Abstract:Improving the resilience of water distribution systems (WDSs) to handle natural disasters (e.g., earthquakes) is a critical step toward sustainable urban water management. This requires the water utility to be able to respond quickly to such disaster events, and in an organized manner, to prioritize the use of available resources to restore service rapidly while minimizing the negative impacts. Many methods have been developed to evaluate the WDS resilience, but few efforts are made so far to improve the resilience of a postdisaster WDS through identifying optimal sequencing of recovery actions. To address this gap, the authors propose a new dynamic optimization framework in this study in which the resilience of a postdisaster WDS is evaluated using six different metrics. A tailored genetic algorithm is developed to solve the complex optimization problem driven by these metrics. The proposed framework is demonstrated using a real-world WDS with 6,064 pipes. Results obtained show that the proposed framework successfully identifies near-optimal sequencing of recovery actions for this complex WDS. The gained insights, conditional on the specific attributes of the case study, include the following: (1) the near-optimal sequencing of a recovery strategy heavily depends on the damage properties of the WDS; (2) replacements of damaged elements tend to be scheduled at the intermediate-late stages of the recovery process due to their long operation time; and (3) interventions to damaged pipe elements near critical facilities (e.g., hospitals) should not be necessarily the first priority to recover due to complex hydraulic interactions within the WDS.

Abstract:This article addresses the issue of flood management using four flood storage areas in the middle section of Huai River in China which protect the important downstream city of Bengbu. The same areas are also used by the local population as residential and agricultural zones. An optimization problem is therefore posed, with two objectives of simultaneously minimizing the downstream flood risk in Bengbu city and the storage areas’ economic damages. The methodology involved development of river flood models using HEC-RAS, with varying complexity, such as 1-dimensional (1D) model with storage areas represented as lumped conceptual reservoirs, and 2-dimensional (2D) models with detailed representation of the terrain, land-use and hydrodynamics in the storage areas. Experiments of coupling these models with global optimization algorithms (NSGA-II, PESA-II and SPEA-II) were performed (using the HEC-RAS Controller), in which the two objective functions were minimized, while using stage differences between the river and the storage areas as decision variables for controlling the opening/closing of the gates at the lateral structures that link the river with the storage areas. The comparative analysis of the results indicate that more refined optimal operational strategies that spread the damages across all storage areas can be obtained only with the detailed flood simulation models, regardless of the optimization algorithm used.

Abstract:Every year, floods cause substantial economic losses worldwide with devastating impacts on buildings and physical infrastructures throughout communities. Techniques are available to mitigate flood damage and subsequent losses, but the ability to weigh such strategies with respect to their benefits from a community resilience perspective is limited in the literature. Investing in flood mitigation is critical for communities to protect the physical and socioeconomic systems that depend on them. While there are multiple mitigation options to implement at the building level, this paper focuses on determining the optimal flood mitigation strategy for buildings to minimize flood losses within a community. In this research, a mixed integer linear programming model is proposed for studying the effects and trade-offs associated with pre-event short-term and long-term mitigation strategies to minimize the expected economic losses associated with floods. The capabilities of the proposed model are illustrated for Lumberton, North Carolina (NC), a small, socially diverse inland community on the Lumber River. The mathematically optimal building-level flood mitigation plan is provided based on the available budget, which can significantly minimize the total expected direct economic loss of the community. The results reveal important correlations among investment quantity, building-level short- and long-term mitigation measures, flood depths of various locations, and buildings' structure. Additionally, this study shows the trade-offs between short- and long-term mitigation measures based on available budget by providing decision support to building owners regarding mitigation measures for their buildings.

Abstract:With accelerated urbanization and escalating severity and frequency of extreme precipitation events, urban flooding has become increasingly prevalent, posing significant threats to human life and economic well-being. Given the scarcity of land resources, the integration of flood mitigation measures into public spaces, particularly in the form of multi-functional storage spaces (MFSs), emerges as an effective strategy for rainwater retention. To assess the efficacy of MFS, a coupled modeling framework, comprising the Storm Water Management Model (SWMM) and the LISFLOOD-FP hydrodynamic model, was employed in the study. Under rainstorms of varying design characterized by diverse return periods and peak rainfall intensity locations, the study simulated and compared the performance of low-impact-development (LID) strategies, MFS, and a combined approach utilizing both LID and MFS (ALL). The findings indicate that the performance of these strategies significantly varies under diverse rainfall intensity and peak coefficients. Specifically, as the return period increases, the reduction rates of the three projects gradually diminish. For lower return periods (P ≤ 10), the order of reduction effectiveness was LID < MFS < ALL; whereas, for higher return periods (P ≥ 20), the order was LID < ALL < MFS. LID exhibited superior performance under low return periods with an early-peak-rainfall position, and under high return periods with a mid-peak position. MFS and the ALL approach achieved the most significant reduction effects under early-peak-rainfall positions. LID may introduce uncertainties into the performance of MFS during rainfall events with higher return periods and peak coefficients. The outcomes of this research offer valuable technical insights that can inform urban planning strategies and enhance the design of flood mitigation measures in urban environments.

Abstract:The dynamics of flooding are primarily influenced by the shape, height, and roughness (friction) of the underlying topography. For this reason, mechanisms to mitigate floods frequently employ structural measures that either modify topographic elevation, e.g., through the placement of levees and sandbags, or increase roughness, e.g., through revegetation projects. However, the configuration of these measures is typically decided in an ad hoc manner, limiting their overall effectiveness. The advent of high-performance surface water modeling software and improvements in black-box optimization suggest that a more principled design methodology may be possible. This paper proposes a new computational approach to the problem of designing structural mitigation strategies under physical and budgetary constraints. It presents the development of a problem discretization amenable to simulation-based, derivative-free optimization. However, meta-heuristics alone are found to be insufficient for obtaining quality solutions in a reasonable amount of time. As a result, this paper proposes novel numerical and physics-based procedures to improve convergence to a high-quality mitigation. The efficiency of the approach is demonstrated on hypothetical dam break scenarios of varying complexity under various mitigation budget constraints. In particular, experimental results show that, on average, the final proposed algorithm results in a 65% improvement in solution quality compared to a direct implementation.

A simplified modeling approach for Optimization of urban river systems

Abstract:Effective strategies for operating gates and pumping stations can help urban river systems to better control flooding. However, the computing cost of optimizing urban river systems prevents their application to large-scale problems. We propose a new simplified approach to urban river system optimization that allows a portion of the river network to be simulated, while the remainder is represented by a simplified model consisting of multiple surrogate models. The surrogate model reflects changes at the boundaries of the region of interest at prediction points within the system. To verify the accuracy of the simplified model, a numerical model based on storm water management model (SWMM) is established. The accuracy of the numerical model, the surrogate model and the simplified model were tested by multiple precipitation events. The average simulation time has been reduced by 574 times, demonstrating that the simplified model has effectively replaced the urban river network. This method is used to optimize multi-objective flood control in coastal cities. By adjusting the opening and closing state of 28 gates and pumping stations, the water level of 4 observation sections is controlled. The results show that 60% of the flood volume and 84% of the flood duration of the observed section are reduced, indicating that this method can better control the flooding process of the section. Compared with the numerical model, the calculation time is reduced by 184 times, indicating that the proposed method can solve the problem of long calculation time for urban river system optimization. This approach will reduce the risk of flooding in cities.

Abstract:Economic moderate criteria of floodwater utilization is a criteria of economic rationality under the presupposition that the ecological moderate criteria is satisfied. In this study, an approach to the economic moderate criteria of floodwater is proposed, and it was applied to the Hai River basin by using an ecological water operation model developed by the authors. According to analysis of the statistics and simulation results of investments and water supply benefits of the large reservoirs, the marginal benefit of their floodwater utilization by implementing engineering measures in the regions of water resources already exploited to a great extent, becomes increasingly lower recent years owing to the constraints related to ecological water demands. Thus, non-engineering measures should be considered for floodwater utilization to alleviate basin-scale water crisis. This could be achieved through various strategies of enhancing water resources management, improving water use efficiency, and saving water resources.

Abstract:This study employs a comprehensive multi-objective efficiency index (EI) to assess urban flood mitigation strategies. The EI enables the simple interpretation of a mitigation strategy's efficiency with a value range between −1 (low efficiency) and 1 (high efficiency), which represents a practical communication tool for decision makers, engineers, and researchers. This was tested at the study site of Feldbach (Austria) with an integrated 1D–2D urban flood model and a distributed hydrological model. A total of 112 scenarios were analysed for six mitigation strategies, which were built from three future challenge scenarios, two observed heavy storm events, and two hydrological pre-conditions. For the given study site, the analysis identifies mitigation strategies implemented in rural boundary areas as the most effective. A novel aspect of this study is the consideration of the urban water balance change, highlighting its impact on the EI. The analysis highlights the importance of analysing each relevant process separately to determine the EI in order to understand why a mitigation strategy is more or less efficient.

Abstract:A physically based distributed hydrological model is coupled with an optimization algorithm for joint dam operation to reduce the flood peaks downstream. The decision variables are the release-inflow ratios. The heuristic algorithm seeds different release scenarios attempting to find the most suitable combination. The objective is to reduce the flood peak downstream, and the objective function is to minimize the difference between the simulated and threshold discharges. The latter depends on the purpose of flood management at the basin. Here, it is proposed as the mean discharge during heavy rainfall and is used to start a special dam operation. In order to fulfill the objective function, the reservoirs are expected to release water before the flood event takes place and close the gates during the flood peaks to replenish the released water beforehand. The developed system was applied to the upper Tone River in Japan where the optimal release schedule from two key dams was obtained. The observed weather radar products were input to the hydrological model to simulate the discharge within the river network. Then, the simulated inflows were input to the dam storage functions. The release is routed downstream and the river discharge is evaluated at the control point. The results indicate that the proposed integrated operation can effectively reduce a flood peak suggesting the feasibility of real-time operation in future developments.
Exploring the Optimal Cost-Benefit Solution for a Low Impact Development Layout by Zoning, As Well As Considering the Inundation Duration and Inundation Depth

Abstract:Urban flooding now occurs frequently and low impact development (LID) has been widely implemented as an effective resilience strategy to improve storm water management. This study constructed the inundation curve to dynamically simulate the disaster, and established an inundation severity indicator (ISI) and cost-effectiveness indicator (CEI) to quantify the severity and cost effectiveness at each site. The study set 10 different density scenarios using a zonal approach. The results showed that LID could reduce the overall ISI value, but as the construction increased, the CEI exhibited a downward trend, showing that there is a marginal utility problem in LID. However, the performance of CEI differed slightly in areas of different severity. In the vulnerable resilience zone, the CEI increased initially and then decreased, and the optimal cost–benefit combination was 60% permeable pavement +20% green roof +50% vegetative swale. The mutual effects of LID measures in different zones led to synergistic or antagonistic effects on LID. This study explored the tradeoff between the resilience enhancement effect and strategy transformation cost, and determined the optimal combination of the LID strategy, thereby providing a new analytical perspective for the sustainable development of sponge cities.

Abstract:An integrated methodological framework for assessing different flood mitigation measures in urban catchments is presented. The framework comprises hydrologic, hydraulic and economic indices aiming at quantifying the effect of different alternatives regarding flood hazard mitigation. The alternatives evaluated include both conventional drainage solutions and low impact development measures. The conventional drainage solutions were: (i) off-line detention tanks; and (ii) sewer enlargement. The low impact development measures included: (i) green roofs (GR); and (ii) permeable surfaces (PS). Each solution was modeled using SWMM5 with respect to flood reduction effectiveness, and the results were compared to those of the existing condition (i.e., no flood mitigation measures). All the examined solutions were also compared based on their construction and operation and maintenance costs for a typical lifespan (i.e., 30 years). The results of the simulation revealed that both low impact development measures and conventional drainage solutions were highly effective even for storm events with low probability of occurrence. However, sewer enlargement was found to be the best alternative from an economic perspective. Nevertheless, peak at the sewer exit increased and time to peak remained unchanged; as a result, local flooding problems are resolved but downstream flooding problems may be introduced. If other criteria are considered, i.e., traffic obstruction, noise, construction easiness, co-benefits and downstream impacts, low impact development measures become more attractive compared to conventional drainage solutions.

Abstract:Floodwater utilization through dynamic operating flood limited water levels (FLWLs) of reservoirs plays an important role in flood control and water conservation. This study proposes a risk-based aggregation-decomposition method for floodwater utilization of a complex multi-reservoir system. The original system is decomposed into four basic configurations. For the subsystem with hydraulic connections, the upper bound of FLWL of each reservoir is identified based on a given risk level for the subsystem and risk hedging between reservoirs. A stochastic programming model to maximize hydropower generation is then established for joint operation of the multi-reservoir system to find and update the optimal operation strategy during flood seasons. The mixed cascade reservoirs in the Pi River Basin are selected as a case study. The application results are compared with those of the original design model and deterministic operation model without considering risk, which shows that joint operation and dynamic control of FLWLs: 1) significantly increases the power generation and improves the utilization rate of floodwaters compared to those of the original design model; 2) power production rate increases with the acceptable risk but the increasing rate between them decreases with higher levels of risk; 3) results in lower utilization rate of floodwaters compared to that of the deterministic model, but the difference is not significant. The proposed method provides a framework for risk-based decision-making in floodwater utilization to enhance the comprehensive benefits of a multi-reservoir system.

Optimization of multiple storm surge risk mitigation strategies for an Island City On a Wedge

Abstract:Managing coastal flood risks involves choosing among portfolios of different options. Analyzing these choices typically requires a model. State-of-the-art coastal risk models provide detailed regional information, but can be difficult to implement, computationally challenging, and potentially inaccessible to smaller communities. Simple economic damage models are more accessible, but may not incorporate important features and thus fail to model risks and trade-offs with enough fidelity to effectively support decision making. Here we develop a new framework to analyze coastal flood control. The framework is computationally inexpensive, yet incorporates common features of many coastal cities. We apply this framework to an idealized coastal city and assess and optimize two objectives using combinations of risk mitigation strategies against a wide range of future states of the world. We find that optimization using combinations of strategies allows for identification of Pareto optimal strategy combinations that outperform individual strategy options.

Abstract:<p>Utilizing detention basin to store flood water and reduce the risk of levee failure, as well as guarantee the security of important regions downstream, is an important flood control measure in some large river catchments. However, the populated and economic detention basins in China are facing the dual challenges of protecting the safety of lives and property and alleviating the pressure of flood control downstream. Maximizing the total benefits of a flood control system by balancing the flooding losses in the detention basin and the flood control benefit of the flood protected regions downstream has been the key factor in river basin flood management. In this paper, a framework is developed to optimize the flood diversion siting and operating policy of a detention basin, which consists of three modules: (1) the flood simulation module, which simulates the flood routing and flood diversion process via a one-dimensional and two-dimensional coupled hydrodynamic model; (2) the cost and benefit calculation module, which estimates the flood damage in the detention basin and the flood control benefit in flood protected regions based on the results of the flood simulation model, with the diversion structure cost considered; and (3) the optimization module, which optimizes the diversion siting and control strategy with the objective of the maximum system benefit by balancing the flood loss in the detention basin and flood control benefit of the protected area. The framework is applied to the Huayanghe detention basin, the most downstream detention basin along the Yangtze River basin, China. The results state that gate control upstream is the optimal strategy to decrease the flood losses in the detention basin, but the potential flood losses of the protected region increase significantly under this policy. Moreover, an operating policy that balances moderately the flooding losses in the detention basin and the flood control benefit of flood protected regions downstream is provided though the framework. Overall, this study highlights flood simulations and optimization approaches represent a promising solution for filling the gap of densely populated detention basin modeling and real-world management decision-making.</p>

Abstract:Urbanization and climate change increasingly challenge urban water management. In this context, the design of stormwater drainage systems, which traditionally relies on historical rainfall records, is being questioned. Although significant efforts have been dedicated to optimizing drainage networks, the upgrading of existing systems remains understudied. This research devised a set of viable stormwater drainage networks, referencing the road network of the Sino-Singapore Tianjin Eco-City (data from Google Maps). On this basis, utilizing design rainfall data (sourced from the local meteorological center), an extensive array of scenario analyses was conducted. The investigation assessed the performance of implementing two redundancy-based interventions—introducing loops and enlarging pipe diameters—as well as the patterns of flood risk response, and by integrating a multi-objective optimization algorithm, this study proposes a framework for the optimization of grey infrastructure upgrades based on component replacement. The findings suggest that a precise deployment strategy for grey infrastructure is essential. The former improves the effective flow distribution of the drainage system, while the latter enhances its flow capacity, making each intervention suitable for drainage systems with a different degree of centralization. Further research shows that an integrated hybrid scheme brings significant flood risk improvement with strong applicability for most urban drainage systems. The upgrade model proposed in this study could be a valuable initiative, offering theoretical insights for the construction and development of resilient cities.

Abstract:Urban areas are vulnerable to flooding as a result of climate change and rapid urbanization and thus flood losses are becoming increasingly severe. Low impact development (LID) measures are a storm management technique designed for controlling runoff in urban areas, which is critical for solving urban flood hazard. Therefore, this study developed an exploratory simulation–optimization framework for the spatial arrangement of LID measures. The proposed framework begins by applying a numerical model to simulate hydrological and hydrodynamic processes during a storm event, and the urban flood model coupled with the source tracking method was then used to identify the flood source areas. Next, based on source tracking data, the LID investment in each catchment was determined using the inundation volume contribution ratio of the flood source area (where most of the investment is required) to the flood hazard area (where most of the flooding occurs). Finally, the resiliency and sustainability of different LID scenarios were evaluated using several different storm events in order to provide suggestions for flooding prediction and the decision-making process. The results of this study emphasized the importance of flood source control. Furthermore, to quantitatively evaluate the impact of inundation volume transport between catchments on the effectiveness of LID measures, a regional relevance index (RI) was proposed to analyze the spatial connectivity between different regions. The simulation–optimization framework was applied to Haikou City, China, wherein the results indicated that LID measures in a spatial arrangement based on the source tracking method are a robust and resilient solution to flood mitigation. This study demonstrates the novelty of combining the source tracking method and highlights the spatial connectivity between flood source areas and flood hazard areas.
