Comparison Studies On Building Standards Of Public Projects In China And Germany

Abstract:As part of a large research project supported by the Ministry of Housing and Urban-Rural Development of China, materials and data have been obtained on building standards of governmental office buildings in China and Germany. The aim of the study in this paper is to offer some recommendations for improving the performance of public finance in China, which may be incorporated into the future modified "Building Standard of Governmental Office Buildings". The first section makes close observation on the different roles of standards in China and Germany, and investigation on the reason that building standards could not be helpful to control public investments effectively in China. Then systematical comparisons of building standards in China and Germany are undertaken on the constituting fundamental, the content system, the constituting processes, and the implementation and supervision of standards. The advanced experiences in Germany on building standards are summarized. To improve the building standards in China, it is proposed that building functions, life-cycle cost, and environmental sustainability should be taken into consideration in standards; the provisions on technology and those on supervision should be coordinated together; the provisions on objects and those on processes should be banded together; building standards should be practicable with favorable maneuverability; the implementation and supervision system of building standards should be established as soon as possible.
