Abstract:China is found both to be neoliberal and to provide an alternative to neoliberal development. To illuminate the origins of this contradiction, this paper analyzes China’s relationship with neoliberalism from a historical and economic theory perspective. Neoliberal economic thinking became relevant to China with the beginning of reform and opening up in 1978, when the Communist Party moved from Maoism to an economic determinist outlook on socialism. This ideological shift opened the door for exchanges with the World Bank and foreign economists, including neoliberals. Yet an analysis of Milton Friedman’s speeches in China reveals a critical divide: the Chinese reformers embrace the market but deny that the market requires universal private property. Thus, China is integrated into the global market while the Chinese state reserves its rights to control the economy.

Abstract:Since the 1950s, the need for the dialogue between economics and ethics has increasingly emerged and has attracted academic attention in the west. After the market-oriented reform in the 1970s, economics and ethics in contemporary China continue to tear. This paper attempts to start the dialogue with mutual understanding between these two disciplines. From a perspective of the history of thought, a meditation on the tension between economic and ethical issues in modern economics results from moral sensitivity in the pursuit of the good life with freedom and equality. Advanced by special historical background, cautious attitude of thinkers and the changes in the methodology of social sciences, modern economics is gradually separating from ethics. However, owing to current technology restrictions, economic theories and ethics still have complex relationship, and the analytical mode of binary opposition between economics & ethics and public discussion based on this analytical mode are faced with several problems. Finally it makes a comparison by taking the ownership as an example.

Abstract:The “third sphere” born of the interacting of a market economy with a centralized state, and of a system of market contracting 合同 with administrative “assigning responsibility” 发包/承包, has become a key characteristic of the new political-economic system of Reform China. It has imported the private enterprise market economy of the modern West, but has also retained the (revolutionary) tradition of a socialist party-state and its ownership of the principal means of production. Its administrative system resembles more and more the modern West’s (Weberian) bureaucratic system, but it has also retained the traditional imperial Chinese “centralized minimalism” and “parcelized despotism” characteristics. It cannot be grasped by the either/or dualistic opposites mode of thinking, but can only be understood in terms of the combining and interacting of dualistic opposites. The combination may be understood as one concrete and substantive meaning of the officialized term of a “socialist market economy.”

Abstract:Purpose In the past 70 years since the founding of the People’s Republic of China, China’s economic studies have been constantly centered on major issues such as national modernization, social economic development and the establishment, reform and improvement of socialist economic system. The paper aims to discuss this issue. Design/methodology/approach It has experienced a process of transition from the establishment of traditional Soviet’s paradigm of political economics to that of modern economics, during which drastic changes have been observed in various aspects of China’s economics, including research content, scope and methods. Findings Based on that, a discipline system of economics in line with international economics has been initially established. Currently, under the guidance of Marxism, scholars in China’s economics actively draw on the beneficial knowledge system and analytical methods from modern economics, emancipate their minds, seek truth from facts and constantly fortify confidence in the socialist path, theory, system and culture, continuously enhance the discourse power of China’s economics in global economic governance system, so as to push forward to the building of a theoretical system of socialist economics with Chinese Characteristics in the new era. Originality/value Economics is a discipline that studies resource allocation and human’s behavior of making a choice based on rationality. Emerged in the industrial revolution and developed in the exploration of a large-scale socialized mode of production and resource allocation system, this discipline has gradually become a broadly explanatory force in social sciences which profoundly affects the economic decision-making behaviors of the government and various economic entities.

Abstract:This book examines the genesis, mechanisms, and dynamics of forging a network-based economy in China during the crisis and the restructuring act that followed. Through historical analysis of the entire range of communications, from telecommunications to broadband, from wireless networks to digital media, it explores how the state, entangled with market forces and class interests, constructs and realigns its digitalized sector. It argues that corporatization, networking, and investment within the state-dominated realm of communications intensified after the 2008 global economic crisis, to overcome the contradictions generated by the old investment-and-export dependent growth model, on the one hand, and to enhance China’s techno-economic capacities in the renewed global competition for command, on the other. Despite the qualitative changes it brought in communications, this strategy achieved limited results for economic restructuring, because the ensuing spending binges paid little attention to social needs. Ultimately, this book historicizes and theorizes China’s state-led model of digital capitalism, which contends, collaborates, and overlaps with the U.S.-dominated system of global digital capitalism. It reveals so-called cyber nationalism or networked nationalism as neither monolithic nor guaranteed but contingent upon specific political-economic relations. It also predicts the future: While China’s embrace of communications is likely to accelerate the country’s global rise, it is not going to be a simple rise to power but a continual effort to tamp down crises and manage contradictions.

Abstract:This essay presents a consideration of the past sixty years of Chinese economic development. It argues that in order to understand the success of Chinese development the analyst must consider the prior Maoist years and in particular the structures of social relations; the forms of sovereignty; and most important, the highly participatory mobilizations of peasants and workers in building China. The author argues that the legacy of these earlier policies is key to a proper grasp of the current moment. In this sense, the “dialectics” refer to the ongoing relationship among past, present, and the possible future. Notes * Note: Portions of this essay were delivered at a conference held in 2008 at Peking University entitled “The Sixtieth Anniversary of China's Communist Party and the Chinese Model.” It was revised in September 2009. Elements of Wang Hui's original essay were translated and published as part of the English preface to Wang Hui, The End of Revolution (Verso 2010). The present translators looked at that piece, but opted to retranslate the whole essay from scratch. Each translator took responsibility for a part of the essay. Rebecca Karl brought the parts into a unified whole. Wang Hui reviewed the English translation and made revisions, which Karl incorporated into the final version.

Abstract:<h3 class="a-plus-plus">Abstract</h3> <p class="a-plus-plus">This article offers a critical review of literature in the area of modern Chinese business history from 1978 to 2008. It focuses on four interconnected topics: (1) the evolution of industrial capitalism, (2) the adoption of corporate hierarchies and/or social networks, (3) the change of financial institutions and monetary system, and (4) the development of state-owned industries and the formation of the (central) state enterprise system. The review reveals not only significant growth of the field of modern Chinese business history over the last three decades but also the existence of major gaps. The article concludes by considering the implications of its findings for understanding the political economy of business enterprises and enterprise systems in different national and historical contexts.</p>

Abstract:Drawing on the historical institutionalists’ emphasis on the effects of ideas on policy making, this paper focuses on the importance of economic ideas and ideologies on China's trade policy making with regard to the signing of the WTO agreement with the United States in 1999. The paper argues that trade liberalization in China was a result of top Chinese leaders’ embrace of neoclassical economic ideas which conceive a small role for the state in the marketplace, mainly as the regulator of the macro-economic environment and as the enforcer of the rule of law, rather than as a major player in the marketplace. Top Chinese leaders’ socialization with neoclassical economic ideas enabled them to forge a political consensus to link state-owned enterprise (SOE) reforms with speedy WTO accession and led to China's major concessions in WTO negotiations with the United States in 1999 which were inconceivable just a few years ago.

Abstract:Purpose Western economics came into being with the rise of the capitalist market economy. It had a nature of duality beginning from its birth: the justificativeness of providing theoretical pillars for the capitalist market economy system and the scientificity of revealing the internal relations and operating rules of the capitalist market economy. The paper aims to discuss this issue. Design/methodology/approach However, after the 1830s, this justificativeness gradually evolved into vulgarity. Since the 1930s, modern western mainstream economics has mainly explored the general market economy on the assumption that the capitalist system remains unchanged, and many outcomes of such research are positive and beneficial. Findings Political economy of socialism with Chinese characteristics, at the present stage, is mainly a Chinese socialist market economics. It is guided by the Marxist political economy and rooted in the great practice of China’s reform and opening up and socialist modernization. Originality/value According to political complexion, western economic theories can be divided into political economic theory, mainstream economic theory and basic economic theory. By subjecting these theories to what we term “elimination,” “transformation” and “transplantation” surgeries, respectively, we can absorb and accommodate their beneficial elements in building a political economy of socialism with Chinese characteristics, which in turn is conducive to the development and prosperity of such an economy.

Abstract:Liberalism is a complex,multifaceted phenomenon.It is a polyvalent conceptual ensemble in economic,political and edeological discourse.Ideologically,liberalism claims that economic,political,and social relations are best organized through formally free choices of formally fre and rational actors who seek to advance their own material or ideal interests in an institutional framework that,by accident or design,maximizes the scope for formally free choice.Economically,it endorses expansion of the market economy—that is,spreading the commodity form to all factors of production(including labor power) and formally free,monetized exchange to as many social practices as possible.Politically,it implies that collective decisionmaking should involve a constitutional state with limited substantive powers of economic and social intervention,and a commitment to maximizing the formal freedom of actors in the economy and the substantive freedom of legally recognized subjects in the public sphere.On the contrary,the multifaceted,multiscalar dynamic of neoliberalism has entailed the loosening or dismantling of the various institutional constraints upon marketization,commodification,and the discretionary power of private capital.Particularly since 1980s,processes of deregulation,liberalization,and state retrenchment—the linchpins of the neoliberal policy repertoire—have been imposed at a range of spatial scales,from the global and the continental to the national and the local,albeit always in context-,territory-,and/ or place-specific forms,which gave birth to neoliberal geography.This paper emphasizes on the context and progress of neoliberal political economical geography and the main content of neoliberal geography: neoliberal economic geography—regional economy and spatial restructuring,neoliberal social geography—social restructuring and urban strategies,neoliberal political geography—regulation of development and institutional arrangement,etc.The paper also discusses the research approaches of neoliberal geography.

Abstract:<span>Neoliberalism has profoundly shaped health discourse and promotion in Western countries, and scholars have also begun applying the hegemonic global ideology and framework of governance to study the non-Western world. This paper examines Traditional Chinese Medicine (TCM) discourse on China's mainstream television through the theoretical lens of neoliberalism. A critical discourse analysis finds that the 'actively responsible individual', the central notion of neoliberal health promotion, is deeply embedded in the rhetoric of traditional medicine and interwoven with the entrenched cultural values and beliefs. Media exploit the ancient healing philosophy to cultivate consumerist desires and exhort people to engage in self-care and self-medicine. By imposing expert authority, emphasizing conventional expectations, and exerting traditional moralities, media imperceptibly installed the neoliberal value of self-regulation and shaped individual conduct without challenging, and even reinforcing, the predominant political ideology and mainstream culture. The findings contribute to the understanding of health promotion in contemporary China and provide some evidence for the academic debate on the validity of applying neoliberalism to study China.</span>

Abstract:Modernity is closely related to social changes in the process of modernization. As the process of modernization deepens, scholars begin to reflect on the issue of modernity. Generally, modernity is characterized by a historical break, which has three aspects: motivation, institutional framework, and ideology of daily life. The issue of modernity presents itself in China as the universalization of modernity takes place. Chinese conceptions of modernity are compatible with other conceptions. The May 4th Movement is justified against the background of historical break. The issue of modernity in China has its own concerns. It is argued that our discussion of modernity has already taken the right orientation by endeavoring to construct a new pattern of cultural transformation of the Chinese society on the basis of self-identification.

Abstract:The modernization transformation of Chinese economic thought was not a passive reception and reflection of foreign trends, but a spontaneous evolution of traditional thought. As a representative work of statecraft scholars in the Jiaqing and Daoguang period, Huang-Chao Jing-Shi Wen-Bian focused on the transformation of Chinese traditional economic thought before the arrival of Western culture and reflected the trends of innovation from conservation, moderate freedom from intervene, localization and limited openness from centralization, limited openness from closeness, as well as the transformative characteristics of pragmatism, inclusiveness, retrospection and non-completeness. In studying the modernization transformation of Chinese traditional economic thought, more attention should be paid to its endogenous path of evolution, and subject and subject consciousness of traditional scholars.

As a new practice of socialism, an open economy is not only driven by China’s productivity level and people’s living standards but also regulated by the law of commodity production and value.Design/methodology/approachIt was popular to participate in economic globalization for most countries in the second half of the 20th century, but not all of them could benefit from it.FindingsThe key to the success of the open-economy reform with Chinese characteristics lies in learning from and innovating the comparative advantage theory, thus forming an organic whole of the open economy, including the core of correctly handling the relationship between the government and the market, the method of gradual reform, the breakthrough point of transforming the mode of economic development, and serving people all the time.Originality/valueAchieving internal and external coordination through the combination of opening-up and independence is a critical principle of China’s economic opening-up, which not only effectively safeguards national interests but also actively promotes the construction of a new global order.

Abstract:During the last three decades, so-called "postism'' (a Chinese non-professional, invented referent to postcolonialism, postmodernism and poststructuralism) has powerfully criticized and challenged the hegemonic ideology of the long-standing Euro-American centralism and the authoritative discourse of modernism in Western intellectual and academic circles, albeit it with various different resonances in Chinese and other nonWestern societies. By tracing the trajectory of Western conceptual ideas from classical "rational'' interpretations of history, this article tries to construct the inner connections and evolution between these conceptions and ways of thinking, and to summarize their impacts on and reactions from the field of Chinese historical studies. This article suggests that these new trends have definitely cast light on macro ideological and perspective concerns but have been less fruitful in concrete historical studies.
