Abstract:Liberalism is based upon bold assumptions. It is a political doctrine built upon confidence in the rationality and good will of men. Crisis might well be treated as endemic to any theory so premised. Hence, difficulties caused by the failure of men to act in a manner consistent with such assumptions could be easily anticipated and readily dismissed. The present difficulty seems to go much deeper and to rest upon a questioning of liberal assumptions as valid guides to action. It is but a step from such pragmatic probings to a challenge of the essential philosophic value of liberalism. To lose faith today in the values of liberalism would, I think, be tragic. The liberal tradition is the strongest political heritage of western culture, and particularly of the United States and the British Commonwealth of Nations. What are the essentials of this heritage? The essentials of liberalism are familiar to us all—civil rights, the tolerance of political differences, freedom of opportunity and a career open to talents, belief in the dignity and integrity of human personality, the acceptance of diversity and of compromise. These are the elements, and to many bred in the liberal faith they are taken as universal truths.

However Rawls’s project of political liberalism has been challenged by many scholars, and there are serious inadequacies that need to be dealt with.

Cold War History

Abstract:In recent years, a flurry of books that explore the history and theory of liberalism have appeared. Nevertheless, there has been surprisingly little scholarship examining the history of 'Cold War liberalism' — one of the most important instantiations of twentieth-century liberalism — as a phenomenon in and of itself, and the work that has been done has mostly focused on a small coterie of American and Western European intellectuals. This essay is a first step attempt to articulate a broader history of Cold War liberalism, tracing the ideology's origins and influence from the 1910s until the 1980s. We focus on three distinct elements of the history of Cold War liberalism: its embrace of anti-democratic politics and how this informed the creation of the national security state; its linking of reform to the imperatives of national security; and its decline and transformation in the 1970s and 1980s.

Abstract:Walter Lippmann's seminal writing, Public Opinion, remains a classic text in communications studies a century after its first publication. By examining Lippmann's unpublished notes and drafts alongside key contemporary works, new light is shed on how the book's origins predated the First World War and how its argument went beyond debates about technocratic government. Lippmann's main agenda was to contest liberal-constitutionalist theories of public opinion; his core intervention was to develop a social psychology of opinion formation. He drafted and wrote Public Opinion as a descriptive account of democratic politics under modern conditions. Instead of simply prescribing technocratic solutions, Lippmann framed a starker paradox: democracy through public opinion defined modern politics, but modernity also made opinion formation ever more difficult.

Abstract:It is well known that the leading New Liberals L. T. Hobhouse and J. A. Hobson were critics of the British Empire, and their sympathy with China has been understood as an expression of their anti-imperialism. However, this article argues that this reading is at best one-sided. By examining Hobhouse's and Hobson's ethical and sociological thought, it demonstrates that their Sinophile position drew on a broader concern about the turn-of-the-century moral crisis. Informed by Idealist philosophy, positivism, and evolutionary biology, their quest for a post-Christian ethics led to an appreciation of the harmonic order of Chinese society and its secularism. The leading New Liberals' earnest study of China on the one hand represented a departure from the Eurocentric position of British Liberals who had seen "stationary" China as a negative object lesson, and on the other anticipated a generation of Liberal/progressive thinkers who were attracted to Chinese culture.

Abstract:The liberal consensus surrounding individual rights, rule of law, and tolerance for diversity that once characterized the American legal and political order is in peril. According to an ascendant, “post-fusionist” conservative critique, liberalism’s demise is the inevitable result of a failed philosophical system that fundamentally misunderstands the communal and teleological nature of meaning-making and identity formation. Sharing blame for liberalism’s downfall, according to post-fusionists, are both the right’s liberalism of individualism and the left’s liberalism of diversity. American society currently faces a double-sided dilemma, according to post-fusionists: (1) liberalism’s conception of the person has undermined meaning-making in traditional, natural (private) loci while (2) also leaving little, if any, space for considerations of the common good or meaning-making in the public sphere. As a result, liberal citizens are alienated, and liberal societies are listless. This Essay — Why Liberalism Persists: The Neglected Life of the Law in the Story of Liberalism’s Decline — demonstrates that the practices of liberalism — law especially — are much less vulnerable to the post-fusionist critique than the theories of liberalism that post-fusionists target. Drawing examples from America’s constitutional structure, recent legislative and constitutional developments, and contemporary corporate law, I show that law supports meaning-making, virtue, and the common good by securing the conditions for the exercise of individual conscience and associational autonomy in private sphere and by supporting norms and adopting policies that guarantee equal citizenship in the public realm. Recognizing the meaning-making capacities and functions of law, I argue, better enables those invested in the future of the liberal order — whether students, law teachers, legal professionals, or simply citizens — to defend the institutions that order our world.

Abstract:As International Organization commemorates its seventy-fifth anniversary, the Liberal International Order (LIO) that authors in this journal have long analyzed is under challenge, perhaps as never before. The articles in this issue explore the nature of these challenges by examining how the Westphalian order and the LIO have co-constituted one another over time; how both political and economic dynamics internal to the LIO threaten its core aspects; and how external threats combine with these internal dynamics to render the LIO more fragile than ever before. This introduction begins by defining and clarifying what is "liberal," "international," and "orderly" about the LIO. It then discusses some central challenges to the LIO, illustrated by the contributors to this issue as well as other sources. Finally, we reflect on the analytical lessons we have learned—or should learn—as the study of the LIO, represented by scholarship in International Organization, has sometimes overlooked or marginalized dynamics that now appear central to the functioning, and dysfunction, of the order itself.
