Abstract:The nature of things is the starting point for man to understand things.The nature of things is determined by their essential characteristics which distinguish one thing from another.Only when we recognize the essential characteristics of things,can we really get to know their nature.For crisis management,there is no doubt that a profound knowledge and an accurate understanding of the essential characteristics of crises are the key to effective crisis management.However,an important issue—the characteristics of crises—has been generally ignored in academic research.What the academic circle knows currently about the characteristics of crises has been proven to be insufficient to reflect the nature of modern crises,while traditional crisis management based on these characteristics is inappropriate as well.Therefore,a thorough study of the essential characteristics of modern crises has become a pressing task for the academic circle. Profound changes in the modern society and its working mechanism have brought fundamental changes to the characteristics of modern crises,increasingly making "transboundary spread" the key characteristics that distinguish modern crises from traditional crises.Specifically,the emergence of transboundary spread as the essential characteristic of modern crises is not only directly related to the potential nature of crises in the context of the risk society,but also turns out to be the inevitable result of systemic risks in the modern society.The ever-increasing coupling of critical infrastructures in the modern society facilitates the transboundary spread of modern crises while globalization intensifies it. On one hand,the transboundary nature reflects the characteristics in which modern crises spread;on the other hand,it represents its ability to cross a boundary.In modern society,once a crisis occurs,it can span more than one boundary.The boundary across which crises spread has become obscure and even disappeared in most cases.The transboundary nature tends to make a conventional crisis develop into an unconventional one.In recent years,the occurrence and evolution of almost all major emergency events or public crises both at home and abroad can be interpreted within the framework of the nature of transboundary spread.Compared with traditional crises,once a modern crisis occurs,it may span the political boundary,the functional boundary or the temporal boundary,and sometimes even multiple boundaries.This transboundary nature can directly lead to rapid escalation of the crisis,which may significantly increase the difficulty of management. The transboundary nature of modern crises has put new demands on crisis management.The ability of boundary-spanning cooperative governance,the recognition,prevention and interdiction of transboundary spread of crisis have increasingly become the core competence of modern crisis management.
