Abstract:A report on progress towards new recommendations International Commission on Radiological Protection (113-123) In June 1999 this Journal published a paper that marked a turning point in the history of radiological protection. The Main Commission of ICRP had agreed, for the first time, to engage in an open debate by publishing `Control of low-level radiation exposure: time for a change?' The Commission now indicates how it will be feasible to develop its next recommendations based on an individual-related philosophy using the concept of controllability of sources. For each previously justified, controllable source the first consideration in the proposed system of protection would be to establish restrictions on the dose to individuals and then to make exposures as low as reasonably practicable. Thus a major change from ICRP Publication 60 would be to place optimisation after individual protective action to emphasise individual-related over societal-based ethics. This evolution follows from the introduction of the concept of dose constraint, a restriction on the maximum individual dose from a single source, which overrides the result of the optimisation process. A consultative exercise to discuss methods of dose assessments B A Bridges et al (125-132) The authors were invited by the UK's Food Standards Agency to steer the organisation of a seminar on methods of assessing doses to the public from potential authorised radioactive discharges from nuclear sites. Fifty representatives of operators, regulators and associated agencies, academics, environmental groups and the public were invited. The debate covered the main factors of the dose assessment for those who might be most exposed to discharges (the critical group). The Steering Group has overseen the writing of a report on the meeting, which includes recommendations for better collaboration amongst dose assessors, on method development and on presentation of dose assessment data. Paternal irradiation and stillbirths S Abrahamson and E J Tawn (133-144) The recent suggestion that paternal irradiation at the Sellafield nuclear facility could have contributed to a measurable increase in stillbirths is examined. The authors employ radiation genetic risk models based on animal and human studies to derive the predicted radiation-related frequency of stillbirths, and conclude that the genetic consequences will not be discernible amongst the stillbirths occurring as part of the background level of untoward pregnancy outcomes. The authors also draw attention to the incompatibility of a detectable excess of stillbirths with other epidemiological studies, and the importance of considering maternal risk factors which can influence stillbirth incidence. Direct plume gamma dose-rate calculations S Raza and R Avila (145-154) A Lagrangian particle model for atmospheric dispersion of a radionuclide plume and direct gamma dose-rate calculations is presented. The particle trajectories were tracked in a turbulent atmosphere, with known wind field. For calculating the gamma dose-rate, a point isotropic model was used with appropriate attenuation and build-up in air. The radioactivity of each particle was calculated from the known release rate. The numerically calculated dose-rates compared well with the Gaussian model predictions, for downwind distances up to 20 km. For extended distances, a modified lateral dispersion parameter should be used in the Gaussian plume model, to account for the enhanced particle dispersion due to vertical wind shear. Reducing radioactive air contamination in aerosol lung ventilation imaging M Avison and G Hart (155-161) Aerosol lung ventilation imaging is a common medical test, which uses a radioactive aerosol. The authors describe a procedure modification in the use of a popular aerosol nebuliser, which results in a 64% fall in room air contamination. A simplified monitoring method is also described, which avoids the use of specialised air sampling equipment. Radon concentrations in oil refinery premises A K Singh et al (163-170) Radon (222Rn) is a naturally occurring decay product of radium-226, with a half-life of 3.8 days. This is long enough such that much of the radon formed either in building materials or in the ground, within approximately a metre of building understructures, can reach the indoor environment. Radon further decays into a series of chemically active solid short-lived radioisotopes, known as radon progeny, of which two, 218Po and 214Po, are alpha-particle emitters, like radon itself. The radiation released on decay of the short-lived decay products imparts a lung dose which increases the risk of lung cancer. In this study, radon and its progeny concentrations were measured in several dwellings at an oil refinery premises and these concentrations were compared with those found in nearby dwellings in Mathura and Agra cities. The geometric means of the radon concentrations in the refinery dwellings, Mathura city and Agra city dwellings were found to be 97, 91 and 75 Bq m-3 respectively. Management of an industrial radiography accident M J Subramanya et al (171-177) A radiation incident took place inside an open-top radiography enclosure involving an Amertest-676 exposure device containing a cobalt-60 source of activity 2.15 TBq. The exposure device was being checked after receipt of a fresh source. The source assembly having been projected out could not be brought back into the exposure device. After thorough planning, the situation was brought under control by driving the disengaged source assembly into the exposure device. During the incident, the maximum individual whole-body dose was 3.1 mSv.
