Abstract:Improving the resilience of water distribution systems (WDSs) to handle natural disasters (e.g., earthquakes) is a critical step toward sustainable urban water management. This requires the water utility to be able to respond quickly to such disaster events, and in an organized manner, to prioritize the use of available resources to restore service rapidly while minimizing the negative impacts. Many methods have been developed to evaluate the WDS resilience, but few efforts are made so far to improve the resilience of a postdisaster WDS through identifying optimal sequencing of recovery actions. To address this gap, the authors propose a new dynamic optimization framework in this study in which the resilience of a postdisaster WDS is evaluated using six different metrics. A tailored genetic algorithm is developed to solve the complex optimization problem driven by these metrics. The proposed framework is demonstrated using a real-world WDS with 6,064 pipes. Results obtained show that the proposed framework successfully identifies near-optimal sequencing of recovery actions for this complex WDS. The gained insights, conditional on the specific attributes of the case study, include the following: (1) the near-optimal sequencing of a recovery strategy heavily depends on the damage properties of the WDS; (2) replacements of damaged elements tend to be scheduled at the intermediate-late stages of the recovery process due to their long operation time; and (3) interventions to damaged pipe elements near critical facilities (e.g., hospitals) should not be necessarily the first priority to recover due to complex hydraulic interactions within the WDS.
An efficient dynamic route optimization for urban flooding evacuation based on Cellular Automata

Abstract:Flooding has been one of the major issues that have seriously hampered the developments of the urban systems, as well as threatened the urban water environments. To mitigate the impacts of floods, it is highly important to identify effective evacuation plans with the aid of computer-based methods. However, effectively identifying the dynamic evacuation route based on the evolution of flooding status is difficult and challenging. To this end, this study develops a Cellular Automata-based Dynamic Route Optimization (CADRO) algorithm to identify the dynamic flood evacuation route (FER), where the hydrodynamics, topography and human response time are incorporated. The proposed CADRO is applied in a suburb of Yangzhou City, China, and results demonstrate the people trapped rate, the mean and maximum length of FERs are shortened by nearly 32.70%, 34.04% and 7.90%, respectively compared with the traditional A* algorithm used for evacuation route optimization. One important feature of the proposed CADRO is that it can identify the dynamical variation of terrain connectivity within the flooding process, thereby offering the optimal FERs. In addition, the impacts of the human response time to the FERs are investigated in this study. It is anticipated that the proposed CADRO can be greatly beneficial to the urban flooding risk management.

Abstract:The dynamics of flooding are primarily influenced by the shape, height, and roughness (friction) of the underlying topography. For this reason, mechanisms to mitigate floods frequently employ structural measures that either modify topographic elevation, e.g., through the placement of levees and sandbags, or increase roughness, e.g., through revegetation projects. However, the configuration of these measures is typically decided in an ad hoc manner, limiting their overall effectiveness. The advent of high-performance surface water modeling software and improvements in black-box optimization suggest that a more principled design methodology may be possible. This paper proposes a new computational approach to the problem of designing structural mitigation strategies under physical and budgetary constraints. It presents the development of a problem discretization amenable to simulation-based, derivative-free optimization. However, meta-heuristics alone are found to be insufficient for obtaining quality solutions in a reasonable amount of time. As a result, this paper proposes novel numerical and physics-based procedures to improve convergence to a high-quality mitigation. The efficiency of the approach is demonstrated on hypothetical dam break scenarios of varying complexity under various mitigation budget constraints. In particular, experimental results show that, on average, the final proposed algorithm results in a 65% improvement in solution quality compared to a direct implementation.

Improved Dynamic Programming for Reservoir Flood Control Operation

Abstract:In flood control operation, the maximum release from a reservoir is minimized to lessen flood risks. Two properties of the minimax problem are derived by formulating the multi-period decision process as a recursive two-stage model. First, the cost-to-go function, which represents the maximum release in the remaining periods, is a non-decreasing function of the carryover storage. Second, monotonic relationships exist between the initial storage of the two-stage model and the optimal decisions of release and carryover storage. The two properties hold not only in the deterministic case with a given streamflow scenario, but also in the stochastic case with an ensemble of streamflow scenarios. The monotonic relationships are incorporated into the dynamic programming (DP) and sampling stochastic DP (SSDP). Two novel algorithms—improved DP (IDP) and improved SSDP (ISSDP)—are developed. The algorithms are applied to a case study of the Danjiangkou Reservoir in Central China. IDP and ISSDP respectively obtain the same decisions as DP and SSDP, and they are more computationally efficient. The execution times of IDP and ISSDP increase linearly with the number of storage discretizations, while those of DP and SSDP increase quadratically. With 1000 discretizations of reservoir storage, IDP and ISSDP derive optimal decisions at 0.939 and 97.453 s, respectively, whereas DP and SSDP finish at 115.931 and 6372.915 s, respectively. These results suggest that IDP and ISSDP can be useful tools for flood control operation – testing different flood scenarios and determining the optimal decisions.

Abstract:Stormwater system management in urban watersheds is often achieved by effective design and use of detention ponds which help mitigate impacts of urban drainage from water quantity and quality perspectives. The costs associated with these tasks for management can be minimized considering the fulfillment of objectives of environmental and regulatory compliance. Nonlinear and mixed integer nonlinear programming (MINLP) formulations with discrete and binary variables is developed in this study to obtain an optimal design for a multiple stormwater detention pond system. The main objective considered is the minimization of cost constrained on system performance related to pollution control. Analytical probabilistic expressions in mathematically closed form for system performance depicting watershed hydrology, control system hydraulics and pollution removal processes are integrated into the optimization formulations. Gradient-based NLP and genetic algorithm-based solvers are used to obtain optimal solutions. Application of the methodology is demonstrated with a hypothetical case study system with realistic hydrologic and water quality parameter values and the benefits of solutions for effective pollution control are reported. Results from the solutions of the formulations provide optimal design parameters considering the runoff control and pollutant reduction considering environmental and regulatory constraints. A comparison of results from these formulations to those from a dynamic programming (DP) formulation developed in an earlier study indicates that limitations associated with discretization within DP can be overcome with the proposed optimal formulations.

Abstract:In order to establish successful flood control strategies to prevent or alleviate severe flood damages, real-time optimization-based control can be a supplementary strategy, besides setting operating rules (regulations) for the hydraulic structures. This research combines evolutionary optimization, by means of a Genetic Algorithm (GA), with the Model Predictive Control (MPC) technique to develop and test a real-time flood control method for the 12 gated weirs in the Belgian case study of the river Demer. The evolution of this method is also the main contribution of this study. The combination of GA with MPC allows coping with the highly nonlinear system behaviour and local minimum problems. The system searches for better control actions by minimizing a cost function while at the same time avoiding violation of the defined constraints. The optimization results testify that the system is able to assist the current regulation strategies that are based on fixed regulation rules (three-position controller).

Abstract:Floodwater utilization through dynamic operating flood limited water levels (FLWLs) of reservoirs plays an important role in flood control and water conservation. This study proposes a risk-based aggregation-decomposition method for floodwater utilization of a complex multi-reservoir system. The original system is decomposed into four basic configurations. For the subsystem with hydraulic connections, the upper bound of FLWL of each reservoir is identified based on a given risk level for the subsystem and risk hedging between reservoirs. A stochastic programming model to maximize hydropower generation is then established for joint operation of the multi-reservoir system to find and update the optimal operation strategy during flood seasons. The mixed cascade reservoirs in the Pi River Basin are selected as a case study. The application results are compared with those of the original design model and deterministic operation model without considering risk, which shows that joint operation and dynamic control of FLWLs: 1) significantly increases the power generation and improves the utilization rate of floodwaters compared to those of the original design model; 2) power production rate increases with the acceptable risk but the increasing rate between them decreases with higher levels of risk; 3) results in lower utilization rate of floodwaters compared to that of the deterministic model, but the difference is not significant. The proposed method provides a framework for risk-based decision-making in floodwater utilization to enhance the comprehensive benefits of a multi-reservoir system.

Abstract:A physically based distributed hydrological model is coupled with an optimization algorithm for joint dam operation to reduce the flood peaks downstream. The decision variables are the release-inflow ratios. The heuristic algorithm seeds different release scenarios attempting to find the most suitable combination. The objective is to reduce the flood peak downstream, and the objective function is to minimize the difference between the simulated and threshold discharges. The latter depends on the purpose of flood management at the basin. Here, it is proposed as the mean discharge during heavy rainfall and is used to start a special dam operation. In order to fulfill the objective function, the reservoirs are expected to release water before the flood event takes place and close the gates during the flood peaks to replenish the released water beforehand. The developed system was applied to the upper Tone River in Japan where the optimal release schedule from two key dams was obtained. The observed weather radar products were input to the hydrological model to simulate the discharge within the river network. Then, the simulated inflows were input to the dam storage functions. The release is routed downstream and the river discharge is evaluated at the control point. The results indicate that the proposed integrated operation can effectively reduce a flood peak suggesting the feasibility of real-time operation in future developments.
Optimization of in-pipe storage capacity use in urban drainage systems with improved DP considering the time lag of flow routing

Abstract:The active control of urban drainage systems (UDSs) is playing an increasingly important role in the world threatened by urban flooding and associated disasters caused by insufficient drainage capacity. However, little research has recognized the importance of the optimal use of in-pipe storage space. To address this issue, the use of the in-pipe storage capacity was optimized in this study. A novel approach, that is, dynamic programming with successive approximation considering the time lag of flow routing (DPSA-TL), was developed to determine the control policies, in addition to the commonly used passive, rule-based control (RBC), and evolutionary algorithm (EA) strategies. A real-life urban catchment considering flooding control and combined sewer overflow (CSO) reduction was used as the case study. First of all, the potential benefit of maximizing the use of in-pipe storage space was tested using the four control strategies in three storm events, including a 3-year, 2-hour design (46.5 mm), a 5-year, 2-hour design (56.0 mm) and a 7-h historical (152.5 mm) storm events. Results indicate that DPSA-TL performed best in all cases. Without compromising the goal of flooding control, it provided 16.5%, 12.6%, and 3.0% reductions in CSO volume for the three storm events when compared with the passive strategy. Due to the limited capacity of in-pipe storage, the relative improvement diminished as the total rainfall depth increased. Then, control strategies were further applicated to the real-time operation. DPSA-TL was found to be the best alternative for CSO control, with the CSO volume reduced by 14.7%, 11.4%, and 2.5% in the three storm events, respectively. The findings suggest that the performance of UDS can be significantly improved by optimizing the use of in-pipe storage capacity, and the proposed method is effective in the offline optimization and real-time control of UDSs.
A simplified modeling approach for Optimization of urban river systems

Abstract:Effective strategies for operating gates and pumping stations can help urban river systems to better control flooding. However, the computing cost of optimizing urban river systems prevents their application to large-scale problems. We propose a new simplified approach to urban river system optimization that allows a portion of the river network to be simulated, while the remainder is represented by a simplified model consisting of multiple surrogate models. The surrogate model reflects changes at the boundaries of the region of interest at prediction points within the system. To verify the accuracy of the simplified model, a numerical model based on storm water management model (SWMM) is established. The accuracy of the numerical model, the surrogate model and the simplified model were tested by multiple precipitation events. The average simulation time has been reduced by 574 times, demonstrating that the simplified model has effectively replaced the urban river network. This method is used to optimize multi-objective flood control in coastal cities. By adjusting the opening and closing state of 28 gates and pumping stations, the water level of 4 observation sections is controlled. The results show that 60% of the flood volume and 84% of the flood duration of the observed section are reduced, indicating that this method can better control the flooding process of the section. Compared with the numerical model, the calculation time is reduced by 184 times, indicating that the proposed method can solve the problem of long calculation time for urban river system optimization. This approach will reduce the risk of flooding in cities.

Abstract:The objective of this study is to achieve the dynamic optimization of the flood limited water level (FLWL) in parallel reservoirs, using Luhun Reservoir and Guxian Reservoir as case studies. The innovation lies in establishing a dynamic control optimization model for the FLWL of parallel reservoirs, considering the uncertainty in the forecasting period of the flood forecast due to the varying locations of the rainstorm center from upstream to downstream. To commence, the Fisher optimal segmentation method is employed for flood season staging to determine the staged FLWL of each reservoir. Subsequently, considering the uncertainty in the foresight period, the upper range of the dynamic FLWL is determined through the improved pre-discharge capacity constraint method and Monte Carlo simulation. Finally, a multi-objective optimization model is established to determine the optimal dynamic FLWL control operation scheme for parallel reservoirs, utilizing the Non-Dominated Sorting Genetic Algorithm II (NSGA-II). This model takes into account both downstream flood control requirements and the water supply benefits of the parallel reservoirs. Through the optimization of the scheme, the water supply of the parallel reservoirs can be augmented by 15,347.6 m3 during the flood season. This optimization effectively achieves a harmonious balance between flood control and water supply, holding significant implications for mitigating drought risks amid changing conditions.

Abstract:This article addresses the issue of flood management using four flood storage areas in the middle section of Huai River in China which protect the important downstream city of Bengbu. The same areas are also used by the local population as residential and agricultural zones. An optimization problem is therefore posed, with two objectives of simultaneously minimizing the downstream flood risk in Bengbu city and the storage areas’ economic damages. The methodology involved development of river flood models using HEC-RAS, with varying complexity, such as 1-dimensional (1D) model with storage areas represented as lumped conceptual reservoirs, and 2-dimensional (2D) models with detailed representation of the terrain, land-use and hydrodynamics in the storage areas. Experiments of coupling these models with global optimization algorithms (NSGA-II, PESA-II and SPEA-II) were performed (using the HEC-RAS Controller), in which the two objective functions were minimized, while using stage differences between the river and the storage areas as decision variables for controlling the opening/closing of the gates at the lateral structures that link the river with the storage areas. The comparative analysis of the results indicate that more refined optimal operational strategies that spread the damages across all storage areas can be obtained only with the detailed flood simulation models, regardless of the optimization algorithm used.
Optimizing flood diversion siting and its control strategy of detention basins: A case study of the Yangtze River, China

Abstract:<p>Utilizing detention basin to store flood water and reduce the risk of levee failure, as well as guarantee the security of important regions downstream, is an important flood control measure in some large river catchments. However, the populated and economic detention basins in China are facing the dual challenges of protecting the safety of lives and property and alleviating the pressure of flood control downstream. Maximizing the total benefits of a flood control system by balancing the flooding losses in the detention basin and the flood control benefit of the flood protected regions downstream has been the key factor in river basin flood management. In this paper, a framework is developed to optimize the flood diversion siting and operating policy of a detention basin, which consists of three modules: (1) the flood simulation module, which simulates the flood routing and flood diversion process via a one-dimensional and two-dimensional coupled hydrodynamic model; (2) the cost and benefit calculation module, which estimates the flood damage in the detention basin and the flood control benefit in flood protected regions based on the results of the flood simulation model, with the diversion structure cost considered; and (3) the optimization module, which optimizes the diversion siting and control strategy with the objective of the maximum system benefit by balancing the flood loss in the detention basin and flood control benefit of the protected area. The framework is applied to the Huayanghe detention basin, the most downstream detention basin along the Yangtze River basin, China. The results state that gate control upstream is the optimal strategy to decrease the flood losses in the detention basin, but the potential flood losses of the protected region increase significantly under this policy. Moreover, an operating policy that balances moderately the flooding losses in the detention basin and the flood control benefit of flood protected regions downstream is provided though the framework. Overall, this study highlights flood simulations and optimization approaches represent a promising solution for filling the gap of densely populated detention basin modeling and real-world management decision-making.</p>

Abstract:Urbanization and climate change increasingly challenge urban water management. In this context, the design of stormwater drainage systems, which traditionally relies on historical rainfall records, is being questioned. Although significant efforts have been dedicated to optimizing drainage networks, the upgrading of existing systems remains understudied. This research devised a set of viable stormwater drainage networks, referencing the road network of the Sino-Singapore Tianjin Eco-City (data from Google Maps). On this basis, utilizing design rainfall data (sourced from the local meteorological center), an extensive array of scenario analyses was conducted. The investigation assessed the performance of implementing two redundancy-based interventions—introducing loops and enlarging pipe diameters—as well as the patterns of flood risk response, and by integrating a multi-objective optimization algorithm, this study proposes a framework for the optimization of grey infrastructure upgrades based on component replacement. The findings suggest that a precise deployment strategy for grey infrastructure is essential. The former improves the effective flow distribution of the drainage system, while the latter enhances its flow capacity, making each intervention suitable for drainage systems with a different degree of centralization. Further research shows that an integrated hybrid scheme brings significant flood risk improvement with strong applicability for most urban drainage systems. The upgrade model proposed in this study could be a valuable initiative, offering theoretical insights for the construction and development of resilient cities.

Abstract:In this research, a hybrid Geographic Information System (GIS)-based watershed-scale inexact optimization approach was developed to identify the optimal spatially distributed network of constructed wetlands for NPS pollution control. Such an approach combined the GIS technology and fuzzy-stochastic two-stage programming (FSTP) into a general optimization framework. A GIS-based compound topographic index (CTI) was used to identify potential wetland sites at thewatershed-scale, a GIS-based export coefficient model (ECM) was employed to estimate the nutrient load from NPS pollution, and the FSTP was used to map the optimal spatially distributed network of constructed wetlands for reducing the NPS pollution with the minimization of system costs under uncertainty. As an integration of two-stage stochastic programming (TSP) and fuzzy credibility chance-constrained programming (FCCP), FSTP can not only address dual uncertainties expressed as probability density functions and fuzzy membership functions but also provide an effective linkage between the pre-regulated management policies and the associated economic implications. The developed modeling system was applied to the planning of wetland network installation in the Songhuaba watershed, China. The optimization results can help watershed managers to obtain desired plans of wetland siting, and nutrient permit allocation for sub-basins under different confidence levels. Optimizing the Cleaning Strategies to Reduce the Flood Risk Increased by Gully Blockages

Abstract:The blockages in gully systems increase the flood risk in urban areas because less surface water can be drained into the sewer pipes beneath. Since a gully system comprises three components of street inlets, gully channels, and lateral tubes, it has been challenging to study the cleaning strategies when multiple gully components are simultaneously blocked, especially when considering the complex interactions in hydraulics and optimization. In this study, we adopted a sophisticated hydraulic model to simulate water transportation across surface, gully, and sewer layers under 16 scenarios with different blockage ratios of gully components for a rainstorm event in 2017 in Taipei City, Taiwan. The results are regressed and served as objective functions in nonlinear programming to obtain optimal cleaning strategies for each gully component that minimize surface floodwater volumes under different frequencies and budgets. The regression results show that floodwater volumes increase the most with the blockage of gully channels compared to the blockages of other components; however, the optimization analysis indicates that street inlets should be cleaned first for having the lowest cost. Compared with the increase of budget, the increase of cleaning frequency is more cost-effective because it prevents the nonlinear increase of floodwater volume at high gully blockage ratios. This research provides a guideline for the cleaning of a gully system in which the blockages of different components must be removed in a sequential manner in order to minimize flood risk.

Abstract:The escalating risk of urban inundation has drawn increased attention to urban stormwater management. This study proposes a multi-objective optimization for terrain modification, combining the Non-dominated Sorting Genetic Algorithm II (NSGA-II) with digital elevation model (DEM)-based hydrological cost factor analysis. To reduce the precipitation erosive forces and runoff kinetic energy, the resulting framework offers the possibility of efficiently searching numerous solutions for trade-off sets that meet three conflicting objectives: minimizing maximum flow velocity, maximizing runoff path length and minimizing earthwork costs. Our application case study in Høje Taastrup, Denmark, demonstrates the ability of the optimization framework to iteratively generate diversified modification scenarios, which form the reference for topography planning. The three individual objective preferred solutions, a balanced solution, and twenty solutions under regular ordering are selected and visualized to determine the limits of the optimization and the cost-effectiveness tendency. Integrating genetic algorithms with DEM-based hydrological analysis demonstrates the potential to consider more complicated hydrological benefit objectives with open-ended characteristics. It provides a novel and efficient way to optimize topographic characteristics for improving holistic stormwater management strategies.

Abstract:Costs associated with a flood event can be covered as part of holistic flood risk management (FRM) either at present by implementing preventive flood protection measures (reliability costs) or in future when dealing with floods. Against the background that flood risk cannot be eliminated, FRM bears risk costs in the second case. For raising awareness and planning measures, a holistic FRM requires appropriate tools to optimize risk and reliability costs during planning phase. Subsequently, requirements regarding structural reliability and probability of failure may be derived from the economic optimum. Numerical optimization methods, such as genetic algorithms, are suitable for the methodical implementation of such an optimization. This paper exemplifies the implementation and evaluation of a risk and reliability costs optimization using the example of the landside slope failure of a homogeneous river levee.

Abstract:Real-time optimal operation models for river-reservoir systems, unfortunately, are not widely available. Such models are still in their infancy perhaps due to the complexity of the application. This paper presents the development and testing of a methodology for determining reservoir release schedules before, during, and after an extreme flood event in real time. The problem is formulated as a real-time optimal control problem in which reservoir releases represent the decision variables. The model consists of five major components: (1) the U.S. Army Corps of Engineers (USACE) Hydrologic Engineering Center - Hydrologic Modeling System (HEC-HMS), which simulates rainfall-runoff processes of watershed systems; (2) the U.S. Army Corps of Engineers Hydrologic Engineering Center - River Analysis System (HEC-RAS) for one-dimensional unsteady flow routing; (3) a reservoir release operation model; (4) a short-term rainfall forecasting model to project rainfall over the next few hours during a rainfall event; and (5) a genetic algorithm (GA) optimizer interfaced with the other components that determine the real time operation of a river-reservoir systems. An example application is used to test the development of the modeling framework, also illustrating the use of such a model. Each model component and its interface in the modeling framework was tested for quality assurance.
