Abstract:China is becoming a more influential actor in the world, being a key factor in global climate governance and international development. While the Chinese government is still avoiding the term “international leadership” in its official discourse, China is in practice exercising international leadership and is bound to assume more leadership in the world in coming years. This article explains the reasons behind Chinese reluctance to embrace a leadership discourse, and attempts to develop the concept of facilitative leadership, based on existing Chinese leadership practices, to solve the conceptual problem and to ensure a sustainable and constructive leadership role in world affairs. The key features of a facilitative leadership are collective rather than hegemonic leadership, attractive rather than coercive leadership, win–win rather than solipsistic leadership, and empowering rather than patronal leadership.

Abstract:Summary Since 2012, China’s top leadership has argued that China’s public diplomacy should integrate with the ‘New Model of Major-Country Diplomacy with Chinese Characteristics’. Among this series of initiatives, China formulates a public diplomacy model that is different from those of other countries. China’s model of public diplomacy falls under the unified leadership of the Communist Party of China (CPC), but coordinates various public diplomacy players culturally rather than institutionally. The current trends of China’s public diplomacy include to evolve from listening to telling, and to be more confident, positive and active. Based on empirical studies, this article concludes that China’s public diplomacy since 2012 has created a unique model that emphasises cultural and other informal norms under the CPC’s leadership. Moreover, public diplomacy will be regarded as a necessary wisdom to understand how China has integrated with the world harmoniously.

Abstract:China has gotten much more involved in debating and solving international concerns in recent years. This is the concept behind China's new foreign policy line, Diplomatic Activism. President Xi Jinping's speech on “unprecedented changes not seen in hundreds of years” poses new and pressing questions for Chinese diplomats, politicians, and academics to consider, such as “What role should China play in the world?” and “How can we effectively solve the current complex international issues?” As a result, the Chinese leadership has called for “telling China’s stories well” with other countries in order to assume the role of a big power and offer their thoughts and potential answers to this tough situation. The article considers a number of issues related to the concept of “Telling China’s stories well”, ranging from the inability of Western theories and Chinese tradition to correctly interpret China's actions at this stage to the need to develop and systematize the Chinese experience based on Chinese historical experience, cultural and philosophical heritage, as well as the demands of the times, and so on. The “Four matters of confidence”, in particular, is examined as an important component of the “China’s stories”. The author came to a conclusion that the notion of “Telling China’s stories” is a historical occurrence, because the Chinese had previously learnt to do so in antiquity in order to guarantee their dominance over the surrounding vassal states. And, with the assistance of Edgar Snow, and others, the CCP effectively informed the world about communist actions in the new history of China. Today, the new China is actively “talking about its stories” in order to promote and contribute to the creation of a new world order based on cohabitation, mutual benefit etc., rather than Western-centrism. Abstract:The peaceful rise of China means that China is willing to assume more responsibilities for international affairs and needs to seek a new balance between its development and global common interests.This shows that China's national philosophy is shifting away from the original simplistic nationalism toward the combination of nationalism and cosmopolitanism.Therefore,revisiting the Confucian ideal of benevolent government and exploring the universality of Confucianism is an important part of building new Chinese political philosophy.Under the background of globalization,it is unnecessary by only mechanically copying the statements by Mencius such as "To become the sovereign of the kingdom,a prince need not wait for a large kingdom" and "It requires a wise prince to be able,with a small country,to serve a large one";but rather,we need to build a new benevolent government based on the overall spirit of Confucianism.

Abstract:Fundamental changes are taking place both within national borders and on the international stage. While technological advances are accelerating globalization, which brings all the nations closer together, the resurgence of populism, protectionism and nationalism is causing greater divisions along racial, ethnic, and national lines. The spectacular rise of China and the growing weight of developing nations as a whole are changing the world's geopolitical and geoeconomic landscapes, constraining the West's influence in global affairs and strengthening the developing world's capacity in bargaining with advanced economies. In a new era of growing uncertainty and unpredictability, leadership and vision are the most valuable assets for any great power that seeks to shape a new world order according to its grand blueprints. From the Chinese perspective, an era of uncertainty does not only imply hidden risks and threats, but may also bring forth unprecedented strategic opportunities. Abstract:Under the context of globalization,China has undergone two diplomatic transformations so far.The first transformation since 1950s was from humiliation diplomacy to revolutionary diplomacy with aim of winning independent sovereignty and national dignity on world stage.The open-up policy adopted by China since early of 1980s initiated the second diplomatic transformation from revolutionary diplomacy to developmental diplomacy to create stable and favorable international environment and neighbor environment for china's modernization.Being increasingly integrated into globalization and in particular since China's overall GDP surpassed Japan's in 2010,china's diplomacy has been requested the third transformation from developmental diplomacy to diplomacy of leadership by which China will increasingly play constructive leadership role on world stage.However,China will just take role of constructive leadership on economic and social affairs rather than challenge or replace American's role of global leadership in foresee future.

Abstract:Since taking power, the new Chinese President Xi Jinping has talked of “striving for achievements,” signaling a new theme in Chinese diplomacy. This article first examines the changes in Beijing’s foreign policy structure before moving on to examine the three major schools of thought on China’s immediate relations with its neighbors, implying that the policy focus will lie with the “advance westward” school. Moreover, this article highlights how China is maximizing its influence through economic interaction, whilst noting that economics is also being used to punish hostile countries. Furthermore, it notes that China’s next step is to influence change using the multilateral frameworks of the international system, remolding global rules to China’s benefit. The article concludes by examining Beijing’s leadership role, particularly its commitment to non-alliance, and whether Beijing and Washington can rebuild a more suitable model to reflect both country’s ambitions on the world stage.

Abstract:During the post-Cold War years, China’s relations with the EU and its Member States enjoyed steady improvements, with bilateral cooperation upgraded in all areas, which led many observers to proclaim that an "EU-China Axis" had emerged. However, as the United States has been weakened in some way by the protracted Iraq war, which dashed its ambition to build a unipolar world, the sudden emergence of a multi-polar world gave rise to a series of problems to the China-EU relations over the last few years, bringing the end of an EU-China "honeymoon". In the context of the global financial crisis, the coming to power of the Obama government, the entry into force of the Lisbon Treaty and the continuous strengthening of China’s power, a new multi-polar and multi-partnership world is unfolding. Having experienced the ups and downs during the recent years, both China and the EU shall work jointly for a new starting point for their bilateral relations, giving up those unrealistic expectations in the past and moving towards a more mature and substantive partnership.

Abstract:Of all the major activities and initiatives by the fifth-generation Chinese leadership, formally inaugurated in 2012, those relating to the Asia-Pacific region are the most noteworthy. The past two years witnessed the Chinese leadership enunciating a "Chinese Dream" vision for the nation and offering to share the prospects of prosperity and stability with the entire Asia-Pacific region and beyond. The leadership also adopted a "new normal" mode, aimed at stabilizing domestic economic growth and improving its quality. By way of establishing and expanding free trade zones, China demonstrates its commitment to liberalization. The spate of free trade agreements concluded with U.S. security allies, in addition to a commitment to expedite conclusion of a bilateral investment treaty with the U.S., points to China's separation of rules-based trade/investment management from concerns about geostrategic denial. Chinese initiation of the Asian Infrastructure Investment Bank and integration with economies along a "Silk Road Economic Belt" and a "Twenty-first-Century Maritime Silk Road" are bold yet challenging. At the same time, other Chinese economic diplomacy initiatives have yet to win broad-based support. Nevertheless, in its totality, China is not seeking to rewrite established rules of world economic governance.

Abstract:The ongoing worldwide transformation,the effects of China's rise and growing anxiety over the decline of the United States have brought US-China relations to a critical moment.The orientation of this relationship puts to the test the wisdom of the elites of both countries.This study is based on strategic conversations with 114 authoritative American figures,with a view to exploring the way American elites view the United States,China,US-China relations,as well as the future of the world.The major finding is that the United States is facing severe challenges both at home and abroad.In order to maintain its world leadership,the country is making major strategic adjustments,with high priority given to stable growth at home and dominance in the Asia-Pacific region.It is moving its strategic focus from Europe and the Atlantic to the Asia-Pacific and targeting its Asia-Pacific strategy on China,strengthening strategic containment.On the basis of a synthesis of the proposals of American elites,our study proposes that China should adopt a long-term view of USChina relations.Specifically,we suggest:a clear identification of the power gap between China and the United States and the pursuit of a peaceful development path ;promoting mutual strategic trust to remove misunderstandings and miscalculations between the two countries ;a clear delineation of the bottom line of national interests,preserving the state's core interests and expanding common interests ;adopting the principle of seeking common ground while reserving differences to handle the differences between the two countries ;giving priority to the construction of soft power and strengthening mechanisms for cultural exchanges with foreign countries ;and establishing a scientific and complete national strategic system and strengthening the construction of a strategic Marxist theoretical system.

Abstract:There have been several profound features embedded in the contemporary Chinese political leadership, all having their roots in the Chinese centuries-long traditions or the modern/contemporary creative practice, together with their shaping impacts upon China’s foreign policy or remarkable reflections in her external behavior. They are: reforms inherently differentiated; central idea of “maintenance”, notion of “biological circle governing universe”, paradox in the question of equality, the emphasis on morality, overwhelmingly domestic function of foreign policy, firm belief in the Chineseness per sue and its overwhelming importance, and political prudence in the perennial context of “Strong China, Weak China.” China is facing enormous domestic historical challenges and substantial international pressure, while a generally peaceful China can be assured at least from her self-regarding realistic perspective.

Abstract:After 60 years' development and especially the fast growth in the past 30 years' opening and reform,China has arrived at a certain stage of its peaceful development. Rising with the tide of the times rather than against it is the most significant historical experience for China. The global financial crisis erupted in 2008 has brought about both unprecedented challenges and historical opportunities for China to start a new chapter of its peaceful development story. China now is in a comparatively upper-hand position due to its advantages in economic growth,the accelerated process of multipolarization,the growing international influences and the positive change of world views towards China. It is time for China to shift its strategy from tide-surfing to tide-making in lifting its economic growth,strategic position,international influence,and national image. While "keeping a low profile," China needs to make more efforts in "doing something," with its strategic focus gradually moving from winning short-term gains towards keeping long-term advantages.

Abstract:Since the late 1970s, the question of how to balance national and global interests has been one of the important considerations in China's grand strategy. Since 2012, China's top leaders have argued that China should provide international public goods (IPGs) and pay more attention to public diplomacy as a new model of big power diplomacy. Nevertheless, based on an examination of the recent literature, this article finds that most of the discussions highlight China's responsibility to provide IPGs rather than the motivations behind it. To obtain an accurate understanding of the real strategic motivations behind China's IPG public diplomacy, a necessary methodological innovation from normative to empirical studies should be undertaken. Drawing on case studies relevant to the topic, this article concludes that power advantage, institutional, and social ecological factors play determinative roles in understanding the motivations behind China's new IPG public diplomacy. Further, IPGs are regarded as core to China's new public diplomacy for global leadership in the foreseeable future. Within the context of emerging antiglobalization movements around the world, China's public diplomacy for IPGs aims to drive the nation further along the track of global leadership alongside the United States.

Abstract:This paper’s arguments guide Chinese political economy. This analytical idea is based on Rodrik’s political-economy trilemma: global economic integration, democracy, and national sovereignty. Chinese policymakers face a trade-off among three policy goals: (hyper-) globalization, democracy, and national sovereignty. China’s President Xi and the Chinese Communist Party (CCP) have chosen global economic integration and national sovereignty (fewer human rights). To reflect the analytical idea, which can measure the length of a vector, is a mathematics methodology. As a result, Chinese political events such as the Great Proletarian Cultural Revolution in 1966, the death of Mao Zedong in 1976, and the choice of Chinese President Xi Jinping as General Secretary of the Communist Party in 2012 had an impact on reshaping when the length of vector (the sphere’s radius of 2) was more than 2. The future direction of China will lead to a “Golden Straitjacket.” The “Golden Straitjacket.” makes a country push forward trade liberalization and national sovereignty — i.e., democracy is constrained. Chinese policy has changed to stronger centralization of political power and decision-making for President Xi and the CCP. Also, China expands a global economic integration and national sovereignty. However, China needs to contribute to globalization without causing more conflicts to Western countries. In other words, China should be loath to relinquish the individual and national benefits of integrated international economies. “Fast and furious” is the first step of globalization for a peaceful world.

Abstract:Since the advent of “world history,” the world order has manifested itself theoretically, on the one hand, as international rights, and on the other, in actual practice, as power. This is exemplified in the Westphalian system. However, the Chinese approach (A New Model of Major Country Relations; A Community of Shared Future for Mankind, among others), which has been acclaimed as a constructive scheme for the new world order, is premised on transcending the Westphalian system; it is founded on a new type of civilization. The objective basis for this new type of civilization is China's socialist trajectory and the revival of China's pacifist tradition—these constitute the essential provisions of the Chinese approach to Global Governance.

Abstract:Signs abound of China’s emergence as a significant status quo power in the international order in step with its emergence as a major world economy. In its leading role in the 6-Party talks on North Korea, in its opening to ASEAN and to Africa, in its pivotal role in the Shanghai group of nations, China’s geopolitical reach has expanded. So, too, in its economic and financial reach as China, with Japan, prop up the US dollar through their massive purchase of US securities at a time of financial crisis, and China extends its search for resources globally. In the following overview of six decades, Pang Zhongying speaks to international concerns about the nation’s growing international presence and highlights distinctive features of China’s approach to diplomacy including its prioritization of UNsanctioned roles as reflected in its growing participation in UN peacekeeping and relief missions, and its criticism of unilateral intervention. The author emphasizes the importance of an expanded Chinese global role at a time of declining US power and envisages Chinese participation in an international order that is not simply dominated by the US. Pang places heavy emphasis on environmental issues, noting China’s developmental dilemma, its rise to a position as the world’s leading producer of greenhouse gases as well as recent efforts to address environmental issues. But like the nostrums of other powers, it is difficult to discern in China’s policies anything approaching the steps that will be required to avert ecological disaster in the coming years. The author calls for major changes including progress toward democratization in China and in that nation’s international policy while also spelling out the need for change in Western approaches to China.
