Abstract:The composition and the emphasis of environmental protection investment in the 10th Five-Year Plan period have been studied, and the result shows that the connotation of environmental investment, the incompatibility between investment direction and investment demand, and unreasonable investment composition were the most important influencing factors. If the investment in sewage treatment and solid waste disposal facilities is defined as investment in urban environmental infrastructure, environmental protection investment will decrease by about 50 percent. The deficiency of investment was concealed by the superficial increase of urban environmental infrastructure construction investment and the inappropriate extension of the connotation of environmental investment. The distortion of environmental protection investment is very serious. It is suggested that the concept of environmental protection investment should be redefined, the statistical methods of environmental protection investment be modified, and at the same time, the environmental protection investment be strengthened and the efficiency be promoted in order to enhance the efficiency of pollution abatement.
An Analysis on Statistical Indicators and Methodology of Environmental Investments in China

Abstract:The environmental investment is an important guarantee for materializing the basic national policy of environmental protection and implementing the sustainable development strategy. Though Chinese government has attached great importance to environmental protection with continued efforts in increasing environmental investment, there are still some fundamental issues to be addressed with regard to environmental investment. Based on the concept identification of environmental investment, input, and expenditure, this paper has made comparative analysis on the concept of environmental investment in China and in other countries and systematically analyzed the statistical scope, indicators, and method of environmental investment currently exercised in China. Analysis results show that China’s statistical system for environmental protection investment is far from well-established, lacking standardized data management of environmental protection investment; without clear definition of environmental protection investment and unified statistical scope; weak scientific basis of statistical methodology with duplicated calculation or time inconsistency. To improve the statistical system of China’s environmental protection investment and get a real picture of environmental protection investment,the paper suggested recommendations in aspects of adjusting the statistical scope of environmental investment, developing statistical methodology with strong scientific basis, and improving the statistical system of environmental investment.

Abstract:At present,China rural libraries are in difficulty to develop sustainably,and the greatest difficulty is sustainable supply of funds.Library foundation can promote the development of rural libraries with some features of public benefit,independence,subsidizing disadvantaged groups,and long-standing mechanism to guarantee fund.In practice,many Library foundations help libraries in distressed area and succeed adopting modes of dependence,cooperating with government,and extending library service in other projects.In future,we should develop library foundation to promote sustainable development of rural libraries.

Abstract:Most of the public libraries in China provide charge services at present,however,this measure goes against the further development of the public libraries,because the public libraries are the public welfare service organizations.Therefore,it's necessary for public libraries to freely open.China should take measures from the perspective of society,governments,libraries and readers for the public libraries' free opening on basic services.All sectors of the community should raise funds to cope with the issue of funding for public libraries through various channels;the Government should make use of legal means to protect the supply of funds to the public libraries;the library should create a regional consortium of public libraries in order to promote public libraries free of charge;the readers need to improve the utilization rate of literature resources in order to avoid wasting public resources.

Abstract:Based on combing American library foundations' prime power and auxiliary power——American traditional charitable culture and tax concessions,the authors analyze American library foundations' sustainable mechanisms of funding libraries,which includes cooperating with local authorities,selecting suitable partners,and clarifing responsibilities and accountabilities in agreements.The paper takes examples of Carnegie Library Foundation,library program of Gates Foundation,and Jianhua Library Consortia.Then,the authors put forward its inspirations from three aspects,including making suitable tax policies,setting up feasible operating mechanisms,maintaining the sustainable development of funded libraries,as well as some incentives of library industry to boost the development of Chinese library foundations.1 tab.16 refs.

Abstract:In recent years, librarianship in China has encountered new opportunities and challenges due to unprecedented changes in the political, economic, social and technical environment in China. In order to keep up with these changes, the National Library of China is devoted to the transformation of libraries in innovative ways. It has undertaken much exploration in the development of digital libraries, social education, preservation and conservation of cultural heritages and integration and display of library resources. It has also launched major projects including the Digital Library Promotion Project and ‘Chinese Memory’ and built the National Museum of Classic Collections to promote extensive reading activities. All these efforts have achieved positive results.

Abstract:As the financial capital from public finance is increasing,public libraries are facing the questions about investment benefit,which are raised by taxpayers and administrative offices of public finance.The questions require public libraries to describe the benefit of its existence.In order to solve the questions,the evaluation research on the economic value of public libraries is arising.This study is based on the evaluation on the economic value of Hangzhou library.We use the contingent valuation method and consumer surplus method in this evaluation,and analyze the factors influencing the economic value of public libraries.The findings include:(1)The way to deal with substitute's price and the question pattern of questionnaires brings great influence to the reliability of contingent valuation method and consumer surplus method;(2)The economic value of a group of libraries is much larger than that of an individual library;(3)Under the condition of unchanged basic services,to promote the economic value of public libraries,librarians should provide more high value-added services;(4)Under the condition of unchanged fund input,reducing the costs of services can promote the economic value.

Abstract:There are some serious problems in the investment of geological work in China at present. Such as the scale of geological work can't adapt to the demand of the new situation as a whole, public geological work is short of efficient investment and national financial investment was managed dispersedly. Though the investment to oil-gas survey is increasing year by year, but the initial fundamental geological work is still weak. The total scale of investment to non oil-gas mineral resource survey is not enough, in which the investment of mine, individual, outside company hasn't involved on the large-scale. The foundational work of mineral resource survey is also unsubstantial, etc. This paper puts forward some suggestions for improving above-mentioned conditions, such as implement unitive management of the national geological work, enlarge government investment to the public geological work, improve investment environment of the commercial mineral resource survey, attract the social capital to invest mineral resource survey and so on.

Abstract:By the end of 2010,51 Non-Governmental Organizations have established more than 20 thousand libraries,invested nearly 300 million Yuan,donated more than ten million books and provided volunteer service nearly 20 thousand person-time.These libraries are mainly distributed in poor rural areas in central and western China providing various services,covering a wide range of readers and focusing on promotion of reading.They have effectively enriched the knowledge of local people and made a significant contribution to the development of grass-roots libraries in China.The experience,efficiency and even problems in NGOs' supports and aids to libraries are of great significance.

Abstract:Social forces for library operation emerged at the beginning of the new millennium. They have four patterns: independently establishing and operating libraries; donating money and books to support libraries; cooperating with public libraries; and volunteer services. They are supplementary to the development of public library and the guarantee of cultural rights of the citizens. The author proposes a way of "private organizations supporting publicly-run libraries, and public organizations supporting private libraries". Social forces for library development will cause a new library movement with Chinese characteristics. 23 refs.
