Abstract:In this work, we reviewed the current state of the global and native IC manufacturing industry. Showing a retarding development pace, the whole industry is encountering unprecedented challenges from both the device and architecture technologies. The major technological challenges faced by the industry were investigated, following by an outlook on the future directions of the IC-based computing technology. Either new device or new architecture are needed to replace the current device and architecture paradigm for further expansion of the computing capability. With regard to China’s IC manufacturing development, the production capacity and technology advancement need to be urgently improved. Technology transformation from research institutions to the industry is a good way, and a pilot line incorporated with a multidisciplinary research institution to realize this kind of integration between the industry and education was proposed.
Development Trend of Chinese Integrated Circuit Industry and Science and Technology in 21 Century

Abstract:This paper briefly reviews the history of the world economics and the development of integrated circuit industry.It is indicated that "Green Micro-Nanoelectron" will become a significant component of the low-carbon economic society.In this context,this paper analyzes the market of China's integrated circuit,the present status of China's IC industry and IC technology,the opportunity and challenges for the main land of China.This paper also discusses the Micro-Nano new structure device,the green integrated circuit manufacture,the development trend of low-power IC design.It is thought that reducing energy consumption and raising the rate of performance of power consumption are going to be the main driving force for the development of ICs and the systems.Finally some comments are made concerning the development goal of China's IC industry,including the fields of technology progress,institutional reform,talent cultivation and industry environment.This paper is divided into four chapters.(1) Chapter one addresses the neo-industrialization in the mainland of China and reveals the objective laws governing the development of an industrial society.(2) Chapter two shows that China is still in the stage as a leading power of IC consumption.(3) Chapter three describes the development road of the IC industry in the mainland of China.There are five points worth mentioning.Firstly,China is a lake of information industry's core competency.Second point concerns the relationship between IC development and energy consumption.Thirdly,the planning of industrial breakthroughs in China is to give a high priority to the design industry and the innovative design should be based on the system requirements and low power consumption.Fourthly,China should reinforce the manufacturing industrial foundation,raise the technical level,strengthen the serviceability and save energy consumption.Fifthly,China should grasp the historic opportunity in the 2020—2030s and make significant breakthroughs in the IC science and technology.(4) Chapter four illustrates that the institutional reform and the cultural evolution are the essential conditions of the sustainable development for IC industry in particular and the science and technology in general.

Abstract:With the rapid aging, China will face with serious situation because of increasing aged and decreasing working-age population, especially when elderly are disabled and need to be nursed while the family structure and population structure has changed greatly. The advent of Industries 4.0 brings new opportunity to address this issue. Intelligent manufacturing and the development of intelligent elderly care robots could replace manual labor to take care of numerous disabled elderly and free labors. China should seize this opportunity. Meanwhile in this industrial revolution, both opportunities and challenges exist. Challenge in developing intelligent elderly care robots because of technical problems which are hard to be overcome, industrial criteria unformed, imperfection mechanism of “R & D” will affect the development of intelligent service robots in China. Fortunately, certain industrial base and the transformation and upgrading economic situation will greatly promote the birth of intelligent manufacturing. Moreover, a growing number of aged population herald that a huge market urgently in need of products. It is suggested that facing to three kinds of market, paying attention to three kind of population, developing three kinds of products and selling in renting or purchasing two modes should be given to those who are willing to involve in the development of intelligent elderly care robots.
Exploration on the Innovation Model of County Urbanization Development with the Resource Constraints in China

Abstract:The 14th Five-Year Plan for China proposes to promote the urbanization process from a county perspective, presenting an unprecedented opportunity to develop county urbanization. However, in the context of relatively limited resources, insufficient funds, and comparatively lower land values in Chinese counties, how to promote county urbanization remains the primary challenge, which has not been studied yet. This study first analyzes the necessity of promoting county urbanization from four dimensions: national development strategy, industrial policy development, local government status, and enterprise development demands using literature research and survey interviews. Based on field research conducted in 32 counties in China, the strengths, weaknesses, opportunities, and threats (SWOT) analysis is carried out on the county urbanization process in this study. By analyzing the developmental status and challenges of major urban areas, expansion areas of counties, and their surrounding countryside, this paper proposes a “three-level gradient integration” concept for the spatial integration of county urbanization. Furthermore, the mechanism of multi-agent linkage to promote county urbanization was explored based on the theory of urban governance and the characteristics of county urbanization. Subsequently, relying on the analysis of policies, such as land acquisition and integrated land improvement, and adopting modes, such as “Investor + Engineering Procurement Construction + Operation” (investor + EPC + O) and renovate–operate–transfer (ROT), we propose a pathway for promoting county urbanization through the linkage of government, enterprises, and residents. This study provides insight into promoting the county urbanization process. Additionally, each country faces the common issue of how to use limited resources to promote regional development, and this article can provide valuable insights and inspiration for addressing this shared issue by the principle of adapting to local conditions and adhering to the concept of efficient market and proactive government.

After years of precipitation, Huawei has come to the fore, occupying a key link in the world’s semiconductor industry chain and becoming an integral part of it. However, countries led by the United States have gradually begun to put pressure on China to limit the development of China’s chip semiconductor industry. From the perspective of the global chip semiconductor industry chain, this paper under-stands the development process of chips and analyzes the challenges faced by China today.

Abstract:Integrated circuit industry in China is undergoing rapid development and the Chinese government has been attaching great importance to it.Therefore,it has become a historical mission for the higher education institutes in China to turn out more talents in this area who are innovative and internationally competitive.To strive for this goal,this paper,in regard to the shortcomings of conventional educational system,explores a series of related aspects such as the reforms in personnel training system and curriculum design,faculty building,the improvement of students' practical ability,and the formation of an industrialized and internationalized training environment.The positive effects of the above-mentioned studies and reforms have been verified through practice.

Abstract:The paper examines the role of global technology sourcing, and its drivers and impacts in China’s integrated circuit (IC) design industry . IC design is one of the priority targets of China’s innovation policy, as codified especially in the “Strategic Emerging Industries” initiative. At the same time, however, China’s IC design industry is deeply integrated into the vertically disintegrated global semiconductor industry, through markets, investment and technology. The paper highlights a fundamental challenge for China’s innovation strategy: How can China reconcile its primary objective of strengthening indigenous innovation with the benefits that it could reap from its deep integration into international trade and into global networks of production and innovation?We show that the process of global technology sourcing is changing in important ways as it becomes possible to “source” technological services in an increasingly fine division of the value chain, even compared to what was possible a few years ago. The paper describes how globalization has transformed the distribution of scientific and technical knowledge; explores possible effects on technology sourcing; and examines the tension between these global changes and China’s indigenous innovation policy. Focusing on IC design for wireless communications, the most dynamic part of China’s country’s IC design industry, we examine how changes in markets and technology create new strategic opportunities for Chinese IC design companies, and discuss tentative findings of case study research.Global technology sourcing describes a small but important segment of China’s innovation system that is very different from the government-sponsored innovation of the strategic emerging industries and indigenous innovation. This raises an important policy question: Can China combine the benefits of both innovation strategies?

Distinctive Characteristics of China's Path of ICT Development — A Critical Analysis of Chinese Developmental Strategies in Light of the Eastern Asian Model

Abstract:Although China roughly follows the developmental path of Japan and the Four Asian Little Tigers [Taiwan, Singapore, Hong Kong and South Korea] to pursue an export-led industrialization in the global informationalized economy, the timing, agents and modes of China’s information and communications technology (ICT) development are distinctively different from the Eastern Asian model, and therefore, China may not repeat the success stories of these economies. By comparing China’s ICT development with these Eastern Asian precedents, this paper argues that because the state introduced a massive infusion of foreign direct investment (FDI) to jump-start China’s ICT production and exports in the early 1990s, this mode of development has established the absolute domination of foreign capital in ICT production and exports. China’s infant ICT industries have been compelled into global market competition, and the premature entry of China’s infant industries has limited their development space from early on. Being squeezed by globalized market competition and hindered by financial and technological barriers, infant domestic enterprises do not enjoy an autonomous space to develop their R&D and market capacities and thereby could only hope to excel in the large-volume and low value-added stage of final production. As part of the global chain of production, domestic firms are specialized in handling large volume and low value-added production in global economy. Meanwhile, they lack financial, technological and marketing capacities to create a global reach and have to face an underdeveloped domestic market. It is uncertain whether China, while facing a different and difficult external business environment, can bypass its current position of low-tech assembly operation.

The Path Selection of China's Chip Independent Innovation and the Influence of United States Technology Blockade

Abstract:The purpose of this paper is to discuss the path selection of independent chip innovation in China and the influence of technology blockade in the US. Firstly, this paper introduces the current situation and development trend of global chip industry, and analyzes the current situation and challenges of chip industry in China. Secondly, this paper discusses the path selection of independent chip innovation in China from the perspectives of technology, industry and market, and puts forward corresponding policy suggestions. Finally, this paper analyzes the influence of US technology blockade on China's chip independent innovation and its countermeasures. The research shows that if China's chip industry wants to gain advantages in the fierce global competition, it must strengthen independent innovation and improve its own technical level and innovation ability. At the same time, it is necessary to actively respond to the impact of the US technology blockade, strengthen international cooperation, and promote the healthy development of the global chip industry. I hope the research in this paper can provide some theoretical support and practical reference for the independent innovation of China's chip industry, and contribute to the future development of China's chip industry.

Abstract:The integrated circuit (IC) industry is the foundation of the information industry, and its level of development is an important manifestation of the economic and technological strength of a country. At present, the IC industry is primarily monopolised by developed countries. Although China is the world's largest consumer of semiconductors, it has a disproportionately small international market share of production and a very low domestic chip self-sufficiency rate, lagging far behind Europe, the United States, Japan, and South Korea. The process of promoting the development of China's IC industry ecosystem is discussed based on a case study of Tsinghua Unigroup and the observation and analysis of its recent international mergers and acquisitions. The resulting conclusions suggest valuable mechanisms that could benefit the technological improvement of late-developing countries and help them close the gap with more developed countries. Relevant theory for the industrial ecosystem is enriched, providing a useful reference for the development of the IC industry in late-developing countries.
