Abstract:A pneumonic plague broke out in Manchuria in winter of 1910 and spring d 1911.At a time without antibi- otics,the most convenient and effective way to stop contagion should be that the government mobilize police and troops to block traffic,sanitize infected areas,clean streets and establish pesthouses,etc.However,since the 1905 Russo- Japanese War,Manchuria belonged to China only in name,South Manchuria was actually under the control of Japan and North Manchuria was under the control d Russia.Both of them snatched the police,road,taxes and sanitation in the railway concession under China's sovereignty.So during the epidemic,who exercises quarantine and how to exercise it became a top clash among China,Russia and Japan.Previous research only generally mentioned the dispute over sovereignty d quarantine.But the real incident,the ideological background and the historical influence need further dis- cussiou.This article focuses on the context of imperialism,nationalism and natwion-state construction in China,and tries to explore the suffering of common people under the anti-plague measures implemented by the old system.It argues that when the municipality of Russia and Japan took anti-plague measures in the railway concession,China was under the threat of military interference by them for lacking of public health institution and sanitation concept and its slow reaction to the epidemic.Facing the great pressure from Russia and Janan,Chinese govemment regarded anti-plague measures, which originally were internal affairs of the country,as urgent diplomatic affairs.Chinese Ministry of Foreign Affairs di- rectly took charge and did frequent diplomatic negotiations and coordination with the municipality of Russia and Japan's railway concession.Simultaneously,the dispute over sovereignty impelled the expanding of China' s govermnent and reestablished sanitation institution in the grass roots.Because the inspectors and office of quarantine rude treated the pa- tient and his family,as a result the people feared this anti-plague measure more than the plague itself and stimulated much resistance.The conclusion is under the discourse of the defending national sovereignty and keeping from Russia and Japan's military interference,unavoidable political correctness was endowed to the arbiuary,despotic and destructive of the anti-plague measure.However,the universal law of nature is pneumonic plague contaminating by human-to-human of breath spreads in any groups no matter boundary (boundaries) of ethnicity,dominion,nation and culture.So in such a human catastrophe,sovereignty,as a political symbol of the distinguished identity of nation-state,maybe only has limited meaning.
