production. To improve the competitiveness of agriculture, the study recommends that the Chinese government should eliminate the present system-induced disadvantages such as the delivery quota system and the farmland system. Moreover, a widespread use of new technologies through strengthening "green box"-measures is of critical importance for increasing agricultural productivity in China.

Abstract:China is to enter WTO, which are both an opportunity and a challenge for Chinese service industry.in the international competition. In light of the theory of relative advantage and of international production compromise, this paper analyzes the relative advantages of China's service industry and the advantages of the service trades in ownership, internalization and geographical locations. Moreover. this paper also puts forth strategies for the selection of China's service industry units and their internal organization, of their participation manner and of their regional distribution in international competition. Abstract:To increase agricultural production and secure the food supply for its 1.2 billion people, China selected a policy of far-reaching state intervention and the introduction of some market economic principles. For joining the WTO, China is committed to open its domestic markets, cautiously, to international competition. An initial step in doing this has been the reduction of import tariffs on primary agricultural products. This paper reports the results of cost analysis for six important commodities to test the international competitiveness of Chinese agriculture. The results suggest that opening markets reducing protection by joining the WTO will have multi-layered effects on the development in Chinese agriculture. In particular, China's WTO accession will have a braking effect on the production growth at least in the short term. To improve the competitiveness of Chinese agriculture, the government should eliminate the present system-induced disadvantages such as the delivery quota system and the farm structure through a further land reform. This could encourage regionalisation of Chinese agricultural production based on comparative cost advantages. Adoption of new agricultural technologies through strengthening "green box"-measures is of critical importance for increasing agricultural productivity and improving the competitiveness of Chinese agriculture.

Abstract:Offering a historical analysis of the interconnections between China's telecom policies and industrial development over the past three decades, this paper examines what has recently changed since the promulgation of a domestic-based economic growth model. It argues that the ambitious 3G network buildup underpins the state's broader industrial policy to build Chinese competencies in telecommunications manufacturing-through the creation and leveraging of domestic demand. Some progress has been achieved in expanding market share and in re-organizing the supply chain across the network equipment, handset, and wireless applications markets, but these policies have yet to fully transform China's position in global competition.

Abstract:In the process of adapting to the challenges raised by accession to WTO,China fulfilled several important reforms,including returning to the world system,transforming to market economy,promoting rule-of-law,discarding the closed-door policy,altering traditional litigation notion and other political-legal culture.Meanwhile,China commenced to reflect the nature,function and trend of WTO,recognizing WTO as an international organization aiming at improving world peace,which is constitutional-construed,rule-oriented and judicially governed.WTO is not only the fruit of the world system,but also the sign of its evolution.For a decade,there are series of great changes of WTO and the whole world including China after it attained WTO membership,and China will amend domestic and global strategies accordingly.The new strategies may conclude coherent four parts which are changing from economical accession to legal accession,from opening-up improving reform to reform improving opening-up,from power-oriented policy to justice-oriented policy and from permissive response to positive dominance.

Abstract:1. Background It was said to be a win-win game when the Minister of the China Foreign Trade Ministry and the Trade Representative of the United States toasted each other on the Sino -American bilateral agreement on China's entry into the WTO on November 15, 1999. Half a year later, a similar agreement was reached between the European Union and China. Climbing the two largest mountains to get to the WTO, China is approaching the endpoint of the marathon. China needs the world, and the world can not advance without the participation of China. Facing the challenges brought about by the new technologies and global mobility of capital, no country can develop further rapidly and healthily without adapting to this globalization of economy. This is also true for China, the largest developing country in the world. It is in great need of taking in the advanced technologies, large volume of capital, and policy experiences to facilitate its economic reformation, even political reformation.

Abstract:Since entering WTO,the market environment Chinese enterprises face is gradually changing from limited opening up to overall opening up.Chinese enterprises will have to be in a dominated position and obtain meager profit only relying on compared strengths participating in the international market competition.Therefore,international competition strengths of Chinese enterprises should be enhanced so that Chinese enterprises can occupy international dominant positions in some industries and strategic situation being dependent on.Negotiation capability should be strengthened as well.The environment background of economic globalization contributes to such new competition trends of the enterprises as virtual network,sophisticated labor division and scale operation.Chinese enterprises should respond to the trends and gradually accomplish the changes from compared strengths to competition strengths.

Abstract:Purpose – This paper aims to review four studies which are selected purposefully to outline as objectively as possible the many aspects of lessons, experiences, achievements, and areas in need of further reform in China's ten years' accession into WTO. Design/methodology/approach – Different views from leading academic and official publications are presented. In addition, the authors contribute their own perspectives on some issues not fully discussed in the literature. Findings – It is hoped that the successful lessons and experiences from China's remarkable WTO track record can benefit other developing countries and transitional economies seeking economic growth and prosperity by engaging in open trade and operating by rules. Originality/value – This paper will contribute to the current understanding about China's WTO experience by reviewing relevant literature and adding new perspectives on some issues not fully discussed in the literature.
Changes and Their Causes in China-EU Division Structure after China’s Entry into WTO: A Study from Intra-Industry Trade Viewpoint

Abstract:From the Intra-Industry Trade(IIT) perspective,this paper analyzes changes in the China-EU division structure after China’s entry into WTO,and investigates into the decisive factors of such changes by using bilateral panel data from 10 EU member countries.The results indicate that after China’s entry into WTO,the China-EU division structure has been largely subject to the inter-industry trade stemming from differences in national factor endowments;and there is an apparent "North-South" characteristic in the development of the China-EU IIT,marked by an overwhelmingly dominant role played by low-quality vertical IIT(LVIIT).It is also suggested that trade structure and trade openness degree are in positive relationship with the development level of China-EU IIT.Lastly,foreign direct investment(FDI) from EU to China,which has no significant effect on overall bilateral IIT and vertical bilateral IIT,has a certain degree of positive impact on bilateral horizontal IIT.
