Abstract:The Government Employee System is something new in China.It must require the sufficient development of the Civil Servant System necessarily as a precondition.However,the Civil Servant System has not been perfect nowadays in China,which destines the grey prospect of the Government Employee System.Because of lacking the legislative authority,the procedure of choice being too at will and ignoring the protection of the civil servants' rights and interests,the prospect of this system become gloomier very much.

Abstract:This article tends to discuss whether a country should interfere with domestic violence cases. Through introducing America s legislative and judicial reforms and development in the aspect of domestic violence and centering on the dispute about the famous not renouncing prosecution policy, the essay points out although there are some certain faults in the administration of justice's interference with domestic violence in China, in general, the advantages outweigh the disadvantages, hence, it is reasonable and practicable.

Abstract:Psychological conflicts will lead to psychological problems. Civil servants' competitiveness and creativity depend on a good psychological quality. Civil Servants' Mental Health is the critical influence to public management. Caring about the civil servants' mental health and promoting their psychological quality is an important part of public management. This paper tries to research the causes of civil servants' mental problems from the view of their inner conflicts. Through a sampling survey of civil servants in China, we found now Chinese civil servants' inner conflicts are mainly for the following five aspects: Publicity and Privacy, Collectivity and Individuality, Expectation and Ability, Sophisticated relationship and Lonely heart, Seeking justice and Hard to be just. These conflicts have a negative impact on their official activities.

Abstract:This article explored several antecedents,including biographic variables,core-self evaluation(CSE)variables and organizational culture(OC)variables,of civil servants' performance appraisal fairness perception(CSPAFP).The results showed that the variables such as gender,ranks,incoming,work experience and annual performance affeed the SPAJP.All facets of OC had impact on SPAFP but the effect of facets of CSE is not significant.

Abstract:Since the 1980's,with the worldwide reform movement in the public sector,there has been growing criticism on the public school's bureaucracy system.However,there are misunderstandings in people's recognition of and their criticism to the public school bureaucracy system.Therefore,we should adopt objective and rational attitudes toward this system to clarify the misunderstandings.Firstly,the concept of bureaucracy itself is neutral.Secondly,the problem of public school is the problem of development.Thirdly,there are reasons for the existence of bureaucracy in the public school itself.The inefficiency of bureaucracy does not only lie in the public school,and the private school is not always more efficient than the public school.What we need to do is to change our critical attitudes to the disadvantages of bureaucracy system of the public school and to try to explore rational ways to overcome them.Therefore,we should work out feasible strategies in practice,such as empowering schools to take charge of their own development,creating its internal incentive mechanism and making public its internal affairs.

Abstract:The physique classification in the employment standards used in different places is so unreasonable that many physical disabled persons are disqualified from office and cannot get a just remedy. According to the constitutional equal right, this classification is unlawful in purpose and breaks the principle of proportionality. Abstract:It has been 21 years since the 'Draft of the Provisions of State Administrative Staff Report on Property and Income' was drafted by National People's Congress.However,property declaration system has never been made into a law due to ethical factors as well as system ones,which have always been neglected to some extend in the research done in this field.Taking the relationship between civil servants' property declaration and administrative ethics as a starting point,this paper focused on the relationship of external and internal administrative ethics,and conducted an analysis on the ethics dilemma in civil servants' property declaration from an ethical point.The paper also made some effort in trying to find sound and reasonable solutions to nurture an environment where civil servants may face fewer difficulties towards property declaration,thus ensuring the establishment of a practical system for them to make declarations.

Abstract:Hidden in the high administrative expenditures of China is a huge waste incited by overindulgence in official vehicles,energy resources,luxurious office buildings,and in such activities as government conferences,vanity projects,overseas trainings,recreational activities by public funds,etc.The cause of government waste is very complicated and it is the result of many factors including low executive transparency in administrative power,softening of budget constraint,vanity of property rights subjects and responsibilities subjects,existence of a large number of extra budgetary funds,indifference or even neglect on the assessment of administrative costs,and lack of mechanisms for the public bargaining with the government.In response to these causes,six countermeasures have been proposed:quickening the construction of a transparent government;controlling administrative costs as government's working target to solve the problem of vanity of responsibilities subjects for government waste;enhancing budget constraint; introducing corporate cost accounting mechanisms and establishing a sound performance appraisal system;promoting the democratization of fiscal decision-making and forming a mechanism for the public to bargain with the government;establishing an"anti-waste law".

Abstract:In an era of information revolution, knowledge explosion, internet connectivity, economic restructuring, frequent innovation, increasing global competition, fast changing environment and values, "learning organization" or "learning society" is no longer a mere concept. Rather, it has become a necessary component of our modern life and social practice. The learning aptitude of the civil servants (self-consciousness, interests, and capacity to learn), not only their learned skills, are more and more becoming valuable assets for government organizations. On top of carrying out their traditional functions in human resources management and utilization, public sector human resources managers have to face new challenges in cultivating, guiding, stimulating, and assisting the development and maintenance of the learning aptitude of its employees in order to sustain the competitiveness and innovations in government organizations. The authors argue that, organizational support, organizational culture building, and reinvention of the conventional institutional arrangement are strategies for helping civil servants to overcome their learning obstacles and improve their learning aptitude.

Abstract:With the globalization and the development of scientific technology, competition pressure is more and more in all kinds of organization. Thus, organizational change is becoming the norm, which inevitably lead to the uncertainty of employment relationship, particularly, on employees’ serious of behaviours. These effects have become the vital factors in the organization achieving its organizational goals, and have become an important factor in determining successful organizational change. However, the relevant studies are based predominately on Western theories and models, rather than Chinese cultural background, especially within a public sector context such as the government. By selecting more than 500 Chinese civil servants for the questionnaire, this study is going to measure the dimension of organizational change in Chinese government, and its impact on Chinese civil servants’ behavioural responses. The results show that the impact of different organizational change on Chinese civil servants’ behavioural responses (Exit, Voice, Loyalty, Neglect) is different.

System Analysis of the Pension Reform for Civil Servants on the Basis of Government's Responsibility and Financial Expenditure

Abstract:The retirement income gap between employees in public and private sectors is a hot issue.This gap affects not only government's pension reform but also the whole public sector.This gap comes from different employment systems in different sectors.In this article,China's government's responsibility in constructing pension system is analyzed both in theory and in practice,and a new pension system for civil servants called as three-tier-pension-system is introduced.The reform of pension system has two purposes:one is to avoid the old-age poverty through basic state pension;the other is to maintain employees'income level after retirement through occupational pension.The government should take civil servants as both citizens and public employees,so the basic state pension and the occupational pension for civil servants should be provided by governments.Therefore,the government should take the responsibility of government and employer both towards civil servants.After the calculation and enumeration of the two systems,it is found that,because of the new pension contribution,government's financial expenditure is much larger at the beginning stage of this new system. But due to the contribution of the employees and the revenue of the fund accumulated by the contribution,the future expenditure will be much smaller than the old one.

Abstract:The Confucian tradition still dictates the behavior of many people in East Asian countries such as South Korea. Even in e-mail communication, people try their best to show signs of respect which is required by the Confucian tradition. This psychological barrier can be detrimental to the development of democracy as people are educated not to challenge opinions of elders or bosses. After a long military dictatorship, South Korea has emerged as a newly democratized nation where the Confucian tradition is less emphasized. However, this tradition dies hard, and citizens are still afraid of offending government officials who have the power to affect lives of citizens. In light of creating a more democratic society, the e-government project has been implemented, and one of the features of cyber-government is to give citizens a place in cyberspace to express their concerns. Even though citizens have to use their real names, it is found that those who wrote messages in the bulletin board of the city of Seoul government's web pages tend not to use terms that are often used in e-mails for the purpose of expressing respect. A survey was conducted, and results show that people were able to overcome the Confucian psychological barrier in government cyberspace. Self-efficacy is proposed to explain this phenomenon.

Abstract:Abstract After three decades of spectacular economic successes, China is facing a significant challenge. The string of recent scandals – environmental degradation, melamine-tainted milk powder, fake drugs and chemicals – have all pointed to government weakness in protecting public safety, exposing an enormous gap between China's growing economic prowess and its capacity to govern. With the leadership now focused on improving the regulatory regime, will China “catch up” and build the public institutions needed? This article argues that the reactive, incremental retrenchment of government in the 1980s and 1990s, combined with inadequate finance, had broken the intergovernmental fiscal system and created large distortions in the incentive structure facing government agencies and public institutions ( shiye danwei 事业单位). Until the intergovernmental fiscal system is repaired and incentives are fundamentally reformed for the public sector, the top-down programme to redirect China's development and build a service-oriented government will have limited effect.
