Abstract:Information systems are important tools for firms to create its strategic competitive advantage today.For this purpose,this paper proposes a model for information system project selection based on strategic alignment theories and models. The paper discusses the theoretic foundation of the model,describes and analyses the model by means of matrix and graphic methodologies.Incorporated with the well_known Analytical Network Process(ANP) mehodology proposed by Saaty,the paper plans to provide an approach for firms to apply the model to their information system project selection decisions.

Abstract:As today's enterprises are facing more and more intense competitions,information is becoming a crucial production factor,so how to characterize and quantify information value becomes a decisive problem.Different information resources and experts may cause information duplication,conflict and incoherence,and lead to inappropriate decisions.This paper proposes a structured information representation vector including four parts: object,attribute,operator and value.By introducing the concepts of information similarity and information reliability,an information value quantification model is built,which serves as a decision support system to evaluate how information worth according to customer requirements.
An Integrated Model for Evaluating IT Value in Firms from Resource-based View

Abstract:Where are the values of IT applications and the mechanism of how IT values are created attract interests from domestic and foreign scholars. In this paper,by analyzing a large number of domestic and foreign IT value literatures,we summed up IT resources that can create competitive advantages comprehensively based on resource-based view. And also based on complementary view and process view,we proposed the assumptions about complementary IT resources,organizational resources and the process about how IT values are created. Then we summarized the influencing factors which may affect the process of value created. At last,we proposed an integrated model to evaluate IT values in firms,which compensates for one-sidedness and limitations in current empirical studies.

Abstract:In order to facilitate and guarantee the value realization in information system implementation process, an active information system (IS) value realization model based on evaluation was put forward. There were three problems existing in the traditional IS value management researches that include: short of systematic IS value realization process and factors analysis, excessively monopolized method and lack of maneuverability. This model employed full cycle evaluation as the main framework, integrated incisive but disperse information system investment management research into one model, improved the whole realized value of information system collectively. This model could remedy the deficiencies of information system project management in the whole life cycle of information system; combined with project management project monitor activities to facilitate and guarantee the implementation of IS value actively.
Robust Optimization of Project Portfolio Selection under Information Uncertainty

Abstract:In view of the project portfolio selection problem under information uncertainty,a general integer programming model is developed which simultaneously takes into account resource constraints and project interactions.Information uncertainty is then included into the model.Using scenario set to describe the uncertainty parameters,a robust model for project portfolio selection under information uncertainty is proposed.A numeric case is employed to demonstrate the application of the proposed model.It is shown that the proposed model helps to trade-off between the robust solution's feasibility and optimality.Hence,a project decision-maker could adopt this model to make portfolio selection decision according to his own risk preference.

Abstract:Through reviewing the relevant literature and case investigation,we summarize the components of the information technology capability.And specifically,we use the empirical study to verify that information technology capability is comprised of four dimensions, IT architecture and routine,IT infrastructure,human IT resource and IT relationship assets.Moreover,we design the index system of information technology capability.On the basis of a large-scale questionnaire investigation,this paper finally examines the IT capabil- ity's contribution to performance based on 145 valid samples.The findings indicate that,IT capability is positively associated with firm' s performance.Among the IT capability' s contribution to performance ;the effects of different capabilities are different.

Abstract:Large amounts of information are being accumulated nowadays due to the use of information systems in construction firms. Among them, the reusable legacy information can be referred to as ‘information resources’ and two approaches have been adopted to utilize them, i.e. to utilize them by using general-purpose software such as Microsoft Office, or by using specialized software such as BI (Business Intelligence) software. Identifying and representing the information resources is the essential step in both approaches. This research identified decision activities and information resource items through literature reviews and two expert workshops: an evaluation workshop and a verification workshop. The reusability of information resource items was evaluated in the evaluation workshop and validated in the verification workshop. A way to represent information resources by using IFC was formulated and an extension of IFC was developed and validated based on the analysis of information resources. This research will benefit construction firms in utilizing the information resources more effectively and efficiently to support decision-making in their project and enterprise management.

Abstract:From three dimensions;basic theories,means and sustainability of competitive advantage,two important views in the field of strategic information technology were studied comparatively.Strategic information systems based on traditional theory of competitive strategy create competitive advantage for enterprises.Through identifying application opportunities.But this competitive advantage is diffcult to sustain because of firms' self-characteristics.Under guidance of resource-based view,IT capabilities have potential of sustaining competitive advantage through combining and deploying unique IS reaources of firms.A typology of key IS resources is presented from resource-based view of firms,and then were compared and contrasted with one another using six resource attributes.The mechanisms that IS resources act on IT capabilities and organizational performance are explained and issues in current research of IT capabilities are pointed out.

Abstract:To provide guidance to business process integration,an integration chain model based on information resource capacity was presented.In this model,the information resource capacity was the main constraint of integration point definition and integration chain modeling,and the capacity balance between the capacity requirement of the integration point and the existing information resource capacity was the prerequisite to define integration point.To achieve the capacity balance,based on the assumption of the negative correlation between the integration point granularity and the capacity requirement,through expanding the integration point granularity,the capacity requirement was reduced and the capacity was balanced.Meanwhile based on analysis of the information resource capacity,a process model construction integration chain was presented.The proposed models and methods could be applied in the process integration of enterprises and was verified by a case study.

Abstract:We focus on issues concerning the designing method of information structure of innovation resource allocation. This paper outlines a theoretical framework of innovation resource allocation, including concept and patterns of innovation resource allocation. Then the paper provides the analysis of information structure and the effect on allocating innovation resource allocation. Furthermore, the paper discusses how to design information structure based on team model. The results of the model show that setting up favorite information structure with a center of sending out information is meaningful to heighten the efficiency of innovation resource allocation.

Abstract:To improve management for information resources and knowledge resources in enterprises,the definition and connotations of enterprise information-oriented management were put forward.According to the five functions of enterprise management,the major contents of planning,organization,control,command,and coordination for enterprise information-oriented management were discussed in detail.The strategy content framework was proposed,and the contents of the framework were introduced as well.Finally,a maturity model for information-oriented management was provided,which could be used as a reference to evaluate information-oriented management standards.

Abstract:With the increasingly close integration of information technology and enterprise management, the human resource management (HRM) model is also changing in the direction of information integration. The new information-based human resource management has gradually become a common management model for all industries and enterprises. Information integration of management work achieves integration and resource sharing among HR departments, managers, and employees. Information integration also facilitates the management of big data and the query of information from the upper and lower levels of group companies. This research study focuses on how companies can solve their own problems, integrate valuable human resources, improve management, and face fierce external competition. This study addresses the above issues by targeting and optimizing the core of human resource management with a performance management system using fuzzy evaluation. Encouraging employees to stimulate motivation and autonomy on the basis of the original foundation has enriched the content of HR performance management, making the overall work more widespread, objective, and encouraging sustainable growth of the company. The experiment proves that this resource optimization allocation model has an important role for managers to make human resource management plans, improve the information technology content of management, and improve the information level of management, so as to improve management efficiency and promote enterprise development.
