Abstract:Limited land resources are used to meet the growing economic, social, and ecological needs of people in China. Food, energy, and water (F-E-W) are the basic resources for supporting human survival and the transformation of different land uses. This paper tries to construct a theoretical framework of land use and the F-E-W nexus and uses system dynamics to simulate the optimal allocation of land use in Shizuishan City, China, by comparing different scenarios that have different parameters related to F-E-W. The final results follow: (1) according to the relationship between land use and the F-E-W nexus, a three-layer nested theoretical framework is constructed. (2) Future land use under different scenarios differs. Under the scenarios of a less dependence on coal energy, a higher utilization efficiency of energy and agricultural water resources, and a lower grain self-sufficiency rate, there are less crop and urban lands but more ecological land. However, generally speaking, crop and rural construction lands tend to decrease, while urban and ecological lands tend to increase. (3) Combined with different objectives, the rapid transformation scenario is considered a better option in which to achieve a balance among the economy, society, and ecology. This paper also discusses the application of land use optimization in the delineation of three control lines in territory-space planning in China.

Abstract:The patterns of territorial spatial development determine the dynamic carbon balance in regional terrestrial ecosystems. In the context of global "carbon neutrality" and China's new urbanization transformation, it is urgent to establish development patterns that enhance terrestrial ecosystems' carbon sink capacity. To this end, the study establishes a systematic cognitive framework for the carbon balance effects of land use under urbanization. It proposes a "direct-indirect-potential" typology for the impact of urbanization-induced land use changes on terrestrial ecosystems' carbon cycling. To achieve the goal of carbon sequestration and increase in terrestrial ecosystems, the study explores the inherent logic of low-carbon optimization in territorial spatial layout. It also deconstructs the governance dimensions of low-carbon optimization in territorial spatial layout concerning "quantity, spatial layout, and spatial utilization". Finally, the study proposes policy instruments and improvement suggestions for supporting low-carbon adjustments in territorial spatial layout. In conclusion, the study's first contribution is the enhancement of low-carbon thinking in territorial spatial development and utilization. Secondly, it broadens the research path for low-carbon optimization in territorial space. The study highlights the positive role of territorial spatial layout optimization and governance in achieving regional "carbon neutrality" goals.

Abstract:As one of the core research aspect in Land use and land cover change, the optimal allocation of land use is soon becoming the key measure for sustainable land utilization. In this paper, we designed a method that could implement the multiobjective optimization model for sustainable land use in space automatically, thus we could obtain spatial optimal allocation. Yangshan Town was taken as the research district. First of all, analyzed land use structure which used to build a Digital Elevation Model in GIS technique, extracted land use pattern, aspect, slope from it, land suitability evaluation was calculated by altitude, soil quality and other eco-factors. Subsequently the research area was divided into four parts namely optimizing development zone, major development zone, limited development zone, and prohibited development zone based on their suitability. Thirdly, in accordance with the base map, adopted the depth-first search strategy to implement the structure optimal allocation in graphs with land suitability evaluation as threshold. The result showed that: (1) this method proposed a simple way that used quantity optimal outcomes to allocate in space, it could reduce the complexity in building a land use spatial optimization model, if dynamic elements such as timing, human behavior, etc. were less important risk factors while we took into account. (2) For considering the connection of graph, it could efficiently solve fragmentation compared with nothing but land suitability evaluation. (3) It could provide a convenient and precise approach for government land use planning.
Predicting Land Use Changes under Shared Socioeconomic Pathway–Representative Concentration Pathway Scenarios to Support Sustainable Planning in High-Density Urban Areas: A Case Study of Hangzhou, Southeastern China

Abstract:Amidst the challenges posed by global climate change and accelerated urbanization, the structure and distribution of land use are shifting dramatically, exacerbating ecological and land-use conflicts, particularly in China. Effective land resource management requires accurate forecasts of land use and cover change (LUCC). However, the future trajectory of LUCC, influenced by climate change and urbanization, remains uncertain. This study developed an integrated multi-scenario framework by combining system dynamics and patch-generating land use simulation models to predict future LUCC in high-density urban regions under various Shared Socioeconomic Pathway (SSP)–Representative Concentration Pathway (RCP) scenarios. The results showed the following: (1) From 2020 to 2050, cultivated land, unused land, and water are projected to decrease, while construction land is expected to increase. (2) Future land use patterns exhibit significant spatial heterogeneity across three scenarios. Construction land will expand in all districts of Hangzhou, particularly in the main urban areas. Under the SSP585 scenario, the expansion of construction land is most significant, while it is the least under the SSP126 scenario. (3) Distinct factors drive the expansion of different land use types. The digital elevation model is the predominant factor for the expansion of forest and grassland, contributing 19.25% and 30.76%, respectively. Night light contributes the most to cultivated land and construction land, at 13.94% and 20.35%, respectively. (4) The average land use intensity (LUI) in central urban districts markedly surpasses that in the surrounding suburban areas, with Xiacheng having the highest LUI and Chun’an the lowest. Under the SSP126 scenario, the area with increased LUI is significantly smaller than under the SSP245 and SSP585 scenarios. These findings offer valuable guidance for sustainable planning and built environment management in Hangzhou and similarly situated urban centers worldwide.

Abstract:Land use reflects human activities on land. Urban land use is the highest level human alteration on Earth, and it is rapidly changing due to population increase and urbanization. Urban areas have widespread effects on local hydrology, climate, biodiversity, and food production. However, maps, that contain knowledge on the distribution, pattern and composition of various land use types in urban areas, are limited to city level. The mapping standard on data sources, methods, land use classification schemes varies from city to city, due to differences in financial input and skills of mapping personnel. To address various national and global environmental challenges caused by urbanization, it is important to have urban land uses at the national and global scales that are derived from the same or consistent data sources with the same or compatible classification systems and mapping methods. This is because, only with urban land use maps produced with similar criteria, consistent environmental policies can be made, and action efforts can be compared and assessed for large scale environmental administration. However, despite of the fact that a number of urban-extent maps exist at global scales [3,4], more detailed urban land use maps do not exist at the same scale. Even at big country or regional levels such as for the United States, China and European Union, consistent land use mapping efforts are rare.

Abstract:The urban land use involves more severe sustainability challenges than agricultural land use. An effective approach for evaluating urban land use is essential for meeting this challenge to improve efficient land use management. This approach must fit into a coherent conceptual and analytical framework covering different aspects, including social, economic, environmental and rational land use structure. A major problem with this is the lack of the evaluation approach for objectively evaluating the sustainability of urban land use in practice. In this paper, an evaluation system for the sustainability of urban land use (ESULU) is presented aimed at rectifying this situation. This is based on 13 indicators drawn from previous literatures in consultation with a group of experts in this field. Principal Component Analysis (PCA) is applied to assist in identifying the major factors for evaluating the sustainability of urban land use. Examination of the results provides a grouping analysis of the capital cities and municipalities, indicating a general disproportion between coastal and interior urban cities in China. The findings lead to further suggestions and recommendations for central and local government to design relevant policy in achieving the sustainable development of urban land use and planning.

Abstract:This paper evaluated the environmental burden and capacity of Dongying City by emergy and ecological footprint to provide basis for optimizing land development. The result shows that from 2000 to 2010, the land area needed to support human society expanded rapidly from 310000 ha to 735000 ha, while the environmental capacity increased from 1144900 ha to 1226100 ha, which would be caught up by environmental burden in near future according to the current trend. Pollutants assimilation is the main environmental burden and local nonrenewable resources accounting for more than 65.0 percent of the total human emergy consumption. Cultivated land and construction land are the major sources of environmental capacity. Hence the farmland and virgin land should be developed for multifunction and construction land used in a low carbon and intensivism way to promote environmental sustainability.

Abstract:High-intensity land use and resource overloaded-induced regional land use spatial pattern (LUSP) are essential and challenging for high-quality development. The empirical studies have shown that a scientific land uses spatial layout, and the supporting system should be based on a historical perspective and require better considering the double influence between the current characteristics and future dynamics. This study proposes a comprehensive framework that integrates the resource environment carrying capacity (RECC) and land use change (LUC) to investigate strategies for optimizing the spatial pattern of land use for high-quality development. China's Zhengzhou city was the subject of a case study whose datasets include remote sensing, spatial monitoring, statistics, and open sources. Three significant results emerged from the analysis: (1) The RECC has significant spatial differentiation but does not follow a specific spatial law, and regions with relatively perfect ecosystems may not necessarily have better RECC. (2) From 2020 to 2030, the construction land and farmland will fluctuate wildly, with the former increasing by 346.21 km 2 and the latter decreasing by 295.98 km 2 . (3) The study area is divided into five zones, including resource conservation, ecological carrying, living core, suitable construction, and grain supply zones, and each one has its LUSP optimization orientation. This uneven distribution of RECC reflects functional defects in the development and utilization of LUSP. In addition, the increase in construction land and the sharp decline of farmland pose potential threats to the sustainable development of the study area. Hence, these two elements cannot be ignored in the future high-quality development process. The findings indicate that the LUSP optimization based on dual dimensions of RECC and LUC is more realistic than a single-dimension solution, exhibiting the LUSP optimization's effectiveness and applicability.

Abstract:Spatial development involves multi-dimensional and multi-regional objectives that might be competing, while few studies have examined these issues simultaneously. We proposed a comprehensive model to assess the green quality of urban spatial development (GQUSD), focusing on the synergy of multi-dimensional objectives and the balance of multi-regional interests. The metropolitan city of Hangzhou was taken as an example. We included land consumption, vegetation loss and infrastructure cost as the inputs and the density of production and living activities as the outputs of spatial development. We developed a categorical Data Envelope Analysis (DEA) using geospatial big data and stratified optimization to evaluate the synergy of inputs-outputs at the finer level of spatial grids. Results: show a "sandwich" structure of the GQUSD in Hangzhou when considering green space and vegetation loss, and characterize four spatial typologies of agglomerated development, limited development, blinded development and low-potential development through the Bivariate Local Indicator of Spatial Association (LISA) analysis. The "sandwich" structure is shaped by spatial processes of socio-economic agglomeration, industrialdriven sprawl, new-town development and suburbanization of high-end sectors. We also find green inequality in the spatial development of Hangzhou where vegetation costs were higher in manufactural industrial sites and low-income communities. We provide urban planning strategies to balance competing interests across regions, objectives, functions and communities for green growth and sustainable goals.
Converging trend of global urban land expansion sheds new light on sustainable development

Abstract:Urban land growth presents a major sustainability challenge, yet its growth patterns and dynamics remain unclear. We quantified urban land evolution by analyzing its statistical distribution in 14 regions and countries over 29 years. The results show a converging temporal trend in urban land expansion from sub-country to global scales, characterized by a coherent shift of urban area distributions from initial power law to exponential distributions, with the consequences of reduced system stability and resilience, and increased exposure of urban populations to extreme heat and air pollution. These changes are attributed to the increased influence from external economies of scale associated with globalization and are predicted to intensify in the future. The findings will advance urban science and direct current land urbanization practices toward sustainable development, especially in developing regions and medium-size cities.

Spatial Optimization of Land Use Allocation Based on the Trade-off of Carbon Mitigation and Economic Benefits: A Study in Tianshan North Slope Urban Agglomeration

Abstract:The rational allocation of land use space is crucial to carbon emissions reductions and economic development. However, previous studies have either examined inter-objective trade-offs or intra-objective trade-offs within a single objective and lacked multilevel and comprehensive studies. Therefore, this paper integrates inter- and intra-objective carbon mitigation and economic efficiency trade-offs to comprehensively study the interaction between land pattern demand and space due to policies. The research methods were mainly multi-objective planning, a gray model, and patch-generating land use simulation model, and the study area was the less-developed urban agglomeration—the Tianshan north slope urban agglomeration. The results of the study show that the total change area of the study area from 2000 to 2020 was 5767.94 km2, the grassland area was transferred out the most, 3582.59 km2, accounting for 62.11%, and the cultivated land area was transferred in the most, 3741.01 km2. Compared with 2020, the simulated land use pattern obtained for 2030 has significantly changed. In addition, the total economic benefits and total carbon emissions under the economic and low-carbon objectives changed in the opposite direction. The four landscape patterns under the three scenarios of economic and low-carbon objectives changed in the same direction, and the degree of landscape fragmentation, agglomeration, and regularity under the low-carbon objective was better than that under the economic objective. The study results are essential references for future land resource management, carbon mitigation, and sustainable development of urban agglomerations.

Abstract:China’s economy is growing explosively with double-digit rates of growth. However, behind the scenes of this economic miracle, a dark underbelly exists. The potential impact of the unsustainable use of land resources is increasing. Each parcel of land has a stationary geographic location, while its utilization is optional. The re-adjustment and optimization of land use patterns ought to be encouraged. Spatial reconstruction refers to the combination of various land elements, which can promote the rational and efficient allocation of land resources through a four-layer action framework: the development of unused land, urban renewal, ecological reconstruction, and spatial displacement. The feasibility and validity of these methods are illustrated by practical cases in different provinces in China. We thus propose that pursuing sustainable development and building an ecological civilization will be necessary for China in future decades.
Spatial Optimization of Land Use Pattern toward Carbon Mitigation Targets—A Study in Guangzhou

Abstract:Global climate change is one of the major challenges facing the world, and the spatial optimization of land use patterns has been regarded as critical in realizing carbon mitigation. In this study, the linear programming model and the Markov Chain model are integrated in different scenarios to optimize land use structure for low-carbon development. The land use pattern is then simulated through the adjusted convolutional neural network and cellular automata model, taking Guangzhou City as the case study area. The results reveal that construction land with high economic efficiency will increase its area, and the reaming types will experience slight changes, in 2035 in the natural development scenario and the economic priority scenario. Ecological land such as forest land, grassland, and water is partly occupied by construction land in the urban–rural fringe areas. The total carbon emissions decrease by 2.32% and 1.57% in these two scenarios. In the low-carbon-oriented scenario, the expansion of construction land is restricted, and the forest land and grassland undergo great expansion. The total carbon emission decreases by 18.95%—a figure much larger than that in the natural development scenario and the economic priority scenario. Our paper embeds the needs and constraints in land spatial planning into the spatial optimization of the land use pattern, which provides valuable references for low-carbon city development in the future.

Abstract:AbstractWith the continuous improvement of urbanization level and the continuous expansion of city scale, there are some unreasonable land development and utilization problems, which will make the contradiction between people and land more prominent and the risk of ecological environment deterioration more serious. It hinders the sustainable land use (SLU) and then affects the realization of regional Sustainable Development Goals (SDGs). SDGs have become a programmatic document for all countries in the world to implement sustainable development. It provides a guideline and direction for the sustainable urban expansion. The sustainable urban expansion promotes the realization of SDGs worldwide. By combining the SDGs with the urban SLU, this paper obtains the optimized future land-use demand of the multi-scenario city and the urban expansion simulation scenario to the SDGs under the multi-scenario through the uncertain mathematical model (MIFCCP) and the spatial simulation model (PLUS). We find that firstly, the net profit of land use (LNB) reaches the highest value under the economic development scenario (ED), when the probability of environmental constraint violation p = 0.01 and p = 0.15, LNB = [2625.48, 3244.98] × 109 CNY, and [2646.95, 3271.51] × 109 CNY. Ecosystem service value (ESV) reached the highest value under the sustainable development scenario (SD), when p = 0.01 and p = 0.15, ESV = [75.34, 93.12] × 109 CNY, and [72.62, 95.56] × 109 CNY. The net carbon emissions from land use (LNC) reached the minimum value in SD scenario, and when p = 0.01 and p = 0.15, the LNC reached [57.46, 71.02] × 106 ton and [56.12, 76.04] × 106 ton. Secondly, the contribution degree of 15 driving factors to the change of local types is excavated, among which, the driving factors of traffic stations have the highest contribution degree to the change of construction land and cultivated land, and the third-class roads have the highest contribution degree to the change of wetland area. Furthermore, by analyzing the indicators related to SLU in SDGs, we can build an optimization model of land use quantity structure under uncertain conditions, and the optimized results can meet the targets of economic benefits, ecological benefits, and net carbon emissions of land use under different development plans. By linking SDGs and SLU, the coupled model framework can provide scientific basis for urban land expansion strategy based on ecological environment constraints and scientific support for sustainable management of land use.

Soil erosion evaluation in a rapidly urbanizing city (Shenzhen, China) and implementation of spatial land-use optimization

Abstract:Soil erosion has become a pressing environmental concern worldwide. In addition to such natural factors as slope, rainfall, vegetation cover, and soil characteristics, land-use changes-a direct reflection of human activities-also exert a huge influence on soil erosion. In recent years, such dramatic changes, in conjunction with the increasing trend toward urbanization worldwide, have led to severe soil erosion. Against this backdrop, geographic information system-assisted research on the effects of land-use changes on soil erosion has become increasingly common, producing a number of meaningful results. In most of these studies, however, even when the spatial and temporal effects of land-use changes are evaluated, knowledge of how the resulting data can be used to formulate sound land-use plans is generally lacking. At the same time, land-use decisions are driven by social, environmental, and economic factors and thus cannot be made solely with the goal of controlling soil erosion. To address these issues, a genetic algorithm (GA)-based multi-objective optimization (MOO) approach has been proposed to find a balance among various land-use objectives, including soil erosion control, to achieve sound land-use plans. GA-based MOO offers decision-makers and land-use planners a set of Pareto-optimal solutions from which to choose. Shenzhen, a fast-developing Chinese city that has long suffered from severe soil erosion, is selected as a case study area to validate the efficacy of the GA-based MOO approach for controlling soil erosion. Based on the MOO results, three multiple land-use objectives are proposed for Shenzhen: (1) to minimize soil erosion, (2) to minimize the incompatibility of neighboring land-use types, and (3) to minimize the cost of changes to the status quo. In addition to these land-use objectives, several constraints are also defined: (1) the provision of sufficient built-up land to accommodate a growing population, (2) restrictions on the development of land with a steep slope, and (3) the protection of agricultural land. Three Pareto-optimal solutions are presented and analyzed for comparison. GA-based MOO is found able to solve the multi-objective land-use problem in Shenzhen by making a tradeoff among competing objectives. The outcome is alternative choices for decision-makers and planners.

Abstract:Promoting regional development with overall arrangement is an important topic for high-quality development of urbanization in the new era. However, few research has paid attention to the optimal land use pattern in different stages from the perspective of cross-regional cooperation. In this study, we used the northern part of Guangzhou as an example and simulated its land use changes using the patch-generating land use simulation (PLUS) model under multiple development scenarios. A trade-off framework was subsequently proposed to explore the optimal land use patterns in 2030, 2040, and 2050 b y referring to the indicators of the Sustainable Development Goals (SDGs). Results showed that: (1) Setting up an ecological network for joint regional protection as a constraint in land use simulation can not only help reduce conflicts of land use but also contribute to achieving ecologically-oriented development (EOD). (2) The optimal mode of cross-regional coordination typically evolves from a monocentric to a bicentric configuration, followed by a point-axis arrangement, and ultimately culminates in a polycentric structure. (3) The development of land use, infrastructure, and ecological elements is a gradual process towards enhancing cross-regional cooperation. These findings can provide planning references for local governments to promote the cross-regional cooperation.

Abstract:The sustainable and integrated management of resources is a crucial approach to achieving sustainable regional development in the face of limited land and increasingly scarce water resources. This paper proposes a multidimensional optimization model to jointly optimize land use patterns and water resource allocation under the conditions of maximizing economic benefits and minimizing social differences, ecological loads, environmental pollution, and carbon emissions. The optimization model is solved using the affiliation function method and then combined with random forest (RF) and cellular automata (CA) models to further obtain the optimal spatial layout of land use. This paper takes the Mid-Yangtze River City Cluster as an example and optimizes the land use pattern and water allocation in the region in 2020 and 2030. The results of the study show that the optimized water and land resource allocation scheme performs better than the status quo in all dimensions. The optimized economic benefits, social effects, ecological effects, environmental effects, and overall sustainability in 2020 are increased by 45.97%, 22.89%, 10.07%, 24.65%, and 42.73%, respectively. By 2030, overall sustainability reaches 0.69. The developed modeling framework helps to elucidate the internal linkages between land use and water allocation, and it provides decision-makers with diversified approaches to land and water resource management and adjustment for different cities in different periods, which promotes the sustainable development of urban agglomerations.

Abstract:Optimizing the spatial layout of the national territory is crucial for realizing the transformation and development of resource-oriented cities in the context of high-quality development in the new period. This paper takes Tongling City as a case study, based on the analysis of the historical development foundation, then uses the SD-FLUS comprehensive model to carry out a systematic analysis of the transformation in five dimensions of economy, society, population, science and technology, resources and environment, and discusses the optimization of spatial pattern under the contextual simulation. The conclusions are as follows: 1 The hierarchical framework of "system-indicator-element" is not only internally interconnected, but also inextricably linked with the relationship between the various categories of the land use system. 2 Decrease of cropland, forest, water, grassland, and barren decreases from the economic development, social progress, and comprehensive development, and there is a small increase in the area under the scenario of resource and environmental protection, and the direction of the change of the impervious is in the opposite direction. 3 Cultivated land is retained in situ and concentrated to a small extent, forested land is reduced to a small extent while the status quo is maintained, and the Yangtze River water system will be retained and protected to a large extent, but part of the waters of Zongyang County will give way to the expansion of construction land under the development objectives of the new county. Building land will be expanded and extended to the northeast in the original site area, while the southwest corner of the original county center will be expanded to some extent in Zongyang County to promote the county's economic development.

Abstract:The harmonization of environmental protection with land use for socioeconomic development is one of the major challenges that most Chinese cities are facing in the rapid urbanization and industrialization process. This paper uses a particle swarm optimization algorithm combined with multiple objectives to find the optimum land-use arrangement considering both development and protection objectives and land-use policy constraints simultaneously. The authors consider four objective functions for land-use allocation: maximizing land-use suitability, maximizing land ecosystem service value, maximizing land transformation benefit, and maximizing spatial compactness of land use. These four objective functions are combined into an integrated single-objective function which is used as the fitness function for the particle swarm optimization algorithm in land-use allocation optimization. The authors demonstrate an application of the method with respect to optimizing the arrangement of land-use in Changzhou, China. A set of optimum land-use arrangements is provided by setting varied weight sets to the four objective functions, which are analyzed in terms of the priorities of the four objective functions. Decision makers can select the most appropriate land-use arrangement based on their priorities. The results indicate that the multiobjective particle swarm optimization approach is a promising method for generating land-use spatial allocation alternatives for land-use planning and management.
