Abstract:Using the explanatory variables of individual attributes, commuting distance and land-use characteristics, this study develops a multinomial logistic model to examine the effects of the urban land-use characteristics on commuter travel, based on a travel survey of 1339 individuals from nine selected sub-districts of Hangzhou. The results show that, a car-dominated commuting pattern had come into being with high-density urban expansion and household income increase; and the land-use characteristics of small street blocks, high-density street networks, mixed land use, etc. are the encouraging factors of automobile dependence. These findings suggest that people’s travel behavior should be optimized towards achieving "green pattern" by synthesizing multiple tools of land use planning, car-use regulation and transit environment design.

Abstract:Many countries in the world have started to pursue for low-carbon transportation. Built environment interventions and transportation programs have become prevailing strategies for reducing greenhouse gas emissions. As one of the seminal series on “Advances in Transport Policy and Planning,” this book synthesizes the knowledge of land use and transport planning and their integration worldwide. We grouped the chapters in this book into three parts. Part I focuses on the impacts of land use and transportation programs on travel behavior. Part II elaborates on the movements of planning effort for urbanity and associated implications for transportation. Part III highlights research and practices pertinent to integrated transport and land use planning, particularly transit-oriented development. These chapters will help guide the development of research and practices in this field for years to come.

Abstract:Green city is a development concept that has been widely embraced by the international community, especially by metropolises. In a broad sense, “green” indicates a city's overall habitability, in terms of environmental health (pollution prevention and control, carbon emissions, and air quality), public space design (environmental aesthetics and a city's vitality), equality of the social resource distribution (housing supply and wealth inequality), transportation efficiency (green commuting), and sustainability of energy consumption (efficient use of renewable energy sources). China is facing a series of issues as it heads towards its green city vision. From the perspective of spatial planning, we believe high carbon emissions are fundamentally resulted from outdated construction methods due to inefficient land use and housing supply–demand mismatch, and long commutes for workers caused by the separation of residence from workplace. From the perspective of technologies used in the construction and maintenance of transportation facilities, we believe that the penetration of alternative-fuel vehicles (AFV) in public transport remains low, and the lack of profitability of urban rail transit is a problem that should be urgently addressed. New technologies and techniques are needed to reduce energy consumption and carbon emissions from the production of building materials and the construction and operation of buildings. The use of aging water and heat supply facilities leads to high loss rates. Meanwhile, China's resource recovery sector is still in its infancy, and the reliance on human labor to offer services such as waste sorting points to room for operating efficiency enhancement. This chapter discusses the goal of building green cities in the context of carbon neutrality, outlines possible policies and measures to address the above-mentioned issues, and quantifies the carbon emission reduction achieved by optimizing systems for urban planning and housing supply, and adopting new technologies.
Could Urban Spatial Planning Really Help to Reduce Urban Carbon Emissions? A Case of Hangzhou

Abstract:Since land use patterns could affect travel behaviors through urban forms, it has been argued whether transport-related carbon emissions could be reduced by spatial planning and land use policy. The big data mining combined with GIS technology enables the in-depth analysis of this topic. In this study, we applied GPS data of taxies and resident travel questionnaire of Hangzhou to map the spatial and temporal features of the transportation-related carbon emissions. Then, we explored the relationship between transportation-related carbon emissions and urban form based on the basic geographic unit of subdistrict (Jiedao). We described the urban form from three aspects of density, diversity, and road characteristics. And urban density was described from residential density and employment density. Moreover, we used the land use diversity and the occupational dwelling balance level diversity to present diversity. And road network connection and road area rate were applied to represent road characteristics. The regression analysis demonstrated that compared with density measurement indicators of compact development, indicators such as land use diversity and occupational dwelling balance level were more significant for reducing the carbon emissions from resident travels. In addition, considering the influences of spatial location, we conducted a GWR model to observe how urban form affected carbon emissions from resident travels. The results showed that there was an obvious spatial difference in the effects of land use diversity coefficient and road area ratio on the carbon emission intensity of travels. For the land use diversity, the most subdistricts presented the negative effects, and that of the positive coefficient was mainly distributed outside the urban core area. As to the road area ratio, subdistricts of the positive effects were mainly concentrated in the southeast and northwest of the urban core area, and others presented the negative effects. The findings of this study are further developed to provide policy implications to resolve China’s low-carbon urban development.

Abstract:The energy consumed by urban transportation systems has implications for local environmental protection and greenhouse gas emission reductions. It is widely claimed that in growing cities, individuals' transport energy use could be made more efficient by planning to control urban sprawl and create polycentric urban structures. However, existing conclusions are mixed. This paper contributes to this issue with an in-depth analysis of China's cities. Interestingly, polycentric cities demonstrated lower travel energy efficiency than monocentric ones. This is mainly because urban sub-center developments have failed to combine employment and residential land use. In these planned sub-centers, land use is usually dominated by either housing or industrial park developments, requiring people to commute long distances between home and work, and use cars at high rates. Increasing fragmentation of development management due to political decentralization has apparently worsened the job-housing imbalance. Though a significant effect of urban structure on transport energy consumption was observed, car use control policies had no effect, while a high level of metro services was associated with lower energy consumption.

Abstract:As to how to realize green transportation,this paper first discusses the concepts and their meanings,interrelations,and differences of urban sustainable,green,and low-carbon transportation,and analyzes the main factors and their mechanisms that influence green transportation.The paper proposes some principles and key-points for green transportation planning,in which intra-system optimization and intersystem coordination should be emphasized.Then,from urban spatial form and land use,transit prioritization,road network improvement and efficiency enhancement,to travelers' attitude and behavior changes,the paper introduces some ideas and suggestions in those areas to promote green transportation.Finally,the paper envisions the ideal pattern of a future city and its transportation system,i.e.,an eco-city with a comprehensive transportation system using transit as its primary means of travel,plus bicycling and walking as the secondary modes.

Abstract:In recent years, transport-related carbon emissions in cities have been increasingly recognized as a vital issue in relation to climate change. A transition in urban transport energy use has been called for by both politicians and the public. The use of less energy generally and greener energy if possible have been widely accepted by planners as the two goals of this transition. However, the question of whether and how we can achieve these goals through spatial planning remains debatable. This paper conducts a literature review examining the role of spatial planning in the transition in urban transport energy use. Four major aspects of spatial planning are discussed with regard to its influence on this transition: effectiveness, efficiency, equity and enforcement. Furthermore, the four main elements of the urban transport energy transition process will be addressed: instruments, individuals, institutions and the complex interactions between them. Ultimately, it is difficult to say whether spatial planning can play an efficient role in assisting the transition in urban transport energy use. However, it is clear that if it is to do so, it must be supported by proper policy instruments and enforced in a manner that changes current human practices and market conditions in the field of transport. Dealing with sociotechnical uncertainties in the process of transition is another challenge to spatial planning. More innovative approaches are needed if spatial planning practice is to assist in the transition towards a low carbon urban transport system and a low carbon city.

Abstract:Work on comparing cities in terms of their transport energy consumption and CO2 emissions in the urban passenger transport sector has rarely been done using detailed travel activity data that takes into account city level differences in terms of economic development, population, and urban form. A personal activity based approach is necessary to better reflect travel behavior change results from different social, economic, urban form, technical, and transportation policy situations in the future. The present study extends the existing activity, modal share, energy intensity, fuel/carbon intensity (ASIF) modeling framework by disaggregating travel activity into key structural components and city-specific factois for 288 prefectural level cities in China. Testable econometric modeling systems were built to link mode split and mode specific travel distances with local economic and urban form characteristics in four different population sizes and two urban form types, based on 187 travel surveys in 108 Chinese cities in the past two decades. Scenarios of energy use and carbon emissions between 2010 (baseline) and 2050 were developed. Results showed that in 2010 urban passenger road transport in China generated 396 Mt CO2 emissions and per capita urban passenger transport energy use increased as city size expanded. By 2030, under business as usual scenario assumptions, energy use in the urban passenger transport sector comprised 23.2 Mt of gasoline, 1.72 Mt of diesel, 3.36 billion M-3 of natural gas, and 0.62 billion kWh of electricity. While national policies targeting travel behavior change have been shown to mitigate emissions to some extent, urban transport policies targeted at specific spatial and temporal drivers of energy demand and emissions may be more effective in meeting policy goals. Short-term policies that promote car-pooling and ride sharing and medium-term policies that increase the cost of driving and promote public transport (such as transit oriented development, walkable neighborhood design, and parking pricing/restraint in city centers) help stabilize carbon emissions over the long term. However, the decision of building polycentric cities might have less significant impact on mitigating urban passenger transport in big cities. Moreover, large-scale promotion of electric vehicles should be designed from a long-term perspective rather than from a short-term one to achieve balanced carbon emissions in regard to the decarbonization process of electricity generation in China.

Abstract:Climate change is currently the biggest environmental threat, being the cities responsible for a significant impact on greenhouse gas emissions. In this sense, the transport sector is among the main causes for both emissions and the depletion of non-renewable resources. Considering this scenario, there is an appeal to build more accessible, smart, sustainable and energy-efficient cities, promoting energy transition in urban systems and increasing the quality of urban life. This review aims to analyse transport and urban mobility studies that employ optimisation techniques to achieve environmental-related, sustainability, energy transition or climate change mitigation goals. After an overview regarding modelling aspects of how such goals were addressed, the nature of the objective functions, the perspectives considered, and the network application, such studies were classified into five areas and further detailed. The areas comprise: (i) planning and policy-making; (ii) environmental variables; (iii) demand and traffic management; (iv) technology and energy; and (v) non-spatial measures. In this sense, future research directions should include optimisation models that consider the social aspects of transport and the interests of passengers, operators, and the community simultaneously, improve the modelling of environmental impacts to increase its robustness, and deal with large network problems.

Abstract:At the turn of the 21st century, urban development has experienced a paradigm shift so that the quest for smarter cities has become a priority agenda, with the direct participation of industry, policymakers, practitioners, and the scientific community alike. The 2008 financial crisis, the exodus from rural areas, and the densification of urban centers coupled with environmental and sustainability concerns have posed enormous challenges to municipalities all over the globe. The United Nations predicts that the world population will reach 9.8 billion by 2050, a growth of 2.1 billion from the 2018 level. Almost all of this population growth will occur in urban areas and, consequently, stress already overloaded transportation systems.

Abstract:In the context of the green economy and sustainable urban development, the rapid expansion of urban construction has given rise to pressing public health concerns, notably environmental pollution and the increased prevalence of chronic illnesses linked to swift urbanization. These urban health issues are escalating, prompting significant attention to the concept of creating "healthy cities". Meanwhile, the planning and design of urban street space have a far-reaching impact on urban residents' quality of life and health. Urban planners are facing challenges and need to follow the principle of a green economy while meeting the needs of residents for public activities and adapting to motor vehicle traffic. This study explores the optimization of urban street space to promote the harmonious coexistence between people and cars. This study actively explores the relationship between health, urban environment, and social background, focusing on promoting the harmonious coexistence between people and vehicles, especially the optimization goal of sharing urban streets. The study's main goal is to design a road that can meet the needs of citizens' public activities and accommodate motor vehicles, which conforms to the principle of a green economy. To achieve this, geographic information system (GIS) technology and a genetic algorithm (GA) are employed to optimize shared urban street spaces. Among them, GIS tools are used for spatial simulation to evaluate the effect of different shared street space configurations. The urban shared street space is gradually optimized through GA's selection, crossover, and mutation operations. Simulation experiments are conducted to determine the relationship between street space utilization and the elements of a healthy city, ultimately striving to identify the optimal design parameters for shared street spaces. The research results reveal that the urban street space is optimized from the three aspects of shared allocation of facilities resources, replacement of land use functions, and mixed layout of facilities, and the utilization rate of urban streets is finally ensured to reach 53.43%, fully assuming the essential functions of urban streets. This innovative approach bridges the gap between urban development and public health, offering valuable insights for sustainable urban space planning and enhanced living environments within the framework of the green economy.

Abstract:This article reviews the critical issues surrounding the development of sustainable urban environments, focusing on the impact of transport and urban form on energy consumption and greenhouse gas emissions. The aim is to provide an overview of the state-of-the-art on the subject and to unravel what directions the literature suggests for sustainable urban planning. Current research and practices are synthesized, highlighting the interdependence of urban design and transportation systems in achieving sustainability goals. Important dimensions and practices of city planning and transport policies are explored, including urban form, urban sprawl, mixed land use, densification and infill, and urban public spaces, and how these directly influence transport dynamics, including modal choices and energy consumption. Innovative approaches in urban planning, such as transit-oriented development, and technological advancements, such as electric mobility, are also examined and their potential roles in sustainable urban transport. The conclusion underscores the urgency of adopting holistic and adaptable strategies to foster sustainable urban environments, calling for concerted efforts from policymakers, urban planners, and communities. Awareness of the conclusions can help municipal decision-makers in planning their cities for a sustainable future. Finally, the authors analyze important directions for future research and practical applications towards developing cities that are environmentally sound, socially equitable, and economically viable.

Abstract:Urban form characterizes the spatial structure of fixed elements within a city, which affects daily life and has significant influence on environmental sustainability. Measuring the spatiotemporal characteristics of an urban form and its relationship with sustainable development is the basis of urban planning. Taking 27 large cities in the United States, Europe and China as examples, we developed a ternary graph to quantify urban forms based on the density distribution of the built-up area. The urban forms were divided into the following classes: central-compact, central-sprawl, decentralized-compact, and decentralized-sprawl. Spatially, the cities in the three regions have experienced rapid urban growth, while the urban forms vary greatly from region to region. Urban forms are dominated by decentralized-sprawl in the United States, and central-compact in Europe and China. Temporally, approximately 80% of sample cities kept the urban form class both in 1990-2000 and 2000-2014. It is noted that 40% of sample cities in China tended to grow in a more sprawling pattern in 2000-2014 than in 1990-2000. From the land-saving aspect of urban sustainable development, compact and central spatial growth can significantly reduce per capita land consumption. Population density decreases in all sample cities, but compact and central spatial growth slowed the rate of population density reduction.

Abstract:In the face of growing urban problems such as overcrowding and pollution, we urgently need innovative ideas to build smarter and greener cities. Current urban development strategies often fail to address these challenges, revealing a significant research gap in integrating advanced technologies. This study addresses these gaps by integrating green technologies and artificial intelligence (AI), studying its impact on achieving smart and sustainable habitats and identifying barriers to effective use of these technologies, considering local variations in infrastructural, cultural, and economic contexts. By analyzing how AI and green technologies can be combined, this study aims to provide a vision that can be used to improve urban development planning. The results emphasize the significance of environmental responsibility and technological innovation in the development of sustainable urban environments and provide practical recommendations for improving the overall quality of life in cities through planning and urban planning.
