Abstract:In this paper,the author analyzes the system mechanism of public crisis formation with the fluctua-tion-bifurcation and synergistic reaction principle of self-organization theory,puts forward that the essence of public crisis can be regarded as a variety of bifurcation of social system and points out that the Self-organization mechanism,as the systems mechanism of emergency and evolution,has not only provided a new research perspective for the theory analysis of Public Crisis Management,but also has been on important enlightenment for the practice of public crisis management.
