Abstract:China's higher education financial input has been growing constantly in recent years, since the strategic importance of higher education has been increasing, the inform of the higher education investment system has been deepening. However, due to the higher education massification, and the rapid increase of student numbers, the financial input into China's higher education is still deficient. This essay is a correlation analysis of China's higher education funding, GDP growing and population increase in regular higher education institutions between 1991 and 2002. With the help of SPSS, a forecasting linear model involving the three factors are constructed, and proved to be effective and reliable for the prediction of China's financial input into higher education in the future ten years. It is also found that China is still facing the challenge of raising funds for its higher education development.

Abstract:Along with the reform of the fiscal system in China, local fiscal expenditure has largely augmented with an increasing effect on local economic growth.To understand the effect of local fiscal expenditures on economic growth is becoming urgent.Positive analysis on the relationship between local fiscal expenditure structure and local economic growth will be conducive to the understanding of the effect of local fiscal expenditure on economic growth. However,existing researches mostly focus on the total amount and little is known about how the composition of fiscal expenditure affects economic growth.The total amount of fiscal expenditure has only offered the possibility for economic growth,and it is not equal to the economic growth itself.Turning local fiscal expenditure into local economic growth depends not only on the magnitude and growth of this figure but also on keeping the reasonable structure of local fiscal expenditure that optimizes the distribution of local fiscal expenditure.Linking the composition of fiscal expenditure with economic growth by postulating an aggregate production function in which there are two types of government expenditure,the results of our study indicate that optimizing the composition of fiscal expenditure can lead to a higher steady growth rate of the economy without changing the total amount of fiscal expenditure.Based on the analytical model,the empirical analysis further uses panel data from 1985 to 2003 to examine the linkage between Chinese local fiscal expenditure structures and local economic growth.Considering the unbalanced development in China,the data is divided into three parts: the data of eastern China,middle China and western China.The empirical analysis indicates that the composition of local fiscal expenditure has an important effect on local economic growth and the local fiscal expenditure structures of different regions have different effects on the local economic growth.But generally speaking,the composition of Chinese local fiscal expenditure is not rational and not compatible to the changing economic growth environment.It restricts the effects of local fiscal expenditure on the local economic growth.Therefore,in order to promote local economic growth,the effect of local fiscal expenditure structures and its difference in different regions deserve more attention.Under the situation of very limited local resources in today's China,it is more important to optimize the structure of local fiscal expenditure.

Abstract:Based on combing American library foundations' prime power and auxiliary power——American traditional charitable culture and tax concessions,the authors analyze American library foundations' sustainable mechanisms of funding libraries,which includes cooperating with local authorities,selecting suitable partners,and clarifing responsibilities and accountabilities in agreements.The paper takes examples of Carnegie Library Foundation,library program of Gates Foundation,and Jianhua Library Consortia.Then,the authors put forward its inspirations from three aspects,including making suitable tax policies,setting up feasible operating mechanisms,maintaining the sustainable development of funded libraries,as well as some incentives of library industry to boost the development of Chinese library foundations.1 tab.16 refs.

Abstract:Objectives:This study is to describe and analyze the finance status of health institutions at Shenmu County.Methods:Descriptive statistics was used to analyze the data from 2008 to 2009 provided by Shenmu Health Bureau.Results:(1) The medical service operation expenses were 65.67 million in 2008 and 233.80 million in 2009.(2) In 2008,health institutions’ assets were 63.73% in fixed assets and 35.32% of current assets,while the liabilities and net assets of county hospitals were 7.63% and 94.70% of the total.(3) In 2009,business income was 77.66% of the total,business expenditure accounted for 98.98% of the total;the net balance and net rate of balance in health institutions had a negative growth,which was-46.27% and-28.23% respectively;the net balance of county hospitals was 99.84% over the total.Conclusions:(1) Health expenditure was with rapid growth.(2) The distribution of health institutions’ assets was with imbalance,and the proportion in county hospitals was too large.(3) Balance of health institutions was reducing which led to rural hospitals facing the survival dilemma.

Abstract:Objectives:To analyze the revenue and expenditure of the Chinese Traditional Medicine (CTM) hospitals from 2002 to 2007 in Shanghai. Data and Methods: We extracted the financial management data of the four tertiary and sixteen secondary CTM hospitals,and information from key person interview. Results: The Chinese Traditional Medicine hospitals are more likely to be affected by controlling drug markup policies in comparison with other hospitals .Due to the human resources costs escalation and the drug markup decreasing,the CTM hospitals felt deficit by 188 million,which accounts for a large proportion of total deficit of hospitals in Shanghai in 2007. Recommendations: We should set price and reimbursement appropriately and modify the reimbursement mechanism in TCM hospitals guarantee the medicine quality and encourage the use of TCM medicines which are of high quality and cost effective.

Abstract:OBJECTIVE To analyze the revenue and expense and the operating expenses in the community health service centers in Pudong New Area in order to provide the evidences for policy making and for management of community health service centers. METHODS Financial data of 44 community health service centers in Pudong New Area from 2008 to 2010 were collected and analyzed. RESULTS The fiscal input from the government of Pudong New Area was increased in community health service centers. The capabilities to balance the revenue and expense in community health service centers were improved. SUGGESTIONS The government of Pudong New Area should take the responsibility of compensating community health care and control the expense of community health service centers to increase their operational efficiency.

Abstract:Objectives:To analyze the revenue and expenditure of the community health facilities. Data and Methods: The financial data of community health facilities are from Shanghai Municipal Health Bureau. Results: Although the government has increased its fiscal input to community health facilities,it is hard for community health facilities to use drug benefits to cover medical service deficit in 2007 due to the combination effect of policies to control the drug markup rate,lower pricing,and the escalation of human resources cost. The community health providers still rely heavily much on drug in terms of income,and the government has not fully accomplished its commitment on input. Recommendations: Considering the consistency of policies,we propose that first the content of service of community health facilities should be regulated and cost should be accounted,second the level of government input should be set,third the policy of dividing the revenue and expenditure should be further regulated,and finally the price of service that contains knowledge and skills be progressively raised.

Abstract:Objectives:To analyze the economics status and government input of public hospitals at different levels from the year 2002 to 2007. Data and Methods: Make full use of the data of Shanghai total expenditure on health (STEH),especially on pulic hospitals,and give a descriptive analysis. Results: The revenue of hospitals accounts for around 78% of STEH,mainly in secondary and tertiary hospitals. The surplus turns into deficit in 2007 in public hospitals for the first time. Drug retailing remains the major source of public hospitals revenue. The government input accounted for about 1/5,1/3 and 1/2 personnel expenditure of the tertiary,secondary and primary hospitals respectively. And the drug mark-up rate is restricted to 17.8%,21.0% and 23.5% in 2007 in tertiary,secondary and primary hospitals respectively. Recommendations: A clear increase of government health input is needed so as to adjust the policy of financial subsidies. Meanwhile the medical care price system should be modulated. Cost accounting on medical care and health information system should be strengthened. In addition,hospitals of diverse investment should be introduced to promote public hospitals reform.

Abstract:Objectives:To analyze the status of revenue and expenditure of 20 centers for disease control and prevention,and 20 health supervision facilities,from the year 2002 to 2007. Data and Methods: Make full use of the data of Shanghai total expenditure on health (STEH),especially on pulic health facilities. This article provides a descriptive analysis. Results: The expenditure of public health facilities accounted for around 5.2% of STEH until SARS,then going up to 6.1% in the year 2004,and then declining significantly. The phenonmenon that attaching more importance to medical treatment than to prevention still exists. 24% revenue of the centers for disease control and prevention still has to rely on charges. There is still great difference on government public health input among different districts. And the fiscal input has only accounted for about 88% personnel expenditures. Recommendations: Increase the government health input gradually,adjust the existing public health service system,and elevate the financing level to guarantee the accessibility and fairity of basic public health services to all the people. Meanwhile,strengthen the performance evaluation and supervision to improve the efficient utilization of fiscal input.
Impact Analysis of Population Aging on Public Education Financial Expenditure in China

Abstract:The problem of China's aging population is becoming increasingly serious, which brings a variety of social and economic issues. This paper constructed the theoretical framework and analyzed the impact mechanism of the population aging on local public education financial expenditure, and selected provincial panel data from 2010 to 2020 for empirical testing. It is found that population aging has a significant negative impact on local public education financial expenditure, and that with every 1% increase in old-age dependency ratio, local public education financial expenditure will decrease by 0.304%. The increase of urbanization rate has a significant positive impact on local public education financial expenditure, and with every 1% increase in urbanization rate, the local public education financial expenditure will increase by 0.215%. The test of impact mechanism shows that local government fiscal revenue and public expenditure for the elderly has the mediating effect in the impact of population aging on local public education financial expenditure, and the mediating effect of public expenditure for the elderly is stronger. The conclusions of the research can help provide policy implications for solving the declining level of local government public education financial expenditure in the context of an ageing population, and provide theoretical support to improve the rational allocation of fiscal public expenditure.

Abstract:Using h-index as a reference to study reader's reading tendency,and the data of books in circulation as samples,this paper calculates the h indexes of different sorts of books,and based on the indexes obtained to make a research on the readers' reading tendency. The outcome of the research shows that the application of h- index method is of great use in analyzing and assessing the distributions and values of books of different subjects,thus it can provide a theoretical basis for the optimization of the information collection of libraries.

Abstract:This paper analyzes the structure of the fiscal support for agriculture in Shanghai during 1990-2006 based on the theory of grey relational analysis,and draws conclusions that the distribution of current fiscal funds for agriculture-supporting in Shanghai is unreasonable and the limited fiscal funds for agriculture-supporting don't realize the best benefits.And it gives some suggestions on the improvement of the structure of fiscal support for agriculture in Shanghai from the system level,such as integrating all fiscal support,establishing the mechanism of agriculture-supporting information share and communication,strengthening the monitoring to fiscal funds for agriculture-supporting,estimating performance and so on.

Abstract:Objective:To analyze the differences between department budget and final accounts of health finance in the National Health and Family Planning Commission(NHFPC).Methods:It used the degree of deviation to evaluate the differences between department budget and final accounts with the data of NHFPC department revenue and expenditure from 2010 to 2016.Results:The department over-budget revenue and expenditure was large in scale,with high percentage in budget.The degree of deviation of over-budget expenditure had declined obviously since 2013,but over-budget revenue was still high.Income from undertakings accounted for a high proportion and grew fast.The growth rate of health cost was higher than that of GDP and resident income.Conclusion:It recommended to enhance the theory of health finance,deepen payment method reform,improve the department budget management mechanism,speed up to establish modem scientific health financial system and reduce health costs and residents' medical burdens.

Abstract:Objective The aim of this study was to have a view of the income and expenses of community health service centers(CHSC) in Shanghai suburb from 2003 to 2005.Methods A cluster sampling survey was conducted to investigate the data of Shanghai Suburban CHSC.Results In 2003～2005,the average annual gross income,the average annual gross expense,the average annual medicament income and the average financial subsidies income showed a tendency to increase.The average annual progressive increases were 23.42%,20.84%,29.41%,39.22%,respectively.Conclusion The overall financial condition of Shanghai Suburban CHSCs is good,but they still need the government to support strongly when carrying out CHSC functions and continues to develop soundly.
