Rural customers have higher expectations of power supply service, and they pay more attention to service experience and efficiency. Under the new urbanization and beautiful countryside construction, based on the analysis of the demand and situation of the rural power supply service, this paper proposes responsible advice on service targets, thoughts and systems, which is meaningful for the promotion of power supply service.

Abstract:This paper explored the consistency of rural public goods construction by using survey data ofTen Counties and A Hundred Villagesin China.The empirical analysis illustrated that rural households' most necessary public goods were roads,irrigation facilities and social security.The comparison between the demand of rural governments and households indicated that the consistency of rural public goods was at a low level.Based on results of multi-logit analysis and linear regression analysis,significant factors for consistency included: gender,Party status,whether working as a farmer,land per capita,whether a model of new countryside construction,whether there was an election for the village head and total public expenditure.Lastly,this paper provided some implications on related policies.

Abstract:Chinese government built and sustained a simple public service system based on egalitarianism and "from cradle to grave" in the pre-reform era. During 1980s and 1990s, public service reform was going on slowly with characters of urban-rural dichotomy, socialization, marketization and localization. Since 2002, Chinese government tried her best to build a more complete and universal public service system through reforms of social policy, fiscal regime and service provision mechanism. However, there are still many serious issues despite of great achievements: the proportions of public service spending to total fiscal spending still lower; the service standards far away from the true public needs; the obvious disparities among urban-rural, groups and regions remained. It is urgent for Chinese government to actively advance social policy reform and public service’s institution and mechanism innovation.

Abstract:In the context of building a strong cultural country to achieve spiritual wealth and promoting the high-quality development of public cultural services, cultural auditoriums, as the physical space and content carrier of rural public culture, have far-reaching impact on rural revitalization and strengthening of rural cultural construction. After 11 years of development, the number and quality of cultural auditoriums have greatly improved. However, there are still issues with public participation, content, and the depth of cultural activities. To explore the matching of supply and demand, this study reviewed existing literature, service norms, and other related documents in the service industry. An evaluation system of cultural auditorium service elements was developed, and a matching model of supply and demand was constructed to calculate the degree of matching of supply and demand of cultural auditorium services. The degree of matching of cultural auditorium service supply and demand of villagers with different characteristics was analyzed in detail. This helps to collect and analyze the villagers' demand in a targeted manner and optimize the service content and quality of cultural auditoriums. Optimize the service content and service level of cultural auditoriums.

Abstract:The rural revitalization policy can be said to be a major change in the party's agricultural policy and rural history. Rural revitalization is the rebirth of rural civilization, which is intimately connected with the growth of soft power. Culture should become a productive force; combined with the driving force of the village, culture should improve the quality of life, improve development conditions, guide civilization, and benefit the villagers. This article takes advantage of the data mining technology under the platform of big data to gather data related to rural public cultural services and presents the existing problems and countermeasures. In the satisfaction survey of existing facilities and venues, the satisfaction rate of the library is 47.36%, the satisfaction rate of the cultural center is 50.12%, and the satisfaction rate of the cultural square and Dabazi is 67.25%.

Abstract:In recent years,the domestic and foreign academia have conducted a comprehensive and systematic study on rural public service and its system and formed steady theoretical results. However,in the perspective of the existing literature,the scholars in China mostly discuss the macroeconomic policy of rural public service system and tend to be bonded by "diversification of supply" of the new public management theory,which leads to relatively narrow views and the lack of oretical tools. At present,the research of rural public service system should draw on the experience of "Joined-up Government" theory tending to collaboration and integration ,focus on the equalization of basic public services in urban and rural areas and explore the application standards of new rural public service system which are suitable for China’s current development.

Abstract:At present, the rural public cultural service is facing the dilemma that the supply and demand are not in place. The participation of the local forces represented by the grassroots rural talents in the rural public cultural service provides a breakthrough. Based on the “dual-track supply” model, this paper studies the action logic of the grassroots rural elites in Dachengqiao Town, Ningxiang City. The study found that the grassroots rural talents’ participation in public cultural services has a pre-existing mechanism: villagers’ recognition is the foundation, government empowerment is the premise, and participation motivation is the focus. After reaching the critical point and generating the supply behavior, the policy guidance and the villagers’ demand, respectively, shaped the action logic of the grassroots rural talents: the grassroots rural talents acted as the bridge between the government and the villagers. Through big data, cloud services, and intelligent life, we can narrow the gap of rural, public, cultural services, and open up the last mile of public cultural services. The government should improve the incentive mechanism of rural talents to strengthen the grassroots rural talents’ participation motivation and give full play to the role of rural talents; rural talents should actively give feedback to villagers’ demand and actively explore villagers’ cultural needs to improve rural public cultural services.

Abstract:Enhancing the country's cultural soft power is an important prerequisite for building a well-off society in an all-round way and realizing the great rejuvenation of the Chinese nation. At present, there are obvious cultural differences between urban and rural communities, especially in rural community construction. Based on the background of Rural Revitalization and taking the needs of farmers as the starting point, this paper deeply analyzes the problems existing in the current rural community public culture construction, such as insufficient capital investment, single supply mode, unbalanced supply, low participation of community residents and low utilization rate of public cultural facilities. On the basis of following the wishes of rural residents' cultural needs, this paper puts forward to broaden financing channels and improve corresponding systems, introduce professional teams, optimize and restructure the construction mode, and enrich the types of public culture in combination with the Internet. The construction of rural community public culture should always put the spiritual and cultural needs of farmers in the main position, and take serving farmers as the highest criterion.

Abstract:At present, the development of rural culture is gradually rising. Under the promotion of the sense of freedom and democracy, mobile information system also plays an important role in rural cultural services. This paper uses edge algorithm to build mobile information system, combined with rural cultural service elements, to carry out information construction for the people’s needs of tourism, information, and belief culture in the development of rural China. In this paper, with the county or township service projects as the research content and 200 residents of a community as the research object, using the way of questionnaire to survey the respondents, online questionnaire feedback results received 186, the effective rate of 93%. This paper investigates the project support of mobile information system for rural cultural services and the satisfaction degree of residents’ demand for various cultural resources. Research shows that the rural cultural service system based on mobile information system can improve the scope of cultural services. From the survey results, 65.53% of the people think that the cultural service system can reduce people's dependence on special cultural services, so as to obtain resources from the diversified information service system. 35.63% of the people said that the efficiency of cultural service system could be improved by more than 50% compared to that of offline cultural service. Others said that the rural cultural service system could basically meet their living needs. Therefore, whether from the perspective of cultural service or information system, the current rural cultural service mode and service process need to be constructed from the perspective of cultural service supply system reform.

Abstract:Purpose The purpose of this paper is to understand the consumption and demand of Chinese citizens for public digital culture, and make suggestions for government-supported public digital culture providers. Design/methodology/approach Through a questionnaire survey, this study investigates the provision of public digital cultural services (PDCS) from the perspective of consumption and demands. Findings The results indicate: the Chinese populace as a whole had low expenses on digital cultural services, and had not effectively utilized them to support their own development; significant disparities exist between demographics, particularly between urban and rural residents; the populace were strongly interested in participation in public digital culture, but the services had low actual utilization rates; and the services had been unable to meet the users’ quality-related demands. Originality/value The first study to approach the provision of PDCS from the side of consumption and user demand.
