Abstract:The devolution of Chinese port governance since 1990s has resulted in not only private sectors’ involvement in Chinese port investment and development but also allowing local port groups and terminal operators to implement international strategies to expand their business. This paper overviews current implementation on foreign ports investment of these two types of Chinese port-related companies. Analysing 39 foreign port investment cases, this paper finds the Belt and Road Initiative (BRI) may promote China's investment in foreign ports. Four main investment modalities are adopted i.e. acquisition, joint venture, concession and build-operate-transfer (BOT). The companies mainly form a partnership for investment, and some of the investment projects involve an integration of development of ports, industrial parks and cities. Of notice is that some investment projects are through a public-private partnership (PPP) model, i.e. Chinese companies as private entities and public sectors in the host countries.

Abstract:This study explores the impact of local protectionism on outward foreign direct investment (OFDI) and how firms respond to local protectionism in a transition economy. We find that local protectionism exerts a negative effect on the OFDI decisions of Chinese privately-owned enterprises (POEs). However, this negative impact is weakened by POEs’ corporate philanthropy strategy, whereas corporate political activity reinforces such an impact. This research extends the lens of institutional escapism by highlighting local protectionism as a barrier to OFDI and provides new insights into how firms respond to the subnational environment by adopting various nonmarket strategies.

Abstract:This study applies a comparative political economy approach to institutional theory by considering institutional convergence and geopolitics as determinants of Chinese outward foreign direct investment (OFDI). Using country-level data for a sample of Asian countries, including Bamboo Network countries or countries with prominent overseas Chinese business networks in Southeast Asia, and other countries identified in the Varieties of Capitalism literature, the dynamic panel analysis from 2007 to 2019 finds that Chinese OFDI is significantly positively affected by the interaction between greater formal institutional distance from China and a similar state-backed institutional configuration. Conversely, active territorial disputes with China and formal arbitral proceedings against this country have significant and negative effects. This study finds that Chinese OFDI in general and specifically the reversal of the Bamboo Network, or the flowing back of Chinese capital into Southeast Asian economies that initially invested in China’s rise and integration into the global economy, are conditioned upon geopolitical tensions and convergence in terms of institutional configuration but not institutional distance.

Abstract:As a developing country and a transitional economy, the pattern of China's OFDI deviates from that of advanced economies and other emerging economies. The importance and uniqueness of China's OFDI is attracting lots of concerns. This research is to investigate the specific factors driving China's OFDI location choice. Based on the traditional MNC's location theory and‘relational turn'of economic geography, this paper gives a systematic description of China's OFDI. Firm-level data is used from 2002-2012 combined with investment data including flows and stocks during 2003-2011. From the perspective of relationship(guanxi) between China and its host countries, this paper tries to analyze location choice of China's OFDI. The result reveals two important outcomes. First, there is a diversification trend of China's OFDI including the aspects of spatial distribution, industry, investment mode and ownership. Second, the location choice of China's OFDI reveals a significant consistence with the political, social and economic relationship between China and its host countries.

Abstract:Using recent Chinese data on outward foreign direct investment (OFDI) (2003–11), this study shows that Chinese OFDI has expanded in both distant developing and developed countries. Statistical analysis suggests that Chinese investors are attracted to countries with large market size, rich resources and strategic assets, and demand a sound legal system but avoid countries with the best rule of law. Chinese investors do not directly respond to political risk and corruption. However, they favour politically stable locations when seeking markets and care about political stability and corruption control when seeking resources. Institutional factors play a more significant role in the investment decision making prior to the actual investments, but the moderating role of institutions is influential for the actual investments. Chinese investors are more likely to seek markets and resources in developing countries, with careful evaluation of institutional quality.

Abstract:The phenomenal story of China’s ‘unprecedented disposition to engage the international legal order’ has been primarily told and examined by political scientists and economists. Since China adopted its ‘open door’ policy in 1978, which altered its development strategy from self-sufficiency to active participation in the world market and aimed at attracting foreign investment to fuel its economic development, the underlying policy for mobilizing inward foreign direct investment (IFDI) remains unchanged to date. With the 1997 launch of the ‘Going Global’ policy, an outward focus regarding foreign investment has been added, to circumvent trade barriers and improve the competitiveness of Chinese firms, typically its state-owned enterprises (SOEs). In order to accommodate inward and outward FDI, China’s participation in the international investment regime has underpinned its efforts to join multi-lateral investment-related legal instruments and conclude international investment agreements (IIAs). China began by selectively concluding bilateral investment treaties (BITs) with developed countries (major capital exporting states to China at that time), signing its first BIT with Sweden in 1982. Despite being a latecomer, over time China’s experience and practice with the international investment regime have allowed it to evolve towards liberalizing its IIAs regime and balancing the duties and benefits associated with IIAs. The book spans a broad spectrum of China’s contemporary international investment law and policy: domestic foreign investment law and reforms, tax policy, bilateral investment treaties, free trade agreements, G20 initiatives, the ‘One Belt One Road’ initiative, international dispute resolution, and inter-regime coordination.

Abstract:Journal of Asian and African Studies, Ahead of Print. This paper integrates the political influence and foreign capital literatures and examines the association between United States and Chinese overseas foreign direct investment (FDI) and host states' political institutions. Using up to 109 developing countries from 2003 to 2019, and employing two-stage least squares selection modeling, we find negative and significant relationships between Chinese FDI and host states' democracy while US FDI has positive and significant associations. Our study suggests Chinese FDI and host state leaders may mutually benefit from increasing authoritarianism, producing closer political and economic ties between China and the developing world.

Abstract:This paper examines the impacts of economic institutions, including property rights protection and contract enforcement, on the location choice of foreign direct investment. From a data set of 6288 US multinationals investing in various China's regions for the period of 1993–2001, it is found that US multinationals prefer to invest in those regions that have better protection of intellectual property rights, lower degree of government intervention in business operations, lower level of government corruption, and better contract enforcement. Our results are robust to alternative measures of economic institutions, different sub-samples, and different estimation strategies, and to the inclusion of control variables such as those for agglomeration economies, and other traditional factors of FDI location choice. The Determinants of Location Choices of China's ODI: Institutions, Taxation and Resources

Abstract:China has become the third largest source of outward direct investment (ODI). This paper studies how institutions in the host countries affect the location choices of China’s ODI. Based on a deal-level sample from 2002–2011, this paper empirically tests how political institutions, political stability, government effectiveness, regulatory quality, rule of law and contrd of corruption in the host countries affect the location choices of China’s ODI. On top of these institutional factors, we study the effects of tax evasion and natural resources in host countries, and their interactions with institutional factors. We find that political institutions in the host countries are not major concerns of the ODI, while government effectiveness, regulatory quality, and control of corruption have significant effects on the locations of ODI. In addition, China’s ODI tends to avoid countries with strict legal systems. Tax evasion and resources are also major motives of China’s ODI. General institutional quality and tax evasion are substitutes in China’s ODI location decisions.

Abstract:Differently from the prior studies that look at the determinants of Outward foreign direct investment (OFDI) location choice, based on the institution theory and employing a comprehensive and unique micro-level dataset of Chinese firms, this study is the first to integrate institutional linkages (Confucius Institute) and regional institutions into one framework and looks at the role of the location choices of Chinese OFDI. The results show that Chinese firms prefer to invest in countries with the presence and higher number of Confucius Institutes including Confucius classrooms. Moreover, the institutional linkage of Confucius Institutes can alleviate the possible negative effects caused by the distance between China and the host country, which suggests Confucius Institutes help Chinese firms against liabilities of foreignness and risks and costs of operation in more distant host countries. We also find that the availability and quality of China’s regional institutions have a strong impact on local firms’ willingness and capability of participating.

Abstract:According to Dunning’s eclectic theory, the location advantages play a key role in international investment mode choice, in which the country relations are important determinants. In some previous studies, the country relations and another bilateral factor, the country distance, are often confused, which can result in the inconsistency of conclusions. And excepting political factors, the economic dependence and other relations are insufficiently considered in the literature. This article makes a distinction between relation and distance, and puts forward a simplified analytical framework, the indicator system, and some quantitative methods for country relations. The indicators, including political, economic, and social factors, can better satisfy the horizontal analysis of the outbound investment. The economic and social indicators are determined by the magnitude of interaction as well as the share in the home country, and hence, the evaluation results can reflect the differences between the two countries. Finally, by evaluating the relations of other BRICS countries with China, the rationality is illustrated.

Abstract:This study asks two central questions: (1) how we can explain the dynamic relationships between economic growth and FDI distributions at national and regional levels; (2) what determines Chinese rapid economic growth and unprecedented volume of FDI at national and regional levels. Two empirical models are developed to test the two main hypotheses of FDI-led growth model and growth-driven FDI model based on time-series and cross-provincial data of 174 observations (29 provinces for 6 years, 1995–2000). The results confirm main findings of earlier studies on the links between FDI and economic growth in China, but disapprove the impact of human capital, historical, and geographical conditions on FDI distributions in the regions during the research period.

Abstract:In the past ten years, trade and economic relations between China and Latin America have seen fast development. Latin America has not only become an important trading partner for China, but also the main destination for Chinese investments and the principal overseas contract market of China. In the current international economic environment, and with regards to the new circumstances faced by Chinese and Latin American economy, investment, trade and finance have become the three “engines” boosting Sino-Latin American cooperation more and more significantly. China’s investment in Latin America is not only guided by policies and mechanisms (planning and guidance), but also supported by abundant capital (cooperation fund), as well as the three-party cooperation framework between the Chinese government, quasi-official organizations and enterprises. As Chinese enterprises “go global” and invest in Latin America, they should make the necessary preparations as well as engage in necessary risk prevention.
A Political Cycle of Regional FDI Spillovers in an Emerging Market: Evidence from China

Abstract:Extant literature provides inconclusive findings concerning the effects of foreign direct investment (FDI) presence on domestic productivity, calling for more research into contingency factors of FDI spillover effects. While prior studies in this stream largely focused on the characteristics of FDI sources and absorptive capabilities of domestic firms, this study extends the literature through focusing on contingency factors lying in regional political environment. Specifically, we identify a political cycle in FDI spillovers, that the effect of FDI spillover corresponds with turnover of local political leaders. We argue that as newly appointed political leaders have strong incentive to promote local business development, they tend to devote tremendous efforts to facilitating FDI knowledge spillover and alleviating competitive pressures from FDI. Using data on industrial firms and political leader turnovers in China’s municipal cities, we found that the turnover of local political leaders positively moderates the horizontal FDI spillover effects at regional level. Further, the moderating effect is stronger for native politicians and state-owned enterprises. Our study contributes to the literature of FDI spillover, political business cycle, as well as influences of subnational institutional environment.
Chinese foreign direct investment to Germany

Abstract:China successfully attracted massive inflows of foreign direct investment since the beginning of its open door policy in the late 1970s. Recently however, this trend has been reversed and China itself became a major supplier of FDI for other parts of the world. This development is part of a larger strategy termed The Go Global Policy- officially adopted in the tenth five-year plan and creating a host of OFDI-friendly policies for Chinese enterprises. While China primarily invests into other developing and emerging economies, it also slowly emerges as an investor in developed markets- a development furthered by its massive holdings of foreign reserves. In particular Germany has developed into one of the primary locations attracting Chinese OFDI. While extensive attention has been devoted to Chinese OFDI flows to developing countries, little is known about its activities in developed markets like Germany. This case study based research paper concludes that Chinese FDI to Germany is largely limited to urban- and industrial clusters. While M&A in industrial clusters is the fastest growing entrance strategy for the Chinese, the takeover process is increasingly welcomed by German companies seeking to be taken over for own strategic reasons. The Chinese capacity to preprocess at low prices, access to the Chinese market and supply with funds are all key factors in shaping such a consensus- based M&A. However, as European governance provides for a variety of social and governmental stakeholders, the investment process is also highly regulated. Given a loophole on European level, the federal Republic has been able to extend its capabilities to direct and impinge upon Chinese FDI across all sectors. As this potential for regulation is largely not employed in practice, conflict between social and governmental stakeholders becomes increasingly likely, as unions already point to malpractice and violations by Chinese investors. Furthermore, hollow Chinese investments on municipal level may cause a general bias towards OFDI from China, which will make approval of future projects unlikely.

Abstract:Previous research shows that domestic unrest, and especially violent conflict, raises political risk and discourages foreign direct investment (FDI). However, prior work primarily has studied private Western multinational corporations, not authoritarian China, the second largest overseas investor, which has both state-owned enterprises (SOEs) and privately-owned enterprises (POEs). This paper investigates the effects of domestic conflict on overseas Chinese FDI. We first compare Chinese SOE and POE investments in host states facing political unrest. Next, we disaggregate political unrest, examining the effect of violent and non-violent campaigns on Chinese SOEs and POEs. We then disaggregate the sector of FDI inflows. Contrary to prior conflict studies, we find host states under political unrest, and specifically violent campaigns, attract Chinese SOEs no matter the economic sector, whereas POEs are more risk averse. Our findings show that Chinese SOEs favor higher risk investments, suggesting the need for theoretical nuance in the domestic conflict and FDI literature.

Abstract:This paper studies the dynamics of China's outward FDI (OFDI) by examining the changing roles of host economy financial development and natural resources in the decision of OFDI destination choice. Using a country-level panel data set of China's OFDI during 2003-2015, we find that Chinese multinationals show a strong and growing incentive of seeking natural resources of host economies, especially after the 2008 financial crisis, regardless of whether the host economy is a developed or developing economy. On the other hand, financial development of host economy is less relevant.
