Abstract:In the era of globalization, the transition from international politics to global politics calls for the construction of a new global co-governance theory. The core principle of this theory is co-governance by all actors in the international arena, that is, co-governance based on global multilateral cooperation. The basic variables are multilateralism and the behavior of the various actors, especially the states. This theory argues that state-centered politics has been transformed into co-governance on the basis of the cooperation of states and the authority originally monopolized by the states is now shared by the society. Reflecting the trends in reality, this theory combines synthesis and the Middle Way. It is the outcome of the Chinese culture of harmony.International relations are undergoing a critical period of historical changes. Globalization and regionalization develop rapidly; all major countries and nation groups are trying their best to build up their strategic superiority in future competition; all kinds of non-state forces are actively seeking legitimacy for their existence and due survival space around the world; all kinds of theories are put forward to standardize and guide the uncertainty of development. In short, we are at a turning phase that people has yet to recognize clearly during which the old system and ideological paradigm has been challenged but not been replaced by new ones. So, a theoretical paradigm in conformity with both national interests and the historical trend is badly needed. It can guide the policies and acts of all actors, unify people's thoughts to reach consensus, lead the developed of history and reduce the negative impact uncertainty can possibly impose on the world. This is a key reason and aim for our exploration of new global political theories.Here, we establish our analysis and forecast on such a dialectic relation: first, our analysis is based on the present reality of international relations for any description divorce from reality can only be an illusion; second, our analysis can not rigidly stick to the reality and need to define some budding factors as long as they conform with the logic of history and world development. So this paper's analysis is composed of three parts: an overall analysis of the reality and trend of international relations at present, the definition of new global political theory, attempt to seek answer from the Chinese culture.
