Abstract:The objective of this paper is to evaluate and compare the ecological construction policies implemented in China to find whether different ecological policies are carried out smoothly or problems exist.This paper takes the public value as a basic framework to build a system and it combines the execution process of ecological construction policies with the performance evaluation of the ecological effects.Then it extracts index factors from some aspects such as the "fairness" of the policy process,respect for the subject of "co-production",the management "efficiency" of the government departments,the "sustainability" of ecological effects,and so on.The analytic hierarchy process(AHP) method is used to calculate the weight of each index factor.The implementation of the four kinds of ecological construction policies in Yanchi County in Ningxia is taken as an example to quantitatively measurement the performance evaluation value of policies based on the public value.The analysis illustrates that different ecological construction polices have different performance evaluation values with implementation effects based on the public value.Returning farmland to forest and natural forest protection policies have good effects with scores of 0.9297 and 0.8531 respectively;Three-North Shelterbelt policy has a general effect with a score of 0.5755;Grassland grazing prohibition policy has a poor effect with a score of 0.3661.This paper reveals that the ecological policy is a good one only when it runs on the lim ited track with public value and plays a significant role in the ecological construction.The key limitation of th study is that different researchers may have different AHP models or judgment matrixes or results from th same policy.But it can be overcome by taking performance calculation of transaction cost as verification on th performance of public value according to the isomorphism characteristics of improving public value and reduc ing transaction cost in performance management objectives of the ecological policy.The performance evaluatio indexes and models of the ecological construction polices based on the public value are of great significanc and feasible.The AHP method makes the thinking process of researchers systematic and quantitative to the e cological policy public value.This research method is simple and easy to be accepted by the government decision makers.The performance evaluation of ecological construction policies based on the public value provide a new perspective for the evaluation of ecological policies.It also provides a new attempt to incorporate the e cological policy evaluation into the government performance management system.
