Abstract:Scholars on authoritarianism in China have found that authoritarian resilience is partly derived from the ruling structure contained in the authoritarianism which is also known as the structure of 'officials governed by the central government, people governed by local governments' or the 'ruling structure of the system of prefectures and counties'. Under such ruling structure, the central government, by implementing centralized governance of its officials and decentralized governance of its people, is able to control social and agency risks. Hence, this structure helps the central government to maintain its authoritarian rule and the stability of the state in the long run. This paper summarizes the above point of view into the 'structure hypothesis of authoritarian rule': for a large-scale authoritarian state with a vast territory and a large population, if it establishes the system of prefectures and counties as its ruling structure, it will enjoy a high degree of stability; on the contrary, if it deviates from the system of prefectures and counties, the country may be less stable. This paper provides new evidence for this hypothesis based on the lifespans of China's major dynasties.

Abstract:The military system in the late Tang and Five Dynasties is principally characterized by the transformation of the practice of conscription to the recruitment of mercenary soldiers, along with the changes of military establishments and soldiers’ remuneration. In the early Tang Dynasty, the status and wealth of conscripts were highly valued. While in the late Tang, the martial art of recruits was more valued. This transformation in medieval China illustrates the decline of the imperial power’s direct control over its subjects and reflects the historical trends of the social evolutions taking place during the Tang-Song Era.

Abstract:The establishment of the feudal political structure in the medieval Western Eu rope was accompanied with the transitional process of feudal seigniors' manors t ransforming into hereditary estates.The main features of this institution includ e the following:the utmost exclusion of public rights by feudal rights;the subst itution of private contracts between seignior and appendage for public laws; and t he evolvement of public rights to private duties.Since the vertical hierarchical framework was destroyed,so the boundary lines among the Western European countr ies were rather ambiguous and unclear.The kings of Western European Kingdoms ca n neither impose an unitary internal administration nor communicate with others equally as sovereigns.Thus,under the condition of feudal political structure,there did not exist international relations in the real comprehensive meanings in the mediev al Western Europe.

Abstract:The fourteenth century witnessed a considerable change in the way in which knights were retained in royal service in England. The system of retaining ‘household knights’, which had been in operation since at least the twelfth century, gave way to a new system based around the retaining of ‘chamber knights’ and ‘king’s knights’. These new ranks were retained in different ways to the household knights and often performed different functions. Consequently, the place they occupied in fourteenth-century kingship was markedly different. Despite the significance of this development, the scholarship on it has been limited and often contradictory. This article offers a detailed reassessment of how and why this development occurred and what its impacts were for the fourteenth-century polity.

Abstract:In the Tang and the Five Dynasties, the conscription system was gradually replaced by the mercenary system, which naturally brought about changes in the military establishment and the treatment of soldiers. In the early Tang Dynasty, much emphasis was put on soldiers' status and the economic status of their families, while in the late Tang Dynasty recruits' mastery of martial arts was stressed. Such changes in Chinese medieval society reflect changes in the institutions by which the state directly controlled its subjects. It represented one aspect of the great transition during the Tang and Song Dynasties.

Abstract:This volume is the first monograph in English that discusses the militaries of Gulf Cooperation Council (GCC) states. The book is devoted to addressing the following puzzle: “why are the armies of Arabia so ineffective despite the enormous resources expended upon them” (300–301)? Barany identifies a combination of political-structural and sociocultural variables that together bring about the lackluster performance of GCC armies. With regard to political-structural variables, he argues that what he understands as the “absolute monarchy” of these states plays a fundamental role by making the main function of these armies “not the defense of the nation but, ultimately, the protection of the monarchical regime from its domestic challengers” (9). In GCC states, it is often the case that individual ruling elites and their circles built through nepotism and tribalism, rather than representative institutions based on meritocracy, determine the path of military development. In addition, the monarchies in these states create rival forces to prevent potential coups to preserve their rule. A further concomitant of this monarchy-oriented military building is the de facto reliance of these states on American and/or British forces as “the real defenders or true primary security providers” (10). Even arms procurement from America and its allies is mainly aimed at guaranteeing this provision of security. As for sociocultural variables, Barany highlights the “societal preference for conformity and obedience” that hinders “critical thinking and independent initiative” (12), “the absence of direct accountability and criticism” (13) partly due to a culture of honor that equates criticism with humiliation, religious fatalism that weakens personal agency, and the enjoyment of state-provided economic benefits that demotivates military aspiration. Abstract:Abstract This essay, one of the two parts of my research on Shang militarism, focuses on Shang military rituals and war preparations. I tackle issues such as the Shang king’s way of decision-making in regard to battles and military actions, the Shang communications system and logistics network, and the details of how the Shang produced grains and meats. Finally, I argue that careful scrutiny of the excavated buildings at Yanshi city, an early Shang capital before Anyang, strongly suggests that the Shang excelled at defense as well. In contrast to the first part of my research, which relied on secondary materials published by modern Chinese scholars, in the present essay I utilize published collections of oracle bone inscriptions. I have analyzed more than one hundred inscriptions and also discuss several individual graphs in order to ground my arguments.

It altered the balance of power by questioning the notion of the divine right of kings and laying the groundwork for the establishment of parliamentary systems and legal changes. The study emphasizes the Magna Cartas significance as not just a legal instrument, but also as a catalyst for change in English political history. The Magna Carta championed individual liberties and laid the foundation for a system of government where representatives are elected and the principle of legal governance is upheld. The research finishes by highlighting the modern relevance of the Magna Carta in government and education, and advocating for a more profound comprehension of its historical and present importance.

Abstract:At the time of late Ming Dynasty and early Qing Dynasty,some ideologists threw out suggestions of reviving feudalism.With the character of anti-authoritarian,their advocate went be-yond the traditional discussion of feudalism and the system of prefectures and counties.In this period, by restricting and balancing monarchy with aristocracies,England successfully established the consti-tutional governance and entered a new system innovation path.In traditional China with decidedly po-litical unity,reviving feudalism is impossible to be implemented and a breach of Chinese historical transformation still needs to be explored.Since the ideological discussion of'feudalism'has parted away from the reality of Chinese history,it contains little academic value.However,the thought of separa-tion of power and anti - authoritarian underlying the advocate of restoring the genuine feudalism is with great political significance and is worth of further study.

Abstract:The article examines the legal support for the activities of foreign merchants on the territory of Medieval England, as well as the legal environment in which trade disputes are resolved, the course and nature of the process in fair and slipway courts. The author tried to give a brief description of the main sources of trade cooperationregulationin Medieval England, as well as to clarify their relationship in resolving trade conflicts. Crown played a huge role in resolving conflicts between English and foreign merchants. It is the kings who regulate the amount of trade duties, and also confirm the privileges of certain groups of foreign merchants with Charters. Both political and economic aspects must be taken into account when we consider the role of kings in settling trade disputes. On one hand, issues related to limiting the privileges of foreign merchants in England were often raised in the English Parliament. The king was forced to listen to the opinion of the House of Commons, since it had a number of powers in the financial field, namely, it played a major role in voting taxes and fees. On the other hand, kings often borrowed significant amounts of money from foreign merchants. The political aspect was also important in resolving the largest conflicts, which often led to the outbreak of privateeringwars. It should be noted that the merchant law often include the norms of maritime law, and even criminal law. But the author did not intrude into these areas, since they deserveseparate research.

Abstract:This study attempted to more objectively investigate the military thought of the Later Han(後漢) through analysis of the view of war and way of conducting war, using the latter era as the main scope. The rule of Letters(文治), which focuses on studying abroad in Gwangmu(光武帝), helped to implement a gentle foreign policy, and domestic policies such as reducing taxes by avoiding war contributed to stabilizing the people. However, the fundamentally his war-hating Confucian ideas weakened the frontier’s military power along with the change in the military system, such as eliminating the standing army of local forces, resulting in his successors failing to adequately cope with external invasions. Later Han, whose local military power weakened, failed to respond appropriately to the rebellion of the Qiang people (羌族), and the prolonged war led to the deterioration of the rod, armaments, and finances, leading to generous self-decline. The Qianfulun(『潛夫論』) severely criticizes the rulers of the generosity, and shows the characteristics of military thought that the importance of force is dominated by Confucian ideas. In particular, it is legal to find the essence of war victory or defeat in the importance of general and military capabilities, or to find desirable general in military expertise rather than virtue(德). In the Later Han period, Confucian political ideology dominated society, but in the reality that the invasion of the immigrants continued, some Confucian scholars were arguing for military ideas that value force. If the Earlier Han(前漢) was an era of introducing Confucian governance on the legacy of Jin’s legal governance, it could be said that the Later Han was rather an era of supplementing the Confucian governance with the legal governance method.(National Defense University)

Abstract:Monarchy existed in both ancient China and the Middle-ages Western Europe. It is an inevitable phenomenon of power dynamics for the above two that other societal groups would rise to confront the sovereign authority of the monarch. However, because of the differences in the historical environment between ancient China and the West, the form of the antagonism toward the power of the monarchy and the political concepts embodied therein are naturally quite distinct. In ancient China, resistance against imperial power, both in form and concept, can be roughly divided into “revolution” and “admonishment,” while the political concepts of the Middle-ages Western Europe legally reserved reasonable channels for those opposing the power of the monarchy.

Abstract:The military art of Ancient China, which was developed on the basis of the military-theoretical heritage of Sun Tzu, Wu Tzu, contains many examples of achieving victory in war through military cunning, improving tactical techniques of armed struggle, as well as information and psychological impact on the enemy’s troops and population. The era of the Three Kingdoms in the history of China occupies a relatively short period of time – 220–280 A.D., however, the qualitative characteristics of the military aspect deserve special attention. The mili-tary leadership abilities of Cao Cao, Zhuge Liang, Sima Yi and other commanders clearly demonstrate the pro-gress in the development of strategy and tactics, military engineering construction of the Celestial Empire. Along with land forces, consisting of infantry and cavalry, there is a river flotilla, capable of solving problems of a strategic nature. The confrontation of the three kingdoms is reflected in the historical chronicles of Chen Shou, the epic of Luo Guan-zhong, numerous studies by Chinese and foreign experts. Sun Tzu’s recommen-dations and instructions were applied in the United States to wage psychological warfare against Russia.

Abstract:In ancient China, a ruler needed to handle both internal rebellions and external threats. To decrease the possibility of internal rebellions, a ruler could organize the government to establish the division of power among ministers. While effective in preventing internal rebellions, this approach could make the defense of the country against external threats less effective. The trade‐off between preventing internal rebellions and dealing with external threats in a ruler's choice of government organizational form is affected by factors such as the size of the population, the level of coordination efficiency, and the degree of increasing returns to the military sector. If the magnitude of external threats increases, regardless of the type of equilibrium organizational form, the equilibrium level of the concentration of power among division heads increases.

Abstract:The article is devoted to the analysis of the late 20th – early 21st centuries’ historiographical polemics around the origin and development of the Frankish armored cavalry in the Carolingian era. The discussion broke out around the theses about the military superiority of the Frankish armored cavalry (composed of people from the upper strata of society) of the Carolingian era and, as a consequence, about the rapid spread of the military technology cultivated among the Carolingian horsemen-aristocrats, accompanied by their inherent stereotypes and behavioral patterns of Latin Europe. These issues were raised in the early 1960s by the American scholar Lynn White (1907-1987). The main factor of the military, technological and political transformations that took place in the kingdom of the Franks during the 8th century, according to White, was the process of introducing a stirrup into the equipment of the Frankish cavalry. Since then, almost every work on the history of chivalry and medieval military affairs published in the Western world begins with discussing this. The main purpose of this article is to analyze the course of a dramatic historiographic controversy surrounding Lynn White's stance on the development of armored cavalry in the Carolingian world and the history of chivalry in general. These theses found both ardent supporters (Robert Bartlett, Alex Roland, Dominic Barthelemy) and uncompromising critics (Bernard Bachrach). There has been no academic consensus on the issues of the armored cavalry’s genesis and force level in the Carolingian era. However, the polemic clarified several important issues related to the history of chivalry and chivalric military technology. First, it is its evolutionary and lasting nature, not the revolutionary and sudden changes that took place in the society and the army of the Carolingian kingdom in the 8th – 9th centuries. Secondly, it is the direct dependence of socio-economic life in medieval Europe on military technology and, more narrowly, on the development of weapons and concepts and practices of its usage. And thirdly, the influence of the concepts of military and cultural determinism on Western medieval studies of the second half of the 20th – early 21stcenturies. However, a quietus to the argument about chivalry in Carolingian world has not been given yet.
