Indeed, the Chinese government's continued support for socialism does not pose an obstacle to the following conclusion: In all of its behaviors, including economic, political, and cultural-even in government behavior-China has completely conformed to the dictates of capital and the activities of the market. If we aspire to understand Chinese intellectual and cultural life in the last decade of the twentieth century, we must understand the above transformations and their corresponding social manifestations.

Abstract:This book examines the genesis, mechanisms, and dynamics of forging a network-based economy in China during the crisis and the restructuring act that followed. Through historical analysis of the entire range of communications, from telecommunications to broadband, from wireless networks to digital media, it explores how the state, entangled with market forces and class interests, constructs and realigns its digitalized sector. It argues that corporatization, networking, and investment within the state-dominated realm of communications intensified after the 2008 global economic crisis, to overcome the contradictions generated by the old investment-and-export dependent growth model, on the one hand, and to enhance China’s techno-economic capacities in the renewed global competition for command, on the other. Despite the qualitative changes it brought in communications, this strategy achieved limited results for economic restructuring, because the ensuing spending binges paid little attention to social needs. Ultimately, this book historicizes and theorizes China’s state-led model of digital capitalism, which contends, collaborates, and overlaps with the U.S.-dominated system of global digital capitalism. It reveals so-called cyber nationalism or networked nationalism as neither monolithic nor guaranteed but contingent upon specific political-economic relations. It also predicts the future: While China’s embrace of communications is likely to accelerate the country’s global rise, it is not going to be a simple rise to power but a continual effort to tamp down crises and manage contradictions.

Abstract:China is found both to be neoliberal and to provide an alternative to neoliberal development. To illuminate the origins of this contradiction, this paper analyzes China’s relationship with neoliberalism from a historical and economic theory perspective. Neoliberal economic thinking became relevant to China with the beginning of reform and opening up in 1978, when the Communist Party moved from Maoism to an economic determinist outlook on socialism. This ideological shift opened the door for exchanges with the World Bank and foreign economists, including neoliberals. Yet an analysis of Milton Friedman’s speeches in China reveals a critical divide: the Chinese reformers embrace the market but deny that the market requires universal private property. Thus, China is integrated into the global market while the Chinese state reserves its rights to control the economy.

Abstract:This essay presents a consideration of the past sixty years of Chinese economic development. It argues that in order to understand the success of Chinese development the analyst must consider the prior Maoist years and in particular the structures of social relations; the forms of sovereignty; and most important, the highly participatory mobilizations of peasants and workers in building China. The author argues that the legacy of these earlier policies is key to a proper grasp of the current moment. In this sense, the “dialectics” refer to the ongoing relationship among past, present, and the possible future. Notes * Note: Portions of this essay were delivered at a conference held in 2008 at Peking University entitled “The Sixtieth Anniversary of China's Communist Party and the Chinese Model.” It was revised in September 2009. Elements of Wang Hui's original essay were translated and published as part of the English preface to Wang Hui, The End of Revolution (Verso 2010). The present translators looked at that piece, but opted to retranslate the whole essay from scratch. Each translator took responsibility for a part of the essay. Rebecca Karl brought the parts into a unified whole. Wang Hui reviewed the English translation and made revisions, which Karl incorporated into the final version.

Abstract:Before economic reforms, China's economy was weakly planned. Reforms have coincided with more sophisticated and realistic planning, but plans have still not accurately predicted outcomes because of inconsistent central government policy. As market forces have grown, planners have attempted to use guidance planning to steer the economy, but guidance planning more closely resembles bureaucratic bargaining than a systematic attempt to correct market and institutional coordination failures. As a result, rapid growth has been combined with high levels of instability and persistent imbalances.

Abstract:The history of the People’s Republic of China over the past four decades is associated with successful economic reforms that have brought China to one of the most influential countries in the world, have become a symbol of the new rise of the East and the advent of the Asia-Pacific region in world geopolitics. Throughout this time, the only area where changes in China were not recorded was the political system and the state system. Hopes that the market economy would create a democratic system corresponding to itself, democratic principles of public life were not justified, the contradiction between a dynamic economy and a conservative political system persisted. The anti-corruption campaign, which marked the inauguration of Xi Jinping, became a major event in the party and political life of China, revealing deep and serious problems in the Chinese state. Its direct consequence was the strengthening of authoritarian tendencies and the beginning of the process of reforming the state system of the People’s Republic of China, the creation of a controlling power, which violated the previous tradition of redistribution of power between generations of leaders and within a generation. The focus of Chinese modernization shifted from the economic to the political system, which became the central part of the Chinese model of socialism and the core of the new theoretical system.

Abstract:Hong focuses on how the state, in conjunction with market forces and class interests, is constructing and realigning its digitalized sector. State planners intend to build a more competitive ICT sector by modernizing the network infrastructure, corporatizing media-and-entertainment institutions, and by using ICT as a crosscutting catalyst for innovation, industrial modernization, and export upgrades. The goal: to end China’s industrial and technological dependence upon foreign corporations while transforming itself into a global ICT leader. The project, though bright with possibilities, unleashes implications rife with contradiction and surprise. Hong analyzes the central role of information, communications, and culture in Chinese style capitalism. She also argues that the state and elites have failed to challenge entrenched interests or redistribute power and resources, as promised. Instead, they prioritize information, communications, and culture as technological fixes to make pragmatic tradeoffs between economic growth and social justice.

Abstract:This article describes and makes sense of why and how China’s communications was undeveloped from the late Qing Dynasty through the Civil War. The purpose is to bring into sharp focus the imprint of global capitalism and imperialism on China’s domestic social-spatial relations as well as the well-entrenched underdevelopment dynamics in communications. It argues that communications, shaped successively by historical configurations of relationships, domesticated spatially China’s peripheral position in the world capitalist system. This spatiality, expressing internal underdevelopment and external subordination, had never been effectively overhauled and even remained true of socialist modernity after the establishment of the People’s Republic of China (PRC), which then has informed and deformed communications development since the country’s market reform.

Abstract:Many writings emphasize the importance of Chinese culture to the 1989 Beijing Student Movement. Comparing the 1989 movement to the May 4th movement of 1919 and to the December 9th movement of 1935-36, this study finds the rhetoric and activity patterns of the 1989 movement to be actually more traditional than those of its forerunners. This is quite a paradox, considering the scale of social change in China during the 20th century. This article argues that the 1989 movement's traditionalist outlook can be explained by three structural conditions, all involving state-society relations. In comparison with the states of the earlier movements, the state during the 1980s had a higher capacity for repression. To avoid immediate repression, students tended to hide their real demands and goals behind safer and culturally congenial forms of action. Second, China in the 1980s had comparatively weaker independent civil organizations. Hence, the movement was poorly organized, and competing activities frequently occurred in the same time and location. What determined the efficacy of these activities then were less the actors' intentions than the perception of those who were observing the movement. This study argues that people's acceptance of particular movement activities is shaped by their perception of state legitimation. During the 1980s, most Chinese saw that the state's legitimacy lay in its moral performance, close to what was in traditional China. Therefore, people were more receptive to culturally and morally charged movement activities. This furthered the domination of traditionalism during the 1989 movement.

Abstract:The present paper discusses problems of the historical transformation from a capitalist economy to a socialist economy through detailed point-by-point comparison of Lenin’s New Economic Policy with Deng Xiaoping’ Economic Reform. I show that, although they are separated by 60 years, they occurred in similar historical contexts. More precisely, each took place after the historic transformation from a capitalist form of economy (half-capitalism and half feudalism) to a socialist form of economy, and each faced similar problems of economic stagnation brought about as the result. It is perhaps not an accident that not only were the problems they faced similar, but the policies that independently arose for dealing with them were also similar. Moreover, the guiding principle of the policy was almost the same. This paper considers the historical background of Deng Xiaoping’s Economic Reform, including its step-by-step logical progression, and further considers the background of Deng Xiaoping’s thinking.

Abstract:Purpose In the process of reform, although every landmark theoretical breakthrough is marked by the speech of the highest leadership of the Communist Party of China (CPC) or the decision of the CPC National Congress, each breakthrough is attributable to the theoretical contribution made by the academia of political economy. Notably, these theoretical breakthroughs invariably embrace innovations in the discourse system of political economy. The paper aims to discuss this issue. Design/methodology/approach The innovations and breakthroughs thereof have led to the political economy of socialism with Chinese characteristics. Findings The success of China’s economy highlights the superiority of the socialist economic system and development path with Chinese characteristics. Originality/value These major breakthroughs are accompanied by breakthroughs in relevant theories, which constitute a synthesis of a series of major theoretical innovations in political economics.

Abstract:<span><em class="EmphasisTypeItalic">In Governance, Domestic Change and Social Policy in China,</em>the contributing authors cover 7 different aspects of China from the Republic of China (ROC: 1912–49); Socialist China (PRC: 1949–79) and China under Reform and Economic Opening (PRC: 1978–2017) in seven chapters. The editors, Blanchard and Lin, introduced the book with a historical perspective. Contrary to the state-society dichotomy, the authors brought forward the interstices which suggest four major expectations in Chinese politics under comparative historical analysis: firstly, the conflicts as well as compromises between state actors and societal interests exist in different arenas. Secondly, organized social interests do not intrinsically seek autonomy or resist extension of state leverages over the operations of NGOs. Abstract:In our quickly changing world, authors who are analyzing the so cial, economic, and political processes going on in different countries often find themselves in a situation where the deve lopment of processes they have already described take a turn in another direction before their work is in final form or appears in print. As a consequence, some of their statements are no lon ger valid. More rarely it occurs that after the writing of a book presenting a reform process covering 10 years (the writing itself taking one and a half years), exceptional events take place in the given country (within 1 or 2 months of the delivery of the manuscript) that indicate a sharp break in this process, one that makes it doubtful whether the process can continue along the same channel. This is what has happened to this text and to its author at the beginning of June, 1989, when in Beijing - after the brutal suppression of student demonstrations and of protests lasting several weeks - the General Secretary of the Communist Party of China, Zhao Ziyang, was relieved of his office and arrested, along with several other prominent repre sentatives of reform policy and reform endeavors of the past decade. The manuscript of this book was handed over to the pub lisher on May 4, 1989, for editing. Immediately thereafter I left for nearly 2 months in the United States; consequently, I did not receive the manuscript again until in early July.

Abstract:Drawing on the historical institutionalists’ emphasis on the effects of ideas on policy making, this paper focuses on the importance of economic ideas and ideologies on China's trade policy making with regard to the signing of the WTO agreement with the United States in 1999. The paper argues that trade liberalization in China was a result of top Chinese leaders’ embrace of neoclassical economic ideas which conceive a small role for the state in the marketplace, mainly as the regulator of the macro-economic environment and as the enforcer of the rule of law, rather than as a major player in the marketplace. Top Chinese leaders’ socialization with neoclassical economic ideas enabled them to forge a political consensus to link state-owned enterprise (SOE) reforms with speedy WTO accession and led to China's major concessions in WTO negotiations with the United States in 1999 which were inconceivable just a few years ago.

Abstract:China's financially repressed economy remains characterized by a distinctly resilient political structure (the Chinese Communist Party, CCP) that penetrates both increasingly rational ‘private’ (market) and ‘public’ (state) organizations. How are we to understand the financial system's role in this persistently illiberal yet marketizing political economy? This paper develops a theory of China's financial reform as the management of socio-economic uncertainty by the CCP. Since the early 1990s, the financial system has formed a locus of the CCP's capacity both to manage and to propagate socio-economic uncertainty through the path of reform. The unique path of financial reform in China should thus not be viewed solely in terms of ‘partial’ or ‘failed’ free-market reform, but rather as the product of a more concerted vision of how the financial system enabled a mode of economic growth that combined the drive for accumulation of capital with the distinctive legacies of China's post-1989 socio-political circumstances.

Abstract:This text interprets the significance of the ‘Xi Jinping era’ in Party history, the history of the Republic, the history of Chinese civilisation, the history of the international Communist movement, and the history of mankind, from the perspective of the internal linkages between philosophy and history. In the modern era, the central narrative of Chinese history has been that of the Chinese people as masters of the nation, possessed of a spirit of struggle, unstintingly seeking out their own independent path to modernity. The ‘Chinese solution 中国方案’, which is the path to modernity created by socialism with Chinese characteristics of the new era, while learning from and absorbing the Western and the Soviet models, and taking Chinese culture as its base, has fashioned a new set of development concepts and theories that will serve as the contribution of ‘Chinese wisdom 中国智慧’ to the process of the modernisation of the civilisation of all mankind. Throughout this process, China has consistently confronted the question of the Sinification of Marxism. As a universal philosophical truth, Marxism must not only be integrated into the concrete practice of Chinese history but must also be merged with Chinese traditional culture. The Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era that has taken shape since the Eighteenth Party Congress employs the traditional Chinese ‘Learning of the Heart’ 心学 to re-enliven Communist ideas, and this accomplishment, together with the great revival of the Chinese nation, has constructed and consolidated the spiritual strength of the entire Party and people. In addition, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era uses modern legal thinking to perfect the Party’s leadership of the state, thus reactivating Chinese traditional political culture, and propelling national governance toward modernity. For this reason, I will argue that the great mission facing the Xi Jinping era is to construct the superstructure to be integrated into the market economy
