Abstract:By reviewing the history after establish the country, the paper considers that there are inherent inevitabilities in the process of market mechanism and government mechanism substituting each other in land resources allocation in China's city. And the basic cause, of which the low efficiency in land resources allocation and the excessive expanding of city land scale can't be, eliminated is that both of market mechanism and government mechanism is not perfect. Therefore, the of mechanisms should be the selection in which we(d decide the degree of the importance of the two choices. The paper considers that market mechanism is primary in city land resources allocation because of the characteristic of city land. Government mechanism should be used fully in the situation of market failure.

Abstract:Non-management state-owned asset has been exercised under the management system of possession unified by state, supervision by all levels of government, use by each unit, and has many problems such as inefficient using,less awareness of management,income drain,wasting of resources, etc. Therefore, we should undertake a series of reforms to innovate non-management state-owned asset management system: turning incompact management into centralized management, surplus into paid land use, covert operation into open one, deposit asset into activated one, inefficient supervision into systematic one, etc.

Abstract:Land-Renting instead of Expropriating is a new offense that can not be detected easily.There are many complicated reasons for the problem,distortion of statistics and weakening the effect of macro-control;it will have strong impact on our red line of arable land and endanger food security,furthermore,it may cause loss of state-owned assets,disturb the land administration order,impair peasants' rights and interests and influence our social stability.Measures should be taken to implement the Scientific Outlook on Development and change the assessment system of achievement to perfect land use planning system and establish the land using system,and change the expropriation on rural collective land.

Abstract:Illegal land use has increased rapidly in recently years in China. The loss of the local government is one of the important reasons. While there are numerous studies analyzing the reform of land management system and performance system of officials, less attention has been paid to the study of public participation, which has been proved a good way to restrict the governmental loss. This thesis first discussed the main exhibitions about the loss of local government in land management; then based on these, further analyzed the significance and difficulties that public participates in land management of the local government in China. In the end, the author tried to put forward some suggestions and solutions to the new mechanism, of the local government in land management from public participation's perspective.

Abstract:Government defeat means that public departments tend to waste and abuse resources when they provide public articles. This will cause reduce the use rate of public articles. Farmlands belong to public articles. In the farmland protection of China, Government defeat is caused by next factors: such as a part of local governments lay stress only on economic construction, but neglect farmland protection; image projects and achievement projects in one's career occupy a lots of cultivated lands; requisition farmland for no-public aim is overflowed in some regions and etc. Owing to public making-decision system loses efficacy, some improper actions of local governments cause Government defeat in the farmland protection. In order to efficiently protect the farmland from the government aspect, the next measures should be took: strengthen system construction, improve present system gradually, remedy the system defects, thereby keep government action and official's behaviors within bounds.

Abstract:Takeover defense is a very important segment of corporate governance, which can maintain the stability of managerial career and reduce the inefficiency turnover. The analysis of our paper will show that under the insider-control system of the Chinese state-owned enterprise, the absence of takeover defense put the managerial replacement into a vicious circle: defense, higher turnover, lower efficiency. Therefore , the likely way out for this problem is to reform the property rights, and provides the finance institution support for the emerging of entrepreneur stratum.

Abstract:By clarifying the deifnition and value of land assets, we aim to explore the land assets accounting method and provide a theoretical basis for the implementation of state-owned land assets accounting. In this study we found that, there’re two core elements--land prices and land area that can analyze the reference standard of potential beneifts of non-commercial land, then the total assets of state-owned land under the national area can be effectively accounted;Through the integrated quantitative and qualitative analysis, we found that the accounting results based on the benchmark land prices, land monitoring prices and asset transactions is reasonable, and it’s coincided with socio-economic level and regional conditions in each category of cities;we also found that land assets structure of a sample area based on the three forms is more stable, but the total amount of assets varies largely due to the different connotations of land forms, and shows a regional differentiation characteristics. The accounting method of land assets in our study can quantify the monetizing of the land assets, and it can be revised to apply in different regional conditions and evaluation purposes.

Abstract:This article clearly opposed land privatization policy,and proved that land privatization not only could bring the production gain and improve economic performance on the basis of redefining the functions of land,but also could generate significant adverse effects on China.Based on China's social condition and the current level of productivity,the privatization of land would increase the possibility of "Malthusian crisis" outbreak in China up to the uncontrollable level.In addition,current institutional arrangement of land property rights system is a significant feature of economic development model in China.It is also an important buffer of alleviating the pressure of unemployment under economic crisis.

Abstract:Based on the review of the evolution of China's agricultural system,the paper establishes a mathematical model which indicates the influence of private-owned farm land on peasant income and public goods related,and analyses the two major defects of agricultural land privatization in the new era.The result illustrates that privatization of agricultural land ownership has uncertainty on the raise of peasant income and would lead to the lack of incentives to supply public goods relevant to farm lands.We conclude that any system innovations built on the basis of land privatization is not an optimal solution for the development of Chinese agriculture.

Abstract:<p class="a-plus-plus">This article first splits the ecological environment information system and then conducts a detailed study on the application of the ecological environment information system based on big data technology. Then, this article begins with the analysis of the characteristics of big data, analyzes the development of big data in the environmental field at home and abroad, reveals the database of China's soil environment big data development and the difficulties encountered in the development process, and discusses the soil environment big data system, construction method, and development content. According to the national big data development strategy and the industry needs in the field of soil environment, it is recommended to build a soil environment big data cloud platform, management platform, and theme application platform, so that they can be coordinated and managed across media within the region, and the current public products and services. Innovate. The accounting of state-owned assets management is not an independent system but needs to rely on the overall value of corporate assets. Otherwise, the true value of state-owned enterprises cannot be objectively and completely reflected. So far, China's state-owned asset management has focused on asset management and evaluation based on financial reports. Regarding the overall asset value management of the enterprise, there is a deviation from the actual management in terms of concepts and accounting modes. Therefore, for a long time to come, there will still be certain difficulties in strengthening the overall asset management and evaluation of the management of state-owned enterprises. This article elaborates on the characteristics of urban soil sedimentation based on big data systems and puts forward suggestions and thoughts on the financial management of state-owned assets.</p>
