Abstract:The population equilibrium development consists in its key system elements being mutually matched,internally relied and collaboratively developed for each other.It also indicates a dynamic and relative system equilibrium of population supply and demand from quantity and structure perspectives.The lower level of population equilibrium just describes population quantity equilibrium between supply and demand,while its higher level focuses more on its structure equilibrium.Population equilibrium development has its humanity consideration as well,including the key values of respect for life,guarantee of human right,human development,family happiness,population optimization,and community and social harmony.The policy of population equilibrium development ensures its development towards optimization,rather than in a reversed or negative way,thus leading and promoting its development in an energetic and positive direction.Population equilibrium,resource saving and environmental friendliness are the essential prerequisites for sustainable development of economy and society,none of them being ignorable.The path for its implementation and achievement includes maintaining moderately low birth rate as its basic guarantee,building "health families"as the micro basis for its long-term development,setting up"population and family development committees"as its mechanism guarantee,and taking moderate birth rate,balancing population and investing population as a rational choice and strategic orientation for the realization of its long-term equilibrium development.
