Abstract:The global economic crisis's risk caused the people to have the question to the neo-liberalism.Also day after day revealed in certain present international economic rules and regulations system's flaw.In the WTO system various countries protectionism possibly gains ground.The international finance system's flaw causes to strengthen the supervision and the consummation system becomes the urgent matter,attenuated the liberalism color.The international economy law order faces the reorganization,proposed the new task to various countries.But in global economic recession arrival time,the neo-liberalism manifests the international economy free and open was still important.Its institutional flaw may when the crisis establishes the international economic cooperation mechanism to obtain the revision.Because the China's opening up policy is carries on under the neo-liberalism international environment,therefore the financial crisis to the new liberalism's impact,regarding China is also a stern challenge.But by China's economical scale and the achievement,China also obtains the rare opportunity which in the international economy legal regime and in the order reorganization the participation international economy rule formulates.
