Abstract:This paper uses a bibliometric analysis method to probe into the evolution of China’s science and technology policies from 1949 to 2010, and the roles of core government agencies in policy-making. We obtained 4,707 Chinese S&T policies from GDIS, a Chinese public policy database provided by Tsinghua University. Co-word analysis and network analysis were applied in mapping the topics of S&T policies and collaboration among the agencies, while citation analysis was applied to assess the influence of S&T policies. Findings include: first, the focus of Chinese S&T policies is mainly on applied research and industrialization, rather than basic research; second, more and more government agencies are involved in making S&T policies, but collaboration efforts are not significantly increasing; last but not least, the influence of different S&T policies is determined by the administrative ranking of the policy-making agencies responsible for drafting those policies.

Abstract:Using bibliometrics technology to study "Science and Technology Policy" can not only improve better understanding of "Science and Technology Policy" for researcher, but also have important value for policy maker. In this article, the author use bibliomtrics method and select "Science and Technology Policy" as search word and 267 records of articles in 1998-2008 are retrieved from CSSCI. Then the author analysis on the key words, publishing authors and cited authors, source and cited journals. According to analysis, the author get the following conclusion:(1) these studies are not particularly focused on hot spots and links between studies are not particularly close;(2) Not only publishing authors but also cited author, their articles' counts are very low and couldn't form special core literatures and core authors;(3) Science and Technology policy research is absorbed contents of many fields, has not formed fixed areas.

Abstract:With the deepening of the reform and opening-up process, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Finance, and other relevant ministries in China have jointly promulgated thousands of policies and regulations in the last few decades. The objective has been to adjust science and technology (S&T) finance policy tools, and to continually optimize an environment of financial support for S&T innovation and related public policies. Studying the diffusion mechanisms of the S&T finance activities in the policy documents jointly issued by these ministries cannot only reflect the intersection and linkages between S&T activities and finance and taxation affairs, but can also create a scientific and feasible research path for the 'black box' that is the S&T finance policy process. Based on a review of policy diffusion theory and related literature, and taking China's S&T finance policy as the research subject, 367 central government policies and 3869 local government policies issued between 1981 and 2015 were collected using the Tsinghua University Government Documents Information System (GDIS). By analyzing the external attributes of the policy literature network, and the timing of keywords used by the internal tools of the policy literature, the process and characteristics of the policy diffusion of S&T achievements transformation were observed along the four dimensions of intensity, breadth, speed, and direction.

Abstract:Qualitative methods for analyzing policy evolution are often unequipped to process high volumes of policy texts that involve many domains and long timespans. This makes it difficult to take full advantage of the semantic information contained in policy literature. It is also difficult to use traditional qualitative methods to systematically analyze the characteristics of a complex policy mix network, such as the locations, evolution, and relationships between policy actors/targets. In order to address these issues, we propose a bibliometrics-based research framework for exploring policy evolution. We first collect all relevant policy documents from a target domain. We then construct networks of policymaker based on co-occurrence relationships in policy promulgation, in order to determine core policymakers, as well as changes in their status in the networks over time. Lastly, we use semantic analysis to identify policy targets and construct policy target keyword co-occurrence networks for discrete time periods. The evolution of a specific policy domain can then be examined based on changes in network centrality. Information technology policies in China were used as a case study to demonstrate the reliability of our method. The results reflect the practical value of using this method for the quantitative analysis of policy documents.
The dynamics of the studies of China’s science, technology and innovation (STI): a bibliometric analysis of an emerging field

Abstract:Since 1978, alongside China's rise as a leading country in science, technology and innovation (STI), the studies of the country's STI have been emerging as a field attracting increasing scholarly attention. Using the bibliometric method and the data from the Web of Science (WoS), this paper seeks to provide a comprehensive picture of the studies of China's STI. The findings show that scholarly interests in China's STI started in 1995 and have since developed rapidly; institutions in China, the U.S. and the U.K. are main contributors to the field, contributing 50%, 27.2% and 12% of the scholarship respectively, with Tsinghua University, Zhejiang University and the Chinese Academy of Sciences being three major institutional contributors. Seminal works have been focused on STI issues at the macro or national, meso or industrial and regional, and micro or organizational and firm levels. A possible agenda for further research is to develop new theories based on China's practice paying specific attention to issues including R&D expenditure, S&T performance evaluation, regional innovation ecosystem, SOEs in innovation and the role of the Chinese Communist Party in innovation.

Abstract:In order to figure out the development of Science,Technology and Innovation (STI) Policy Studies in China from an international perspective,this paper took an integrated scientometric analysis on both STI policy publications and STI policy programs including the SciSIP programs in the United States,the SciREX programs in Japan,and the research projects on STI studies granted by the National Natural Science Foundation of China between 2011 and 2017.The Science of Science Policy in the United States aims to advance the scientific basis of science and innovation policy,while the Science of Science,Technology and Innovation Policy in Japan appears to take the science of STI policy into a framework of disciplines construction.The "Science of STI Policy" program consists of the following:1) Preparation of a promoting system (Steering Committee) of " SciREX",2) Promoting mission-oriented investigation and research,3) Funding for R&D projects,4) Foundation of hub institutions for fundamental researches and human resource development,and 5) Development of data and information infrastructure.The future development of China's science of STI policy could draw on the experiences from both US and Japan.We suggest to strengthen the interdisciplinary integrated STI policy studies involving both social sciences and natural sciences in China.It is necessary to build a specific funding mechanism for STI policy studies and a systematic communication mechanism between policy researchers and policy makers in China.We propose that the building of relevant data and information infrastructure act as a basic and strategic task in fostering China's Science of STI Policy.

Abstract:The large amount of data concerning China-US co-authored papers in science and technology from the year of 1978 to 2005 have been collected,organized and analized in a thorough way by applying the bibliometric research method.The total scale,ratio and their changes,scientific disciplines,participating agencies and publishing journals of the co-authored papers in the past and the present have been statistically ranked and evaluated as a preliminary study on the performance evaluation of the international cooperation in science and technology and as a try to upgrade the scientific level of the strategic decision-making in the field of international S&T cooperation.

Abstract:Based on the published paper from 1994-2006 with a Chinese address samples,included in the Web of Science(including SCI,SSCl and AHCI),this paper tries to adopt a scientometrics approach to analyze patterns of Chinese international academic research collaboration.,including leadership in paper publication,disciplinary distribution of papers,country origins of authors.This analysis revealed some interesting characteristics of China's research cooperation with the world,especially with USA,UK,GERMANY,FRANCE,ITALY,JAPAN and RUSSIA.Policy recommendations are made on how to improve the productivity and quality of basic research and international science and technology cooperation in China.
Independent research of China in Science Citation Index Expanded during 1980–2011

Abstract:The study explores the characteristics of China's independent research articles published from 1980 to 2011, based on the database of Science Citation Index Expanded. The publication outputs of seven major industrialized countries including Canada, France, Japan, Germany, Italy, the UK, and the USA were compared with China. Annual production, field performance, research emphases and trends, top articles, as well as main institutional and individual contributors by its top cited articles were analyzed. Some newly developed indicators related to words in title, author keywords, KeyWords Plus, first author, corresponding author, and Y-index were employed to provide in-depth information on topic and author contributions. Results showed that China has been closing the gap with the USA with the greatest growth, and has stood the second since 2006. Most top cited articles were published in 2000s, made up approximately seven tenths of total articles. Pronounced activities were found in chemistry and physics related categories. The core categories included multidisciplinary chemistry, physical chemistry, multidisciplinary materials science, and applied physics. Moreover, China's performance of nanotechnology and science, especially carbon nanotubes, nanoparticles, nanowires, and nanostructures showed dramatic growth. Six top articles with at least 1000 citations were examined, and were observed to concern medicine, nanotube, and adsorption. In addition, main contributing institutions and authors were also revealed and evaluated. Chinese Academy of Sciences played a dominant role, and Tsinghua University, Peking University and five universities in Hong Kong showed good scientific performance.

Characteristics of Research in China Assessed with Essential Science Indicators

Abstract:To provide an overview of the characteristics of research in China, a bibliometric evaluation of highly cited papers with high-level representation was conducted during the period from 1999 to 2009 based on the Essential Science Indicators (ESI) database. A comprehensive assessment covered overall performance, journals, subject categories, internationally collaborative countries, national inter-institutionally collaborative institutions, and most-cited papers in 22 scientific fields. China saw a strong growth in scientific publications in the last decade, to some extent due to increasing research and development expenditure. China has been more active in ESI fields of chemistry and physics, but more excellent in materials science, engineering and mathematics. Most publications were concerned with the common Science Citation Index subject categories of multidisciplinary chemistry, multidisciplinary materials and science, and physical chemistry. About one half China's ESC papers were internationally collaborative and the eight major industrialized countries (the USA, Germany, the UK, Japan, France, Canada, Russia, and Italy) played a prominent role in scientific collaboration with China, especially the USA. The Chinese Academy of Sciences took the leading position of institutions with many branches. The "985 Project" stimulated the most productive institutions for academic research with a huge funding injection and the universities in Hong Kong showed good scientific performance. The citation impact of internationally collaborative papers differed among fields and international collaborations made positive contributions to academic research in China.

Abstract:S&T polices play a critical role in the constitution of National Innovation System(NIS) and promotion of independent innovation.However,most researches on S&T policies dwell on the descriptive analysis.It is rare to see the quantified research.As a result,it is difficult to evaluate accurately the effect of S&T polices on the technological and economic performance.The S&T polices is tried to quantify.Chinese S&T polices are objectively evaluated by typical econometric models.S&T polices issued by national departments from 1978 to 2006 are collected and a database is built.Among them,423 S&T policies,most related with innovation,are selected from the database.And then,these polices are quantified and the evolution of Chinese S&T polices is described since 1978.It is found that the coordination of different departments on different policy goals has significant phased.With the high attention paying to S&T policies,the coordination among policies increases rapidly.The reason is that the institutional path dependence and the competition of benefits among different departments have aggravated an unbalanced distribution of the right to influence technology policies during the process of reform.A method introducing policy variable to C-D function is explored and the effect of S&T polices on the performance is discussed.Moreover,the effect of coordination among departments of policy goals on technological and economic performance is discussed.
A retrospective analysis of China's science and technology evaluation policy since 1978

Abstract:China's science and technology evaluation policy (S&TEP) guides China's science development. The purpose of this research is to analyze the topic evolution of China's S&TEP and the public's response to the S&TEP. We take reform and opening up in 1978 as the starting point and divide the development process into four stages. We collected 170 S&TEP retrieved from database. Latent Dirichlet Allocation (LDA) modeling was used to identify policy topics of each stage. Then, taking the policy Suggestions on the Correct Use of SCI as Research Evaluation Criterion and the Establishment of Proper Guidelines for Research Evaluation (2020) as an example, the public understanding of this policy was summarized by analyzing comment data from Chinese newspapers, academic papers, social media, and foreign media websites. The results show that: (1) most significantly, the topic of China's S&TEP has shifted from tilting to the quantity of publications to raising the quality of publications; (2) the evaluation approach has shifted from peer review to quantitative evaluation, and to breaking quantitative evaluation and building a comprehensive system at present; and (3) the text of China's S&TEP has the implications beyond the text itself, but they are easy to reach common acceptance among Chinese scholars.
Comparative Study on Output Performance of Major Public Funds in Terms of Chinese-language Publications

Abstract:Based on publications indexed in the Chinese Science and Technology Papers and Citation Database(CSTPCD) and four major government funding resources,the paper analyzed relations between funding and publication productivity from different perspectives.Government funding to research and development has been increased continuously.Basic research and technology development are treated differently.Government's basic policy can be generalized as:while ensuring basic research actively supporting technology development.Regional distribution of funding resources is highly skewed because of uneven distribution of research capability and scale,which also reflects the basic rules of competitive funding policies-funds goes with capability.Study based on the National Science Foundation of China(NSFC) shows that NSFC's contribution to regional CSTPCD publications is going towards even distribution;Funding strength among science domains varies with life sciences,medical science and materials science benefit the most.Nevertheless,publication productivity of science domains doesn't correlates significantly with funding strength.

Abstract:With the rapid development of artificial intelligence(AI) technology and related industries in China, the guiding role and mechanism of China’s AI policy on the industry has increasingly attracted the attention of public policy researchers. Based on the 409 central-level policy documents issued by China during the decade of rapid development of AI technology, this article analyzes the distribution areas, policy target keywords, and development changes of China’s AI policies through bibliometric methods. We found that (1) China’s AI policy is developing from purely “industrial intelligence” to multi-industry “deep integration emphasizing the formulation of standards and safety issues in AI-related industries. (2) The industrial layout of China’s AI policy is gradually clear, and the supervision is continuously improving, emphasizing the deepening in specific areas. The conclusions in this article are helpful to further explore the mechanism of China’s policies for researchers in the field of public policy, and also provide decision-making basis for relevant policy makers.

Abstract:By means of bibliometric research on international science and technology (S&T) cooperation published in Scientometrics during the last three decades, the paper explores scientific methods to analyze international S&T cooperation. The authors argue that bibliometric research on co-authorship is an effective analytical tool for studying international S&T cooperation, which can provide historical facts and evidences, as well as statistical data about decision-making in international scientific cooperation.

Abstract:This paper demonstrates that basic research has been overshadowed by applied research in China for decades, from the perspective of S&T policy. The data involves 4,707 Chinese S&T policies during the period between 1949 and 2010, which are grouped into five phases, based on the process of S&T system reform in China. We also found that S&T policies in China are leaning more towards basic research, and the gap between basic research and applied research is shrinking.
S&T Policy Evolution: A Comparison Between the United States and China (1950-Present)

Abstract:In view of the evolution of Chinese and U.S. American research policy in the past 60 years, the two countries have undergone different stages of development. The S&T policy system in the United States was gradually built up since World War II, the benefit of research freedom adding to academic interest. The intervention and support for science and technology from the government has been gradually strengthened, promoting S&T development. Since the 1990s, the U.S. government has defined the five functions of science as serving national objectives, emphasizing S&T progress to promote sustainable economic and social development, and continued innovation to maintain the U.S. American leadership position. Although the country has experienced a number of economic or financial crises, the U.S. government's investment in basic research has followed a course of rapid growth, treating basic research as a source of innovation and power. The Chinese S&T system was established upon and developed on a very weak basis after the establishment of the new Chinese republic. In the 1950s, the recovery and establishment of the S&T system almost fully emulated the Soviet model. Up to the late 1950s, With the successful implementation of the 12-year S&T development plan, the key tasks and key engineering projects drove the development of the basic disciplines and initially established the basic research system in China. The Cultural Revolution decade made Chinese S&T undertakings grind to a standstill, further widening the gap in relation to advanced global levels. With the reform and opening up in 1979, the Chinese S&T system was restored again. Especially since the 1990s, the state increasingly invested in basic research more and more significantly, and S&T development in China entered a fast track of development while basic research as the source of innovation received more attention from government and community.

Abstract:The phenomenon of China's rise as an emerging scientific power has been well documented, yet the development of its social science is less explored. Utilizing up-to-date Social Science Citation Index (SSCI) publication data (1978–2013), this paper probes the patterns and dynamics of China's social science research via bibliometric analyses. Our research indicates that despite the national orientation of social science research and the linguistic obstacle of publishing for an international audience, China's publications in the SSCI dataset have been rising in terms of volume, world share, and global ranking. But China is still not yet a major player in the arena of social sciences, as is evidenced by the number of Chinese journals indexed in SSCI and the lack of Olympic players. Team research features China's international publishing in social science, but the research outputs are highly unbalanced at regional and institutional levels.
