Abstract:The aim of this study is to determine whether dam reoperation (the adjustment of reservoir operating rules) is an effective adaptation strategy to reduce the potential impacts of climate change and regional socio-economic developments. The Xinanjiang-Fuchunjiang reservoir cascade, located in Hangzhou Region (China), is selected as case study. We use a scenario-based approach to explore the effects of various likely degrees of water stress for the future period between 2011 and 2040, which are compared to the control period from 1971 to 2000. The scenario impacts are simulated with the WEAP water allocation model, which is interlinked with the NSGA-II metaheuristic algorithm in order to derive opti- mal operating rules adapted to each scenario. Reservoir performance is measured with the Shortage Index (SI) and Mean Annual Energy Production (MAEP). For the investigated sce- narios, adapted operating rules on average reduce the SI with 84 % and increase the MAEP with 6.4 % (compared to the projected future performance of conventional operation). Based on the optimization results, we conclude that for the studied case dam reoperation is an effective adaptation strategy to reduce the impact of changing patterns of water supply and demand, even though it is insufficient to completely restore system performance to that of the control period.
Quantifying the Robustness of Optimal Reservoir Operation for the Xinanjiang-Fuchunjiang Reservoir Cascade

Abstract:In this research we investigate the robustness of the common implicit stochastic optimization (ISO) method for dam reoperation. As a case study, we focus on the Xinanjiang-Fuchunjiang reservoir cascade in eastern China, for which adapted operating rules were proposed as a means to reduce the impact of climate change and socio-economic developments. The optimizations were based on five different water supply and demand scenarios for the future period from 2011 to 2040. Main uncertainties in the optimization can be traced back to correctness of the assumed supply and demand scenarios and the quality and tuning of the applied optimization algorithm. To investigate the robustness of proposed operation rules, we (1) compare cross-scenario performance of all obtained Pareto-optimal rulesets and (2) investigate whether different metaheuristic optimization algorithms lead to the same results. For the latter we compare the originally used genetic algorithm (Nondominated Sorting Genetic Algorithm II, NSGA-II) with a particle swarm optimization algorithm (MOPSO). Reservoir performance was measured using the shortage index (SI) and mean annual energy production (MAEP) as main indicators. It is found that optimal operating rules, tailored to a specific scenario, deliver at most 2.4% less hydropower when applied to a different scenario, while the SI increases at most with 0.28. NSGA-II and MOPSO are shown to yield approximately the same Pareto-front for all scenarios, even though small differences can be observed.

Abstract:A physically based distributed hydrological model is coupled with an optimization algorithm for joint dam operation to reduce the flood peaks downstream. The decision variables are the release-inflow ratios. The heuristic algorithm seeds different release scenarios attempting to find the most suitable combination. The objective is to reduce the flood peak downstream, and the objective function is to minimize the difference between the simulated and threshold discharges. The latter depends on the purpose of flood management at the basin. Here, it is proposed as the mean discharge during heavy rainfall and is used to start a special dam operation. In order to fulfill the objective function, the reservoirs are expected to release water before the flood event takes place and close the gates during the flood peaks to replenish the released water beforehand. The developed system was applied to the upper Tone River in Japan where the optimal release schedule from two key dams was obtained. The observed weather radar products were input to the hydrological model to simulate the discharge within the river network. Then, the simulated inflows were input to the dam storage functions. The release is routed downstream and the river discharge is evaluated at the control point. The results indicate that the proposed integrated operation can effectively reduce a flood peak suggesting the feasibility of real-time operation in future developments.

Optimal coordination strategies for flood control and hydropower generation of reservoir

Abstract:<p>During flood seasons, the water head of the reservoir is kept in flood limited water level (FLWL) to satisfy the flood control objective, but this runs counter to the need for hydropower generation to maintain a high water-head. This paper focuses on the optimal hedging rules by setting an appropriate FLWL to maximize the benefit of hydropower without increasing the flood damage and raise the water level at the end of flood for non-flood season/future use. Two-stage hydropower functions considering the constraint conditions which include the downstream environmental flow and installed capacity are built. On the basis of studying the marginal utilities of the two-stage hydropower functions, the competitive and collaborative relationships between flood damage and hydropower benefit were analyzed qualitatively. A two-stage reservoir operation model with two objectives that are minimum flood damage and maximum hydropower generation is developed, which considers streamflow forecast uncertainty and acceptable flood risk. The derived OHR from the model can be used to make trade-offs between flood damage and hydropower benefit under different levels of streamflow forecast uncertainty or acceptable risk. Finally, the analysis is applied to the Nierji Reservoir in the north of China. The results indicate that the OHR can increase hydropower generation 1.57x106kw&#183;h and decrease the volume of abandoned water30.04x106m3 average annual.</p>

Abstract:The high level of reliability of water resources is always an advantage for consumers, but in arid and semi-arid regions where the inflow to the reservoir is faced with severe fluctuations, it makes sense to decrease the percentage of reliability of the system and allocate less water to consumption zones to prevent critical conditions such as emptying of the reservoir. In this research, the employed operation model is based on the simulation-optimization combination by considering the objectives of minimizing the violation of the allowed capacity of the reservoir and maximizing the percentage of supplying the demands. The optimal hedging variables are specified by linking the WEAP (Water Evaluation and Planning System) to the MOPSO multi-objective optimization algorithm. According to the available data, the duration of the simulation and optimization period in the model is 360 months. After 1000 iterations, the optimal reservoir volume values are obtained at the hedging level and hedging coefficient in different months. Finally, the model results are compared with the results obtained from the standard operation policy (SOP). The results show that the proposed model is able to manage the allocation to needs in the dry months and prevent the reservoir from emptying. Also, by storing a part of the flow in the reservoir in watery months and consuming it in low water months, it increases the supply of needs by 20 to 35% and reduces the failure rate in dry months.

Abstract:Optimizing the utilization of reservoirs has become an indispensable part of water resources planning. One of the challenges is how to overcome the conflict between the flood control and the revenue generated from hydropower energy. The Ostour and Pirtaghi reservoirs, which are crucial in Iran water system, are selected in this study. The aim is to find the optimal values for water release from each reservoir over a 12-month period to maximize both objective functions. The imperialist competitive algorithm is employed to optimize this multiobjective-nonlinear problem with complex constraints. It is observed that the imperialist competitive algorithm has a fast convergence and it is highly adaptable to defined constraints such as water release limitation, minimum downstream flow, water balance in reservoirs. This study results in better flood control and more revenue from the sale of hydropower energy. The paper also provides a systematic guidance to properly formulate and solve a multi-objective problem.

Abstract:The knowledge of surface and groundwater interactions within the region, as well as the computation of surface and subsurface elements impacting them, are necessary for principled planning for the sustainable and optimal functioning of water resource systems. Investigating the effects of the surface–groundwater interaction by establishing a dynamic link between surface and groundwater models in the Lur plain, which is situated in Western Iran downstream of the Balarood River dam, is one of the main goals of this study. Every element of the surface and groundwater systems in the research area is connected to every other element of the model, allowing data to flow back and forth between the two systems at every time step. To calculate groundwater level values, the flow between aquifers, etc., and send the results back to the WEAP model so that this process continues until the simulation's conclusion, the withdrawal amount, infiltration, river level, runoff, etc. are imported to the WEAP model from the MODFLOW model in each time step. Optimizing the monthly volume of extraction from surface and groundwater resources to meet current consumptions during a 30-year planning horizon is another objective. The Multi-Objective Grey Wolf Optimizer (MOGWO) algorithm is connected to the integrated model body in order to carry out the system optimization. The primary and secondary goals of the optimization process are, respectively, to minimize the amount of groundwater withdrawal at the conclusion of the operating period and to maximize the percentage of meeting water needs. The proportion of monthly removal from surface and groundwater resources is one of the decision factors. Two managerial scenarios—the integrated operation based on the present condition (reference) and the integrated operation by carrying out the optimization process (optimal)—are established to examine the effects of the dam and aquifer operating together. The outcomes demonstrate that, in comparison to the reference scenario, the proportion of meeting farms' water demands during low water months is enhanced by 10% to 30% following the execution of the optimizer algorithm and the use of the integrated model body's optimal allocation parameters. The average drawdown in the Lur plain after the period, following system optimization, is equal to 7.6 m, which is 2.5 m better than the reference scenario. The outcomes of planners' decisions are quickly transformed into the whole system, and the subsequences are observable in both surface and groundwater sections. The results show that the MOGWO algorithm combined with the integrated operation model in the dynamic link mode is an effective solution for better management of the dam and aquifer.

Abstract:Growing drought hazard and water demand for agriculture, ecosystem conservation, and tourism in the Hungarian Drava river floodplain call for novel approaches to maintain wetland habitats and enhance agricultural productivity. Floodplain rehabilitation should be viewed as a complex landscape ecological issue which, beyond water management goals to relieve water deficit, ensures a high level of provision for a broad range of ecosystem services. This paper explores the hydrological feasibility of alternative water management, i.e., the restoration of natural reservoirs (abandoned paleochannels) to mitigate water shortage problems. To predict the efficiency of the project, an integrated surface water (Wetspass-M) and groundwater model (MODFLOW-NWT) was developed and calibrated with an eight-year data series. Different management scenarios for two natural reservoirs were simulated with filling rates ranging from 0.5 m3 s−1 to 1.5 m3 s−1. In both instances, a natural reservoir with a feeding rate of 1 m3 s−1 was found to be the best scenario. In this case 14 days of filling are required to reach the possible maximum reservoir stage of +2 m. The first meter rise increases the saturation of soil pores and the second creates an open surface water body. Two filling periods per year, each lasting for around 180 days, are required. The simulated water balance shows that reservoir–groundwater interactions are mainly governed by the inflow into and outflow from the reservoir. Such an integrated management scheme is applicable for floodplain rehabilitation in other regions with similar hydromorphological conditions and hazards, too.

Abstract:Dam (reservoir)-induced alterations of flow and water temperature regimes can threaten downstream fish habitats and native aquatic ecosystems. Alleviating the negative environmental impacts of dam-reservoir and balancing the multiple purposes of reservoir operation have attracted wide attention. While previous studies have incorporated ecological flow requirements in reservoir operation strategies, a comprehensive analysis of trade-offs among hydropower benefits, ecological flow, and ecological water temperature demands is lacking. Hence, this study develops a multi-objective ecological scheduling model, considering total power generation, ecological flow guarantee index, and ecological water temperature guarantee index simultaneously. The model is based on an integrated multi-objective simulation-optimization (MOSO) framework which is applied to Three Gorges Reservoir. To that end, first, a hybrid long short-term memory and one-dimensional convolutional neural network (LSTM_1DCNN) model is utilized to simulate the dam discharge temperature. Then, an improved epsilon multi-objective ant colony optimization for continuous domain algorithm (ε-MOACOR) is proposed to investigate the trade-offs among the competing objectives. Results show that LSTM _1DCNN outperforms other competing models in predicting dam discharge temperature. The conflicts among economic and ecological objectives are often prominent. The proposed ε-MOACOR has potential in resolving such conflicts and has high efficiency in solving multi-objective benchmark tests as well as reservoir optimization problem. More realistic and pragmatic Pareto-optimal solutions for typical dry, normal and wet years can be generated by the MOSO framework. The ecological water temperature guarantee index objective, which should be considered in reservoir operation, can be improved as inflow discharge increases or the temporal distribution of dam discharge volume becomes more uneven.

Abstract:Climate change induced spatiotemporal variation in global water availability modifies the proposed design criteria of water infrastructure structures like dams and reservoirs. Although reservoir operation is treated as a potential adaptation option, obsolescence of existing operation rules in the climate change scenarios could cause devastating situation through faulty water management practices. Presently onboard simulation–optimization based reservoir operation schemes fail to capture the uncertainty involved in the climate change scenario. Hence, there is a need to identify the limiting application scenario of the existing reservoir operation rule, and subsequently, revise the operation framework to address the future supply–demand uncertainty adequately. This research develops an integrated Soil and Water Assessment Tool (SWAT) (hydrologic), HEC-ResSim (hydraulic), and genetic algorithm (GA) (optimization) based adaptive reservoir operation framework, which is competent enough in accounting the future supply–demand uncertainty. Incorporation of the newly proposed environmental flow assessment approach in the reservoir operation would assist the decision makers in guiding the reservoir release for maintaining the water quality and sustenance of the downstream aquatic species. Certainly, corresponding to the existing operation rules under both the baseline and future climate change scenarios of RCP 4.5 and 8.5, the developed SWAT-HEC-ResSim-GA based reservoir operation scheme could improve the performance of the Kangsabati reservoir with the time and volume reliability estimates of 0.631 and 0.736, respectively. Conclusively, the developed approach in this study could be the best feasible alternative for hydrologic characterization in complex reservoir catchment-command regions with the option for enhanced reservoir planning in global catchment-command regions.

Abstract:Floodwater utilization through dynamic operating flood limited water levels (FLWLs) of reservoirs plays an important role in flood control and water conservation. This study proposes a risk-based aggregation-decomposition method for floodwater utilization of a complex multi-reservoir system. The original system is decomposed into four basic configurations. For the subsystem with hydraulic connections, the upper bound of FLWL of each reservoir is identified based on a given risk level for the subsystem and risk hedging between reservoirs. A stochastic programming model to maximize hydropower generation is then established for joint operation of the multi-reservoir system to find and update the optimal operation strategy during flood seasons. The mixed cascade reservoirs in the Pi River Basin are selected as a case study. The application results are compared with those of the original design model and deterministic operation model without considering risk, which shows that joint operation and dynamic control of FLWLs: 1) significantly increases the power generation and improves the utilization rate of floodwaters compared to those of the original design model; 2) power production rate increases with the acceptable risk but the increasing rate between them decreases with higher levels of risk; 3) results in lower utilization rate of floodwaters compared to that of the deterministic model, but the difference is not significant. The proposed method provides a framework for risk-based decision-making in floodwater utilization to enhance the comprehensive benefits of a multi-reservoir system.

Abstract:In order to develop an ecological operation strategy that combines cross-basin water transfer and reservoir ecological management, this study investigates the corresponding theoretical framework and methodological approach. A novel optimization model that couples hydrodynamic with reservoir dispatch for ecological water replenishment is proposed. Using the Yongding River ecological operation project as a case study, various scenarios of Yellow River water diversion are analyzed to assess the satisfaction of ecological water demands and associated costs in the downstream channel of the Guanting Reservoir. The results show that: 1) For ideal ecological flow process, suitable ecological flow process, and minimum ecological flow process in the downstream river channel of Guanting Reservoir, the minimum values are 8.67 m 3 /s, 4.46 m 3 /s, and 1.66 m 3 /s respectively, and the maximum values are 49.82 m 3 /s, 33.69 m 3 /s, and 8.37 m 3 /s respectively. 2) The coupling model is applied to the ecological water replenishment project of Yongding River and achieves satisfying effects. The ecological guarantee degree can be increased by 48.8% when the cost of water replenishment is doubled and the Yellow River water is used for ecological water replenishment. 3) According to the water storage situation of Guanting Reservoir, the satisfaction of ecological water demand and the cost of water replenishment are comprehensively considered. In order to ensure the water supply of the Beijing section of Yongding River, two ecological water supply schemes are recommended, and the ecological guarantee degree of the two schemes can reach more than 90%. The research results provide new ideas and methods for the development of ecological water replenishment programs for Yongding River in the future, and also have important reference value for the development of ecological water replenishment programs for other water-scarce rivers.

Abstract:The objective of this study is to achieve the dynamic optimization of the flood limited water level (FLWL) in parallel reservoirs, using Luhun Reservoir and Guxian Reservoir as case studies. The innovation lies in establishing a dynamic control optimization model for the FLWL of parallel reservoirs, considering the uncertainty in the forecasting period of the flood forecast due to the varying locations of the rainstorm center from upstream to downstream. To commence, the Fisher optimal segmentation method is employed for flood season staging to determine the staged FLWL of each reservoir. Subsequently, considering the uncertainty in the foresight period, the upper range of the dynamic FLWL is determined through the improved pre-discharge capacity constraint method and Monte Carlo simulation. Finally, a multi-objective optimization model is established to determine the optimal dynamic FLWL control operation scheme for parallel reservoirs, utilizing the Non-Dominated Sorting Genetic Algorithm II (NSGA-II). This model takes into account both downstream flood control requirements and the water supply benefits of the parallel reservoirs. Through the optimization of the scheme, the water supply of the parallel reservoirs can be augmented by 15,347.6 m3 during the flood season. This optimization effectively achieves a harmonious balance between flood control and water supply, holding significant implications for mitigating drought risks amid changing conditions.

Abstract:Optimizing reservoir drawdown operations holds significant implications for hydropower generation, water supply, and drought mitigation strategies. However, achieving multi-objective optimization in reservoir drawdown operations poses fundamental challenges, particularly considering emergency storage capacity and seasonal drought patterns. This study introduces a novel multi-objective optimization framework tailored for a mega reservoir, focusing on drawdown operations to enhance hydropower generation and water supply reliability. A drawdown operation model leveraging a multi-objective ant lion optimizer is developed to simultaneously maximize reservoir hydropower output and minimize water shortage rates. China's Three Gorges Reservoir (TGR), situated over the upper reaches of the Yangtze River, constitutes the case study, with the standard operation policy (SOP) serving as a benchmark. Results showcase the efficacy of the proposed method, with substantial improvements observed: a 10.6% increase in hydropower output, a 6.0% reduction in water shortage days, and a 9.5% decrease in minimal reservoir water release compared to SOP. This study provides robust technical and scientific bolster to optimize reservoir ESC and enhance the synergy between hydropower generation, water supply, and drought resilience. Additionally, it offers decision-makers actionable strategies that account for emergency water supply capacities. These strategies aim to support mega reservoir's resilience against extreme drought events facilitating the collaboration between modelers and policy-makers, by means of intelligent optimization and decision-making technologies.
A Method of Ecological Reservoir Reoperation Based-on Ecological Flow Regime

Abstract:Traditional reservoir operation is mainly designed for water supply and/or flood control,and the purpose of the ecological reservoir reoperation is to achieve the ecological and environmental objectives:water quality,ecosystem,sediment and disease control etc. We propose an ecological reservoir reoperation model based-on ecological flow regime. The model takes the maximum of reservoir benefit,such as annual power generation as the objective subject of the ecological scenarios. The ecological reservoir reoperation model is applied in a tributary in the Yellow River basin as an example.Based on the status quo of the watershed,four ecological and environmental objectives are given and five ecological scenarios are proposed. The results of the model indicate that the annual power generation only decreases by 7.6% with all the four objectives met than the non-ecological objective. According to the results,the hydropower benefit of the reservoir will not decrease dramatically while the ecological demand can be met,if we introduce a suitable reoperation pattern.

Abstract:A distributed hydrological model was used to simulate hydrological processes in Agatsuma River basin at hourly time steps. By using interpreted radar products and rain gauge rainfall data, simulated inflow to Shimagawa dam have been used as input to a reservoir operation module running simultaneously with the distributed hydrological model. The reservoir operation module uses a storage function approach in order to update the actual volume dam at each time step. Volumes were translated into water levels by using an H-V curve. The operational rule uses the updated water level in order to decide release. The developed scheme offers an easy way to modify the operation rule; therefore, it allows for the incorporation of an optimization scheme in future research. To reduce potential damage of floods and droughts in Tone River basin an optimal reservoir operation scheme will play an important role in the protection of downstream areas and contribute to effective use of water resources.

Abstract:<p>Many uncertainties are associated with real-time reservoir flood control operation and introduce risks for decision making. A multi-objective risk management model is proposed to optimize the real-time flood control operation of a parallel reservoir system during flood season. The model considers the combined impact of reservoir inflow and lateral inflow uncertainties and flood control operation risks. It consists of three key components: a risk optimal operation submodel, a risk assessment submodel, and an optimization submodel. The risk optimal operation submodel takes into account the uncertainties and establishes an operation model that considers two competing objectives of minimizing the risk of upstream flooding and minimizing the risk of downstream flooding. The risk assessment submodel calculates the risks based on a stochastic differential equation (SDE). The final optimization submodel embeds the risk assessment model in the risk optimal operation model and is solved by the Non-dominated Sorting Genetic Algorithm-III (NSGA-III). The proposed methodology is applied to a real flood control system in the middle reaches of the Huaihe River basin in China. The results show that the developed multi-objective risk management model can provide operation schedules that satisfy flood control objectives and simultaneously minimize the overall risks. The Pareto front of the proposed objectives demonstrates the tradeoff among the competing objectives. The model can be used as a decision-making tool for conducting risk management for real-time reservoir flood control operation during flood season. The decision makers can choose the operation schedule according to their risk preference and updated hydrological information.</p>
