Abstract:With the further deepening of reform and opening up Chinese, new urbanization has been rapidly developed; the shortage of community public culture service has become a grim reality. With the rapid development of Chinese higher education, the central government educational funds input has entered into the "4%" era, libraries of colleges and universities of China have already had the resources, talents and basic conditions to participate in the construction of public cultural service system. The participation way mainly include: active participation in the resources sharing mechanism guided by the government; provide digital resources sharing service by using information technology; use of local characteristic literature and academic and professional resources to support economic and social development; develop community public culture service activities in various forms.

Abstract:Abstract With the spatial culture theory as the basis and from the perspective of cultural heritage, this paper elucidates the construction of the Liu Xiao Ling Tong Book Pavilion of Yunnan Normal University (which may also be interpreted as a Traditional Culture Commons), introduces modern library concepts such as ‘celebrity charm’, featured resources and space reconstruction, as well as provides enlightenment to the library cycle with Chinese wisdom and experience. This paper applies participant observation method, interviewing method and textual analysis method with the data collection period from September 2015 to December 2016. Through library space reconstruction and the inheritance of certain outstanding features of Chinese culture, the Liu Xiao Ling Tong Book Pavilion has had an influence among university faculty and students, the university library circle in China and even the entire education circle, while also complemented and improved the applicability of the spatial culture theory in the library circumstance.

Abstract:The report of the 19th National Congress of the Communist Party of China proposed to implement the strategy of rural revitalization. The rural culture construction is the soul of the strategy of rural revitalization. In the overall environment of comprehensive and sustainable development of our society, the university libraries play an important role in serving local areas. This paper summarizes the current situation and existing problems of rural cultural construction in Daqing and puts forward solutions and specific countermeasures for promotion of rural cultural construction by the university libraries in Daqing. This discuss enrich ed the study of cultural construction within the scope of small administrative regions in China and related contents of cultural reconstruction in Rural Revitalization Strategy.

Abstract:The communication and cooperation between China and the United States has always been in the central of China library profession’s international cooperation activities. Research on such issue would benefit to our foreign communication practice in different ways. From the onset of mentioned above, the article researches on the history of Sino-American library communication and cooperation, using the method of content analysis, and finds out 8 kinds of cooperation activities: cooperative library, collection exchange, cultural exhibition, rare collection digitization, non-rear-collection digitization, international conference, librarian exchange, and others. Based on the continuum of “Cultural Communication-Professional Communication”, the authors classify these activities into 3 types, including cultural communication, professional communication and interim activities. Advantages, disadvantages and possible situations of 8 cooperation activities are discussed as well. It’s meant to be useful to libraries and librarians and as a guide in adopting different kinds of cooperation under different circumstances.

Abstract:Library is a service organization for the storage and dissemination of scientific and cultural knowledge, the excitation pathways of its cultural self-consciousness are cultural awareness, cultural reflection and cultural development.We must grasp the new content of library culture to cultivate a high degree of cultural awareness from the thought and development law. We should promote the development and prosperity of library culture through the inheritance and innovation and carrying out the theme cultural activities. Besides, we should strengthen the hardware construction,improve the software environment, enhance the quality and capacity of staff, strengthen the communication with readers,giving full play to library's cultural guiding role and so on, these are effective ways for achieving library's cultural selfconsciousness, cultural self-confidence and cultural self-improvement.

Abstract:Public libraries across the world are well-known for the promotion of literacy and lifelong learning. However, at the same time, they are important social and community spaces in which community members can engage with each other. With this in mind, this study looks at the ways in which public libraries in China, Taiwan and Hong Kong fulfil these roles in their respective communities. The public libraries chosen for this study were namely: Shanghai Library, Taipei Public Library and Hong Kong Central Library. A total number of 788 responses were collected from all three libraries. Results from the surveys indicated that public libraries in these communities were seen as being important for providing cost-free materials, entertainment, and, especially, contributing to the overall culture of the community at large. Results indicated that the public libraries chosen for this study have social and cultural values alongside its function as an information centre. These findings will be important in understanding the sociocultural roles of public libraries in East Asia.

Abstract:The analysis of present situation of university libraries in China shows that the literature resources and the readers are all diversified. The urge demand for the libraries includes fast and efficient services and group work. The university libraries are characterized as knowledge carriers, information servers and literature collectors. The libraries should be reformed to provide diversified resources, precise services and easy acquisition of literatures. The reform of university libraries should follow the way from library planning, resources construction to literature sharing. The construction of library houses, literature resources and librarian teams is analyzed. The reform will force the libraries to be specialized in providing literature services. The libraries will continue to function as a typical cultural area in university campus.
