Abstract:With the rapid expansion of the numbers of postgraduate students,China's postgraduate education has entered a new quality-oriented era,emphasizing on the improvement of quality.The external quality assurance mechanisms established by the Quality Assurance Agency in the United Kingdom provides a new perspective for the quality assurance of postgraduate education in China.The Quality Assurance Agency constructed academic standards of postgraduate education by defining and implementing ″the code of practice for the assurance of academic quality and standards in higher education″,″the frameworks for higher education qualifications″,″subject benchmark statements″ and ″programme specifications″;and it established a quality assessment system of postgraduate education by implementing and improving academic review of subjects and institutional audit.The Quality Assurance Agency not only provides external standards of postgraduate education for universities and colleges of higher education to follow,but also gives them space for self-monitoring and self-control.The practices and experiences of the external quality assurance of postgraduate education in the United Kingdom provides several implications for establishing the quality assurance mechanisms of postgraduate education in China:strengthening monitoring and control and fully recognizing the necessity of establishing external quality assurance mechanisms;insisting on independence and autonomy and continuously strengthening the functions of external quality assurance organizations;setting strict rules and standards and constantly improving the methods of external quality assurance;and combing external regulation and self-regulation and striving to fulfill the goals of quality assurance for postgraduate education.
