Abstract:The relevance of the research subject is conditioned upon the deterioration of diplomatic ties between the United States of America and the People's Republic of China. Clarifying this issue is, in addition, crucial considering the current unstable geopolitical situation. The purpose of the study was to identify the main stages of development of economic, political and social relations between the two countries and the problematic issues faced by the respective states. Methods used in the study: historical method, statistical method, systemic method, method of analysis and synthesis, comparative method etc. The chronology of China-US diplomatic relations was clarified, and the historical events that accompanied the development of the relevant relations were considered. The author examines the impact of these relations on the state of China-US ties, including the impact of World War II, the communist regime in the People's Republic of China, etc. In addition, the study includes statistics related to the so-called “trade war” between China and the United States. The main aspects of the Taiwan issue and the position of both the US and Chinese sides on this territory are clarified. In addition, attention was paid to the US and China's response to the Ukrainian-russian war, etc. The results of the research can be used by sociologists, lawyers and historians to write essays and dissertations. The data obtained can serve as a foundation for improving and enhancing diplomatic relations between the countries examined

Abstract:China's trade relations with the United States over the past four decades is a topic that has not been fully dealt with in scholarly works. This paper charts the course of US-China economic relations since 1971, explains the principal forces stimulating growth and encouraging change and, finally, discusses how these two economic giants fit into an interlocking Asian and world economy. In reaction to the post-2008 financial downturn, advocates for a new world economic order have suggested a rebalancing of global demand, which will arguably become a major, politically charged issue in the US and in China in the years to come. Growing economic interdependence has quickly presented new challenges and opportunities, with issues such as human rights, Most-Favoured-Nation status, the Taiwan and Tibet question, and the huge American trade deficit threatening to cloud the relationship at times. With China's emergence as a major power and America's hegemonic ambitions tested in successive wars, the contradiction between a booming commercial relationship and conflict associated with geopolitical and ideological differences will continue to constitute a serious challenge. The long-term goal for each side will be to forge economic ties strong enough to create a stable political relationship, rather than to be held hostage by geopolitical constraints.
Frontline Diplomacy:The US Cultural Activities in Hong Kong in the Early Cold War

Abstract:With the founding of the People's Republic of China, confrontation between China and the United States has been much fiercer than ever.Geographically close to Mainland China, Hong Kong soon came to be the hottest front for the US Cold War cultural operations.At the same time, a large number of refugee Chinese intellectuals poured into this British crown colony, which made Hong Kong an even more important field for fighting the socalled ideological warfare.Among numerous private, semi-official and official US frontline organizations which participated into the campaign against Communists, USIS Hong Kong and the Asia Foundation were very representative.They engaged extensive overt and covert cultural operations aiming at"Anticommunism"and "Winning Hearts and Minds".The US field officers knew well about their rivals, had a good grasp of local public opinions, and were capable of establishing and utilizing their own friend resources and private connections.They were key factors that made the US"dollar offensive"in Hong Kong so successful.This paper argues that as far as the cultural Cold War in Hong Kong was concerned, the US frontline activities were not always consistent with policies from the top;the US field officers had more flexibility and freedom of action than we have thought;based on experiences in the field, they had the advantages to grasp local situation accurately and prioritize different policy objectives of the US government.Nonetheless, the effectiveness of these cultural activities implemented by the US field officers in Hong Kong should not be over-estimated.After all, going with the tides and borrowing forces from certain refugee Chinese intellectuals contribute more to the partial success of the US cultural efforts.

Abstract:Two unconnected crises in the 1970s, a crisis of profitability of global capitalism and a deep crisis of political legitimacy in China, led to creation of a formidable alliance between corporate/financial-led US capital and the Chinese state that sought to resolve both crises by opening China for corporate exploitation. The solution, however, masked different objectives. Transnational corporations moved to China in search of cheap labour to counter falling profits and Beijing sought to use foreign capital to develop the Chinese economy and gain access to technology. Over time China's interests and those of the USA diverged, as US deindustrialisation became the obverse of China's dynamic industrialisation. Factions within the US elite began to promote a different approach towards China than that of alliance and accommodation and were able to grab the upper hand during Donald Trump's presidency, advocating an aggressive approach towards China. This posture consolidated under the Biden administration. These developments set up a struggle for hegemony to which China and the USA bring differing advantages and disadvantages. While a hegemonic transition is one possible outcome of this conflict, the possibility of a hegemonic stalemate or hegemonic vacuum cannot be discounted.

Abstract:Over the past two centuries, U.S.-China relations have undergone a historical evolution from friendship to hostility and then from hostility to cooperation, and are now at a crossroads from cooperation to confrontation. History has shown that U.S.-China relations are extremely important to China, affecting not only China's overall national security environment, but even largely determining the success or failure of China's modernization and directly relating to the well-being of ordinary Chinese people. Compared with other bilateral relations, U.S.-China relations are full of strong emotions and deeply influenced by ideology, and have great peculiarities. China should learn from the experience and lessons of history and open up a new future for U.S.-China relations by promoting a new round of greater Reform and Opening up, repositioning China's position in the world, and reducing the propaganda of the "China model" and "Chinese Road" to prevent the two countries from entering a "new Cold War."
Connectivity and Decoupling: Belt and Road Dispute Resolution in a Fractured Trade Environment

Abstract:A core theme of China’s Belt and Road Initiative (“BRI”) is connectivity, which extends to BRI-related dispute resolution. But BRI-related advances in dispute resolution connectivity will be occurring in an international trade environment that is becoming increasingly fractured; the extent to which a fractured trade environment might impede BRI-related opportunities for dispute resolution connectivity merits close consideration. A range of initiatives in Asia lower the risk of states “detaching” themselves from China. Particularly with respect to dispute resolution, China has participated in the conclusion of a Regional Comprehensive Economic Partnership agreement, the launch of the China International Commercial Court (“CICC”) and the International Commercial Dispute Prevention and Settlement Organization, as well as the development of a number of instruments that improve the enforceability of dispute resolution outcomes in a range of settings, including a few dozen bilateral treaties on judicial assistance as well as a set of multilateral instruments covering mediated settlement agreements (the Singapore Convention on Mediation), choice of court agreements (the Hague Choice of Court Convention), and court judgments (the Hague Judgments Convention).But a low risk of separation from China does not entail a low risk of criticism of China. Malaysia’s recent suspension, and subsequent resumption, of a few major BRI projects provides one clear example. In the particular context of dispute resolution, many responses to the launch of the CICC by China’s Supreme People’s Court have been critical or, at a minimum, skeptical.Rather than leading to separation, criticism instead can be a form of engagement. International engagement with the BRI and the Asian Infrastructure Investment Bank has been strong notwithstanding significant criticism of both initiatives. An increasingly fractured trade environment likely will not impede China’s advancement of dispute resolution connectivity, particularly given the active rulemaking and institution building occurring on China’s side of the divide.

Abstract:In earlier centuries kings and governments employed astrologists to help them take the best decisions. Present-day governments no longer employ astrologists but still have no clear analytical tool to replace them. Over the past two decades we have developed a methodology for the scientific investigation of recurrent historical events. It consists in two steps. (i) Identification and comparison of historical episodes driven by a common mechanism. (ii) Under the reasonable assumption that what has happened several times in the past is likely to happen again, one then derives testable predictions. This of course is nothing other than the protocol used in experimental science when exploring new phenomena. We believe such a tool can give decision makers much better insight. In the present paper we illustrate this analysis by considering challenges, that span more than a century, to US hegemony in the Pacific. The outcomes suggest that it is only through the sidelining of one of the contenders that the confrontation will end. At the time of writing (late 2018) early evidence of this confrontation is already visible at three levels. (i) Growing US concerns for domestic security that are leading to a new form of McCarthyism. (ii) Political instability due to China-US polarization in several Asian countries as well as in the countries participating in the Belt and Road Initiative. (iii) Tension and sanctions in procurement and trade.

Abstract:The Belt and Road has created numerous possibilities for international development in which diversified conflicts could also be observed. This would include commercial disputes related to infrastructure constructions and engineering projects, community quarrels such as cross-border family and labor issues, and even the disharmony regarding official collaborations. This chapter therefore aims to explore promising methods, measures, and policies in handling of potential conflicts in this field of practice. Apart from reviewing existing practice, the chapter will introduce in particular relevant innovation in commercial dispute resolution. The feasibility of adopting the innovation for other types of conflict will also be assessed. Finally, this paper makes an argument that professional bodies in conflict management should be significant to foster policy collaboration across the regions and countries under the Belt and Road.

Abstract:The US is currently pursuing a cold war strategy against China, having initiated a trade war and delisted Chinese companies to restrict China's development. Although China interacts with other countries through foreign direct investment, it prevents the circulation of speculative monies from the international market by enclosing its national capital account. As many Chinese companies have a variable interest entity structure, their delisting from the US will motivate relisting in Hong Kong. The US and China need to conceive a coevolution strategy to generate a better world.

US-China Trade War and the Future of US-Sino Relations

Abstract:As US President Donald Trump initiated the investigation of China under Section 301 in March,2018,the US-Sino economic and trade ties have been featured with more strategic competitions,the result of which will greatly influence the future bilateral relations. The paper discusses the main goal of the US trade war against China,and its international and domestic political factors, and inquires into the possible prospects of the trade frictions and its influence on the future US-Sino relations. The author thinks the adjustment of US trade policy toward China derives from the US domestic concerns on the overall rise of China,the mid-term election pressure Trump faces and his scandals. If US and China cannot resume the strategic trust relations,the trade frictions may be out of control,and US and China may draw in a new cold war. To carry out effective cooperation under the framework of global governance is the practical way to avoid a Thucydides trap arising from US and China.

Abstract:This article investigates the escalation of US-China trade disputes and the implications for Sino-US relations. Both structural realism and liberal institutionalism have failed to pay sufficient attention to the evolution of the US-China economic relationship, and this article strives to highlight this crucial issue. The article employs a historical perspective to examine the transformation of US-China economic relations in the twenty-first century. It argues that the US-China economic relationship is evolving from a symbiotic but asymmetric one between 2001 and 2008, toward an increasingly competitive one after the 2008 global financial crisis, especially in the Trump-Xi era. The changing dynamics of US-China economic relations, as well as the shifting perceptions of the top leadership of each country toward the other, create the impetus for the transformation of Sino-US relations. This article suggests that the recent trade tension is embedded in the growing strategic competition between the two countries.

Abstract:In recent years,U.S.congressional-presidential relationship has undergone fundamental changes in the field of American foreign policy,and produced effects on U.S.China policymaking.On the one hand,the bipartisan consensus as the backbone of U.S.foreign policy has been weakened.On the other hand,the Congress is seeking to strengthen its role in the process of U.S.foreign policy making.In unfolding debates over China,the strands of"confrontation"and"engagement"can find their advocators and supporters in both the Capitol Hill and the White House.The political discourses have revisited major concerns of the United States toward China since the end of the Cold War,but are narrated in new lexicons in thenew era.As for the agendas of U.S.China-policy,there has been continuity of competition,strife and compromises in the power relationship between the legislative and executive branches.

Abstract:This paper examines the impact of cultural differences between China and the United States on their diplomatic relations. The cultural differences between the two countries include collectivism versus individualism, respect for elders and hierarchy, and different economic and political systems. The differences in values and approaches have led to recent severe antagonism between the two nations, with the treat of a potential “cold war 2.0.” The paper argues that the United States; attempts to impose its values and culture on other nations and its history of attacking countries to spread democracy have further escalated tensions. The study concludes that these cultural differences play a crucial role in determining the nature of the relationship between the two nations and have significant implications for the world.

Abstract:Abstract Behind the struggle and game between China and the United States are four sets of overlapping and mutually causal logics, namely the growth and decline of the two countries’ strength, ideological differences, changes in the international environment, and domestic political influence. Sino–US relations will not be able to return to the depth of exchanges and level of cooperation at the beginning of the twenty-first century for a long time. However, the long-term interests and strategic considerations of the two countries determine that the two countries must avoid war with each other and maintain a certain degree of economic cooperation and social exchanges. The biggest uncertainty in Sino–US relations in 2024 is the chaos that may be caused by domestic political struggles in the United States. However, the official and non-governmental contacts between China and the United States since 2023 have made the upper limit of the development of bilateral relations and the bottom line of conflict clearer. Sino–US relations are difficult to improve, but they are expected to be basically stable.
