New Departure,New Vision & New Missions: An Interpretation of the Standard of the Fifth Assessment and Rating of Public Libraries for Adults in China

Abstract:According to the requirements of the Ministry of Culture,the work of the fifth public libraries assessment and rating will be implemented deeply in 2013.Commissioned by the Ministry of Culture,NLC Research Institute has undertaken the amendment work of the fourth assessment and rating standard of public libraries and formulated the fifth standard.Based on a systematic summary of experiences and inadequacies of the previous four public library assessment and rating work,and a comprehensive study of domestic and overseas researches and practices in public library assessments,this work has taken full account of new situation and new tasks which public libraries have been facing currently,and has sought advice from experts in various research and practice units.The new standard includes seven parts: facilities and equipment,funds and personnel,document resources,service work,cooperation and coordination,management and commendation,and key cultural projects.The new standard has made revisions in the following aspects: paying attention to linking up with relevant policies and standards,optimizing the framework of the indicators and the score distribution,adding and deleting some indicators,rectifying the value assignment of some indicators,refining the remarks of indicators,and adjusting the necessary conditions for grading.9 tabs.21 refs.
