Quantitative environmental risk assessment model for oil spills in river basin

Abstract:To further enrich the risk assessment technology of river oil spill accidents, in the light of existing literature on the evolution of river oil spill accidents and environmental risk assessment at home and abroad, the paper constructed and optimized the quantitative model of environmental risk of river oil spill accidents. The oil spill trajectory was introduced to estimate the probability of the target area being contaminated by oil spills, and the Environmental Sensitivity Index（ESI） was introduced to estimate the order of severity of the basin after an oil spill in the river. The paper proposed a quantitative model with 5 first-class indicators and 17 second-class indicators. The assessment method and process of environmental risk of river oil spill accident watershed were put forward. Based on the information on regional resource distribution, the grading criteria and quantification method of the sensitivity of human resources, the sensitivity of coastline resources, and the sensitivity of biological resources were put forward to determine the sensitivity index of human resources(I hs ), the sensitivity index of coastline resources(I rs ) and the biomass sensitivity index(I bs ). By the coefficient of variation method, the global sensitivity index（I g ） was determined by I hs , I rs , I bs . The oil spill trajectory was calculated according to the geographic position of the leaking section, oil spill volume, river velocity field, wind speed, etc. The environmental risk level was determined by combining the shortest distance from the oil spill edge and the environmental sensitivity index. The quantitative model was applied to a hypothetical oil spill scenario that occurred in the middle reaches of Nen-jiang River basin, as a case study. By ArcGIS software, the grid processing, and buffer zone analysis were carried out for the target area and the environmental risk maps at different times were drawn, according to the river basin environmental assessment process of oil spill accidents. The maps provide an intuitive guide for the emergency response of the high-risk area of oil spills and key sections of interception.
