Abstract:The Fifth Plenary Session of the 19th CPC Central Committee proposed to perform human-oriented novel urbanization, implement the urban renewal initiative and strengthen the renovation of old urban residential compounds and community construction. The supporting power supply project is an important energy infrastructure in urban residential area. At present, the policies on residential power supply are not well established e.g. investor, construction and engineering, property right, operation and maintenance service, investment return. The rights, responsibilities and benefits of the diversified stakeholders need to be further clarified. This paper sorts out and analyzes the typical international cases, takes reference of gas and heat supply sectors, and puts forward the model of investment, construction, operation and management of urban residential power supply project. For the renovation of power supply project of old residential compound, the model of “diversified investment, market-oriented conversion, ownership operation and reasonable investment return” is recommended so as to form the model of residential power supply project renovation, investment, operation and management featured with “government planning, voluntary participation of residents, engagement of multiply stakeholders, market-oriented operation, joint contribution and shared benefits”. With respect to the power supply project of newly-built residential compound, the model of “normalized supervision, benefit-targeted investment, standardized construction, ownership operation” is recommended so as to clarify the investment, operation, maintenance and service responsibilities in a scientific and rational manner, and establish a long-term mechanism of investment, construction and operation of power supply project of newly-built compound.
