Abstract:Small marginal sea basins are often short-lived and typically not older than several to tens of million years, but they play critical roles in global plate tectonic cycles. This paper highlights some recent achievements in answering a range of geodynamic questions stemming from scientific ocean drilling by International Ocean Discovery Program Expeditions 349, 367, 368, and 368X in the South China Sea. Together, results from these expeditions provide new insights into continental breakup in terms of the opening style and time of spreading cessation, magmatism, and sedimentation during the formation of this marginal basin. The outcomes of these expeditions have revealed new challenges and spawned new hypotheses in mantle dynamics and crustal accretion that need to be addressed by future drilling on carefully identified drill targets in the tectonically active western Pacific.

Abstract:The South China Sea (SCS) is the largest marginal sea in the Western Pacific Ocean. Major advances in understanding SCS tectonic processes have been made in the last several decades, especially through the implement-ation of five international ocean drilling expeditions during 1999-2018 and the "South China Sea Deep" major re-search program of the National Natural Science Foundation of China (2011-2019). Critical data have been acquired and important scientific results have been obtained, which have changed our view of how the SCS marginal sea basin developed and evolved. Major progresses have been made in multiple aspects: (1) the SCS is proposed as a new type of "plate-edge rifting" model, which differs from the classic Atlantic-type "intra-plate rifting" model; (2) Ocean drilling obtained the SCS basement basalt samples for the first time, which together with the first deep-towed magnetic survey, enabled the determination of SCS basin ages and revealing that the SCS seafloor spreading propagated stepwise from east to west; (3) Magmatism appeared rapidly during thinning of lithosphere in the SCS northern margin, in sharp contrast to serpentinite exposure by relatively slow rifting of the Atlantic Ocean; (4) Mag-matic activity is still significant after the cessation of SCS seafloor spreading, being controlled by multiple tectonic and mantle processes; (5) Geochemical evidence and geodynamic simulations show that the SCS magmatism is af-fected by the surrounding subduction zones. At present, marine geoscience research of the SCS is being extended to studies of its interaction with surrounding ocean basins. Through conducting large-scale research programs, build-ing ocean drilling platform, and strengthening international collaboration, China’s contributions to marine geoscience research are expected to increase.

Abstract:As the first expedition of the new International Ocean Discovery Program (IODP), Expedition 349 aims to understand the tectonics and evolution of the oceanic crust of the South China Sea. The expedition dril ed and took cores at ifve sites in the central basin of the South China Sea. In total, dril ing penetrated 4317 m, and 1503 m of sediment cores and nearly 100 m of oceanic basalt were recovered. The deepest hole dril ed was 1008 m. A ful suite of geophysical logging was also conducted at the two deepest sites. For the ifrst time, oceanic basalts, volcaniclastic breccias, calcareous deposits, turbidites, red clay, and organic-rich shal ow-marine sandstone were al recovered. These samples should yield important information on the evolution of the deep ocean basin of the South China Sea. Data obtained through IODP Expedition 349 should enable scientiifc breakthroughs in various ifelds, including geodynamics, the evolution of the oceanic lithosphere, deep-sea sedimentology, and extremophiles.

Abstract:Revolutionary advancements in underwater imaging, robotics, and genomic sequencing have reshaped marine exploration. We present and demonstrate an interdisciplinary approach that uses emerging quantitative imaging technologies, an innovative robotic encapsulation system with in situ RNA preservation and next-generation genomic sequencing to gain comprehensive biological, biophysical, and genomic data from deep-sea organisms. The synthesis of these data provides rich morphological and genetic information for species description, surpassing traditional passive observation methods and preserved specimens, particularly for gelatinous zooplankton. Our approach enhances our ability to study delicate mid-water animals, improving research in the world's oceans.

Abstract:Some forty years ago, the UN Convention on the Law of the Sea 1982 (UNCLOS) created an unusual regime for states to collectively manage common natural resources on the international seabed beyond national jurisdiction (known as "the Area") through the International Seabed Authority (ISA). In the intervening years, scientists have increasingly been warning about the serious environmental risks of mining seabed minerals. At this pivotal point in time, when states are negotiating whether or not to allow seabed mining, this essay explores the risk of undermining by mining, that is, contravening international marine environmental law and the obligations and responsibilities of states thereunder by allowing commercial mining activities to commence. We argue that allowing seabed mining in the Area at this juncture, when so much about the deep ocean remains unknown, would risk frustrating a host of measures, achievements, and progress to enhance marine environmental protection, particularly in areas beyond national jurisdiction. We begin with an overview of the ISA and its work to date, before discussing potential interactions between seabed mining and marine environmental law and policies, with a particular focus on the new ocean biodiversity agreement. We conclude by urging states to take cognizance of their overarching duty to protect and preserve the marine environment and ensure that all decisions taken with respect to seabed mining are consistent with their obligations and responsibilities under international law.

Navigating Shifting Regimes of Ocean Governance

Abstract:Recent decades have seen a rapid increase in the diversity of ocean uses and threats, leading to the Anthropocene ocean: a place fraught with challenges for governance such as resource collapse, pollution, and changing sea levels and ocean chemistry. Here we review shifts in ocean governance regimes from the United Nations Convention on the Law of the Sea, the first legal regime for the global ocean, to Sustainable Development Goal 14 and beyond. This second period represents a merging of growing international interest in the ocean as part of the global sustainable development agenda—characterized by a focus on knowledge, collaboration, and the formation of alliances between diverse actors and institutions of environmental governance. To conduct this review, we analyzed literature on changing actors, regimes, and institutional arrangements for ocean governance over time. We conclude with a summary of challenges and opportunities for future ocean governance.

Abstract:Deep-sea environment, characterized by high pressures, extremely high/low temperatures, limited photosynthesis-generated organic matter, darkness, and high levels of corrosion, is home to flourishing special ecosystems in the world. Here, we illustrate how the deep-sea equipment offers insights into the study of life in the deep sea based on the work in the past five decades. We first describe how organisms in the deep sea are studied, even though it is highly difficult to get access to such extreme environments. We then explain the role of deep-sea technologies in advancing research on the evolution of organisms in hydrothermal vents, cold seeps, seamounts, oceanic trenches, and whale falls from the following perspectives: biological diversity, mechanisms of environmental adaptation, biological evolution, and ecosystem connectivity. Finally, to better understand the function and service of deep-sea organisms, and further conserve the special creatures under anthropologic activity and climate change, we highlight the importance of innovative deep-sea technologies to promote cutting-edge research on deep-sea organisms, and note the remaining challenges and developing directions for deep-sea equipment.

Abstract:Oceans play critical roles in the lives, economies, cultures, and nutrition of people globally, yet face increasing pressures from human activities that put those benefits at risk. To anticipate the future of the world's ocean, we review the many human activities that impose pressures on marine species and ecosystems, evaluating their impacts on marine life, the degree of scientific uncertainty in those assessments, and the expected trajectory over the next few decades. We highlight that fundamental research should prioritize areas of high potential impact and greater uncertainty about ecosystem vulnerability, such as emerging fisheries, organic chemical pollution, seabed mining, and the interactions of cumulative pressures, and deprioritize research on areas that demonstrate little impact or are well understood, such as plastic pollution and ship strikes to marine fauna. There remains hope for a productive and sustainable future ocean, but the window of opportunity for action is closing. Abstract:The ocean plays a crucial role in the functioning of the Earth System and in the provision of vital goods and services. The United Nations (UN) declared 2021–2030 as the UN Decade of Ocean Science for Sustainable Development. The Roadmap for the Ocean Decade aims to achieve six critical societal outcomes (SOs) by 2030, through the pursuit of four objectives (Os). It specifically recognizes the scarcity of biological data for deep-sea biomes, and challenges the global scientific community to conduct research to advance understanding of deep-sea ecosystems to inform sustainable management. In this paper, we map four key scientific questions identified by the academic community to the Ocean Decade SOs: (i) What is the diversity of life in the deep ocean? (ii) How are populations and habitats connected? (iii) What is the role of living organisms in ecosystem function and service provision? and (iv) How do species, communities, and ecosystems respond to disturbance? We then consider the design of a global-scale program to address these questions by reviewing key drivers of ecological pattern and process. We recommend using the following criteria to stratify a global survey design: biogeographic region, depth, horizontal distance, substrate type, high and low climate hazard, fished/unfished, near/far from sources of pollution, licensed/protected from industry activities. We consider both spatial and temporal surveys, and emphasize new biological data collection that prioritizes southern and polar latitudes, deeper (> 2000 m) depths, and midwater environments. We provide guidance on observational, experimental, and monitoring needs for different benthic and pelagic ecosystems. We then review recent efforts to standardize biological data and specimen collection and archiving, making “sampling design to knowledge application” recommendations in the context of a new global program. We also review and comment on needs, and recommend actions, to develop capacity in deep-sea research; and the role of inclusivity - from accessing indigenous and local knowledge to the sharing of technologies - as part of such a global program. We discuss the concept of a new global deep-sea biological research program ‘ Challenger 150 ,’ highlighting what it could deliver for the Ocean Decade and UN Sustainable Development Goal 14.

Abstract:The 2022 Global Deep-Sea Capacity Assessment is a baseline assessment of the technical and human capacity for deep-sea exploration and research in every coastal area with deep ocean worldwide. From 200 to nearly 11,000 meters below sea level, the deep sea encompasses the single largest—and arguably the most critical—biosphere on Earth. Globally, two-thirds of all exclusive economic zones combined have water depths between 2,000 and 6,000 meters, making this a particularly critical depth range to access. This study includes information for 186 countries and territories, analyzed by subregional, regional, and income groups. The data were collected through both an online survey and manual research. We found that globally, 52% of respondents agreed that exploration and research were considered important in their community. A third of respondents agreed they had the in-country technology to conduct deep-sea exploration and research, and half agreed they had in-country deep-sea expertise. Survey results revealed that the most important challenges worldwide are funding, access to vessels, and human capacity. The top three global opportunities for deep-sea exploration and research were training opportunities, less expensive data collection technology, and better data access and analysis tools. This assessment provides the baseline information necessary to strategically develop, equitably implement, and quantitatively measure the impact of deep-sea exploration and research capacity development over the coming years. It is now possible to measure the evolution of deep-sea capacity over the next decade, an important indicator of progress during the UN Decade of Ocean Science for Sustainable Development.

Abstract:The National Oceanic and Atmospheric Administration's Office of Ocean Exploration (OE) was born out of a growing national concern over the state of the ocean, and out of the urgent need for a better understanding of our ocean globally. The US Government empowered a panel of experts in 2000 to develop a national strategy for ocean exploration and the result was a report titled Discovering Earth's Final Frontier: A U.S. Strategy for Ocean Exploration. Created in direct response to the recommendations of this panel, OE has funded a multitude of expeditions and projects to gain a more thorough understanding of little-known or unknown ocean regions. With the establishment of OE, NOAA developed an opportunity to reach out in new ways to teachers, students, and the general public to share the excitement of daily discoveries while at sea and to demonstrate the cutting-edge technology and science behind these exploration initiatives. Ten percent of OE program funds are invested in a robust and diverse Education and Outreach Program designed to support Key Objective 4 of the President's Panel Report. This objective specifically calls for reaching out in new ways to stakeholders to improve the literacy of learners with respect to ocean issues. As exciting expeditions are the core of our NOAA program, education and outreach efforts are focused around these missions. Through various initiatives, OE works with traditional and non-traditional programs to provide opportunities to enhance ocean literacy.

Abstract:The importance of understanding the complexities of societal relationships with our global ocean, and how these influence sustainable management and effective, equitable governance, is crucial to addressing ocean challenges. Using established horizon scanning method, this paper explores current trends in marine social sciences through a survey of the global marine social science research and practitioner community (n = 106). We find that marine social sciences research is broad, covering themes relating to governance and decision-making, stakeholder participation and engagement, the socio-cultural dimensions of marine systems, ocean literacy, community-based and area-specific management, and the blue economy, and identify future research priorities highlighted by the community. Our results, however, suggest several barriers persist, including the relationship between marine social sciences and other disciplines, and the visibility and recognition of marine social sciences both internal and external to academia. Finally, the paper generates prospective thinking and highlights recommendations for future research and practice.

Abstract:Emerging underwater survey technologies are revolutionizing the way we explore and understand the underwater world. This review examines the latest advancements in underwater survey equipment, highlighting their operational benefits and potential areas for future development. Recent developments in underwater survey technologies have led to significant improvements in accuracy, efficiency, and data quality. Advanced sonar systems, such as multibeam and sidescan sonars, provide high-resolution images of the seafloor, allowing for detailed mapping of underwater features. Autonomous underwater vehicles (AUVs) equipped with sophisticated sensors and cameras enable precise data collection in challenging environments, such as deep-sea areas or complex underwater structures. The operational benefits of these technologies are vast. They allow for faster surveying, reduced costs, and improved safety for personnel. Additionally, the high-quality data obtained from these surveys can lead to better decision-making in various industries, including offshore energy, marine research, and underwater archaeology. Looking ahead, the future of underwater survey technologies is promising. There is a growing interest in developing integrated systems that combine multiple sensors and data processing capabilities to provide a more comprehensive view of underwater environments.
