Abstract:Hoover would accept. Senators Wagner, La Follette, and Costigan submitted major proposals to deal with the growing unemployment, but their bills were either killed in Congress, felled by a presidential veto, or ultimately passed in such a modified form as to be ineffective in meeting the immediate problem. This book will be of more interest to political than to economic historians. It provides much useful information on the Democratic opposition to the Hoover Administration, the controversy over unemployment relief, and the defeat of the proposed national sales tax. Unfortunately, the author appears more interested in the political maneuvering within Congress than in the substance of bills under consideration; consequently, his treatment of some legislative controversies is often confusing and occasionally misleading. For example, he devotes several pages to the passage of the Glass-Steagall Act of 1932, yet he fails to give the reader any clear idea of what the new law involved. At some points he suggests, erroneously, that it would merely lower the Federal Reserve's rediscount rate, but nowhere does he mention its broader significance. Moreover, the author's heavy reliance on private manuscript sources may have caused him to give too much emphasis to congressmen as individuals expressing personal opinions and too little attention to them as legislators functioning within the institutional framework of Congress. He scarcely considers the impact of party loyalty and party caucuses, the operation of the committee system, and the relationships that lawmakers developed with various federal agencies, yet all these factors helped determine the legislator's attitudes and define the limits of his effectiveness.

Abstract:THIS work is a genuine attempt to develop the application of reasoned methods to the organisation of the human element in industry and commerce. The opening chapter, on “The Possibility of Increasing Human Efficiency,” sets out with the proposition that the output of work, whether of brain or muscles, by the average indi vidual is very far below the maximum possible; that in most cases the individual would gain in health and happiness if his efficiency were judi ciously developed, and that the general gain to the community through this development would be correspondingly great. In the concluding para graph of this chapter the author says: “In the succeeding chapters will be described specific methods, many of which are employed by indivi dual firms, but which could be used by other busi ness men, to ensure their own efficiency and that of their employees. The experiences of many suc cessful houses will be linked to the laws of psycho logy to point to the way that will bring about greater results from men.” In the eight chapters which follow, “Imitation,” “Competition,” “Loyalty,” “Concentration,” “Wages,” “Pleasure,” “The Love of the Game,” and “Relaxation” are treated of as means of increasing human efficiency. The final chapters deal with “The Rate of Improvement of Efficiency,” “Practice plus Theory,” “Judgment Formation,” and “Habit Formation.”

Abstract:This paper conducts surveys that document CFO perspectives on corporate planning, corporate investment, capital structure, payout, and the goal of the firm. Current policy choices are compared to CFO survey data from two decades prior, which allows me to identify decision-making themes that are common across policies and through time. These common elements of real-world corporate finance indicate that companies make decisions based on internal forecasts that are miscalibrated and thought to be reliable only two years ahead; use decision rules that are conservative, sticky, simple, and that attempt to market time; and, emphasize corporate objectives that increasingly focus on stakeholders and revenues. These themes can guide and discipline academic models and tests, with the aim of better explaining outcomes. A model of satisficing decision-making aligns with many of these practice-of-finance characteristics: optimization is difficult in a complex fast-changing world, so managers use simple rules to make incremental improvements and they stick with rules that have worked well enough in the past. Non-behavioral models with costly biases can also account for some of the themes. Implications and avenues for future research are discussed. Abstract:This paper explores the development of executive education in the US from 1945 to around 1970, and its function in developing potential top executives' cultural, symbolic, and social capital. The paper shows that postwar executive education was an expression of how the academic community acted according to its societal obligations by offering the new leaders norms and values that could replace what was lost during the transformation to managerial capitalism. This function legitimized executive education within the business schools, which was at the time primarily characterized by a very different logic of scientization.

Abstract:Despite executives' important positions in organizations, their attitudes have not received much research attention. To remedy this deficiency, the authors tested a hypothesized model of executive attitudes involving job satisfaction, life satisfaction, job stress, and work-family conflict. Using data from a large, representative sample of male executives (because of the small number of female executives in the study, the analyses were confined to men), the authors obtained LISREL results indicating support for the overall model and the specific relationships within the model. These results--the first to simultaneously consider job satisfaction, life satisfaction, job stress, and work-family conflict--constitute the most comprehensive evidence to date on executive attitudes. The meaning and contributions of the findings are discussed.
