Abstract:The purposes of the paper are to analyze the existing problems on governing temporary land use for construction projects,and to explore the quota indices selection and quantification methods for controlling the temporary land uses.Methods employed include comparative analysis,statistical data analysis and Delphi method.The results indicate that through analysis the methods for selecting indices and quantifying the basic quotas that controls the land use of beam fabricating yard of high-speed railway have been obtained.It is concluded that based on the requirements of engineering techniques and specifications,the basic quota of temporary land use for constructing the high-speed railway and its modification method can be determined with the comprehensive consideration of regional natural conditions,project construction conditions and construction progress arrangement,which can also provide reference point for the standardized governance of other temporary land uses.

Abstract:The purpose of this paper is to optimize the regional allocation of construction land quotas in general land use planning.Methods employed include comparative analysis,multi-factor comprehensive analysis and principal component analysis.It is concluded:(1) the paper brings forward the way of how to achieve the dynamic regional allocation of construction land quotas in general land use planning;(2) based on timely monitoring and evaluating the comprehensive benefit of land use and dynamically adjusting construction land quotas,rationality of regional allocation of construction land quotas can be enhanced,which is further helpful to four aspects,i.e.,comparative advantage exertion of land use,efficiency increase of regional allocation for land resources,encouragement of local governments for high-efficient utilization of land resources,and realization of welfare maximization of regional land use.

Abstract:Under the bill of quantities pricing model, the price of the contract is determined in advance, making the focus of enterprise project cost management be to control the expenditure of construction costs on the premise of established revenue, reduce the risks brought about by the bill of quantities pricing model, strengthen cost control, give play to the advantages of strategic cost management, and ultimately minimize project risks to maximize the benefits obtained by the enterprise. This paper mainly analyzes the problems existing in the cost control and cost management process of construction enterprises under the bill of quantities pricing mode, and proposes corresponding solutions based on the existing problems, hoping to increase the profits of enterprises from cost control and improve their market competitiveness.
