Abstract:Taking "speech act" theory as its starting point,the article reconsiders sources of(in)security culture,and argues that discourse itself as social acts can be a source of(in)security culture.Treating language as a major unit of ana-lysis in the politics of security is to go beyond the conventional view that external material factors are taken as sources of(in)security culture.Politics of(in)security,seemingly "objective" and "natural",is in fact the pro-duct socially and discursively constructed and interpreted by nation-states.Discourse as social practice,in turn,can give rise to hostility and conflicts between nation-states.The study of Bush Administration's rhetoric of "axis of evil" shows that there has been a causal relationship between the improper use of language and the creation of tensions among the nation-states.

Abstract:This study uses a combinative method of quantitative and qualitative discourse analysis applying the discourse-historical approach (DHA), based on a self-built special corpus composed of the U.S. laws, policies and strategy documents that are directly related to critical information infrastructure protection (CIIP); through a Word List ranked by frequency, it is found that there seems to be a coherent securitizing system which has been formed in the U.S. CIIP legislative practices, with some specific considerations in the CIIP policy-making process including the strategy for risk management. By further investigating the internal institutional relationships and institutional mechanisms with corpus tools, four discursive features and strategies of the U.S. CIIP institutional discourse can be discovered: the leading role of private and specific institutions in public-private cooperation; the coexisting characteristics of generality and precision in the process of object definition; the center-divergent institutional settings in executing CIIP execution; and the coordinating discourse patterns for CIIP within the U.S. legislation. Those discursive practices concerning different institutional actors can be further explained in the broader context of the U.S. social reality. This study is not only helpful in better understanding the legal practices in U.S. cybersecurity, but also provides some meaningful insights on CIIP legislation to policy makers in other countries as well as at the international level.

Abstract:Based on a self-built corpus of Chinese cybersecurity legislation, this study explores the construction of China’s official cybersecurity discourse via deconstructing cybersecurity legislation from the perspective of system theory. Analysis focusing on the internal features of the discourse obtains the themes, actors, and legal relations in China’s cybersecurity legislation. Among four pairs of legal relations, system theory provides an explanation for the tension between public-private legal relationship and private-private legal relationship, that is, whether the legislative system chooses to delegate network operators with administrative function depends on how the system perceives the nature of cybersecurity issues and integrate new issues into securitization process. Furthermore, the external features of legislation discourse reveal the changes in the number of all levels of cybersecurity legislation. It is found that the coupling resonance of the political system and the legal system promotes the development of relevant legislation, and facilitates the self-development legislation system to transfer from diversified legislation to unified legislation.

Abstract:Cyberspace, with the rapidly growing network of users and communication technologies, provides venues for myriad social and political interactions. The very technology that enables the development of cyberspace itself also makes detailed and cumulative observation possible. This study aims to investigate cyber discourse in the context of China from the perspective of political and legal integration. Theoretical insight is transformed from viewing cyberspace as a research object to regarding it as a research ontology. To fill in this uncharted domain, this study aims to examine (a) the hidden connotations of the political discourse in cyberspace, (b) the new features of legal regulation in cyberspace, and (c) the relation between political discourse and legal practice. Centering on both political and legal discourse on cyberspace, the findings of this study indicate that there is a dialectical relationship between political discourse and legal practice in cyberspace. With the findings, this study contributes to the discursive construction by extending the discourse studies into cyberspace and integrating the discourse studies with politics and law.

Abstract:A discourse-based approach to understanding security has been explored in the study of International Relations, yet how other agents rather than the political agents speak to conceptualize the emotive appeal in unconventional security issues is less discussed. This corpus-based cognitive critical discourse study examines security by combining the International Relations' theory of securitization with the proximization approach in Critical Discourse Studies. As a case study, texts concerning Confucius Institutes on the National Association of Scholars' official website from 2014 to 2020 were collected to discuss how the threat is constructed discursively and cognitively for an endeavor to influence the public and the political decision-making process. The corpus was further divided into two sub-corpora in order to expose the difference in their cognitive construction of Confucius Institutes. The findings show that the American academia delivers a bottom-up securitizing move by constructing education security discourse on Confucius Institutes in the initial process, yet later the whole-of-society security narratives interacting with a top-down securitizing move from the political agents have been adopted. As indicated by the corpus statistics, the concerned discourses are discursively constructed by following the "Self-Other" dichotomy security narratives, in which Confucius Institutes are cognitively transformed from an academic issue to a national security issue and legitimized through proximization in the spatial, temporal, and axiological dimensions.

Abstract:Based on one specially created corpus of U.S. cybersecurity-related laws, this study employs the corpus approach to examine the referent objects and securitizing actors in U.S. cybersecurity legislative discourse, which are two critical issues in constructing security, including cybersecurity. Through corpus data analysis, it is found that unlike traditional security, cybersecurity has become more people-oriented in terms of referent objects with critical infrastructure as a key referent object. Additionally, the role of private sectors and cooperative security are highlighted in U.S. cybersecurity legislative discourse. From a sociosemiotic perspective, it is noted that the meaning-making process of U.S. cybersecurity not only is conveyed by the texts but also interacts with other sign systems, such as historical background, cyberspace as a virtual realm and social contexts, which suggests that the specific meanings of signs constructing cybersecurity and cybersecurity itself should be interpreted in specific temporal or spatial contexts. Furthermore, a sociosemiotic approach to U.S. cybersecurity legislative discourse also offers valuable insights to how signs and concepts in cybersecurity contribute to sketching a holistic landscape of cybersecurity and further security on a large scale.

Abstract:Critical Discourse Analysis (CDA) is a particular strand of discourse analysis that focuses on the role of language in society and in political processes, traditionally targeting texts produced by elites and powerful institutions, such as news and political speeches. The aim is to reveal discourses buried in language used to maintain power and sustain existing social relations. However, since the internet and social media have come to define much of the way that we communicate, this brings numerous challenges and also opportunities for CDA. The relationship between text and ideology, and between the author and reader, appears to have changed. It is also clear that new methods are required for data collection, as content takes new forms and also moves away from running texts to language that is much more integrated with forms of design, images, and data. Also, new models are required to address how the technologies themselves come to shape the nature of content and discourse.

Abstract:This study aims to examine China's approach to the cyber governance, especially the discourse of Internet information, through a detailed investigation of the Provision on Ecological Governance of Internet Information Content. The findings in this study indicate that China's approach to the governance of Internet information possesses the following essential features: the clarification of the dialectical relationship between Internet freedom and order, the unification of carrying forward positive energy and restraining negative information, the people-oriented and bottom-up participatory approach to the ecological governance of Internet information, as well as the strictly prohibitive conducts of three key administrative counterparts. The underlying reasons for choosing such an ecological path to regulate the Internet information can be attributed to China's national configuration, including its political system, cultural tradition, status quo of the Internet development, and the pervasive cybersecurity challenges facing its society. It is thus argued that the governance of Internet information, characteristic of spatiality, can merely be construed within specific socio-political and cultural contexts. Albeit the spatiality of the governance of the Internet information, China's approach can serve as a model for other nations to develop their own governance discourses pertaining to the Internet information. This study aims not only to unpack the Chinese discourse of the ecological governance of Internet information but also to provide useful insights into the discourse and practices of global cyber governance.

Abstract:While the concept of human security is sometimes dismissed in China as an irrelevant and alien “Western” concept, it has been the subject of serious academic debate – particularly in the mid-2000s, when a series of crises led to a rethinking of the nature of security in and for China. But like other theories and concepts which have been largely developed outside China, human security has been “Sinicised” to reflect Chinese contexts and preferences. In the process, the emphasis on the individual human being that is normally at the heart of human security discourses is typically replaced by a focus on the collective humankind, and Chinese analyses are often packaged together with broader understandings of non-traditional security. This results in a Chinese version of the concept where the state remains a key referent point and actor – indeed, the state is the key guarantor of human security, not a threat to it. And it is this Chinese definition, so the argument goes, that Chinese practices should be judged against, and not supposed universal definitions that in reality only reflect the history and values (and interests) of Western states.

Abstract:"The Belt and Road" initiative has outlined a new blueprint for deepening the global governance, in which the "discourse security" is an indispensably decisive factor. It is both the key to successful securitization and the core content of non-traditional diplomacy. Different non-traditional security theories share different analyzing methods of "discourse security". All of them demonstrate the general value paradigm of "peace cooperativism" under Chinese discourse context. They also orient the value of Chinese non-traditional security diplomacy. Moreover, the initiative even provides a unique theoretical perspective for the interpretation of "The Belt and Road".

Abstract:The rise of governance theory produces a discernible impact on political-administrative research and public administration practices in China. The introduction of such concepts as the state governance system and social governance indicates that governance has even become an official discourse in China. Since the inception of governance theory in China, a series of disputes have emerged in terms of the logical relationship between governance and good governance and the applicability of governance theory in China. Although these disputes exert a marginal effect on research on Chinese governance, a core issue regarding applicability reappears-tension between state building and governance-amid the present-day conflict between state governance and social governance, as well as, the current contention between official discourse and academic discourse. The future agenda of research on Chinese governance needs to revolve around this core, involving state governance, social governance, and the interaction between the two.

Abstract:Discourse Studies, Ahead of Print. Since critical discourse analysis (CDA) was introduced to China in 1990s, it has developed into an influential and thriving field. This article reviews the development of CDA in China from 2011 to 2021, during which CDA had thrived to be a productive field in terms of the in-depth theoretical and methodological explorations and the overwhelming majority of empirical studies which considerably expanded its scope to a much wider range of discourses. It also came to involve a broader array of disciplines including corpus linguistics, cognitive linguistics, multimodality, translation studies, and eco-linguistics. It can be found that while keeping pace with the international CDA studies, Chinese scholars consistently gear CDA to China's social, political, and cultural contexts and strive to use CDA to deliberate on and solve social problems in contemporary Chinese society. This brief review endeavors to communicate with the international academia regarding the latest developments of CDA in China.

Exploring Metaphorical Representations of Law and Order in China’s Government Work Reports: A Corpus-based Diachronic Analysis of Legal Metaphors

Abstract:The present study has conducted a diachronic analysis of law and order metaphors in a self-compiled corpus of China's Government Work Reports (CGWR) over a span of 22 years (2000-2021). By mapping target domains with source domains, we categorized four major types of legal metaphors, including building, physical object, journey, and living being, among which physical object was overwhelmingly predominant. Our analysis suggests metaphorical expressions that highlight physicality more than specificity will constantly remain in use because the stability and universality of such metaphors are conducive to the dissemination and reinforcement of legal thoughts. Additionally, there is a direct correlation between legal metaphors and the government's economic, political, and social concerns, as evidenced by increasing attention paid to various security issues and new challenges in China. Given that the rule of law with Chinese characteristics becomes more institutionally recognized and systematically theorized, legal metaphors are implemented in a top-down manner to justify the exercise of power in CGWRs, making Chinese people identified with the governing philosophy and further contributing to the ideological construction of discourse. This study is thus conducive to a general but insightful understanding of how political stances are embodied and reinforced persuasively in discourse.
Rhetorical Study of Scholarly Discourse on China's National Defense

Abstract:With the rise of China and America's‘Asia-pivot'over the recent years, China's national security is receiving increasing international attention. The present research, as part of‘contemporary Chinese national defense discourse studies', focuses on the rhetoric of international academic publications and aims(a) to examine the ways key concepts, standpoints, and arguments are constructed and(b) to assess the cultural meanings of such rhetorical renderings. By looking at an article published in 2013 by an Australian scholar as well as its wider context, the paper shows that the ideas of‘China threat',‘China's defense discourse is untrustworthy'and‘China is a potential enemy to the American security order'etc. rest on the rhetoric of binary thinking, the supremacy-of-Americansecurity and power-as-hegemony. In conclusion, the paper raises questions that Chinese national defense discourse studies needs to address.

Abstract:The cybersphere constitutes a global disagreement space where the contested, ongoing ties that link states and the internet come into being. In this paper, a critique of sovereignty and political economy is offered to evaluate contemporary controversies concerning authority, independence, regulation, and access to communications as matters of relationality, materiality, and disagreement. We review China's promotion of cyber sovereignty as a complicating episode that reflects the development stresses of the sphere. China wishes to establish guardrails for the practices of multipolar global digital capitalism; yet, it has ushered in a variety of internet-related global issues, including in security, privacy, material well-being, developmental justice, and planetary futures. These complex aims invite and expand the dialectical spaces animating the cybersphere.

Abstract:In the field of contemporary " non-traditional security studies ", the issues of preventing potential " cultural hegemony" and protecting the security of indigenous cultures are difficult but unavoidable problems. Today, definitions of "cultural security" have quietly broadened in every country; "cultural hegemony" and "cultural threats" that people should guard against also have become more complex and interactive. The basic guarantees for international mufti-level "cultural security" require an understanding and nonabuse of cultural power, a reflection on the different models of mul-ticufturalism, and an emphasis on preserving the cultural rights of the public.
