Abstract:Daron Acemoglu and his co-authors adopt a mainstream approach in articles. In their books, they exhibit a biased analysis by employing taxonomic structures, selectively choosing historical examples, and downplaying significant factors like globalization, status emulation, and collective consciousness. Their analyses, centered on individual decision-making, overlook the evolutionary perspective. In this article, I argue that since the early 1980s, the new ICT-based wave of monopolization/oligopolization and globalization affected income distribution negatively within countries but positively between countries. The recent advancement of Artificial Intelligence (AI), which is also dealt with by Acemoglu and Simon Johnson in their book Power and Progress, seems to increasingly affect income inequality and to strengthen the power of Big Tech. An evolutionary institutional perspective, wherein the social selection mechanism itself adjusts to changing social conditions, might provide a counterbalance to anxious AI concerns.

Abstract:The boundary between the realms of law and economics is, happily, not impenetrable. Venturesome chiefs among the tribes on each side of the border cross it without passport or self-consciousness. One thinks of Yale's archetypal interdiseiplinarian, Walton Hamilton, and, on the current scene, of such dashing cross-border raiders from the law side as Baxter of Stanford, Turner of Harvard, Dam of Chicago, Fulda of Texas. The economists have countered with, among others, Adams of Michigan State, Phillips of Pennsylvania, Stigler of Chicago, Caves and Kaysen of Harvard, Levin of Hofstra. In this select group, Alfred E. Kahn's writings on antitrust policy have long since established his place.' His latest work, here reviewed, carries border-raiding to a new level of penetration, and raises the question whether the border exists in reality or only in the habits of academic curriculum planners.

Abstract:Leading economists address the ongoing challenges to economics in theory and practice in a time of political and economic crises. More than a decade of financial crises, sovereign debt problems, political conflict, and rising xenophobia and protectionism has left the global economy unsettled and the ability of economics as a discipline to account for episodes of volatility uncertain. In this book, leading economists consider the state of their discipline in a world of ongoing economic and political crises. The book begins with three sweeping essays by Nobel laureates Kenneth Arrow (in one of his last published works), Amartya Sen, and Joseph Stiglitz that offer a summary of the theoretical foundations of modern economics—the twin pillars of general equilibrium theory and welfare economics. Contributors then turn to macroeconomic stabilization and growth and, finally, new areas of research that depart from traditional theory, methodology, and concerns: climate change, behavioral economics, and evolutionary game theory. CORE Econ: a Neoclassical Synthesis for the twenty-first century?

Abstract:This paper provides a critical review of CORE Econ’s The Economy and associated materials. It argues that there is a need for reworked economics textbooks and that CORE Econ’s approach to this project – to replace mathematical abstractions with relevant real-world economics and to overcome the free market bias of introductory economics course – is well-founded. It is argued that The Economy contains a wealth of material which, in the hands of a sophisticated teacher, could form the basis of excellent introductory and intermediate economics modules. Despite this, however, the paper argues that the newly charted path through the economics discipline – using game theory and market imperfections as the entry point – is not easy to traverse. The demotion of Marshallian supply and demand is welcome and overdue, but its replacement is not yet fully formed. The CORE Econ authors’ claim that they present a unified model in which microeconomics and macroeconomics are coherently integrated – a new Neoclassical Synthesis – is overstated. In particular, the paper argues that students who do not have substantial access to tutoring and mentoring will find the text hard. Those students with only limited guidance and support – due to large cohorts, outside commitments or other reasons – are likely to struggle to learn directly from the text. For this reason, The Economy may favour stronger students and elite institutions over those further down the academic hierarchy. Most fundamentally, it is argued, the issues that surface in The Economy go beyond the specific implementation of a textbook, and reflect problems with the discipline itself. The Economy reflects the view that all economic problems can ultimately be understood in terms of individual optimisation. This assumption is highly controversial. A deeper rethink of how we teach undergraduates in economics is needed.

Abstract:US labor productivity has been stagnating since 2005 onward, averaging growth of only 1.3% a year since then, as opposed to 2.8% annual growth over the previous decade starting in 1995. The United States is not alone: According to McKinsey & Company data, labor productivity growth rates remain near historic lows in many other advanced economies. The slowdown in productivity growth in these economies is a problem — and a puzzle.The Productivity Puzzle: Restoring Economic Dynamism, edited by David E. Adler and Laurence B. Siegel, is an anthology of essays about this mysterious stagnation in productivity. It provides new policy solutions in addition to analyses of the problem.The book’s central innovation is that it is interdisciplinary. Traditional macroeconomics has trouble fully explaining the productivity puzzle because the sources of productivity growth often lie in a country’s specific economic practices and institutions. These institutional differences are better captured by political economists, historians, and social thinkers than by macroeconomists. But productivity also has macroeconomic components, including interest rate regimes and terms and amounts of trade, which are typically missing from political or institutional analyses. That is, neither the macroeconomic nor the institutional approach is adequate to fully capture all the drivers of productivity growth. As a result, the anthology consists of authors writing from multiple perspectives, not just mainstream economics or finance.The book offers analyses that investors may be unfamiliar with, including statistical debates about productivity measurement and the decline in US manufacturing employment, little-known interest rate mechanisms that might drive misallocations of the economy to lower productivity sectors, and institutional deficiencies in the US innovation “system” that make it hard for those in the United States to translate academic research into actual manufacturing processes as is done in Germany and Japan.Essays in the anthology explore whether the United States is still a start-up nation, implications for the economy of the rise of superstar firms, and finally, whether the United States is abandoning its commitment to free market competition. The increase in market concentration means that cellphone plans, internet service, and airline tickets are now more expensive in the United States than in Europe.Contributors to the book come from a variety of backgrounds and tend to have a global perspective. They include central bankers, political scientists who study innovation, financial economists, and the Nobel Laureate Edmund Phelps.The book consists in part of the proceedings from the landmark conference on productivity and dynamism, organized by the editors, that took place at the Museum of American Finance in New York in November 2017 and of which the CFA Institute Research Foundation was a sponsor, along with other firms and organizations. These proceedings have been augmented here by essays relevant to the topic, selected by the editors.These new analyses present innovation solutions to the problems the book discusses. Understanding the drivers of productivity stagnation and growth is vitally important for everyone, including investors. As Paul Krugman has said, “Productivity isn’t everything, but in the long run, it is almost everything.”We are thus very pleased to present The Productivity Puzzle: Restoring Economic Dynamism. We believe it is a substantial contribution to the literature on the sources of, and obstacles to, economic progress.

Economics for the Global Economic Order: The Tragedy of Epic Fail Equilibria

Abstract:This paper casts within a unified economic framework some key challenges for the global economic order: de-globalization; the rising impracticability of global cooperation; and the increasingly confrontational nature of Great Power competition. In these, economics has been weaponised in the service of national interest. This need be no bad thing. History provides examples where greater openness and freer trade emerge from nations seeking only to advance their own self-interests. But the cases described in the paper provide mixed signals. We find that some developments do draw on a growing zero-sum perception to economic and political engagement. That zero-sum explanation alone, however, is crucially inadequate. Self-serving nations, even when believing the world zero-sum, have under certain circumstances produced outcomes that have benefited all. In other circumstances, perfectly-predicted losses have instead resulted on all sides. Such lose-lose outcomes -- epic fail equilibria -- generalize the Prisoner's Dilemma game and are strictly worse than zero-sum. In our analysis, Third Nations -- those not frontline in Great Power rivalry -- can serve an essential role in averting epic fail outcomes. The policy implication is that Third Nations need to provide platforms that will gently and unobtrusively nudge Great Powers away from epic-fail equilibria and towards inadvertent cooperation.

Abstract:Classic economic science is reaching the limits of its explanatory powers. Complexity science uses an increasingly larger set of different methods to analyze physical, biological, cultural, social, and economic factors, providing a broader understanding of the socio-economic dynamics involved in the development of nations worldwide. The use of tools developed in the natural sciences, such as thermodynamics, evolutionary biology, and analysis of complex systems, help us to integrate aspects, formerly reserved to the social sciences, with the natural sciences. This integration reveals details of the synergistic mechanisms that drive the evolution of societies. By doing so, we increase the available alternatives for economic analysis and provide ways to increase the efficiency of decision-making mechanisms in complex social contexts. This interdisciplinary analysis seeks to deepen our understanding of why chronic poverty is still common, and how the emergence of prosperous technological societies can be made possible. This understanding should increase the chances of achieving a sustainable, harmonious and prosperous future for humanity. The analysis evidences that complex fundamental economic problems require multidisciplinary approaches and rigorous application of the scientific method if we want to advance significantly our understanding of them. The analysis reveals viable routes for the generation of wealth and the reduction of poverty, but also reveals huge gaps in our knowledge about the dynamics of our societies and about the means to guide social development towards a better future for all.

Abstract:Inhuman Power: Artificial Intelligence and the Future of Capitalism, written by Nick Dyer-Witheford, Atle Mikkola Kjosen, and James Steinhoff, offers a salient probe to re-examine the multi-layered nature of artificial intelligence. Contrary to the naive approach, which treats AI as a neutral and independent technological/scientific development, the study considers it as a phenomenon that penetrates various economic, social, and cultural structures and has the potential to transform them radically. It cultivates a comprehensive and deep approach to grasping the overlooked aspects of the knotty and vibrant relationship between AI and social processes by drawing and reinterpreting critical concepts of Marxist theory such as surplus value, labour power, relations of production and surplus-population. Furthermore, as its title underscores, aside from the implications of the current and limited AIs, the book also makes room for the authors' staid and rigorous assumptions about what shape it will take in the future and how it will relate to the metabolism of the capitalism.

Where high market shares and concentration were once thought to induce market power and cooperative behavior and thus higher prices, they are now presumed by many to be symptomatic of the greater efficiency (and hence lower prices?) of the leading firms. Where leading economists like George Stigler I and Jesse Markham' once expressed doubts concerning the extent of efficiency gains stemming from mergers, each new merger wave now brings forth a chorus of new hypotheses about the efficiency gains from mergers.

Abstract:Capitalism has always had vociferous critics, none of whom was more insightful than Marx. He recognized that although capitalism produced unprecedented wealth, behind its ideological patina of freedom, it was an exploitative social system wherein capitalists extracted workers’ surplus. Marx and other critics also held capitalism’s institutions of private property and markets to be corrupting. This has been a mistake. The problem is not these institutions but the inequality that co-evolved with them, providing elites with the political power to structure private property and markets to exploit producers. Marx believed that capitalism’s evolution would eventually empower producers to take political power, and that they would abandon these institutions. But these institutions are essential for economic dynamism and freedom. Blaming capitalism’s institutions of private property and markets for the injustices and social irrationality that accompanied them is a mistake that hinders evolution of a non-exploitative future that makes use of them.

Abstract:Based on an extensive survey of the members of the American Economic Association, the authors of this article compare consensus among economists on several economic propositions over four decades. The main result is an increased consensus on many economic propositions, specifically the appropriate role of fiscal policy in macroeconomics and income distribution issues. Economists now embrace the role of fiscal policy in a way not apparent in previous surveys and largely support government policies that mitigate income inequality. Another area of consensus is the concern with climate change and the use of appropriate policy tools to address it.

Abstract:The book provides a methodologically innovative and archivally rich story about the idea of productivity and the machines that promise to deliver it. Speaking to audiences across the histories of technology, diplomacy, economic ideas, labor, and political economy, the author offers a novel transatlantic framing of capitalism in the middle of the 20th century and its relation to technology, including computers. At the heart of the book are a series of interactions between workers, managers, and political figures from the United States and Germany, from the Weimar era to the 1950s about the notion of productivity and how it should be pursued. The author's story of automation offers an innovative model for work at the intersection of the history of capitalism and computing. In drawing on a comparative analysis of the German and United States experience of productivity in the middle decades of the 20th century, Productivity Machines casts new light on the relationship between technology and political economy. Automation and other managerial efforts to enhance productivity were controversial in both countries, the author shows, not only because they augured job losses, but because they revealed the contours of each nation's "variety of capitalism" and laid bare the power relations within it. Discussions of productivity made clear the limits of, or need for, labor power in corporate decision-making, revealed the vulnerability of a welfare system based on employer benefits, and drew attention to the limited benefits of mass production when untethered from wage gains that could sustain mass consumption.
