Abstract:Despite the opportunity to integrate ocean literacy in schools, there is limited global evidence that learning about the ocean has been prioritised in formal educational systems. An overloaded curriculum, teacher's lack of ocean knowledge and the limited availability of educational resources are the main barriers for the inclusion of ocean topics in schools. To tackle these challenges, we developed an ocean education training program for primary school teachers and provided them with teaching resources to deliver ocean concepts and increase awareness of a local marine environment. Our results showed a positive response from teachers regarding the program, their experience, and the incorporation of ocean literacy in their lessons across different learning areas. This study emphasises the importance of training teachers in ocean literacy and can be used as a model to design marine education programs that consider the local, cultural, and environmental context of individual schools.

What problem does this paper attempt to address?
The paper aims to address the following issues: 1. **Lack of ocean literacy in the education system**: Despite the significance of incorporating ocean literacy into school education, there is little evidence globally that formal education systems prioritize ocean education. The main reasons include an overloaded curriculum, teachers' lack of ocean knowledge, and limited educational resources. 2. **Enhancing ocean literacy among elementary school teachers**: By providing ocean education training programs and teaching resources to elementary school teachers, their ability to teach ocean concepts can be increased, and students' awareness of the local marine environment can be improved. 3. **Designing ocean education programs that align with local culture and environmental context**: The research emphasizes the importance of training teachers in ocean literacy and can serve as a reference model for designing ocean education programs tailored to the specific conditions of each school (such as local culture and environment). By implementing this professional development training program, the paper seeks to explore the following research questions: - Will teachers who participate in the training increase the frequency of teaching ocean science in the classroom? - How do teachers perceive the use of children's picture books as an accessible and engaging way to teach ocean science concepts? - To what extent do teachers find the training program helpful and relevant to their ocean science teaching practices?
