Abstract:It is vital for firms to develop total innovation management in order to survive and thrive in ever increasing competitive market. This paper examines the total innovation management competence by theoretical research and in-depth,case analysis in a Chinese private firm Fotile, so as to establish theory frame of total innovation management competence. Our findings and results show that this firm has four key aspects of total innovation management competence (strategy management competence, culture innovation management competence, technology innovation management competence, and market innovation management competence). It has practical meaning for building independent innovation of Chinese small medium-sized private firms and constructing total innovation management competence. This paper also proposes the direction of further research.

Abstract:A comparative study of the innovation models of Japanese,Korean and Taiwan firms indicates that Korea adopts technology leapfrogging strategy while China's Taiwan applies technology value chain promotion strategy.But both of them depend mostly on overseas markets.However,Japan,in principle,depends on special demand of domestic markets and therefore it subverts the monopoly of European and American firms with the aid of disruptive innovation.On the basis of some new innovation theory and economic development theory,the present paper explores the path of indigenous innovation for Chinese firms from the perspective of international environment and characteristics of the domestic market.The study argues that China should establish a model of indigenous innovation with disruptive innovation as a dominant approach,together with a subsidiary approach of technology leapfrogging.This paper also argues that China should place emphasis on the new creative thinking based on a profound understanding of both Chinese customers' demands and the traditional Chinese cultural value.
China's High-tech Industry in the International Division of Labor and Its Industrial Upgrading Strategies: A Case Study of IC Industry

Abstract:Since China is now a large producer and exporter of Hi-tech manufacturing goods,an interesting research question is what position China's Hi-tech industries take in international division of labor.Using Integrated Circuit(IC) industry as an example,this paper first studies the driving forces and the steps of global industrial transfer to China.This is followed by an analysis of the scale,technological level and industrial upgrading dynamics of three segments of IC industries including IC design,IC manufacturing,IC packaging and testing.The paper concludes that China's high-tech industries are still mostly located at the low end of the international value-chain but are moving upwards.China's large scale high-tech product exports are the outcome of fragmentation of industrial value chain,therefore,the East-Asian model of gradual industrial upgrading may no longer work.Policy recommendations are also provided on how to differentiate financial foreign investors and strategic foreign investors and on how to support the former so as to improve indigenous innovation capacities.

Abstract:Taiwan's integrated circuit (IC) industry development process can be separated into three stages: the initiation stage, consisting of obtaining technology and facilitating setup of domestic companies; the burgeoning stage, consisting of the formation of manufacturer's R&D abilities; and the growth stage, consisting of further raising an industry's international competitive levels. In each stage this article examines the development strategy from the perspective of interactions among the government, research institute, and the domestic industry in terms of technology selection, R&D activities, technology transfer, and industry development results. Finally, factors underlying success, issues arising from the case, and suggestions for newly industrialized countries are discussed.

Abstract:Advanced semiconductors and telecommunication technologies are both critical high-tech industries for China's success in indigenous innovation, defined as the process of improving upon technologies learned abroad and generating sophisticated technologies indigenously. Leading Chinese companies in both industries, including Huawei in telecom equipment and Semiconductor Manufacturing International Corporation (SMIC) in semiconductor fabrication, have been thrust into geopolitics because of their success as innovative enterprises. Examining Huawei and SMIC's processes of indigenous innovation in the historical context of government policies and industry development paths, this article argues that strategic innovation investment and sustained organizational learning in innovative enterprise, enabled by autonomy in decision making, are the key to successes in indigenous innovation. This industry study may have implications for the developing countries in rethinking and adjusting their policy practices and theories of innovation transition.

Abstract:Based on the analysis of the development and factors impeding the effect of cross-strait ICT industrial collaboration, this paper systematically comparatively discusses the development in ICT industries collaboration between Mainland China and Taiwan. Then the paper utilizes an array of time series methods to establish the relations between ICT industries collaboration for both sides. The findings suggest that cross-strait industrial collaboration should be concentrated on these high-tech industries such as ICT based on a favorite environment for investment.
Industrial Clustering and Technological Innovation in China: New Evidence from the Ict Industry in Shenzhen

Abstract:The relationship between industrial clustering and technological innovation has been a subject of intense enquiry and heated debate. We examine the actual pattern of industrial clustering and technological innovation in China, focusing on the information and communication technology (ICT) industry. With our systematic analysis of the data gathered at the national level we found no significant relationship between spatial agglomeration and economic performance. Our questionnaire survey and personal interviews conducted in Shenzhen-China's leading special economic zone-revealed a peculiar pattern consistent with that at the national level. Although there existed frequent and intensive production linkages among firms in the Shenzhen ICT industrial cluster, the innovative performance of these firms has been rather poor. Most of the ICT manufacturing firms obtained their core technology through internal research and development (R & D) activities rather than through technology transfer or knowledge spillover. There is a lack of interest among firms to seek cooperation and communication based on knowledge, technology, or R & D activities with other firms in the same cluster. The peculiar pattern of clustering and innovation in China suggests that technological innovation may have a divergent regional trajectory more sophisticated than that which has been described in the existing theory of industrial clusters. The study closes with a plea to go beyond a relational turn in economic geography and to take more seriously the roles played by actors and agents within different bounded and grounded institutional and regional contexts.

Abstract:The industrialization of Taiwan has been a remarkable phenomenon. This paper discusses changes in Taiwan's manufacturing industries and the response of both government and private enterprises to the challenges presented by a dynamic environment and by global competition. Several cases are discussed in light of the activities and adjustments on the part of government and of the public sector, of small and medium business, and of high-tech industries. Government participation over has been and will remain pivotal in economic growth and in achieving adjusted positioning. The accelerated sociopolitical movements toward democracy, the bureaucratic management of public issues, and the political and economic interactions between Taiwan and China, exert significant effects on the industrial structure and on government's role in directing the industrial evolution. This article presents an integrated reasoning of Taiwan's economic success. It reveals that the neoclassical doctrine of market efficiency is fundamentally valid, and that the effective commercialization of national technological capability has created Taiwan's industrial evolution. Market governance proved to be an efficient short-term policy instrument when the latecomer strategy of cost leadership was applied. A conceptual model of industrial competition and technology commercialization is also proposed to facilitate the methodological analysis. This study concludes that learning capability and human capital will determine the endurance of Taiwan's industrial success, and that entrepreneurship must be learned by the state, as well as by the private firms.

Abstract:To realize self-reliant innovation, competencies and dynamic capabilities must be built at the firm level. The experiences of leading companies show the importance of the combination and organization of present and future sets of technological competencies. As a developing country, the process of competencies accumulation in China is different from those countries that are scientifically and technologically more advanced. The elements of competencies in Chinese firms should be drawn by the practical situation. Abstract:In recent years, with more individualization needs and time-based market competition, many enterprises, including some Chinese top firms have realized that only by enhancing all employees quality and cultivating their innovation talent can contribute to the high performance of enterprise's innovation. Based on case study from a Chinese top enterprise, Shanghai Baosteel Group Corporation (SBGC) which driven itself sustainable and fast developments in resent years by challenging and involving all employees in the innovation process. The study defines "innovation by everyone (IbE)" as innovation is no longer the function for R&D personnel alone, but all employees' common behaviors. Personnel from R&D, to marketing, manufacturing, and management, etc., are all outstanding innovative sources and all their innovations can contribute to the development of the enterprise. IbE's five innovation-conducted transformations taken place in SBGC, and its running environments mainly including strategy, culture, institution and organization are studied in this paper to accomplish IbE into practice. At the end of the paper, some main points of this paper and future researches on IbE are put forward in this paper.
The Incremental Development Of Innovation Capability In China: Evidence From China'S Enterprises

Abstract:Innovation capability is accumulated internally rather than acquired from other enterprises. With the development of enterprises, innovation capability developed dynamically based on the external environment and internal needs. Based on the analysis of three longitudinal cases, the rules of the incremental development of innovation capability can be summarized as follows: (1) Technological innovation capability, as one of the most important element is developed from imitating capability to creatively imitating capability to indigenous innovation capability. The evolution of technological innovation capability can be characterized of the transformation from low-level capability to high-level capability. (2) Innovation capability is composed of core technological capability and complementary capability. With the enterprise's development, the synergy between core technologies and complementary assets can promote the cultivation and development of innovation capability which demonstrate two major patterns including the extension of existing core technology with complementary assets and the involvement of new core technology. (3)The incremental development of innovation capability has changed from that of single element innovation capability leveraging to portfolio innovation capability leveraging, and then to total innovation capability leveraging. TIM theory has provided an appropriate framework to explore the evolution of innovation capability.

Abstract:Innovation is the first impulse to lead development under innovation driving. Most enterprises face difficult position of weak innovation capacity in China. Through the long-term tracking study of Haier for more than 30 years, this paper takes the development main contradiction as the main line, it analyzes and summarizes the Haier Group’s path of improving innovation capacity under the background of transformation. This study found that the single technological innovation capability is mainly through the introduction imitation, digestion and absorption of technology in the early stage of Haier, with the change of the major contradiction, the innovation capability gradually becomes the combination innovation capability in the stage of diversified strategy, the stage of globalization marks the beginning of total innovation in Haier, and get into the stage of total innovation management. Therefore, the innovation capability has gone through three stages, it from the single technological innovation ability to the combinational innovation capability, and developed into total innovation at finally.

Abstract:Taiwan has a complete semiconductor industry chain and is important in global semiconductor manufacturing. In addition to considering operational conditions, companies have also attached importance to corporate social responsibility (CSR) in recent years. This research thus takes 60 integrated circuit (IC) companies in Taiwan as a research sample and adopts the Meta Two‐stage dynamic RDM DDF (range directional model directional distance function) under an exogenous CSR model to explore their market stage efficiency and production stage efficiency. This study aimed to analyze whether incorporating a company's CSR performance into performance evaluations affects the production and profitability efficiency of Taiwanese IC companies. The findings are as follows: Most IC companies practice CSR and demonstrate good CSR performance. The market stage efficiency and production stage efficiency of the IC packaging and testing group are better than those of other groups.
