Abstract:Changes brought about by Russo-Georgian conflicts to the international relations have made the SCO confronted with complicated international and regional environments.In addition to posing a severe challenge to future direction of the SCO as a result of those conflicts that have aggravated confrontation between the U.S.and Russia,foreign policies of Russia,its policy toward the former Soviet-dominated areas,especially Central Asia and its policy and attitude toward the SCO,will exert profound influences on the SCO.Under new situation,the SCO ought to make some breakthroughs in regional cooperation,and do something useful in regional security,and Afghan situation in particular,so as to retain good conditions and vitality of the Organization.

Abstract:Regional powers such as China, India, Russia, and to a lesser degree Brazil and South Africa, now occupy a significant role on the world stage. The United States, while still enjoying superpower status, has taken note. At the same time, the transnational nature of the challenges facing the world will require multilateral and bilateral co-operation perhaps unprecedented in modern history. How will the United States respond to these new requisites within the context of this changed world? While it is too early to assess the Obama administration's foreign policy substantively, it looks to be adopting an approach emphasising the building of consensus and multilateralism in its international engagement. Moreover, there is reason to expect that it will actively seek a more constructive set of relationships with regional powers. United States domestic political constraints may yet hamper Obama in this new approach, as might the type of response the new administration receives from old and new powers to its overtures. Whether the changes are more in tone than substance remains to be seen.
The Shanghai Cooperation Organization at 5: Achievements and Challenges Ahead

Abstract:Over the past five years, the Shanghai Cooperation Organization successfully withstood the challenge of a rapidly changing international security environment. It also made notable institutional progress, especially in developing a conceptual framework, in cultivating a positive image, in institutional capacity-building, as well as in establishing relations with external parties. Nevertheless, the SCO remains under-developed. Specifically, it is constrained by the lack of resources, economic cooperation between member states remains limited, its international status is only just emerging, and furthermore, interaction at the non-governmental grassroots level remains nondescript. In order for the SCO to mature and consolidate its position in the region, it has to address a series of problems - it needs to improve its developmental framework, determine the scope of its function, address economic and security issues, respond to the challenges of geopolitics and regional stability, further cultivate and improve relations with the outside world, as well as clarify the question of enlargement.

Abstract:Abstract Beijing played a critical role in establishing the SCO in the aftermath of the break of the former Soviet Union in response to the emerging non-traditional security challenges. Overtime, the SCO has evolved into a regional institution critical to China’s growing interests in Central Asia/Eurasia and increasingly, Beijing seeks to influence and shape the organization in support of its institutional balancing strategy—inclusive in soliciting Russian endorsement of its diplomatic agendas in the region ranging from energy security and greater economic integration, and exclusive in resisting and preventing US influence in the region. Lately, that strategy has also been displayed in the SCO membership expansion to India to minimize chance of a Washington–Delhi axis against China, at least not where SCO-wide (that would include China) interests are concerned. But the most critical transformation of the SCO as a regional institution is its utility in Beijing’s exclusive institutional balancing strategy against the US, to prevent the latter from gaining access and influence in Central Asia/Eurasia; to foster trust among member states, and develop the SCO into a regional security community, and to safeguard Chinese interests in both geo-economic (trade and energy) and geopolitical (security and regional stability) terms.

Abstract:As a regional organization, the Shanghai Cooperation Organization (SCO) is formed on the basis of strategic cooperation between China and Russia for maintaining security and stability in Central Asia. It also plays the role of reducing mutual suspicions and conflicts in the region and safeguarding their common interests. Under the influences of history, geopolitics, international setup and a multitude of other factors, a marked discrepancy also exits between the two countries as to their respective expectations on the goals of SCO, but the main trend to carry on cooperation between the two sides in SCO will not be halted.

Abstract:U.S. Secretary of State Colin Powell characterized U.S.-China relations moving toward the end of 2003 as the best since they have been since President Richard NixonOs first visit in 1972. Was PowellOs statement merely diplomatic nicety due to the George W. Bush administrationOs need of ChinaOs support for the U.S.-led war on global terrorism and ChinaOs willingness to actively involve itself in preventing North Korea from becoming a nuclear state? Or have the United States and China established sufficient common ground to pursue bilateral ties on a more predictable path? Relations between China and the United States are structurally based on three joint communiqus that were signed in the Cold War era and addressed the pressing issues of the day. The key issue repeatedly addressed in all the three bilateral documents is Taiwan. For the executive wing of the United States government, at the same time it has to observe stipulations in the Taiwan Relations Act, a domestic U.S. law. Therefore, U.S.-China relations are structurally loose and more prone to shifting identifications of priorities originating in domestic and international spheres of politics. What meaning can be made of the fact that the first Bush administration seems to have managed to move away from its initial inclination to define China as a Ostrategic competitorO and pursue policies of active containment? In this paper, I address the state of affairs in bilateral relations between China and the United States since George W. Bush took office as U.S. president by putting them in the larger context of how the two governments reacted to major events in East Asia as part of their pursuit of bilateral ties. My main argument is that although Bush and Bill Clinton differ in style in conducting American policies toward China, they share the same tendency, i.e., conducting the relationship on a crisis-driven basis. My proposal, then, is that the United States and China should find ways to put the bilateral relationship on a more structured basis, for the common good of the entire region.

Abstract:The paper points out that with the varying situation in central Asian and the advent of new balance among China, Russia and the U.S.A, the parallel pattern of regional security and economic cooperation will develop into multi-lateral framework as the Shanghai Cooperation Organization shows itself, and it argues that the SCO led by China and Russia should adjust its position in terms of the current varying situation by placing the same weight on economic cooperation and regional security. It concludes that it is promising for China to take active manner in enhancing economic cooperation with the central Asian countries as well as Russia.

Abstract:Since President Obama came into power, in order to take the lead in the cyberspace, the American cyberspace strategy has changed from defensive to offensive, which centers on "Internet Freedom" and is characterized by "surveillance" and "structuring". Such change is not only due to the interactions between IT revolution and its environment but also the result of the evolution of US national cyber security strategy since the 1970s. The offensive Internet Freedom Strategy will make the China-US relationship more complicated. Both countries face a new round of game in global cyber space based on limited trust. In the foreseeable future, China and the US should produce a code of conduct to minimize the negative effect of uncertainty, build an operational regime of bilateral cooperation based on common interests, and promote a universal principle on global cyber space.

Abstract:Just after his inauguration as the US President,Obama announced a new strategy for Afghanistan only within two months;it is the first strategic document of Obama's administration. It is an attempt for Obama to break the US plight in Afghanistan with many different ideas and policies compared with the Bush Administration. Based on more than seven-year experience and lessons from the war in Afghanistan,the new strategy is practical and well-targeted and is expected to get some positive effects. However,there are also a series of uncertain and weak factors in this new strategy. Generally speaking,it is relayed on technicality, and Afghanistan is involving a profound crisis with political reasons which can be controlled but is difficult to be solved by technical means. In a certain sense,the new strategy is a prelude to the withdraw of US troops.

Abstract:In 2011, new and historic developments took place in the strategic environment of Northeast Asia, with the adjustments by the United States to its AsiaPacific strategy having the most far-reaching significance. The revised "New Military Strategy" enables the U.S. to "return to the Asia-Pacific". The transformation of the U.S. military has proved highly adaptive to meeting the country’s military and defense needs in a "post-post-Cold War era". Reassessing the "China threat" will also reassure the U.S. that its strategic assets (alliance relationships) will not slip. Moreover, the Obama administration’s toughened China policy has emerged partially in response to electoral politics in the run up to the 2012 general elections. For now, it is very clear that the U.S. "pivot to the Asia-Pacific" will amount to an onslaught on China. A new era, in which China and the U.S. will compete and cooperate with each other and enter into potential confrontation with each other on several concrete issues, has already emerged.

Abstract:After the disintegration of the Soviet Union and the cold war,the US made significant adjustment in the light of the change of international situation and transferred its strategic focus to the Asia-Pacific region.With the fast growth of China's economy in the 21st century,China's rapid rise becomes a great challenge to the current Sino-US relationship and the US strategy.How to respond to these challenges and construct a new power relationship between China and the US becomes a new topic to be confronted in this new situation.China and the US should develop geographic cooperation instead of geographic confrontation and establish Asia-Pacific positive interaction instead of dysfunctional conflict.The two countries should respect,tolerate and adapt to each other,enhance mutual trust and remove misgivings to achieve mutual benefits and double win.

Abstract:The Shanghai Cooperation Organization (SCO) has become the most important vehicle for Chinese cooperation with Central Asian member states and Russia. China seeks to play an active role and exert strong influence in the SCO for both economic reasons and strategic considerations. China aims to resolve territorial and border issues with Central Asian states, maintain stability in Xinjiang, develop the economy of western areas, and ensure energy security by playing a leading role in the SCO. Analyzing China's role in the SCO and the related opportunities and challenges is the primary goal of this paper. The Chinese government uses economic cooperation to exert influence within the SCO. However, the Chinese government must still overcome numerous challenges, including reconciling mistrust and conflict among SCO member states, reducing Russian suspicion of Chinese intention, response to transformation of the SCO, and dilemmas regarding regional instability.

Abstract:This year marks the 20th anniversary of the Shanghai Cooperation Organization (SCO). This is a good opportunity to assess its performance over the past two decades, to draw some conclusions, and to discuss possible future developments of the SCO. The author examines milestones in the formation of the SCO, its institutional structure, as well as its key activities which encompass four focal areas: politics, security, economy, and humanitarian cooperation. The paper focuses on the decisions of the 21st SCO Summit in Dushanbe, especially those aimed at strengthening cooperation in combating the eff ects of the SARS-CoV-2 pandemic and addressing security challenges, arising from the latest developments in Afghanistan. The latter particularly imply an increasing threat of terrorism, extremism, and drug traffi cking from Afghanistan to neighboring countries in Central Asia. The author emphasizes the crucial role of the SCO Regional Antiterrorist Structure (RATS) in countering these threats. Finally, the paper addresses both the circumstances and possible implications of Iran’s ascension to a full SCO member, which was approved during the summit in Dushanbe. The author concludes that over the past two decades the SCO has successfully transitioned from an important, yet regional in scope and framework, organization to an infl uential global actor, which plays a major role in the maintenance of peace and security in Central Asia and could serve as a model for the establishment of a new non-confrontational approach to the interstate relations.

Abstract:The Shanghai Cooperation Organization (SCO) is gradually increasing its power and influence in the region through the addition of new members, and new states with observer or dialog status, including NATO-member Turkey. The main question is whether the organization will achieve its blurring policies and compete effectively with the West in the region. Will we see a new era of cooperation or competition in Central Asia between Russia and China in the upcoming period? And how will the regional politics of the Turkic states be affected? The SCO’s economic, energy and security policies have been especially effective in dominating the region to date. This paper presents an analysis of these policies with focus on the regional competition among the member states. It argues primarily that the SCO has grown in strength as a result of the convergence of Russian and Chinese interests and politics, turning regional competition into regional cooperation, and that the organization will come to dominate the region, especially politically and economically, with the accession of new members Pakistan and India, and the imminent accession of Iran.
On Obama Administration's Nuclear Nonproliferation Policies

Abstract:After United States President Barack Obama came into office,US nuclear nonproliferation policies underwent radical transformations. These shifts are in part due to the review by Obama's administration on the nuclear nonproliferation policies of its predecessor,and in part owing to the efforts at improving the US international image and the strategic need to safeguard US leadership in world affairs. Most importantly,however,it is deemed a means to exert more pressures on North Korean and Iranian nuclear programs. Obama's changes to US nuclear nonproliferation policies are indeed helpful at putting international nuclear arms control efforts back on track. To China,US's new policy direction will bring forth multiple effects-both positive as well as negative ones. Sino-US cooperation on nuclear nonproliferation will be carried over from the Bush era,while China will benefit from the overall improvement in international security environment;however,China will need to be wary of the possible constrains to its rise,threats to its "minimal deterrence" nuclear capacity,a marginalization of its role in the Six-party Talks,as well as the uncertainties that Obama's new nuclear nonproliferation initiatives can effect on regional stability so essential to China's peaceful development.
The Tibet Issue in China–United States Relations, 2009−2012

Abstract:The paper analyses the Sino-American contacts of 2009–2012 on the Tibet issue, which had occupied an important place in China–US relations since the 1980s. With Barack Obama moving into the White House, the US adopted a softer policy aimed at strengthening the relations with China. However, the Tibet issue remained a source of conflict and disagreement between Beijing and Washington. US leaders believed that China was pursuing a tough policy towards the peoples of Tibet and suggested some ways to settle the issue. Beijing, in its turn, saw this as an interference in China’s internal affairs. Having examined the works of Russian and foreign researchers, the author comes to the conclusion that for the United States the issue of human rights in Tibet was not of strategic importance, but, primarily, an opportunity to discredit China on the international arena, as any decision taken by the country would be deemed insufficient. Understanding this, Beijing reacted quite sharply to Washington’s comments, closing the door to further discussion. The paper’s chronological framework spans from the beginning of Barack Obama’s (2009) to the end of Hu Jintao’s (2012) term in office. The author turns to various sources in English and Chinese, which gives the article a significant element of novelty.

Abstract:The most intriguing thing about the China policy of the Bush Administration during its first term is not that it did not follow up with its campaign promises. Rather it is the continued contradiction and inconsistency in conceptualization and implementation. Throughout the past 4 years, one heard two different voices from the Administration: one advocates a candid, constructive and cooperative relationship with China; the other insists on the need to restrain and contain China. Since 9/11, against the backdrop of the war against terror, the first voice prevailed over the latter. However, while the latter voice was largely subdued, it did reassert itself at times and on certain issues, and threatens to come back when circumstances change. Four years after the Bush Administration came into office, the question whether China is a competitor or a partner still remained unanswered. This paper will first review the evolution of Bush Administration's China policy during its first term. Then it will try to analyze the major factors shaping the development. Finally, it will speculate on the prospect for development of the relationship in Bush's second term.

Abstract:The Shanghai Cooperation Organization (hereinafter – SCO) was established in 2001 and since then has expanded its membership and scope of activities. The purpose of the study is to analyze the economic aspects of cooperation within the SCO and the existing problems hindering further economic interaction, as well as to identify promising development areas. To achieve this goal the author used general scientific and historical methods that allow us to analyze and evaluate information such as generalization, data analysis and synthesis, method of logical and comparative analysis, comparison and contrast. The current state and prospects of economic cooperation within the SCO have been analyzed. Trade, investments, infrastructure projects, energy, and other areas of interaction have been considered. The SCO economic agenda is aimed at increasing regional trade, improving market access, promoting regional ties, and consolidating the economic potential of member states. However, unresolved territorial disputes between China, India and Pakistan impede the deepening of economic ties. In turn, the recent accession of Iran opens up new opportunities for trade and transportation corridors. Prospects for an SCO free trade zone, joint infrastructure projects, financial cooperation, and high-tech partnerships have been highlighted as strategic goals. In general, further economic integration is in line with the member states’ national interests. Eliminating internal tensions and developing effective communication mechanisms will help strengthen the SCO as an organization and realize its economic potential.

Abstract:At present, Sino-US relations are changing rapidly. The game and cooperation between China and the United States play an important role in the world. Therefore, it is very important for the two nations to analyze the counterpart’s discourse to further extract the detailed ideologies. Critical discourse analysis can excavate the ideology in language. In recent years, the proximization theory is a new method for critical discourse analysis. Based on the proximization theory, this paper discusses the ideologies transmitted by the three presidents, that is, Barack Hussein Obama, Donald Trump, and Joseph Robinette Biden, Jr in China-related issues of the National Security Strategy of the United States of America. It is found that in the reports issued by three American presidents, the orientation of the US government towards China is changing from partner in Obama’s administration to competitor in Trump and Biden’s administration. Obama’s attitude towards China is relatively friendly, and he believes that China is one of the allies of the United States in building a world framework. Trump shows the worst attitude towards China, positioning China as a rising threat, and guiding people to fear China, thus making excuses for the implementation of his America first policy. Biden’s attitude towards China is rather bad, and he constantly interferes in China’s internal affairs. At the same time, he slanders the lack of human rights in some regions of China, which makes the American people feel sympathy and resentment, thus making it easier to implement his foreign policy.
