Abstract:For thousands of years humankind has sought to explore our oceans. Evidence of this early intrigue dates back to 130,000BCE, but the advent of remotely operated vehicles (ROVs) in the 1950s introduced technology that has had significant impact on ocean exploration. Today, ROVs play a critical role in both military (e.g. retrieving torpedoes and mines) and salvage operations (e.g. locating historic shipwrecks such as the RMS Titanic), and are crucial for oil and gas (O&G) exploration and operations. Industrial ROVs collect millions of observations of our oceans each year, fueling scientific discoveries. Herein, we assembled a group of international ROV experts from both academia and industry to reflect on these discoveries and, more importantly, to identify key questions relating to our oceans that can be supported using industry ROVs. From a long list, we narrowed down to the 10 most important questions in ocean science that we feel can be supported (whole or in part) by increasing access to industry ROVs, and collaborations with the companies that use them. The questions covered opportunity (e.g. what is the resource value of the oceans?) to the impacts of global change (e.g. which marine ecosystems are most sensitive to anthropogenic impact?). Looking ahead, we provide recommendations for how data collected by ROVs can be maximised by higher levels of collaboration between academia and industry, resulting in win-win outcomes. What is clear from this work is that the potential of industrial ROV technology in unravelling the mysteries of our oceans is only just beginning to be realised. This is particularly important as the oceans are subject to increasing impacts from global change and industrial exploitation. The coming decades will represent an important time for scientists to partner with industry that use ROVs in order to make the most of these 'eyes in the sea'.

Abstract:Revolutionary advancements in underwater imaging, robotics, and genomic sequencing have reshaped marine exploration. We present and demonstrate an interdisciplinary approach that uses emerging quantitative imaging technologies, an innovative robotic encapsulation system with in situ RNA preservation and next-generation genomic sequencing to gain comprehensive biological, biophysical, and genomic data from deep-sea organisms. The synthesis of these data provides rich morphological and genetic information for species description, surpassing traditional passive observation methods and preserved specimens, particularly for gelatinous zooplankton. Our approach enhances our ability to study delicate mid-water animals, improving research in the world's oceans.

Undermining by Mining? Deep Seabed Mining in Light of International Marine Environmental Law

Abstract:Some forty years ago, the UN Convention on the Law of the Sea 1982 (UNCLOS) created an unusual regime for states to collectively manage common natural resources on the international seabed beyond national jurisdiction (known as "the Area") through the International Seabed Authority (ISA). In the intervening years, scientists have increasingly been warning about the serious environmental risks of mining seabed minerals. At this pivotal point in time, when states are negotiating whether or not to allow seabed mining, this essay explores the risk of undermining by mining, that is, contravening international marine environmental law and the obligations and responsibilities of states thereunder by allowing commercial mining activities to commence. We argue that allowing seabed mining in the Area at this juncture, when so much about the deep ocean remains unknown, would risk frustrating a host of measures, achievements, and progress to enhance marine environmental protection, particularly in areas beyond national jurisdiction. We begin with an overview of the ISA and its work to date, before discussing potential interactions between seabed mining and marine environmental law and policies, with a particular focus on the new ocean biodiversity agreement. We conclude by urging states to take cognizance of their overarching duty to protect and preserve the marine environment and ensure that all decisions taken with respect to seabed mining are consistent with their obligations and responsibilities under international law.
Reaching out in new ways: working with alternative schools and underrepresented groups to improve ocean literacy through the National Oceanic and Atmospheric Administration's Office of Ocean Exploration

Abstract:The National Oceanic and Atmospheric Administration's Office of Ocean Exploration (OE) was born out of a growing national concern over the state of the ocean, and out of the urgent need for a better understanding of our ocean globally. The US Government empowered a panel of experts in 2000 to develop a national strategy for ocean exploration and the result was a report titled Discovering Earth's Final Frontier: A U.S. Strategy for Ocean Exploration. Created in direct response to the recommendations of this panel, OE has funded a multitude of expeditions and projects to gain a more thorough understanding of little-known or unknown ocean regions. With the establishment of OE, NOAA developed an opportunity to reach out in new ways to teachers, students, and the general public to share the excitement of daily discoveries while at sea and to demonstrate the cutting-edge technology and science behind these exploration initiatives. Ten percent of OE program funds are invested in a robust and diverse Education and Outreach Program designed to support Key Objective 4 of the President's Panel Report. This objective specifically calls for reaching out in new ways to stakeholders to improve the literacy of learners with respect to ocean issues. As exciting expeditions are the core of our NOAA program, education and outreach efforts are focused around these missions. Through various initiatives, OE works with traditional and non-traditional programs to provide opportunities to enhance ocean literacy.

Abstract:Deep-sea environment, characterized by high pressures, extremely high/low temperatures, limited photosynthesis-generated organic matter, darkness, and high levels of corrosion, is home to flourishing special ecosystems in the world. Here, we illustrate how the deep-sea equipment offers insights into the study of life in the deep sea based on the work in the past five decades. We first describe how organisms in the deep sea are studied, even though it is highly difficult to get access to such extreme environments. We then explain the role of deep-sea technologies in advancing research on the evolution of organisms in hydrothermal vents, cold seeps, seamounts, oceanic trenches, and whale falls from the following perspectives: biological diversity, mechanisms of environmental adaptation, biological evolution, and ecosystem connectivity. Finally, to better understand the function and service of deep-sea organisms, and further conserve the special creatures under anthropologic activity and climate change, we highlight the importance of innovative deep-sea technologies to promote cutting-edge research on deep-sea organisms, and note the remaining challenges and developing directions for deep-sea equipment.
Microbe-mineral biogeography from multi-year incubations in oceanic crust at North Pond, Mid-Atlantic Ridge

Abstract:Subseafloor oceanic crust is a vast yet poorly sampled habitat for life. Recent studies suggest that microbial composition in crustal habitats is variable in space and time, but biogeographic patterns are difficult to determine due to a paucity of data. To address this, we deployed hundreds of mineral colonization experiments at and below the seafloor for 4-6 years at North Pond, a borehole observatory network in cool (<10°C) and oxic oceanic crust on the western flank of the Mid-Atlantic Ridge. The overall community composition of mineral incubations reveals that colonization patterns are site dependent, with no correlation to mineral type. Only a few members of the Thioalkalispiraceae and Thioprofundaceae exhibited a mineral preference pattern, with generally higher abundance on metal sulphides compared to silicates, while taxa of the Gammaproteobacteria and Deltaproteobacteria were common in the colonization experiments. In comparison to datasets from other crustal habitats, broader biogeographic patterns of crustal communities emerge based on crustal habitat type (surface-attached communities versus fluid communities), redox environment and possibly crustal age. These comparisons suggest successional biogeography patterning that might be used as an indicator of how recently permeable pathways were established within oceanic crust.

Abstract:Robust sampling of animals is necessary for understanding ocean ecology, but evaluating the effectiveness of our samplers is a challenge. Scientific echosounders were added to two robotic platforms carrying video imaging systems: a remotely operated vehicle (ROV) and an autonomous underwater vehicle (AUV). The vehicles were used to quantitatively sample midwater life in Monterey Bay along horizontal transects at incremental depths ranging from 25 to 1000 m. The echosounders allowed the bulk behavioral responses of animals to be observed up to 200 m forward of each platform. These responses observed included no response, continual avoidance, avoidance to a fixed range resulting in a patch, and attraction. There were strong and interacting effects of depth and platform type on behavioral responses. Measurements of acoustic backscatter showed that animals responded more strongly to the AUV than the ROV. During AUV surveys, there were effects of day/night and the use of artificial illumination on animal responses. Behavioral responses to our sampling were both species‐ and context‐dependent. These data inspired the expansion of an existing mathematical framework that formalized the processes affecting the sampling of motile ocean organisms. Originally developed for net sampling, we generalized the equations to be platform‐ and sensor‐agnostic and incorporated animal decision‐making processes to allow for behaviors consistent with the full range of responses we observed. These results and the framework can help move toward more effective sampling of motile animals in the ocean.

Abstract:Information obtained from fish otoliths has been a critical component of fisheries management for decades. The nature of this information has changed over time as management goals and approaches have shifted. The earliest and still most pervasively used data are those of annual age and growth used to calculate the demographic rates of populations in single-species management strategies. Over time, the absence of simple stock-recruitment relationships has focused attention on the youngest stages, where otolith microstructure resolved on a daily basis has become a valuable tool. As management has transitioned to more ecosystem-based approaches, the need to understand ecological and oceanographic processes has been advanced through the analysis of daily otolith microstructure. Recent field examples illustrate how otolith microstructure data have been used to reveal environmental influences on larval growth, traits that lead to higher survivorship, mechanisms of larval transport, dynamics of dispersal and population connectivity, determinants of recruitment magnitude, carry-over processes between life stages, habitat-specific juvenile survival, and identification of natal sources. Daily otolith-derived data collected at an individual level are increasingly combined with data from other disciplines and incorporated into individual-based models, which in turn can form the building blocks of complex models of ecosystem dynamics. A mechanistic understanding of the ecology of young stages is particularly necessary in light of a rapidly changing ocean environment, as we need to be able to predict individual and population responses to perturbations. Otolith microstructure analysis is an important tool in our management arsenal, contributing to a broader understanding of the oceanographic and ecological processes underlying ecosystem dynamics.

Abstract:The ocean plays a crucial role in the functioning of the Earth System and in the provision of vital goods and services. The United Nations (UN) declared 2021–2030 as the UN Decade of Ocean Science for Sustainable Development. The Roadmap for the Ocean Decade aims to achieve six critical societal outcomes (SOs) by 2030, through the pursuit of four objectives (Os). It specifically recognizes the scarcity of biological data for deep-sea biomes, and challenges the global scientific community to conduct research to advance understanding of deep-sea ecosystems to inform sustainable management. In this paper, we map four key scientific questions identified by the academic community to the Ocean Decade SOs: (i) What is the diversity of life in the deep ocean? (ii) How are populations and habitats connected? (iii) What is the role of living organisms in ecosystem function and service provision? and (iv) How do species, communities, and ecosystems respond to disturbance? We then consider the design of a global-scale program to address these questions by reviewing key drivers of ecological pattern and process. We recommend using the following criteria to stratify a global survey design: biogeographic region, depth, horizontal distance, substrate type, high and low climate hazard, fished/unfished, near/far from sources of pollution, licensed/protected from industry activities. We consider both spatial and temporal surveys, and emphasize new biological data collection that prioritizes southern and polar latitudes, deeper (> 2000 m) depths, and midwater environments. We provide guidance on observational, experimental, and monitoring needs for different benthic and pelagic ecosystems. We then review recent efforts to standardize biological data and specimen collection and archiving, making “sampling design to knowledge application” recommendations in the context of a new global program. We also review and comment on needs, and recommend actions, to develop capacity in deep-sea research; and the role of inclusivity - from accessing indigenous and local knowledge to the sharing of technologies - as part of such a global program. We discuss the concept of a new global deep-sea biological research program ‘ Challenger 150 ,’ highlighting what it could deliver for the Ocean Decade and UN Sustainable Development Goal 14.

Seabed mining could come at a high price for a unique fauna

Abstract:The deep seafloor is teeming with life, most of which remains poorly known to science. It also constitutes an important reserve of natural resources, particularly minerals, that mining companies will start harvesting in the next few years (Nat Rev Earth Environ, 1, 2020, 158). In this context, broad biodiversity assessments of deep-sea ecosystems are urgently needed to establish a baseline prior to mining. However, significant gaps in our taxonomic knowledge and the high cost of sampling in the deep sea limit the effectiveness of conventional morphology-based surveys. In this issue of Molecular Ecology, Laroche et al. (Mol Ecol, 2020) capitalize on high throughput molecular methods to conduct one of the most detailed and rigorous surveys of the composition and biogeography of deep-seafloor metazoan communities to date. The authors show that deep seamounts in the Clarion Clipperton Zone are inhabited by rich metazoan communities that are distinct from those of the surrounding abyssal plains. These results have important conservation implications: if communities on deep seamounts were to persist after large-scale industrial mining operations on the surrounding plains, the seamounts would not serve as appropriate reservoirs to repopulate impacted areas.
How does learning about the future of the ocean impact children's emotional wellbeing? Insights from ocean literacy educators in Aotearoa New Zealand

Abstract:Four decades of research on the health effects of 'connection to nature' identifies many wellbeing advantages for young people. Yet this literature has developed largely without reference to biophysical evidence about mass biodiversity loss, the degradation of marine environments and climate change. As these interlocking planetary crises progress, children will be more likely to witness the marine environments they learn about degrade or disappear as they grow up. Improving ocean literacy is important to protect marine environments into the future. However little is known about how learning about ocean degradation affects young people's emotional wellbeing. We undertook qualitative research to investigate how ocean literacy educators in Aotearoa New Zealand view the content they deliver in relation to the emotional wellbeing of young people. Semi‐structured interviews were conducted with 21 key informants from non‐government organisations (NGOs), Ministry of Education funded programmes, university‐community partnerships, youth‐led initiatives and local and national museums and aquariums. Transcripts were analysed using the six steps of Braun and Clarke's (2022) reflexive thematic analysis. Ocean literacy education was described as positively affecting young people's emotional wellbeing through interactive experiences in coastal environments. These provided opportunities for experiencing wonder, curiosity and a shared sense of connection and belonging. Educators reported witnessing distress and overwhelm in young people when some information was delivered. This resulted in educators 'not focusing on the negative' and moving straight to solutions young people could take part in. Our findings provide opportunities for re‐imagining ocean literacy education as a space for promoting mental wellbeing, especially when young people have the opportunity to be part of collective experiences that promote joy and wonder. Intergenerational solutions where young people can be supported to take action with adults who work in solidarity with them are also recommended. Further research into how educators can be resourced to acknowledge and facilitate support around young people's negative emotional responses (such as grief, overwhelm and anxiety) is required. Abstract:Advancements in space-based ocean observation and computational data processing techniques have demonstrated transformative value for managing living resources, biodiversity, and ecosystems of the ocean. We synthesize advancements in leveraging satellite-derived insights to better understand and manage fishing, an emerging revolution of marine industrialization, ocean hazards, sea surface dynamics, benthic ecosystems, wildlife via electronic tracking, and direct observations of ocean megafauna. We consider how diverse space-based data sources can be better coupled to modernize and improve ocean management. We also highlight examples of how data from space can be developed into tools that can aid marine decision-makers managing subjects from whales to algae. Thoughtful and prospective engagement with such technologies from those inside and outside the marine remote sensing community is, however, essential to ensure that these tools meet their full potential to strengthen the effectiveness of ocean management.

Abstract:Biological rhythms are widely known in terrestrial and marine systems, where the behaviour or function of organisms may be tuned to environmental variation over periods from minutes to seasons or longer. Although well characterized in coastal environments, phenology remains poorly understood in the deep sea. Here we characterized intra-annual dynamics of feeding activity for the deep-sea octocoral Paragorgia arborea . Hourly changes in polyp activity were quantified using a time-lapse camera deployed for a year on Sur Ridge (1230 m depth; Northeast Pacific). The relationship between feeding and environmental variables, including surface primary production, temperature, acoustic backscatter, current speed and direction, was evaluated. Feeding activity was highly seasonal, with a dormancy period identified between January and early April, reflecting seasonal changes in food availability as suggested by primary production and acoustic backscatter data. Moreover, feeding varied with tides, which likely affected food delivery through cyclic oscillation in current speed and direction. This study provides the first evidence of behavioural rhythms in a coral species at depth greater than 1 km. Information on the feeding biology of this cosmopolitan deep-sea octocoral will contribute to a better understanding of how future environmental change may affect deep-sea coral communities and the ecosystem services they provide.
Shellogy: reading abalone shells to empower reef-scale management

Abstract:Developing spatially explicit assessment and management techniques that engage stakeholder behaviour has been an enduring priority for fisheries targeting benthic marine invertebrates like abalone. This study describes the basis of 'Shellogy'; a concept with the potential to empower reef-scaled management by using shell morphology to qualitatively evaluate abalone populations and their variability. The premise of shellogy is that a range of shell characteristics, previously established as distinguishing between populations with differing life history parameters, are also indicative of relative age and stage of maturation. Using the analysis of existing data, literature synthesis and illustrations, together with simulation of length frequency histograms, this study establishes from first principles that the morphometric ratios of abalone shells, along with superficial internal and external shell characteristics, change predictably with age and maturation. This study explains how recognising the connection between shell shape, and relative age and maturity, enables the appearance of shells in populations and catches, to be used to inform qualitative reef-scale assessment and facilitate stakeholder engagement with reef-scale management initiatives.

Abstract:Despite the opportunity to integrate ocean literacy in schools, there is limited global evidence that learning about the ocean has been prioritised in formal educational systems. An overloaded curriculum, teacher's lack of ocean knowledge and the limited availability of educational resources are the main barriers for the inclusion of ocean topics in schools. To tackle these challenges, we developed an ocean education training program for primary school teachers and provided them with teaching resources to deliver ocean concepts and increase awareness of a local marine environment. Our results showed a positive response from teachers regarding the program, their experience, and the incorporation of ocean literacy in their lessons across different learning areas. This study emphasises the importance of training teachers in ocean literacy and can be used as a model to design marine education programs that consider the local, cultural, and environmental context of individual schools.

Abstract:The water column of the deep ocean is dark, cold, low in food, and under crushing pressures, yet it is full of diverse life. Due to its enormous volume, this mesopelagic zone is home to some of the most abundant animals on the planet. Rather than struggling to survive, they thrive—owing to a broad set of adaptations for feeding, behavior, and physiology. Our understanding of these adaptations is constrained by the tools available for exploring the deep sea, but this tool kit is expanding along with technological advances. Each time we apply a new method to the depths, we gain surprising insights about genetics, ecology, behavior, physiology, diversity, and the dynamics of change. These discoveries show structure within the seemingly uniform habitat, limits to the seemingly inexhaustible resources, and vulnerability in the seemingly impervious environment. To understand midwater ecology, we need to reimagine the rules that govern terrestrial ecosystems. By spending more time at depth—with whatever tools are available—we can fill the knowledge gaps and better link ecology to the environment throughout the water column.

Abstract:The 2022 Global Deep-Sea Capacity Assessment is a baseline assessment of the technical and human capacity for deep-sea exploration and research in every coastal area with deep ocean worldwide. From 200 to nearly 11,000 meters below sea level, the deep sea encompasses the single largest—and arguably the most critical—biosphere on Earth. Globally, two-thirds of all exclusive economic zones combined have water depths between 2,000 and 6,000 meters, making this a particularly critical depth range to access. This study includes information for 186 countries and territories, analyzed by subregional, regional, and income groups. The data were collected through both an online survey and manual research. We found that globally, 52% of respondents agreed that exploration and research were considered important in their community. A third of respondents agreed they had the in-country technology to conduct deep-sea exploration and research, and half agreed they had in-country deep-sea expertise. Survey results revealed that the most important challenges worldwide are funding, access to vessels, and human capacity. The top three global opportunities for deep-sea exploration and research were training opportunities, less expensive data collection technology, and better data access and analysis tools. This assessment provides the baseline information necessary to strategically develop, equitably implement, and quantitatively measure the impact of deep-sea exploration and research capacity development over the coming years. It is now possible to measure the evolution of deep-sea capacity over the next decade, an important indicator of progress during the UN Decade of Ocean Science for Sustainable Development.
